The Ahmedabad MunicipalCorporation has been at thecutting edge of providingpreventive, curative and es-sential services to people inGujarat’s premier city. It hadput out its requirement ofdoctors and para-medicalpersonnel for its coronateams. It was caught off-guard as large numbers

swarmed the venue respond-ing to the advertisement no-tice and police had to becalled in to regulate thecrowds. The overwhelmingresponse prompted civic au-thorities to raise recruitmenttarget to a hundred doctorsand 1,000 paramedical staff.This comes in the backdropof unruly behaviour by mi-grant workers in Surat theprevious day who stoned thecops counselling them on so-cial distancing and massmovement. The stone peltingforced police to fire teargasshells and register offences.

In Ahmedabad DGP Shiv-anand Jha on Tuesday an-nounced the suspension ofan inspector after a video clipof him overturning a veg-etable vendor’s cart went vi-ral on social media. With to-tal cases in Gujarat touching73, the number of people con-tracted through local conta-gion (37) has crossed the in-fected through internationalmovement (35).

KOLKATA: The number of Covid-19 cases inWest Bengal rose to 27 on Tuesday, with a 57-year-old man from Rathtala in the northernfringes of Kolkata testing positive.

The patient is currently undergoing treatmentat a private Belghoria hospital in North 24Parganas. He is said to have been unwell since

March 23 with fever and respiratory distressafter which he was hospitalised on March 26.

Doctors said he is critical as he is diabetic andhas kidney disease. The patient cannot bemoved to any other hospital in Kolkata, whichhave separate wards for Covid-19 patients.

His family said he does not have any recent

travel history. The man runs a fast food shop inBelghoria, and possibly came in contact withsomeone infected. Efforts are being made toidentify the infected. Additionally, three othercases were reported from Bengal. Two areKolkatans and the third is from Midnapore. 3persons in state have died. —Prema Rajaram

The Centre informed theSupreme Court on Tuesdaythat the mass exodus of mi-grant workers had to bestopped since there was apossibility of 3 out of 10 per-sons carrying the virus to therural areas.

Solicitor General TusharMehta, who was appearingfor the Centre, also told thecourt that there are no moremigrants on the roads in thenational capital and anybodyfound loitering is being takento the nearest shelter. Thecourt accepted Mehta’s state-ment at face value.

The 2-judge Bench headedby CJI was hearing two PILsseeking immediate steps fortackling the coronavirus cri-sis and preventing its spread.

During the hearing, thecourt passed a series of di-rections. It has directed theCentre, for instance, to let the

volunteers manage the shel-ters that have been opened tohouse the people fleeing theirhomes, instead of police per-sonnel.

The court stressed that"there should be no use offorce or intimidation," evenas Chief Justice of IndiaSharad Bobde voiced fearsthat "panic will take morelives than the virus itself."

The solicitor general as-sured the court that the gov-ernment is alive to the prob-lem of migrants and it is do-ing all that it can to save therural population from thepandemic.

The government hasclaimed 6.63 lakh people havebeen sheltered thus far andover 22.88 lakh are being pro-vided food on a daily basis.These numbers, however, donot match the solicitor gen-eral's statement in the courtabout “reverse migration” ofover 4 crore people.

We have to ensure that people do not comeout of their homes until we complete the process of disinfection.Also, we have before us a mammoth task of tracing closecontacts. People in such slums use community toilets, which canbecome the epicentre of infection. We are not leaving any stoneunturned to ensure any outbreak in the area is contained," said asenior BMC official.

PAN-INDIA HUNTIn another development, Maulana Saad and others members ofthe Tablighi Jamaat have been booked under the EpidemicDisease Act, 1897, and relevant sections of the Indian PenalCode for violation of government directions regardingrestrictions on gatherings.The health ministry fears a massive outbreak of the deadlyvirus, even as the mosque authorities denied any violation andoffered to cooperate with the government, offering to turn themosque into a quarantine facility.Markaz Nizamuddin, as the mosque is known, is theinternational headquarters of the Tablighi Jamaat, founded in1926; it hosts many religious gatherings of Muslims round theyear, with participation from many countries.In a statement, the mosque management claimed that all thosewho came for the Jamaat would have left but for the repeatedlockdowns in Delhi and the Janata curfew called by PrimeMinister Modi on March 22. Again, there was a nationwidelockdown from March 23 midnight. The lockdown diminishedany chances of these visitors availing of road transport for theirjourney back home, a statement said.

We have conducted directand indirect contact tracing and swab testing is in process. Weare taking all safety and precautionary measures. For us thesafety of our hospital staff, both medical and non-medicalcommunity at the hospital, is the top priority at the moment,”read the official statement released by Jaslok hospital.

