Get ready for KwanzaaFest!

For decades cultural events have come and gone in Dallas, TX. For some reason, events like the Black Family Reunion, Black Expo and Sister to Sister have tried to build a base in the Big D, but the organizers did not get the traction or support they wanted so they moved on.

Time and time again, people say that Dallas is a strange beast, a city where it is hard to galvanize the masses.

Well, the masses galvanized, to the tune of over 10,000 in the inaugural year of KwanzaaFest and steadily growing to well over 50,000 in recent years. Now the 10,000 number was one that the media reported, based on their calculations of the thousands who made their way to Lincoln High School for the cultural festival, celebrating the seven principles of Kwanzaa. Everyone was surprised at the overwhelming response from the vendors, business community and citizens.

Over the years, KwanzaaFest was a great place to see old friends, pick up unique items, support Black businesses and receive hundreds of dollars in health screenings. It was also a great place for entrepreneurs who present their wares for sale.

Last month, there were reports that after 22 years, KwanzaaFest would not be occurring this year.

While there are cities across America that have cultural festivals every month, citizens became very vocal about

the possibility of another program leaving the city because of apathy, fear, or ambivalence. Sure corporate sponsorship is important, but there has to be the support from the community and that support has not wavered.

Following the reports of the cancellation of KwanzaaFest, Dallas County Commissioner John Wiley Price, standing with KwanzaaFest committee members and DeDe McGuire, Lady Jade, Kiki and others from K104 and KRNB, had this to say about KwanzaaFest:

“KwanzaaFest 2013 will be held on December 14th and December 15th, because of this community coalesced behind the principles of Kwanzaa. We anticipate, HealthFest, our lead component, will record close to 30,000 screenings at a value of more than one million dollars. On behalf of the founding and standing committees, I want to say, ‘Thanks!’

“We want to begin by expressing our gratefulness for K104 and 105(dot) 7, Smooth R&B. Not only have they stepped up their annual commitment and one of our sponsors who has made it possible for KwanzaaFest 2013 to continue, but they have been an integral part of our ability to attract our patrons to the event. Hyman Childs and his team have never lost sight of the need for corporations to reinvest in the community that has made him and so many others successful.

“KwanzaaFest 2013 will proceed as previously planned, because this community and especially our sponsors are determined to make a substantive difference in the quality of life for the underserved. Despite all of the financial encumbrances and challenges that all social agencies have experienced over the past few years, news of our intent to cancel brought out the best in Dallas County! I want to take this opportunity to thank all of the citizens and organizations who offered to help, regardless of the size of their gift.

“Inasmuch as the event is less than six weeks away, we have committed to redouble our efforts in order to make this another successful year.”

DeDe and Lady Jade also talked about the many calls they received from listeners expressing dismay over the news. Both ladies, who have been involved with KwanzaaFest over the years, said that the community needs KwanzaaFest.

KwanzaaFest is not about individuals. Malcolm X said that in order for our community to grow, people can’t focus on individuals, they must focus on issues.

Reminder - Watering Schedules Change Nov. 1

The City of Garland remains under Stage 3 Water Restrictions and according to its Drought Contingency Response Plan, lawn watering between the months of November and March is limited to one day every other week.

Effective November 1, Garland residents and businesses will be allowed to water their lawns one day every other week based on their recycling collection schedule. Businesses will base their watering day on the recycling schedule that coincides with their specific location. If you are unsure of your recycling schedule, please visit: www.GarlandEnvironmentalWaste.com. Lawn watering with sprinklers is not allowed between the hours of 10 a.m. and 6 p.m. Watering foundations, new shrubs and trees with a hand-held hose, soaker hose or drip irrigation is allowed at any time.

Other Stage 3 Water Restrictions during the months of November through March include:

Postpone new landscaping until drought has passed.No planting of cool season grass.Existing swimming pools/hot tubs/spa-like pools may not

be drained and refilled.The operation of ornamental fountains/ponds is prohibited

except to support aquatic life.No washing down of exterior hard surfaces (sidewalks,

driveways, patios, etc.).Residents and businesses are asked minimize non-essential

water use. North Texas Municipal Water District is still unable to

pump water from Lake Texoma due to the infestation of zebra mussels. This lake usually provides approximately 28% of our water needs. Both Lake Lavon and Lake Chapman, currently two of NTMWD primary reservoirs, are significantly below normal conservation levels. Water conservation must be practiced to ensure an adequate supply of water during the summer months. Garland City Council supports water conservation and encourages citizens to do their part by using water wisely.

