GEN-4.1 General
The Infrastructure Development Code utilises all definitions referenced in the City Plan supplemented with the following additional definitions.
Note: The City Plan definitions have not been reproduced but are available by linkage to the City Plan. Where an IDC definition is inconsistent with a City Plan definition, the City Plan definition takes precedence.

Definitions
Accreditation Panel
Those professional persons engaged by Council to assess the level of qualification, expertise, experience and peer support possessed by and available to a Geo-Professional for accreditation with Council as a Category 1 or 2 Geo-Professional.
AEP
Annual Exceedance Probability has the meaning referenced in s1.2.2 of NZS 4404 Land Development and Subdivision Infrastructure.
Applicant
Any person or party who applies for a resource, building or service connection consent relating to a subject property. (In most cases the Applicant is generally the property owner and/or the Consent Holder).
Approved Design
The drawings, diagrams, designs, calculations, specifications, documents, reports or other required information approved for construction as part of the capital works process.
Approved Documents
The documentation that form part of an approved design including all calculations, reports, specification or other required information.
Approved Drawings
All the drawings, diagrams and plans that form part of an approved design.
Approved Infrastructure Development Plans
The drawings, diagrams, designs, calculations, specifications, documents, reports or other required information approved for construction as part of the Development Works Approval process and approved by Council.
Approved Material
Any material or product including all supporting technical data and specifications that has been approved for inclusion on the approved materials list and for use on Council’s infrastructure networks.
As-Built
A drawn representation of the capital or development works as they have been constructed. As-Builts are not a copy of the design drawings with a changed title, but are drawn from data obtained in the field displaying what was actually constructed.

Asset
A specific component(s) of an infrastructure network.
Asset Manager
The person(s), delegated by Council, responsible for managing infrastructure vested in and owned by Council. The Asset Manager specifies the performance criteria for the infrastructure and provides assistance to the Development Engineer and/or Engineer when specific infrastructure proposals and/or design need specialist input.
Bay of Plenty Regional Council
The Bay of Plenty Regional Council who, previous to August 2010, also operated as Environment Bay of Plenty (EBoP).
Brownfield Development
Physical works undertaken in an existing/built up area of Tauranga City. Brownfield development generally only relates to capital works projects.
Building Act
The Building Act 2004.
Capital Works
Any work that involves the disturbance and/or an excavation of the land and/or the construction of infrastructure undertaken by Council for itself as part of the projects considered through the annual plan process.
Chartered Professional Engineer
A person who meets the requirements listed in the Chartered Professional Engineers of NZ Act 2002Chartered Professional Engineers of New Zealand Act 2002 or any superseding legislation. Refer to the following link for more information: http://www.ipenz.org.nz/IPENZ/finding/CPEng.
City Plan
The proposed Tauranga City Plan. Shall also mean the operative Tauranga District Plan where the City Plan is not applicable.
Cohesionless Soil
A non-plastic soil (sand, gravel) where the internal strength is derived primarily from the interlocking forces between soil grains.
Cohesive Soil
A plastic soil (ash, clay, silt, organic) where the internal strength is derived primarily from cohesive forces between the soil particles.

Common Table
A tabular data file containing additional attributes for features stored in an associated Feature Attribute File for DDTS.
Community and Environmental Services
The General Manager: Community and Environmental Services or their delegated representative or agent.
Compcode
A unique code referring to the appropriate file data associated with an asset for DDTS.
Confined Space
As defined by the Department of Labour within the following the link www.osh.govt.nz/order/catalogue/34.shtml.
Consent Holder
The person who has been granted a Resource Consent to undertake the consented activities on a parcel(s) of land. Consent Holder replaces the terms Owner or Developer.
The Consent Holder is responsible for:
a) Ensuring all conditions and requirements of the Resource Consent, Development Works Approval and the IDC are completed as required.
b) Appointing a Consent Holder's Representative and Contractor to undertake those roles and the development works.
c) And liable for the replacement or repair of any development works that may be or have become defective during the Defects Liability Period.
d) And liable for the replacement or repair of any existing infrastructure asset damaged during the construction of the development works.
All communications to Council of a technical nature are undertaken through the Consent Holder's Representative.
Contract Documents
Has the same meaning as defined in NZS 3910 Conditions of Contract for Building and Civil Engineering Construction.
Contract Works
Has the same meaning as defined in NZS 3910 Conditions of Contract for Building and Civil Engineering Construction.
Contractor
For Capital Works: has the same meaning as defined in NZS 3910 Conditions of Contract for Building and Civil Engineering Construction.