'I had no inkling my patient was infected'"Other staff too were tested after the patient turned out to bepositive. However, I was told none of the other staff membersworking in that ward tested positive," the nurse told The FreePress Journal.The area’s local corporator, however, is flooded with calls fromresidents of the area who are "locked" inside the cordonedarea. "People are frantically calling me as if they are starving todeath. People are not at all taking this coronavirus threatseriously, and I was appalled to see a crowd that thronged tosee the nurse when she was being taken away by the BMC. Wehad to call the police to enforce the lockdown and then seal thebuilding," said Upendra Sawant, the local corporator.He added, “Despite the showdown on Monday, some people ofthe building and nearby area wanted to crowd around when thefamily of the nurse was taken to Kasturba by the BMC officials,"Despite repeated attempts, authorities of Saifee Hospital couldnot be reached for comment on the nurse’s case.

Salaries in two installmentsPawar said the government will pay 50% of the first installmentof salary to A and B category government officers and employeesand 75% to C category employees. However, the governmentwill pay full salary to D category employees while there will notbe any cut in monthly pension for pensioners. "There is no salarycut but it will be paid in two installments," reiterated Pawar.Pawar justified the government’s move saying that the state isyet to receive Rs 16,654 crore from the Centre. "Had the Centrecleared its dues, the state government would have paid fullPawar on Monday had appealed to the Centre to provide anassistance of Rs 25,000 crore to fight the coronavirus crisis. Hehad also demanded Rs 16,654 crore dues from the Centre.Meanwhile, Minister of Housing Jitendra Awhad said he woulddonate his annual salary to conduct coronavirus relief works.

82 +ve cases in 24 hrs — 59 in MumbaiSince March 9, when the first corona case was reported, thenumber has crossed 300. “The first 100 cases were reported in15 days and then, in just five days, 98 cases were reported inthe state,” said an official.Health experts said in nearly 38 per cent of the cases, therewere travel histories and the remaining 26 per cent were thosewith close contact with positive cases. The remaining 46 percent are asymptomatic or affected by local transmission.According to the state health department, until March 31, 406

patients had been hospitalised in the state and of the 6,331laboratory samples sent for testing, 5,780 were negative, 302were positive for coronavirus while 39 patients weredischarged after full recovery. Currently, 23,913 people are inhome quarantine and 1,434 in institutional quarantine.

Flying squads will check you at home!Each flying squad will consists of a civic officer, police andrevenue personnel. They will conduct comprehensive tracingand checking of people who came into contact with coronaviruspatients, and facilitate their testing.

Get versed on the virus maskThe manual says that masks lower the chances of coronavirusentering the respiratory system through droplets still in the airfrom an infected person. It says that reducing the chances ofinhaling the virus by wearing a protective mask is vital tostopping its spread. Analyses shows that if 50 per cent of the population were towear masks, only 50 per cent of the population would beinfected by the virus. Once 80 per cent of the population wearsa mask, the outbreak can be stopped immediately.

The number of positive pa-tients in Rajasthan rose to 76as 4 more persons tested pos-itive on Tuesday. 10 otherevacuees from Iran testedpositive taking the count to17. The total cumulativenumber of positive patientsin the state is now 93.

The four persons who test-ed positive are one each fromJaipur, Jhunjhunu, Dun-garpur and Ajmer. Withmore positives coming up incities and areas where posi-tives were first traced, themedical and health depart-ment has now laid emphasison contact tracing. 

The number of positive cas-es in Ramganj area of walledcity of Jaipur has gone up to11. The area has been under

curfew since the first positivesurfaced. It will now besealed off completely. Onlymedical, administrative, po-lice, municipal and other es-sential services will be pro-vided movement in or out ofthe area.

People have been told tocome forth and inform aboutpersons showing symptoms.They have been told to stayindoors and not even go ontheir terraces.

Members of the Tablighi Jamaat who have atravel and stay history at Nizamuddin havebeen traced in Churu and Jodhpur. Total 17persons have been traced and quarantined inChuru. Their samples have been taken andreports are expected by Wednesday. 28 per-sons have been traced in Jodhpur and put un-der isolation. Sources said over 60 membersof the Tablighi Jamat have travelled to Ra-jasthan from Nizamuddin, Delhi.

In Churu, the members of the Jamaat havebeen traced in two cities; Churu and Sardar-shahar where they were staying in mosques.Of the 9 persons traced in Churu, 2 belong toNuh in Haryana and 7 are from Firozabad.They had been in Nizamuddin and travelledby train from Sarai Rohilla on March 17 nightand reached Churu early March 18 morning.They stayed at Markaj Masjid in Churu.

