1. EXECUTIVE SUMMARY Industrial gaskets are critical for the safety and reliability of many industrial businesses. As such, the market demand fundamentals associated with the manufacturing of industrial gaskets appears to justify further market study in the kingdom and the GCC region. Moreover, it appears that a local manufacturing facility for industrial gaskets can be set up to capture part of the local and regional demand. Based on the current and anticipated future demand in the region- due to mega projects and continuous maintenance activities executed in Saudi Arabian and the GCC countries, the Local Enterprise Development Division (LEDD) of Saudi Aramco recommends establishing a manufacturing facility for industrial gaskets.

Gasket Overview Gasket Definition: A gasket is a compressible material that fills the space between two stationary members in order to prevent the passage of the media across those members.

Gasket Materials: The selected gasket material must be capable of sealing mating surfaces, resistant to the medium being sealed, and able to withstand the application temperatures and pressures. Gaskets can be made from a variety of materials including metal, rubber, felt, fiberglass and silicone. It is important that gaskets be made of compressible material so they can fit into any space even if it is slightly irregular. Gasket Types: The three general gasket types that are typically used in pipe flanges for process plant and pipeline applications are:

1. Sheet Gaskets

2. Metal Ring-Joint Gaskets

3. Spiral Wound Gaskets

1. Sheet Gaskets Sheet gaskets are by far the simplest to manufacture. They are cut to size either with bolt holes or without holes for standard sizes with various thickness and material suitable to media and temperature pressure of pipeline. The most common material used for sheet gaskets is synthetic fibers, synthetic rubber, and graphite as shown in Figure below.

Many of the sheet gaskets use synthetic fibers along with an elastomeric binder. The binder is a larger percentage of the sheet material in these synthetic fiber gaskets, and thus is a more significant factor in determining acceptable applications.

Another sheet-gasket material is composed of flexible graphite. The best flexible graphite sheet-gasket-types also employ a stainless steel sheet insert with the flexible graphite for increased strength. This gasket material has exhibited excellent corrosion resistance in most process plant applications, and has provided good performance at elevated temperatures. Sheet gaskets may be used with flat or raised-face flanges. Sheet gasket selection requirements are based on SAES-L-109 as follows:

• Compressed synthetic fiber sheet gaskets with an oil resistant binder, 1.6 mm (0.063 in.) thick, may be used for Class 150 flanges in non hazardous services up to 230°C (450°F). An example of their use is in lube oil piping.

• Synthetic rubber gaskets, ASTM D1418 Class CSM, shall be used for all acid services except nitric acid and oleum. For nitric acid and oleum, ASTM D1418 Class FKM elastomer shall be used for flat-face flanges.

• Elastometric material, 3 mm (1/8 in.) thick, with a Shore A durometer hardness of between 50 and 60, shall be used for full-face gaskets for plastic flanges. For wet chlorine or hypochlorite services, the elastomer shall be ASTM D1418 Class CSM.

2. Metal Ring-Joint Gaskets

Ring-joint gaskets are mostly used in offshore oil- and gas pipelines and are designed to work under extremely high pressure.

Metal ring gaskets come into two basic shapes, an oval cross-section and an octagonal cross-section. The octagonal ring seals by surface wedging contact with the flange groove, and the oval ring seals by line contact. Therefore, the oval ring is somewhat more tolerant of slight flange misalignments than the octagonal ring, and still provides a tight seal. In addition, the same bolt load will result in a higher local gasket contact stress and thus a potentially tighter joint with an oval ring. Also, an octagonal ring cannot fit into older ring-joint flanges that have a round bottom groove.

Ring-joint gaskets are typically softer than the flange grooves. Therefore, the gasket, rather than the groove, will deform slightly under the applied bolt load. A variety of ring materials are available to suit the particular service needs. The most common materials are iron or soft steel, 4-6% chrome, and stainless steels. A solid metal ring-type gasket is used only with ring-joint-type flanges. Ring-joint gasket selection requirements are based on SAES-L-109 as follows:

• Soft iron, octagonal ring-joint gaskets shall be used with ASME B16.5,

MSS-SP-44, or Saudi Aramco standard ring-joint flanges. • For ASME B16.5 ring-joint flanges in corrosive services, a low-carbon

steel, and octagonal ring-joint gasket with a Buna-N rubber inner V-Type guard and outer molded-on ring guard shall be used.

• For API 6A flanges, low-carbon steel, octagonal, pressure energized ring-joint gaskets in accordance with API 6A Type RX shall be used.

3. Spiral Wound Gaskets Spiral-Wound gaskets are the standard for use with raised-face flanges in the piping industry. It tends to be used at higher temperatures and pressures than sheet gaskets because of the relative strength. A Spiral-Wound gasket is manufactured by alternately winding strips of stainless steel and soft filler material around a mandrel as illustrated in Figure below.

Most Spiral-Wound gaskets that are used for piping applications are supplied with an outer metal guide or retaining ring. The retaining ring outside diameter is typically sized to just contact the flange bolts, and thus serves as a gasket alignment aid. The retaining ring also acts as a compression limit stop to prevent over-compressing the gasket material during flange bolt-up. Sometimes, an inner retaining ring is also supplied. The inner ring improves stability for either larger gasket sizes or for weaker filler materials, such as Teflon. The standard Spiral-Wound gasket employs Type 304 stainless steel metal windings with asbestos filler. However, other winding and filler materials are available to suit particular service needs.