For Development Works: The Contractor appointed by the Consent Holder to construct the development works. The Contractor shall possess the relevant industry experience, expertise & knowledge, plant & equipment & knowledge of the IDC to construct the development works to the required standards, specifications, Resource Consent & Development Works Approval.
Contractor's Representative
The person appointed by the Contractor to oversee construction of the works to the required standards, specifications, conditions of contract and/or Resource Consent. The Contractor's Representative must possess relevant industry experience, expertise & knowledge, knowledge of the IDC to ensure the works are constructed as required. The Contractor's Representative monitors construction of the works & attends all formal inspections & testing required through the course of the works.
Corridor Manager
The Corridor Manager of the local transportation network is the Council.
The Corridor Manager of the State Highway transportation network is the New Zealand Transportation Agency (NZTA).
The Corridor Manager of the rail corridor is the Rail Corridor Manager only.
The Corridor Manager must:
a) Coordinate, where practicable, activities in the Road Zone including providing advice on all parties’ planned works programmes and leading regional coordination meetings.
b) Receive and process notifications of proposed works in the Road Zone.
c) Set reasonable conditions for any works in the Road Zone.
d) Ensure and enforce compliance with the IDC and any conditions imposed.
Council
The Tauranga City Council.
Council Licensed Contractor
The categories of contractors approved by Council to undertake certain works and functions on Councils existing water supply, wastewater and stormwater infrastructure.
Design
The drawings, diagrams, designs, calculations, specifications, documents, reports or other required information submitted for review and approval as part of the Capital Works process.
Designated Safe Building Platform
A portion of a parcel of land that is free from the risks associated with any natural or man made hazard as defined by the Resource Management Act 1991 or the Building Act.

It shall be suitable for the erection thereon of a structure that complies with both the Building Act and the City Plan with little or no need for any development works to be undertaken to ensure the platform is free from the risks associated with natural and man-made hazards. In some cases where works are required to be undertaken as part of building development then these works are generally referenced in a consent notice registered on the certificate of title for the property.
The designated safe building platform is discussed in DS-10.2 b).
Designer
A person, who possesses relevant industry experience and qualifications, who can design all or some aspects of infrastructure and/or building.
Developer
Refer to Consent Holder definition.
Development Completion Report
A report submitted with an application for final sign-off and/or s224 that details how the infrastructure for the development was constructed and meets the standards required and certifies that the designated safe building platforms are safe for building development subject to condition or not.
The Development Completion Report is compiled by the Consent Holder's Representative.
The information required in the Development Completion Report is referenced in QA-4.4 Development Completion Report.
Development Engineer
The person delegated by Council to be the interface between the Consent Holder, Consent Holder's Representative and Council when development works are proposed. The Development Engineer ensures the development works meet the requirements, standards and specifications required by the Resource Consent, Development Works Approval and the IDC. The Development Engineer is assigned to the development at the time the Resource Consent application is being considered.
The Development Engineer is the point of contact for the Consent Holder's Representative for any matter relating to the development works. They act as the liaison person for the Asset Manager should the Asset Manager’s input into the Development Works be required.
Development Evaluation Report
A report submitted with an application for Resource Consent that details how the infrastructure for the development will be provided and how any issues relating to natural hazards and off-site effects will be avoided, remedied or mitigated.
The Development Evaluation Report is compiled by the Consent Holder's Representative.
The information required in the Development Evaluation Report is referenced in QA-2 Development Evaluation Report.