There had been inputs about 9 persons fromSardarshahar travelling to Nizamuddin andback, on inquiry of 8 persons associated withMohamadi Maszid were found to have trav-elled from Sardarshahar to Rajgarh on March

14 to go to Nizamuddin. On March 21, they leftDelhi by train to reach Rajgarh on March 22.They travelled to Sardarshahar by pers onaltransport. A local from Rajgarh did not go.

Speaking to FPJ, Sandesh Nayak, the ChuruCollector, said, “We had received inputs fromthe SP about people coming from Nizamud-din. 17 persons have been traced and put un-der quarantine. Their swabs have been sentfor testing. They are preachers. The areasthey had been living have been sanitised andlocked down. People have been told to observehome quarantine. The people came on March22 and by then lockdown had been enforcedand so they stayed indoors.”

The Centre on Tuesday se-cured the Supreme Court’sapproval for imposition of asort of censorship on theprint and electronic mediaby prohibiting publicationor telecast of anything con-cerning coronavirus with-out the approval of the gov-

ernment.According to solicitor gen-

eral Tushar Mehta, this isthe only way to stop dissem-ination of "fake news."Mehta told the Bench head-ed by Chief Justice of IndiaSharad Bobde that stepswould be taken within 24hours, so that unverifiedmaterial cannot be pub-lished or aired.

It is not known whatmechanism will be put inplace to censor news oncoronavirus, but thenMehta has 24 hours to do theneedful.The CJI found noth-ing wrong in the idea ofcensorship; in fact, thecourt stressed in its orderon a series of directions tothe government that stepswere needed to prosecute

those spreading fake news.The next date of hearing

in the case is April 7.Thegovernment said in an affi-davit that appropriate direc-tion from the top courtwould “protect the countryfrom any potential and in-evitable consequence re-sulting from a false alarmwhich has the potential ofcreating panic in a section

of the society." It said in anunprecedented situation ofthis nature, any deliberateor unintended fake or inac-curate reporting, either inelectronic, print, social me-dia or web portals, has a se-rious and inevitable poten-tial of causing panic inlarge sections of the socie-ty.This, it said, could harmthe entire nation.

PATNA: Now, Jharkhand too has reported a first corona case with a22-year-old Malaysian woman, a Tabligh-e-Jammat member, testingpositive at Ranchi on Tuesday. She was a part of 24-member Jamaat,who had come to Ranchi by train on March 18 and were staying ina local mosque in Hindpeedhi. The members included Islamicpreachers from UK, Holland, South Africa and Bangladesh. She wasone of the four lady delegates from Malaysia Nitin Madan Kulkarni,the Jharkhand health secretary said, the woman was taken to ahospital for test on Monday. On Tuesday, the reports confirmed shewas positive. She had been put at a quarantine centre at Khelgaon.The state government transferred the officer-in-charge of Hindpeedhipolice station and started departmental proceedings. Arman ShmadKhan, Rukan (head) of the Tabligh-e-Jammat of Ranchi told media,the organisation did not hide their arrival from local police. Heclaimed CID officials had visited the mosque earlier and enquiredabout 24 foreigners in the mosque. They had come from Delhi bytrains on March 18-19 and stayed in local mosques. 12 were fromMalaysia, he said. He asked for the release of the quarantined fore -igners as their visa period wlould expire soon. —Law Kumar Mishra

The documentsinclude fitness, permits (all types),driving licence, registration or anyother concerned document underthe Motor Vehicle Rules. The min i -s try has requested all the statesto implement the advisory in “let -ter and spirit” so that the peopleand transporters and organisa -tions rendering essential servicesdo not get harassed and facedifficulties at any point in time.

At the meeting oftrade and investment ministers of G20 coun-tires, Union minister of commerce PiyushGoyal called for united action to address in-ternational trade disruptions.

Goyal stressed on the need to up-hold our multilateral commit-ments and improve upon its effec-tiveness to meet current chal-lenges. “We are confident that withimproved regulatory and R&D co-operation, India can further en-hance its capabilities to serve theworld in crisis like this. We must ensure thatsuitable instruments stay in place to addressthese inabilities and preserve the life, liveli-hood, food and nutritional security of thepoorest.” he said.

The minister expressed solidarity with theworld and expressed India’s support to allfrontline health professionals, sanitationworkers and all those involved in maintain-ing essential services to fight the pandemic.He said developing countries and LDCs are

particularly vulnerable as they may not havematching resources, infrastructure and tech-nical capacities to face this unprecedentedpandemic.
