Executive Summary• In California there is a shortage of science teachers
with each type of degree. Because of this, instructors are assigned to teach classes in areas they have not studied.
• The quality of classroom instruction is compromised.
• Students are not meeting standards set by the state and nation.
• SETUP will provide instructors with complete, well thought out lesson plans and also unique features such as how to manage a science activity.
• SETUP will take the guesswork out of planning and replace it with proven concrete instructional methods.
• A positive impact will be made on academic achievement for the students.
• Teachers will be well rounded to all facets of teaching a lesson.

Introduction
• SETUP is committed to meeting the needs of teachers in grades 9-12 in science.
• A web-based tutorial will be available to assist in the formulation of instructional strategies,lesson plans, resources, and troubleshooting.

Objectives
• Primary audience
• New and existing High School teachers instructing Physics, Chemistry, and Biology in the Salinas High School District.
• Have a degree in some area of science but not directly credentialed in the subject they are teaching.
• Secondary audience
• Students grades 9-12. In general, an overall poor academic performance on California/U.S Standardized Tests.
• 40% of the students are White, 50% are Latino, the other 10% represents a broad demographic. In regards to the Latino population, over 70% of these students come from families that work in the surrounding agriculture fields.

The Salinas High School District needs standards-based teaching
One in five teachers in the Salinas Valley and neighboring communities does not have a proper teaching credential
Eighty of the district's 540 teachers are in the first or second year of service.
The majority who are teaching Math, and Science, are teaching with a substandard credential.