Variances:Due to their large size, certain facilities within the City of

Garland may be be granted specific variances to water outside mandated water restriction times. These facilities may include athletic fields and parks and recreation facilities. The watering schedules for these facilities will meet or exceed the city’s conservation efforts under its current water restrictions.

Department celebrates Awards

- The City of Garland’s Planning & Community Development Department has received two statewide awards.

Residential Idea Book:The Texas Chapter of the American Planning Association

selected the City of Garland’s Residential Idea Book to receive its Honorable Mention award for project planning. The award was presented at the Association’s annual conference in October. The Idea Book was one of four projects selected from 19 nominations.

The Residential Idea Book is a collection of ideas and best practices to inspire homeowners who want to improve and invest in their single-family homes. The book includes a variety of enhancement ideas, from boosting a home’s curb appeal to planning a major home addition. The book also provides great tips on how to get the job done, from selecting a contractor, to getting the right permits, to picking the perfect paint colors. The Idea Book was developed as a practical, informative tool for homeowners to use to encourage revitalization of Garland neighborhoods.

The Residential Idea Book can be downloaded from the City of Garland’s online Development & Permitting Center, or obtained from the Planning and Building Inspection Departments.

Certificate of Achievement for Planning Excellence:The Association also awarded Garland the 2013 Certificate

of Achievement for Planning Excellence. The Planning Excellence Certificate is given annually to municipal planning departments who achieve high standards for adoption of professional planning studies, ordinances and plans, and whose staff members meet certain levels of training, education and participation in professional planning organizations.

Last month in Dallas, Texas, a stranger shot an 8-year-old boy in the face while he was playing tag outside his home. Once again, an innocent child was a victim of our nation’s gun violence epidemic. Moms are outraged by this continued violence, and by our elected officials, who sit idly by, kowtowing to a vengeful gun lobby.

Local police arrested Brian Cloninger, 46, for the shooting of Donald Maiden, Jr. on Sept. 3 and charged him with injury to a child. While no clear motive for the shooting has been determined – the only witness is 8-year-old Donald, whose mouth is wired shut as he attempts to recover – Cloninger admitted to bystanders that he had shot the child, “Because I wanted to.”

Cloninger was serving a 15-month probationary sentence for a DWI at the time of the shooting. In 2002, he had previously been charged with DUI in Florida. Although he was not allowed to consume alcohol while on probation, police found a beer can in his truck after the shooting.

“This is a man with a record of making decisions that show a clear disregard for human life,” said Shannon Watts, founder of Moms Demand Action for Gun Sense in America. “The fact that he was able to obtain a gun is exactly why gun reform is so desperately needed. Until we fix this, our children will continue to pay the highest price.”

American children and teens are 17 times more likely to die from guns than their peers in other developed countries, and gun violence is the leading cause of death for black children, according to the Children’s Defense Fund. In addition, one American child or teen is shot and killed every 3 hours and 15 minutes.

At the time of his arrest, Cloninger bail was set at $2.2 million. It has since been reduced to $1 million.

“Someone who is accused of and has admitted to a crime this depraved deserves not even the slightest appearance of leniency from the court,” said Watts. “Dangerous people like Cloninger not only deserve to be prosecuted to the fullest extent of the law, but they should not have access to firearms in the first place.”

Moms Demand Action has started a petition (http://www.credomobilize.com/petitions/shame-texas-judge-for-reducing-bond-of-man-who-shot-8-year-old-in-the-face-1) demanding the Dallas County District Attorney's office review and revoke Cloninger's bail, and publicly demonstrate their commitment to upholding justice in Donald's case. Texas members of the grassroots movement will deliver the petition to the District Attorney’s office when it reaches 5,000 signatures.

Much like Mothers Against Drunk Driving was created to change laws regarding drunk driving, Moms Demand Action for Gun Sense in America was created to build support for common-sense gun reforms. The nonpartisan grassroots movement of American mothers is demanding new and stronger solutions to lax gun laws and loopholes that jeopardize the safety of our children and families.