Development Works
Any works that involve the disturbance and/or excavation of the land and/or the construction of infrastructure, which will connect to a Council infrastructure network whether privately owned or to be vested in Council, where the works are undertaken to comply with a Building or Resource Consent. The definition excludes capital works associated with a Resource Consent.
Development Works Approval
The formal written approval of the Infrastructure Development plans, designs and documents submitted by the Consent Holder’s RepresentativeConsent Holder's Representative for the development works. The Development Works Approval includes an approved set of drawings stamped "Approved" along with a letter of approval which may include conditions.
District Plan
The operative Tauranga District Plan.
Drainage System
A network of inter-related and/or inter-connected natural and man made drainage elements that drain stormwater or wastewater.
Engineer
For Capital Works: has the same meaning as NZS 3910 Conditions of Contract for Building and Civil Engineering Construction.
For Development Works: means the Consent Holder's Representative.
Feature Attribute Data
Data specific to an individual Asset linked to a spatial feature for DDTS e.g. a manhole.
Footpath
A path constructed in the Road Zone, drainage or recreation reserve or pedestrian accessway that is for the sole use of pedestrians.
Freeboard
An allowance (factor of safety) added on to the top water level of either the design primary and/or secondary flow path level. This allows for inaccuracies in design flow estimation methods and for possible failure of the primary system.
Geo-Professional
A professional who has been interviewed by the Accreditation Panel via the Geo-Professional Accreditation System Outlined in DS-10 Apx C.3 Three Tier Geo-Professional Accreditation System and accredited as a Category 1 or 2 Geo-Professional.

The requirements of the Geo-Professional are to:
a) Undertake appropriate site investigation, research and evaluation to ensure an appropriate geological model for the subject property is determined, including assessing what effects the existing site geomorphology has on the proposed development.
b) Formulate designs and opinion on the most appropriate solution(s) to ensure development of designated safe building platforms and landforms where complex geotechnical issues exist.
c) Provide opinion, design, supervision and certification for bulk earthworks, slope stability, foundation design and to provide detailed evaluation of the suitability of the natural ground for the foundations of buildings, infrastructure or other development works both temporary and final.
d) Provide certification that completed landform development works/earthworks required as part of the development works comply with the conditions of consent and relevant performance criteria.
e) Before and during construction of the development works, determine the extent of any further investigations, review test methods and frequency of construction control tests, assess the reliability of that testing and evaluate the test results and field inspection reports and undertake regular site inspections to satisfy him/herself of the quality of the finished earth and development works.
f) Compile the portion of the Development Evaluation Report and Development Completion Report relating to geotechnical hazards and associated As-Built plans and certification.
g) The Consent Holder's Representative may act as the Geo-Professional where they are a Geo-Professional.
h) The Consent Holder may not act as the Geo-Professional.
i) Maintain a minimum level of Professional Indemnity insurance cover with a minimum limit of indemnity of $2million or such limit as agreed by Council.
Insurance cover needs to be appropriate to the potential risk exposures. At the discretion of Council, cover under the recommended minimum $2million limit of indemnity may be acceptable where the potential risk exposure is demonstrably low. All parties need to be fully aware that, in the case of Professional Indemnity insurance, insurance policies are commonly issued on the basis of limits of indemnity for any one claim and in the aggregate for the actual policy period. Council must fully consider the aggregate indemnity limit exposures prior to consenting to the acceptance of a lower Professional Indemnity limit of indemnity from the consultant.
Note: The term Geo-Professional replaces the terms Geotechnical Engineer and Soils Engineer.
Geotechnical Completion Report
The final geotechnical report undertaken by the Geo-Professional to confirm all geotechnical aspects of the development after completion of the works with a view to recording:
a) The construction methods.
b) Supervision.
c) Inspections undertaken.