3. Current Situation and Market Potential In Saudi Aramco, there is a major demand for the industrial gaskets that comes from the current mega projects executed by LSTK contactors and the current maintenance activities. Saudi Aramco consumed around 25,000 gaskets for different types of gaskets in the last 5 years as shown in the graph below:

The spiral-wound gasket represents the largest share of Saudi Aramco consumption that is around 69% and followed by metal ring gaskets with 18.2% and sheet gaskets with 12.4%. Also, the Ministry of Economy and Planning web site (www.mep.gov.sa) shows the total imported Gaskets in SR value is shown below.

4.1. Way Forward and Conclusion Provided the above analysis, there may be a feasible investment opportunity to set up a manufacturing facility for industrial gaskets in the Kingdom to exploit the market demand and to enjoy the local content benefits. Interested investors are encouraged to do due-diligence and conduct feasibility study to verify the viability of this venture. Furthermore, investors need to broaden their horizon and consider GCC market as only one piece of the pie & to think internationally. We propose to solicit interest from local agents of international companies that are potential technology partners to enable them to conduct a feasibility study for the proposed venture.

APPENDICES Many incentives are available to the investors who wish to pursue manufacturing in the Kingdom of Saudi Arabia including the general preference by Major Saudi companies to procure from local manufacturers. Except as otherwise noted and subject to limitations and/or exclusions published by the Saudi Government, the following incentives are provided to foreign and local investors.

Appendix 1: Incentives for Foreign Investors

• Can own 100 percent of their investment projects in The Kingdom of Saudi Arabia (KSA), as applicable.

• Shall enjoy all the benefits, incentives and guarantees extended to national (100% Saudi owned) investments

• Under the current Saudi Arabian Income Tax Law, shall pay a maximum of 20 percent tax on corporate profits above SR 100,000 (US$26,700).

• Subject to the provisions of the Saudi Arabian Income Tax Law and Companies Regulations, are allowed to repatriate 95% of their capital, profits and dividends (5% is deducted as a withholding tax and there are no currency conversion or currency export restrictions).

• May freely transfer shares. • Can enjoy (i) incentives provided under the Protection and Promotion of National

Industries Act, including exemption from customs duties on imports of machinery and equipment, raw materials and spare-parts if imported for industrial use, and (ii) preferential treatment for national products in governmental procurement.

• Can apply for industrial loans on favorable terms from the Saudi Industrial Development Fund (SIDF) or other lending agencies.

• Will benefit from the Kingdom’s WTO accession commitments and applicable bilateral investment protection and promotion agreements signed by the government.

• Subject to Saudization requirements, can sponsor foreign employees (i.e. to obtain entry and exit visas and residency and work permits) pertaining to the investment project.

• Can refer disputes to the Board of Grievances and Investment Disputes Settlement Committee.

• Can carry over current tax losses into future years to offset taxes on future profits. • Can benefit from non imposition on personal income tax • Shall receive the same treatment, protection and incentives accorded to a national

investment since the Kingdom is member of the Multilateral Investment Guarantee Agency (MIGA).

• Shall be provided pre-investment assistance by Saudi Arabian General Investment Authority (SAGIA) such as in:

o conducting feasibility studies for industrial projects o providing information and statistics for investment projects within the

scope of Saudi Arabia's development plans.

Appendix 2: Investment Enablers

• Availability of low cost energy: o Gas is currently priced at US $0.75/mmbtu and is subject to allocation

by the Ministry of Petroleum and Mineral Resources. • Availability of low cost feedstock:

o Natural Gas & Ethane are currently priced significantly lower than international prices at US $0.75/mmbtu and is subject to allocation by the Ministry of Petroleum and Mineral Resources.

• Availability of developed industrial sites on long term rental at nominal charges:

o Royal Commission’s land in Jubail & Yanbu cost SR1/m2/year (about US $0.27/m2/year),

o Industrial cities' land in Riyadh 1st & 2nd , Jeddah 1st & 2nd , Dammam 1st & 2nd cost SR 0.08 (US $0.02) /m2/year plus one time payment of SR 20 (US $5.3)/m2

• Provision of basic utilities at government set rate of: o 12 halalah/kwh (US 3.2 Cent/kWh) for electricity o 0.10 - 6 SR/m3 (US $ 0.027-1.6 /m3) for water based on usage

category. • The SIDF is ready to provide interest-free loans up to 50% of project capital

or up to SR 600 million (US $160 Million) whichever is lower, at a predetermined management fee, on projects supported by sound feasibility study.

• Availability of duty free zone at Jubail & Dammam Seaports • Availability of financial support from Human Resources Development Fund

(HRDF) for indigenous manpower employment for vocationally qualified and non-qualified for a maximum of SR 1,500 (US $ 400) per month during training, and up to SR 2,000 (US $ 533) per month upon employment for a period varies up to 2 years.