Republicans have made it clear that their next budget goal is to slash so-called entitlement programs. Democrats have failed to explain to the public that the misnamed programs are valuable and

prevent millions of Americans, many of them elderly or children, from living in poverty. The Center on Budget and Policy Priorities (CBPP) issued a report last week that found: “Social Security benefits play a vital role in reducing poverty. Without Social Security, 22.2 million more Americans would be poor, according to the latest available Census data (for 2012). Although most of those whom Social Security keeps out of poverty are elderly, nearly a third are under age 65, including 1 million children.

“Depending on their design, reductions in Social Security benefits could significantly increase poverty, particularly among the elderly.”

The report explained, “Almost 90 percent of people aged 65 and older receive some of their family income from Social Security. Without Social Security benefits, 44.4 percent of elderly Americans would have incomes below the official poverty line, all else being equal; with Social Security benefits, only 9.1 percent do. These benefits lift 15.3 million

elderly Americans — including 9.0 million women – above the poverty line.”

Medicare has proven equally as effective. Yet, Republicans like to pretend that the U.S. is quickly moving toward an entitlement society.

However, CBPP issued a report last year titled, “Contrary to ‘Entitlement Society’ Rhetoric, Over Nine-Tenths of Entitlement Benefits Go to Elderly, Disabled, or Working Households.”

It stated, “More than 90 percent of the benefit dollars that entitlement and other mandatory programs spend go to assist people who are elderly, seriously disabled, or members of working households — not to able-bodied, working-age Americans who choose not to work. This figure has changed little in the past few years.”

It stated, “The claim behind these critiques is clear: federal spending on entitlements and other mandatory programs through which individuals receive benefits is promoting laziness, creating a dependent class of Americans who are losing the desire to work and would rather collect government benefits than find a job. Such beliefs are starkly at odds with the basic facts regarding social programs, the analysis finds. Federal budget and Census data show that, in 2010, 91 percent of the benefit dollars from entitlement and other mandatory programs went to the elderly (people 65 and over), the seriously disabled, and members of

working households. “People who are neither elderly nor

disabled — and do not live in a working household — received only 9 percent of the benefits.

“Moreover, the vast bulk of that 9 percent goes for medical care, unemployment insurance benefits (which individuals must have a significant work history to receive), Social Security survivor benefits for the children and spouses of deceased workers, and Social Security benefits for retirees between ages 62 and 64. Seven out of the 9 percentage points go for one of these four purposes.”

The research also shatters another myth, the idea that entitlement programs shift resources for the middle class to the poor.

“The data show that the middle class receives approximately its proportionate share of benefits: in 2010, the middle 60 percent of the population received 58 percent of the entitlement benefits. The top 20 percent of the population received 10 percent of the benefits; the bottom 20 percent received 32 percent of the benefits.”

Even with a sluggish economy, Congress seems unwilling to support those on food stamps, now called SNAP – Supplemental Nutrition Assistance Program.

Under the 2009 Recovery Act, recipients received a 13.6 percent temporary boost in benefits. However, that provision is set to expire on Nov. 1, resulting in a $80 a

month loss for a family of four. That means SNAP benefits will average less than $1.40 per person per meal in fiscal 2014.

Instead of continuing to help those in dire need, House Agriculture Committee Chairman Frank Lucas (R-Okl.) introduced legislation in September cutting SNAP by at least $39 billion over the next decade.

To his credit, President Obama has suggested a more balanced approach, with cuts being matched by closing some of the loopholes for the wealthy.

According to the Tax Policy Center, the top fifth of the population receives 66 percent of tax-expenditure benefits, the middle 60 percent of the population receives a little more than 31 percent of tax-expenditure benefits, the bottom fifth receives just 2.8 percent of tax-expenditure benefits and the top 1 percent of the population receives 23.9 percent of tax-expenditure benefits.

And the report pointed out, “That’s more than eight times as much as the bottom fifth of the population, and nearly as much as the middle 60 percent of the population.”

It’s time for President Obama and Democratic leaders to show that they can stand up to Teapublicans more than once.

