President’s Message

I hope you are enjoying being a member of The Garden Club of Green Cove Springs as much as I am. For me, it goes back to a little girl wanting to do some yard work for my grandmother. I was hired to weed some flower beds. My reward was a few dollars, and I got to walk alone to

the local country store to buy a bag of candy! So how does that relate to enjoying being a member? My rewards have changed now. My bag of candy now is the therapeutically reward of weeding, planting and maintaining my yard and participating in our club’s projects. Whatever your reasons for being a member; maybe it’s the civic aspects, the therapy of gardening, a respite, being socially active with like-minded people having the same interest of fine gardening or the rewards of it all. It’s all good! As we add another year expanding our gardening knowledge to our community projects in planting at the Headstart program, the Veteran’s Triangle, maintaining the flower beds at the library, providing a plant to a Habitat for Humanity new homeowner, a tree planting commemorating Florida Arbor Day, as well as our other ongoing committees; by doing these acts, we can promote our goals of community involvement, charitable contributions and educational objectives in gardening. So maybe you’ll find your reason for being a garden club member as well!

Your Garden Club’s Family Tree

National Garden Clubs, Inc., (NGC) is a not-for-profit educational org. headquartered in St. Louis, Mo. The organization comprises 50 state garden clubs and the National Capital Area, 5,000 member garden clubs and 175,000 members. In addition, NGC has

330 international affiliates from Canada to Mexico and South America, from Bermuda to South Africa, Australia, and Japan, as well as 60 national affiliates within the United States.

Deep South Region is one of 8 regions that are members of National Garden Clubs, Inc. The following 6 states are members of the Deep South Region: Alabama, Florida, Georgia, Louisiana, Mississippi, and Tennessee.

Florida Federation of Garden Clubs, Inc. (FFGC)

The Federation was organized April 14, 1924. The FGC is a member of National Garden Clubs, Inc. and Deep South Region. It offers scholarships, youth programs, and courses in floral design, landscape design, environmental studies, horticulture, gardening, and tours. The Wekiva Youth Camp is sponsored by FFGC to instill in youth the love of gardening and respect for and the protection of the environment. The Blue Star highway markers and memorials project is undertaken to memorialize our armed forces. The FFGC is divided into

12 districts.

District IV (FFGC) The following clubs are members of District IV: Callahan, Green Cove Springs, Fleming Island, GC Lakes, Hilliard, Middleburg, Palatka, Alligator Greek, Switzerland, Jacksonville (41 Circles), Ribault ( 5 Circles) , Orange Park (6 Circles), and St. Augustine (10 Circles). District IV is comprised of 13 clubs, 63 circles, and totals approximately 1700 members from Baker, Clay, Duval, Nassau, Putnam, St. John’s & Union Counties. The Garden Club of Green Cove Springs is a member of District IV.

The Garden Club of Green Cove Springs was organized

Sept. 25, 2007 and federated Jan. 17th 2008. It is one of the 13 local clubs in the Northeast Florida area that are members of District IV (FFGC). The Garden Club of Green Cove Springs offers programs, workshops, and field trips to its members, as well as, undertaking various community projects in beautification and community service.

BYLAWS

ARTICLE I This organization shall be known as The Garden Club of

Green Cove Springs in Green Cove Springs, Florida.

ARTICLE II (Object) The object of The Garden Club of Green Cove Springs shall

be a non-profit, charitable, and educational association and

shall promote interest in the fine art of gardening, their

design and management, to promote protection of native

plants and birds, to encourage civic beauty and roadside

improvements and to stimulate the knowledge of the artistic

use of plant material.

ARTICLE III (Membership) Section 1 Persons eligible must take an active interest in

gardening, and must promote the objectives of the club.

Prospective members must attend at least one meeting

before becoming a member.

Section 2 Members shall be encouraged to serve as an active

participant on a minimum of one committee.

Section 3 Annual dues shall be in the amount per person for

FFGC plus District IV plus club membership dues. The total

amount and membership fee schedule will be stated in the

Standing Rules. Dues for each year shall be payable in

advance to the club's Treasurer by the business meeting held

each May. Dues shall be payable to the Treasurer of the

FFGC in accordance with the Federation's By-Laws for

District IV. Any member not paying for one year may be

dropped at the discretion of the Executive Board.

ARTICLE IV (Government) Section 1 The officers of the club shall be President, Vice-

President, Secretary, and Treasurer. They shall hold office

for two years, and shall be elected at the annual meeting in

April on the odd numbered year. No member may serve in

the same office for more than two consecutive terms.

Officers elected at the annual meeting in April shall assume

duties of office upon conclusion of business at the last

regular meeting of the current year with the exception of the

Treasurer who will remain in office until August 1 to aid in

the smooth transition of duties.

