The Village of Kimberly Newsletter Winter 2021 President’s POINT OF VIEW 2021—A Return to Normalcy—Kind Of! As I write this year end contribution to the Kimtalk, I am struck by how quickly the months have passed as we continue to morph our way back to “normal” while along the way, defining what “new normal” might be. We embraced a sense of normal with the opening of the swim lake, the awesome presentation of fireworks thanks to our dedicated firefighters, we watched ball fields played on and crowds at the Amphitheater. We had record attendance in library programming as we welcomed a new director and moved away from a joint library operation and back to the Kimberly Public Library. We saw activities in Memorial Park that brought families together and the library sprouted a garden on the Municipal Complex grounds! Activities resumed in the Senior Center and gathering spaces at the complex, the EMR program grew from serving a community idea to a vital service with your volunteers responding to hundreds of calls for medical assistance. We dropped mask wearing requirements and then brought them back. We welcomed in-person participation at board meetings while continuing to offer cyber connections for anyone and everyone to listen in as the board does their work. The Street Department continued their work in maintaining our streets and sewers and have been busy with removing diseased trees and planting new ones. The Parks and Recreation team offered too many opportunities to engage than my space allows me to list, and people came out and truly engaged! Trail connections from the river to CE came to life after years of visioning and planning. In the end, the result was better than the vision! Passage from lower Sunset Park to both the upper ballfields and the shelters were enhanced with beautiful and easy to traverse stairs as well. Development has continued along the riverfront with the latest addition of our scenic overlook nearing completion! Work continues in building out the west end as we work with potential suitors for revitalizing the east end. We believe some exciting things will sprout in 2022! We said goodbye and thank you to Roger Price who, for 34 years, served on the Water Commission as both a Commissioner and Chairman. 2022 Election Information An election will be held in the Village of Kimberly on Tuesday, April 5, 2022 to elect one (1) Village President and three (3) Trustee positions. If a primary is necessary, it will be held on Tuesday, February 15, 2022. The two-year terms begin Tuesday, April 19, 2022.

Interested in running for the village board? Candidate paperwork can be picked up in the Clerk’s Office or downloaded from elections.wi.gov. Simply select the Candidates tab and the link “Getting on the Ballot.” Papers must be submitted by 5:00 pm on Tuesday, January 4, 2022.

Absentee Voting By Mail: Applications expire 12/31 (except for voters with indefinitely confined status) and must be renewed each year. You can visit the MyVote WI website at myvote.wi.gov or email Village Clerk-Treasurer Jennifer Weyenberg at [email protected] to obtain the application. A copy of your photo ID must be included if we do not have it on file already.

Absentee Voting In-Person: In-Person absentee voting starts on the Tuesday TWO WEEKS prior to each election. The Monday before an election is closed for both absentee voting and registration. Photo ID is required.

You can see a demonstration of the machines during the Public Test held the Tuesday before each Election Day. Watch for the Notice in the Times Villager.

Property Tax PaymentsThe Clerk’s Office will be closed December 24th,

December 27th & December 31st for the Holidays.Once again for your convenience, CAPITAL CREDIT UNION, Kimberly location ONLY, will collect taxes for the Village of Kimberly until January 31, 2022. ANY RESIDENT, not just members, can pay their taxes at the Capital location in Kimberly. They offer extended hours and easy drive-through access.

Please pay taxes early to avoid the rush, or use the PAYMENTDEPOSITORY located by the west library entrance. DO NOT place tax bills or utility payments in the Library Book Return. The PAYMENT DEPOSITORY offers additional security and safety measures. Remember, the Library staff CANNOT collect tax bills.

When applying for a dog license, owners must present the current rabies vaccination certificate. Failure to license your dog may result in a $124.00 citation per dog, issued by FVMPD.

Street DepartmentEmerald Ash Borer – A Pain in the Ash

The Emerald Ash Borer, or dis-affectionately known as EAB, has made its presence known in our community, with a roar. This year dead and dying Ash trees can be found in every corner of our community, whereas last year it did not seem as noticeable. EAB larvae kill Ash trees by eating serpentine paths in the layer under the bark, the layer that carries water and nutrients to the leaves. Eventually water and nutrients are not able to make their way to the leaves, starving and killing the tree.

As of the start of spring this year the Street Department had approximately 500 Ash Trees lining our streets, with over 100 in need of removal due to the impacts of the Emerald Ash Borer. We know many more are infected and will be in need of removal as evidenced by a thinning upper canopy, prematurely yellowing and curling leaves, and spalling bark. The latter being a result of Wood Peckers pecking at the bark to get at the larvae. Removal of Ash Trees will be a principal focus for the Street Department for several years.