Sharpton: Money TalksLast time I checked, we aren’t forced

to sit in the back of the bus, and we aren’t drinking from separate water fountains. So why in the world would we, the Black community and other minorities, tolerate such blatant disrespect as what corporate America has shown us? As the recently reported incidents of profiling, interrogation and detainment of customers at Barneys and Macy’s have showcased, large entities from the private sector not only blatantly discriminate against us, they also establish a practice of criminalizing entire groups of people. But it even goes a step further: they insult us over and over again by systematically failing to do business with us. Companies are quick to take our dollars, but slow or non-existent to invest in our business ventures, in our ideas and in our communities. It’s time for a drastic change, and as the old adage goes, money talks.

Two years ago, Nielsen and the National Newspaper Publishers Association released a report on the state of the African American consumer. Among the findings, that study indicated that by 2015, the Black buying power is projected to reach $1.1 trillion. That’s a lot of dollars. Where and

how we spend those dollars will depend on who learns to recognize and value that power. From this day forth, we can no longer continue to fund companies that dehumanize us and refuse to alter their practices all around. From the lawyers to the sub-contractors, corporations must diversify who they hire and who they include in their business dealings. From the shopping floor to the boardroom, racial profiling and racial exclusion must end. And we will hold all those accountable that fail to rectify their ways.

In the late 1990s, my organization, National Action Network (NAN) and I worked with the late Johnnie Cochran to bring attention to the troubling case of four young Black and Latino men who were pulled over by the NJ State Police and subsequently found themselves in a hail of bullets. Three of the four were wounded, and in the process of securing justice for the individuals, we engaged in an overall battle to reform the practices of the NJ State Police. Because of our efforts,

the term racial profiling gained national attention as many departments began looking into their own methods of policing and patrolling. Back then, and in the years that followed, I have continuously fought

against strategic methods of racial profiling. But what we must now deal with in 2013 is corporate profiling. The biased practices of businesses must be called out and we must transform the way they treat, hire and interact with us.

Whether it’s Wilshire Blvd. in LA, the malls of Atlanta, Macy’s and Barneys flagship stores in NY, or the executive suites of Madison Ave., the

private sector cannot continue to view our buying power as an insignificant factor. There must

be mutual respect. Not only are people of color dealing with ‘stop-and-frisk’ or driving-while-Black, but we are also dealing with ‘shop-and-frisk’ and corporate exclusion. It’s outrageous enough when we must fear walking down the street in our own neighborhoods, but now we must also look over our shoulders when buying those

Christmas presents. I don’t think so. Unless places like Macy’s and Barneys learn to treat us with the dignity we deserve, we should not blindly support them. And until corporate America does business with us, how can we continue to do business with them?

Change doesn’t happen overnight; it never has and it never will. But it only starts to take place when people identify the obstacles and organize methods of finding solutions. No one should ever experience the humiliation of being interrogated, berated, thrown in a cell for hours and treated like a criminal for simply making a legitimate purchase as 19-year-old Trayon Christian says he was at Barneys NY. And no one should ever be placed in handcuffs, paraded around Macy’s Herald Square and placed in a holding cell as actor Rob Brown states he was. It’s inexcusable. There’s no place for such blatant bias in society. And there’s no reason why so many corporations fail to award contracts to minorities.

We need mutual appreciation. And until we find some, you can bet that we will be speaking through the power of our voices, our actions -- and our dollars.

Power is the Word of this day. It’s probably one of the more misunderstood words in the secular as well as the Christian world. There are so many things we associate power with i.e. money, influence, authority and even intimidation.

Supposedly, the more power you have the more you can affect the lives of others and for the sake of this column, I am asking you to look at how power might be used for your good and against the evil we all face on a daily basis. I think power is only understood when you use it or have it used against you.

When it comes to the power of prayer, or the power of faith, or the power of the Lord, people tend to make up meaning based upon their own experiences.

We say God is all powerful. There is nothing an omnipotent God cannot do. Every religion in the world gives all power to the God or Gods he or she worships. Christians believe God is all knowing, all powerful and is everywhere.

God doesn’t have the answer. He is the answer. It is a truth to us. We believe power comes from truth. For example, there is inherent power in the truth of who Jesus Christ really was; who He is and who He will always be. That truth brings peace of mind. That peace of mind brings about power.

I’m not talking about some ideological rhetorical power that one refers to in some romanticized sense. I’m talking about withstand the devil, stand up against evil, walk in the real world power.

I am reminded when I read the bible that those who believed in and then acted upon the belief in the God we serve, they were, and in many parts of the world today, are still being persecuted in such a way, that their very existence is called into question.