d) Test results.
e) Additional investigations.
f) Statements of suitability of the land for building development for all lots.
Geotechnical Hazards
Hazards and risks associated with matters such as slope stability, peat, estuarine deposits, liquefaction, uncertified fill, lateral spread, seismic issues relative to land, bearing capacity etc where advice is required from a Geo-Professional.
GIS
Geographical Information System which is a computer-based tool for mapping and analysing things that exist and events that happen on Earth. Council uses ARC/INFO and ArcView.
Glossary Term Template
The person appointed by the Consent Holder to undertake the responsibilities of the Consent Holder's Representative.
The Consent Holder's Representative is the primary point of contact between Council and the Consent Holder and the Consent Holder's consultants, agents or contractors. Only one person is able to act as the Consent Holder's Representative.
The Consent Holder's Representative shall be either:
a) A Chartered Professional Engineer.
b) A Licensed Cadastral Surveyor.
c) A Suitably Qualified and Experienced Professional (SQE Professional).
Note: The Consent Holder's Representative, for most projects, will be a Chartered Professional Engineer or Licensed Cadastral Surveyor. However, for smaller projects a SQE Professional may be appropriate.
The Consent Holder's Representative shall possess:
a) Relevant qualifications, skills and industry experience to undertake the Consent Holder's Representative's responsibilities for the particular project.
b) Professional Indemnity and Public Liability Insurance each with a minimum limit of indemnity of $2million, or such limit as agreed by Council. The Public Liability Insurance shall also include "Run off" cover within the policy.
c) Insurance cover needs to be appropriate to the potential risk exposures. At the discretion of Council, cover under the recommended minimum $2million limit of indemnity may be acceptable where the potential risk exposure is demonstrably low. All parties need to be fully aware that, in the case of Professional Indemnity insurance, insurance policies are commonly issued on the basis of limits of indemnity for any one claim and in the aggregate for the actual policy period. The Consent Holder's Representative is responsible for:
a) The investigation, design and obtaining of all consents and approvals required by the particular development.
b) Compiling and submitting all plans, information, certifications, supporting documents, Development Evaluation Reports and Development Completion Reports and any other information as required by the IDC for the approval and construction of the development works.
c) Ensuring a Contractor’s Representative is appointed for the development and attends all formal inspections/tests.
d) Ensuring the development works are covered by appropriate level of Public Liability Insurance.
e) Supervision, testing and certification of the construction of the development works to the required standards.
f) Arrange and attend all mandatory lodgement meetings, development inspections and tests required by the IDC.
g) Coordinating all development works between Consent Holder, Council and Contractor.
h) Certifying that all conditions of Resource Consent and Development Works Approval have been complied with when applying for final sign off (s224).
i) Ensuring that competent professional expertise is engaged and provided to ensure the development works are constructed in accordance with the IDC and the Resource Consent.
j) Undertaking any duties outlined in the various sections of the IDC not listed above.
Note: The term Consent Holder's Representative replaces the terms Developer’s Representative, Owner’s Representative and Consultant.
Greenfield Development
Development undertaken, generally on previously undeveloped land, to construct a new portion/suburb of Tauranga City.
Ground
Term used to describe, in general, landforms and/or material in the vicinity of or below the surface of the earth whether soil, rock or man-made surfacing.
IDC
Infrastructure Development Code.
Infill Subdivision
The further residential subdivision or development of land within the existing developed areas of Tauranga City.

Infrastructure
The assets that when grouped together form networks through which Council delivers agreed levels of service to the community. Infrastructure is both above and below ground assets e.g. water infrastructure, reserves infrastructure, etc.
Infrastructure Development Plans
The drawings, diagrams, designs, calculations, specifications, documents and reports submitted as part of the Development Works Approval process.
Infrastructure Performance Standards
The infrastructure performance standards referenced in Chapter 12 ‘Subdivision, Services and Infrastructure’ of the proposed City Plan. The IDC is a means of compliance for these standards.
Infrastructure Services
The General Manager: Infrastructure Services or their delegated representative or agent.
Licensed Cadastral Surveyor
A qualified professional who has been licensed by the Cadastral Surveyors Licensing Board in accordance with the requirements Cadastral Surveyors Act 2002. Follow this link to view: http://www.cslb.org.nz.
LIM
Land Information Memorandum as defined in s44A of the Local Government Official Information and Meetings Act 1987.
Local Roads
Refers to all roads excluding those in private ownership or owned and governed by the New Zealand Transport Agency.
Lot
Has the same meaning as referenced within section 218 of the Resource Management Act.
Low Impact Design
Has the meaning referenced in s1.2.2 of NZS 4404 Land Development and Subdivision Infrastructure.
Minimum Floor Level
For flooding situations and ocean inundation: The ground level applied to ensure the building platform is above the design flood level including freeboard.

For stormwater and wastewater connection: The difference in elevation between the finished floor level and the invert of the wastewater/stormwater private drain at the point of connection to the public system shall be a minimum of 1m to safeguard against backflow effects.
New Zealand Transport Agency
A Crown entity established on 1 August 2008, bringing together the functions of Land Transport NZ and Transit New Zealand to provide an integrated approach to transport planning, funding and delivery.
NZTA
Refer to New Zealand Transport Agency.
Other Hazards
All other natural and man-made hazards that are not referenced as Geotechnical Hazards. Advice on these hazards is obtained from a SQE Professional.
Owner
Has the meaning referenced in s1.2.2 of NZS 4404 Land Development and Subdivision Infrastructure.
Pathway
A dual purpose path for pedestrian/cycle use that provides a link between two Road Zones or provides a link between a Road Zone to a park reserve provides a link between two reserves.
This excludes paths within Road Zones or within a reserve.
Pavement
The subgrade, sub-base, basecourse and wearing course for carriageway construction.
Pedestrian Accessways
Footpaths that provide a link between two road zones or provides a link between a road zone to a park reserve or provides a link between two reserves.
This excludes footpaths within road zones or within a reserve.
Person
Has the same meaning as NZS 3910 Conditions of Contract for Building and Civil Engineering Construction.
PIM
Project Information Memorandum as defined in s35 Building Act.