Equally concerning is the impact this has for trees on private property. Many trees are large and located in yards which are difficult, if not impossible, to reach with standard tree removal equipment. Many trees may require removal with more specialized equipment and processes. Additionally, the longer a dying or dead tree is left standing, the more unsafe and expensive it can be to remove. Owners of Ash trees should be planning for removal costs now. Removal is not a matter of if, but when.

Garbage & Recycling Reminders for Winter and the Upcoming Holidays

• The days for Bulky, Non-Metal Collection were changed three years ago to Monday and Wednesday for the designated week each month. Please reference the 2021 and 2022 Garbage and Recycling Calendars for the collection dates for your address. This change was made to assist in providing adequate staffing throughout the week for other duties.

• Polycarts CANNOT be placed in the road or on top of snow piles• The polycart MUST be placed at ground level either on the

terrace or in the driveway. Polycarts which are placed in the road for pick up, during winter months, are subject to be plowed over and damaged. Replacement of damaged carts are the responsibility of the property owner at the cost of $73.50.

• The Village DOES NOT pick up overflow garbage. Excess garbage generated due to the holidays must be disposed of by the renter or property owner. This can be done by spreading your overflow garbage over a couple of week’s collection, asking a neighbor if they have room in their polycart, or by hauling the overflow garbage to the landfill.

Winter Overnight Parking RestrictionsPer village ordinance, from December 1st to April 1st, vehicles are not permitted to park along village streets between the hours of 2 a.m. and 6 a.m. Vehicle owners may request permission from the Fox Valley Metro Police Department to leave their vehicle parked on the village streets during this period. Requests need to be emailed to [email protected] and include the following information: date, registered owner’s name, phone number, email address, license plate number, vehicle description, and address where the vehicle will be parked. Requests are limited per address and acceptance is dependent on weather conditions. Additional information on Winter Parking Restrictions can be found at www.fvmpd.org under the Overnight Parking tab.

Winter Driving• Remember to slow down and drive with extra caution during the

winter season. Allow more time for your trips to school, work, and shopping.

• The Village will maintain the street pavement as best they can. This does not mean the pavement will be completely free of snow and ice.

• There will always be situations where snow and/or ice build-up will occur on our streets and intersections especially early in the morning or later in the evening.

• Allow extra room when following other vehicles, approach intersections with extra caution, and assume your vehicle will not stop as fast as it does on dry pavement.

• Remain at least 200 ft behind snow plows and spreaders.

Weekly Brush PickupBrush which is longer than 18” and not more than 4” in diameter MUST be called in by 2:00 p.m. on WEDNESDAY for a Thursday pickup.

Street DepartmentSnow Removal

• Village ordinance 430-10 states that it is unlawful to shovel, blow, or plow snow onto or across Village streets or alleys. Citations will be issued to habitual offenders.

• Salt barrels placed at specific intersections are to be used for emergency use only. These salt barrels are not provided for residents for their own application. Salt for sidewalks and driveways should be purchased at local retail outlets.

• Corner lot owners are asked to keep a path open through the crosswalks, the Village crew will clear the remainder of snow as time permits.

• Anyone with a fire hydrant near his or her property is asked to help keep the snow cleared from around it. This will allow for quick response time if ever the fire department needs to access the hydrant.

• Snow must be cleared from the sidewalks within 24 hours after each snowfall. If ice builds up, it must be removed or treated with a melting agent. It is Village policy to address unshoveled sidewalks only when a complaint has been filed. Village officials do not go out looking for sidewalks that need shoveling. No written or verbal notice will be given to violators per ordinance 430-10. Failure to comply will result in sidewalks being cleared by the Village and billed at a rate of $75.00 per hour, plus equipment usage. A minimum of one hour will be charged to clear sidewalks.

Fire DepartmentKEEPING SNOW CLEAR CAN SAVE LIVESRemember to clear snow accumulation from furnace intake and exhaust pipes located outside your home. Snow accumulation and drifts blocking these pipes can not only cause your furnace to shut down, but it can cause carbon monoxide to build up in your home, which is a silent killer.

If you have a hydrant near your home and are willing and able to help keep it clear of snow, we greatly appreciate it. Not having to search or dig out a hydrant can save critical time during a fire response.