Can you imagine the power that exists when the threat of death doesn’t deter one’s faith in God’s promise of eternal existence? That kind of power allows you in the face of death to confess unwavering belief in God almighty.

That kind of power is indeed all powerful. Peter’s fear had him deny Christ. Divine power realized allowed him to be crucified upside down, so I’m told.

Let me cut to the chase. Have you ever wondered what gives some people the will to do right, act right, be right in the face of adversity, temptation and yes, the threat of death? What makes the righteous persevere? What is it about the righteous that strikes fear in the unrighteous? Why is the happily married man or woman the preferred target of the sinful suitor? I just believe power exercised is power realized. It is realized in the name of truth, in the name of faith and in the name of love. History reminds us that real power always becomes a threat and if possible, must be destroyed.

Is anybody trying to kill your spirit? Is your righteousness under attack? If not, then maybe you ain’t got no power. If not, maybe you are not yet at peace with God. If you were, then everyone around you would know it and you would automatically be a magnet for the righteous and a target for temptation. The internal power of faith resonates from you. It is a power you exercise, one that you realize because with it, nothing can deter you from the truth. “His divine power has given us everything needed for life and godliness, through the knowledge of Him who called us by His own glory and goodness.” 2 Peter 1:3. We have come by our power honestly. It is real and given to us to be used in His name. I urge everyone who feels powerless due to situations and circumstances to read the rest of this chapter. By doing so and exercising an understanding of this gift through power, we secure all of God’s promises. If you don’t believe me, surely you believe God.

The Mavericks are going back to the future this season. As they continue to try and rebuild from the rubbles of failed plans following their championship season, they are going to resemble some of the old Don Nelson Mavericks’ teams at the start of the alts.

Running and gunning and not a whole lot of defense! However, there will be a slight difference from those teams. While Nelson had no interest in defense, current Mavericks coach Rick Carlisle will continue to try and preach on it as a measure of playing time.

Good luck! Out of their top nine rotation players, only veteran Shawn Marion and n e w c o m e r S a m u e l Dalembert have any interests on that end of the court. That’s normally a recipe for disaster, which is why the Mavericks only will likely be slightly improved from last season.

That team never seriously challenged for a playoff spot and finished in 10th place in the Western Conference with a break-even record (41-41). That team had to get hot in the last month of the regular season just to get to the .500 level.

“This team should be better for a couple of reasons,’’ said former Mavericks coach Avery Johnson. “They will have a healthy Dirk (Nowitzki) for a full season at the top of his game. And they also will have more consistent point-guard play from (Jose) Calderon.

“I also think Monta (Ellis) will help take a lot of the load off of Dirk to do all of the scoring. Monta is a proven scorer in this league, and he can create and get his own shot.

“The key thing is developing the chemistry between those two guys to learn to play off of each other. And I’m sure Rick will make that happen. If and when that happens, they will be able to score with anybody, which will put a lot of pressure on the other teams to keep up.’’

Most of the so-called experts have the Mavericks pegged in a battle for the last playoff spot in the western conference. That’s mainly due to the fact that once again, six of their top nine rotation players are newcomers to this season’s roster.

So, other than defense, developing chemistry

could be the other major issue with this team.“We feel good right now about our chemistry at

this point,” Carlisle said. “It takes time to develop. It’s not something that happens overnight. It’s about building a trust with the players and the coaching staff. That’s something that can’t be forced or rushed, you have to be patient.”

He continued, “It’s all about understanding your role and what is expected of you. That’s what chemistry is all about even if you’re a veteran team, or a young, inexperienced team. We have a good, solid group of veterans who just want to fight for the same cause with the same goal in mind, which is to win a championship.

“We know what it takes and what lies ahead on this journey. We’re hungry to get better and to keep improving all the time. So far, they’ve done everything that we’ve asked of them. If that keeps up, we’ll see what the results will bring.’’

It’s not a good sign when your three best players are in their 30s (Nowitzki, Marion and Vince Carter). That normally is a sure sign of mediocrity making a long stay, and not just a visit around the franchise.

“This season is better than last year from the simple point that you don’t have so many guys on one-year contracts (the Mavericks had nine players on one-year deals last season),”

said former Mavericks coach Gar Heard. “That leads to too much turmoil and uncertainty

no matter how many veterans you have around because they are trying to secure a long-time deal.