Section 2 The Executive Board shall consist of the officers

of the club. Former officers shall be considered advisors to

the Board. It shall be empowered to transact all business of

the club in emergencies between meetings, shall recommend

to the club questions of policy, and shall fill all vacancies

which may occur for unexpired terms of six months or less.

There will be a nominating committee and election if more

than six months.

The President shall preside at all meetings of the club and

the Executive Board. The President shall appoint chairmen

of all committees and appoint two members of the club to

audit the Treasurer's books at the close of the fiscal year.

She//He shall be an ex officio member of all committees,

except the Nominating Committee.

The Vice-President shall assume the duties of the President

when required and serve as Chairman of the Program

Committee which will consist of at least four members.

The Secretary shall record proceedings of each meeting,

preserve the same, and have charge of all correspondence

and papers.

The Treasurer shall handle all funds of the club and

disburse same as approved by the budget or authorized by

the club membership. The Treasurer's duties include but are

not limited to: receiving, depositing and disbursing all funds

of the club, recording all income and disbursements,

preparing monthly and annual reports, and maintaining and

safeguarding the club's financial and legal records. The

President will be the only one other than the Treasurer to

sign checks in the event the Treasurer is incapacitated or out

of town for an extended period and only when the matter

cannot wait for the Treasurer's return. The Executive Board

will have to approve this should it become necessary.

ARTICLE V (Meeting, Election, Delegates, & Quorum)

Section 1 Meetings shall be held on the 3rd Thursday of

every month from September through June. The June

meeting shall be designated solely as a planning meeting.

Section 2 The Bi-Annual Meeting with the election of

officers shall be at the regular meeting in April.

Section 3 Election of Officers-One month prior to the Bi-

Annual April meeting, a Nominating Committee of three (3)

shall be selected. The Chairman shall be appointed by the

President from the Executive Board, and two (2) members

present shall be elected from the membership of the club.

This committee shall present a list of the candidates to be

voted upon (one or more names for each office), after having

ascertained that these candidates are fitted for the office and

are willing to serve if elected. Nominations may be made

from the floor. When there are no nominations from the

floor, the election shall be made by acclamation. When there

are nominations from the floor, the election shall be by

ballot, and a majority vote shall win the election.

Section 4 Three members shall constitute a quorum of the

Executive Board. The majority of those present at regular

business meetings shall constitute a quorum of the

membership.

ARTICLE VII (Parliamentary Authority) The rules contained in "Roberts' Rules of Order Revised"

shall govern the organization in all cases in which they are

applicable, and in which they are consistent with these By-

Laws.

ARTICLE VIII (Amendments) The By-Laws may be amended at any regular business

meeting of the club by two-thirds (2/3) vote of active

members present and voting, provided notice of proposed

amendments was presented in writing at a previous meeting.

ARTICLE IX (Dissolution) In the event this organization should be dissolved, all assets

will be dispersed to a non-profit organization recognized by

the IRS/IRC Section 501(c) (3).

Amendments to Bylaws

Amendment I: (ARTICLE III: Section 4)

Membership in the Garden Club of Green Cove Springs,

FFGC, is open to all, regardless of gender, age, race,

ethnicity, or religious affiliation.

Amendment II: (ARTICLE V: Section 1) Meetings shall be held on the 3rd Thursday of every month

from September through June. The June meeting shall be

designated solely as a planning meeting.

Amendment II: (ARTICLE V: Section 2) The bi-annual meeting with the election of officers shall be

at the regular meeting in April or in the event the regular

meeting is problematic, the election shall be held by

electronic email ballots.

Standing Rules

1) Dues… Annual Dues shall be $25 per individual. A

spouse may join for an additional $5 more.

2) Budget…A proposed budget shall be presented and

voted upon annually by the membership at the September

meeting.

3) Yearbook…Membership includes one copy of each

current yearbook publication. Additional copies are $5

each.

4) President’s Pin… As a club tradition, the President’s

Pin will be passed from the outgoing president to the

incoming president at the time of installation.

5) Past President’s Pin …The Club will purchase a

pin for the outgoing President. A former President will

present a Past President’s pin to the outgoing President

at the changeover of office. The Treasurer is responsible

for ordering the pin.

6) Outgoing President…The club shall pay for a gift

of appreciation for the outgoing president. The Vice-

President is responsible for procuring and presenting the

gift after the installation of new officers and the

presentation of the past president’s pin.

7) Sponsor…A designation of “Sponsor” will be assigned

to persons or businesses who wish to contribute solely

financially to the club. The sponsor will not participate in

club meetings and/or activities, and they will not have

voting privileges. An annual sponsorship fee of $20.00

entitles the sponsor to be listed in the club under

Sponsorship Section and a business card Ad displayed at

Garden Club community functions. They shall also

receive a certificate of Sponsorship.