FIREPLACE SAFETYPrevent chimney fires by having your chimney cleaned and inspected every year. Do not burn anything other than clean, dry firewood. Reminder; ashes can, and do, rekindle starting fires every year. Always treat ashes like they are HOT. Do not put them in the trash, in your garage, or directly alongside the house.

FILL THE BOOT UPDATEThanks to many local & corporate donations, the “Fill the Boot” campaign was able to raise a total of $41,224.00, which the Kimberly Fire Department will use to purchase new cordless rescue tools.

Kimberly Historical CommitteeBecause of current health concerns related to Covid 19 and out of respect for the public health of village residents and guests, the committee members feel it is best to cancel Christmas at Kimberly’s Historic Clubhouse previously scheduled for December 11. While we are sad and sorry to cancel this event, never fear! Plans are in the works for a historic celebration next summer. Please stay tuned and watch for what is coming.

Community Development UpdatesPhase 1 of the Cedars Historic Overlook is complete! The overlook is adjacent to the Kaukauna Utilities Hydro-Dam located on Papermill Run and features a continuation of the Papermill Run trail, a ramp leading to the overlook, limestone retaining walls, stamped concrete continuing the “Running through the Rolls” theme of Kimberly papermaking history, and landscaped areas.

Phase 2 of the project, scheduled for 2022, will include lighting, decorative railings along the ramp and rivers edge, and a refurbishment of the small brick building on the site. The Village Board will be discussing the scope of future building renovations with possible improvements to include lighting, windows, flooring, public restrooms and additional views of the river from indoors. The intention of the indoor space is to have it open for public use and possibly rentals. Stay tuned for further updates!

Angels Among Us Tree @ Christmas at the PondRemember someone you love this holiday season by adding to our “Angels Among Us” tree in Memorial Park! Purchase an angel and return to the Village of Kimberly before November 19th to have Village staff place your angel in the park on the “Angels Among Us” tree for the November 28th Christmas at the Pond event. Angels can be purchased for $5 each at the Kimberly Street & Parks Department, Kimberly Municipal Complex and Kimberly Public Library. Add a loved one’s name to your angel or decorate to your liking. Proceeds from angel sales to benefit the Kimberly High School Key Club Giving Tree program spreading Christmas joy to students in the Kimberly Area School District.

Santas on Parade!Join the Tanners Fat Tire Bicycle Club for their annual Santa Ride on December 4th, 2021. No need to register in advance, festive dress is encouraged. Simply bring an unwrapped toy to donate for the Toys for Tots holiday campaign to participate. Bike/drive route starts at Basil’s in Appleton meeting at 1:00 p.m. with departure at 1:30 p.m. and concludes at Tanners Grill and Bar in Kimberly. Upcoming Fall/ Winter Program Sneak Peek: With the COVID-19 pandemic still lingering, you can expect to see greater access to in-person programs; however, we do have some safety recommendations still in place: • Programming for all ages may be held inside and in person. Some

events will be offered virtually only and some with have dual options for attendance. Pay attention to the advertisements before heading out to a library program.

• Staff leading in-person programs will wear a mask. We will also do our best to keep surfaces sanitary and encourage social distancing and good hand-washing habits.

The Kimberly Public Library is open 9-6 Monday through Friday and 9-1 on Saturdays. The library will be closed for the holidays on the following dates:

A note from the Library Director: InfoSoup has a new look! BiblioCommons, the new discovery layer for InfoSoup, is designed to give library users the feeling that they are shopping online. BiblioCommons does not replace InfoSoup, rather, it enhances it. The new “shopping” experience adds a few new features that InfoSoup didn’t have before.

Here are the top 5 things you should know about the new InfoSoup BC: 1. The first time you use the new version, you will be

asked to create a username. On future visits, you can log in with either your username or your library card number. The password will always be the six-digit birthdate associated with your library card.

2. BiblioCommons offers a social engagement feature, similar to GoodReads.com. You can choose your privacy level in settings after you log in. The only information that may be shared is the lists that you create and the comments or reviews that you post about books. Your library checkout history will never be shared. The username is intended to add an additional layer of privacy.

3. The current and familiar form of the online library catalog will still be available. You can choose which one to use. When paying online fines, you will need to use the current version. You can switch between catalog versions under the “My Library” menu in either version.

4. Although you won’t be able to access your checkout history in the new InfoSoup.bibliocommons.com, you can revisit the old InfoSoup.org to find that information there. You can also recreate your history using the list features.

5. The best place to start your journey is www.kimberlypubliclibrary.org. There, you will find links to the information you need. Please call the library at 920-788-7515 if you need assistance.