“There has to be a happy medium, which the Mavericks may have found this time around. You have to have that mixture and flexibility. Because they still have some room for the next go round of free agents next summer to be a player.’’

The championship window appears to have closed on the Mavericks. The road to relevance is what they are embarking on now. And with Nowitzki in the last year of his contract, the future still could be sketchy at best.

These investments will help care for approximately 1.25 million additional patients. Community health centers work to improve access to comprehensive, culturally competent, quality primary health care services. Community health centers play an especially important

role in delivering health care services in communities with historically high uninsurance rates. Community health centers are also on the front line of helping uninsured residents enroll in new health insurance options available in the Health Insurance Marketplaces under the Affordable Care Act, through expanded access to Medicaid in many states, and new private health insurance options and tax credits.“We are committed to providing more people across the country with the quality patient-centered care they deserve,” said Secretary Sebelius. “Health centers are key partners in the improving access to quality, affordable health care services for those who need it

And there arose a great storm of wind, and the waves beat into the ship, so that it was now full. The believer needs to remember who is in the ship with him at all times. Notice how Jesus spoke to the storm once and it obeyed. Jesus sometimes has to speak to man more than once to get him to obey. Thank God for mercy. Amen. Abraham was fully persuaded who was with him. (Roman 4:17-21) my question today is you fully per-suaded who is with you at all times. Paul was also persuaded (Roman 8:35-39) Paul was persuaded and convinced nothing in his past or present life would separate him from the love of God. When you are convinced of who is in the ship with you worry will be in your of the past. You want worry about tomorrow anymore. (Matthew 6:25-34) When you are absolutely convinced you will give it to God; you will learn to rest and trust God with all that concerns you. (Matthew 11:28-30)

I’ll be writing a weekly advice column. The name of my column -- "Ask Alma."

So what makes me qualified to dispense advice?

Well, I’ll tell you a bit about myself and let you decide.

I like good food, yard sales and fancy earrings. Never met a piece of cake I didn’t like. But after topping 300 pounds, I found a healthier way to eat. Without surgery or gimmicky diets, I lost more than 100 pounds. Yaay, me!

I have worked since I was 18. That’s when my Mama said, “Okay, girl, go do your thing.” That was her way of letting me know it was time to strike out on my own.

I quit college, got married and eight years later had a baby. That husband left me and his toddler son for a beautiful international flight attendant. I initially thought we had been robbed and called

the police. The stereo was missing and, as I later realized, so were all of the clothes on my husbands side of the closet. I cried for 30 days.

But I got off my knees and made plans for my son and me.

I lost my sister to cancer and married again. This one has lasted 16 years. Between my two marriages, trust me, I’ve had almost

every life experience one could imagine.And I’m still here, living my truth. We all know

that the truth ain’t always neat or pretty.If you have a problem with your Boo, your boss

or your relatives, let me help you. Perhaps your neighbor is working your last nerve.

Let’s talk about it. It helps sometimes to have a different perspective on things. I won’t print your name or your email address. I’ll print only the question you ask.

The Dallas Police Department wants to learn more about how individuals prefer to communicate with the department and is releasing a survey this week in the hopes of finding out.

Dallas Police Chief David O. Brown has made social media utilization a priority for the department. He said the goal of the survey is to learn residents’ expectations and preferences in order to improve communications with the police. “

It’s important that we hear directly from people who live and work in all corners of the city,” Chief Brown said. “We plan to go to great lengths to be sure we have the entire city represented,” said Chief Brown

“because only then can we make solid decisions for going forward.”

Chief Brown added that the Dallas PD will use the results of the survey to help design the future communications strategy of the department.

The survey is approximately 20 questions long and asked questions about how residents currently share information with Dallas

Police as well as how they would prefer to share information with Dallas Police.

It also asks what social media platforms citizens use. “Our focus on social media is out of recognition that this is how people communicate today,” said Shawn Williams, Manager of Media

Relations for Dallas Police. “We want to make sure people throughout the city get the information they want, the way they want.”

The City has hired LAwS Communications, a Massachusetts-based firm to conduct the survey as part of a larger project to move the police department forward with social media and other communication strategies. The Dallas Police Department expects to roll out its new communication strategy by the first part of 2014.