Duties of Committees

Standing Committees

Audit: Two members are appointed to audit the Treasure’s books at the close of the fiscal year in June. They must verify their findings in writing.

Budget: The Treasurer and the budget committee members will prepare a proposed budget to be presented and voted upon at the September meeting.

Civic: Habitat for Humanity: The Chair will purchase and present a housewarming plant at designated Habitat for Humanity Home Dedications.

Civic: Library/ Veterans Memorial (GCS): The Chair will oversee ongoing projects and scheduling of workdays and seasonal activities such as planting, pruning, and fertilizing.

Computer and Design: The Committee is responsible for graphic design, flyers, operation forms, and member badges. The Chair is also an essential member of the Yearbook Committee.

Historian: The Chair is responsible for maintaining the Club’s Scrapbook. They are responsible for the collection of photos and articles pertaining to club events. The Chair takes photos of guest speakers and club activities, and should provide for a substitute to carry out this function should they be unable to do so.

Hospitality: The Chair is responsible for coordinating refreshments at monthly meetings and special events. Co-Chair will help The Chair maintain, purchase, and provide basic items for setup: paper plates, napkins, utensils, and liquid refreshments. They will work with monthly hostesses to decorate for special events. A hostess list for the upcoming yearly meetings must be furnished to the Yearbook Committee by August.

Membership: Chair and committee will coordinate annual membership drive. Chair shall conduct on-going membership awareness, maintain a current listing of members, and provide the Treasurer and the Computer Design Chair with pertinent information via a copy of the application form. New members will receive club information and a yearbook from The Chair who will introduce new members to the club.

Nominating: One month prior to the Bi-Annual April meeting, a Nominating Committee of three (3) shall be selected. The President from the Executive Board shall appoint the Chairperson. The election of the officers will be carried out per the By-Laws.

Programs: The Vice-president is The Chair of the Program Committee of no less than 4 members. Information for programs must be presented to the Yearbook Committee for publication before mid-August. The Chair and Committee will determine gardening and educational interests of club members and then plan and secure a variety of speakers to present a program prior to each monthly business meeting. The Committee will encourage knowledgeable members to present a program. The committee will coordinate a fall and a spring field trip. Chair will provide updates on National, FFGC, and District IV programs.

Publicity: The Chair will keep the public informed through local newspaper articles of club activities. The Historian will provide photos when necessary. If chair is unable to attend a function, it is their responsibility to find a substitute to document the event.

Ways and Means: Co-chair and committee will plan and coordinate all fundraising functions.

Web Design: Chair shall create and/or maintain a web presence for the Garden Club.

Yearbook: Chair and committee will compile and publish the annual club Yearbook. Each club member will be presented a current Yearbook at the September meeting.

Special Committees Awards: The Chair will research awards that are available to the Garden Club in the Book of Information (BOI) available through the Federation. Where appropriate, The Chair will obtain, prepare, and provide documentation (in the form of a book of evidence) for each award submission.

Cala Vida: Participants in this committee are responsible for making a floral display at Spring Park for the annual Cala Vida event.

Civic Service: Florida Arbor Day: Chair is responsible for planting

at least 1 tree in the community in observance of Florida Arbor Day.

Community Displays: Clay County Agricultural Fair: Chair shall make

sure a display is setup at the County Fair to inform the community about the Garden Club and their projects.

National Garden Week: During National Garden Week in early June, the Chair will provide displays in the community to bring about an awareness of gardening and the Club’s activities and interests.

Parade of Trees: Chair shall see that Club tree is decorated at the community “Parade of Trees” event.

Gardenfest: Chair is responsible for setting up a Ways and Means table for this District IV event as a fundraiser for the club. This includes any supplies and displays that are necessary to facilitate the sale of items.

Garden Grow Board: Chair shall create a display table to include a “How Does Your Garden Grow?” poster board that can be updated by members with pictures of their own gardens and nature. The display area shall also contain announcements of local gardening events and handouts of gardening information and projects.

Headstart: The chair is responsible for organizing a work group, planning and planting a raised bed vegetable garden for the youth to observe, weed and harvest during the growing seasons. This effort is coordinated with the Headstart principal.

Historical and Railroad Days: One Chair is responsible for setting up The Garden Gate “net a prize” for the children. Another Chair shall set up a bake sale table for this community event. Meeting Raffle: Chair is in charge of managing the monthly meeting raffle table and monies.

Plant Sale Committee: Chair shall reserve location and organize the annual sale. The entire club is encouraged to raise plants and assist on the day of the sale.

Sunshine: Chair shall be responsible for well-wishes of those who are injured, ill, or infirm and for condolences for those who have lost a loved one in the form of cards or flowers.

The St. Johns River Water Management District’s watering

restrictions are designed to ensure the efficient use of water

for landscape irrigation. The restrictions allow enough

water to maintain healthy landscapes year-round. These restrictions are