Primary Flow
Has the meaning referenced in s1.2.2 of NZS 4404 Land Development and Subdivision Infrastructure.
The primary flow will be contained in a conveyance network that will provide a reasonable degree of protection to the surrounding land.
Principal
For Capital Works: has the same meaning as defined in NZS 3910 Conditions of Contract for Building and Civil Engineering Construction.
For Development Works: has no meaning.
Note: for the purposes of water supply i.e. principal main, shall mean 100, 150 and 200mm diameter reticulation main.
Private Road
Has the meaning referenced in s1.2.2 of NZS 4404 Land Development and Subdivision Infrastructure.
Private Way
Has the meaning referenced in s1.2.2 of NZS 4404 Land Development and Subdivision Infrastructure.
Product
Any material or product including all supporting technical data and specifications that has been approved for inclusion on the approved materials list and for use on Council’s infrastructure networks.
Project Manager
The person delegated by Council to undertake the duties of the Principal as defined in NZS 3910 Conditions of Contract for Building and Civil Engineering Construction. The Project Manager is the point of contact for any matter relating to a particular contract they are undertaking the duties of the Principal on behalf of Council.
Receiving Water
Has the meaning referenced in s1.2.2 of NZS 4404 Land Development and Subdivision Infrastructure.
Relic Slip
Ancient geomorphic features that define headscarps and debris lobes, but can also include escarpments and embankments that have no obvious associated landslide debris. These features were formed when there were differing climatic and geological conditions than at present.

Resource Consent
The Resource Consent issued in accordance with the requirements of the Resource Management Act 1991.
Road
Has the same meaning as s315 of the Local Government Act 1974.
Rural Area
Land zoned ‘Rural’ or ‘Rural Residential’ in the City Plan.
s223

Secondary Flowpath
The flowpath taken by stormwater, which is in excess of the primary flow, via either a natural or man-made drainage path. The flowpath shall be capable of producing a degree of protection to the surrounding buildings (normally 2% AEP for commercial, industrial and habitable residential floor levels).
Spatial Data
The information about the location of geographic features of an asset. This data resides in the GIS.
SQE Professional
A suitably qualified and/or experienced professional who possesses relevant qualification, experience and expertise in the areas of land development or natural hazard (excluding geotechnical) disciplines.
Any professional can undertake the role of the SQE Professional where they meet one of the following criteria:
a) A Chartered Professional Engineer.
b) A person with relevant qualifications, skills and industry experience, who can demonstrate to Council a track record of undertaking investigation, design, supervision and certification of development works relating to either natural or man-made hazards (excluding geotechnical) or in land development disciplines, that is acceptable to Council.
The SQE Professional shall possess Professional Indemnity and Public Liability Insurance each with a minimum limit of indemnity of $2million or such limit as agreed by Council. The Public Liability Insurance shall also include "Run off" cover within the policy.

(Insurance cover needs to be appropriate to the potential risk exposures. At the discretion of Council, cover under the recommended minimum $2million limit of indemnity may be acceptable where the potential risk exposure is demonstrably low. All parties need to be fully aware that, in the case of Professional Indemnity insurance, insurance policies are commonly issued on the basis of limits of indemnity for any one claim and in the aggregate for the actual policy period. Council must fully consider the aggregate indemnity limit exposures prior to consenting to the acceptance of a lower Professional Indemnity limit of indemnity from the consultant).
The responsibilities of the SQE Professional are to:
a) Undertake appropriate site investigation (including testing), research, evaluation and design to ensure appropriate solutions are defined so that the developed site avoids, remedies or mitigates the hazards present, and meets the performance criteria stated above.
b) Supervise and provide certification that completed development works comply with the conditions of consent and the relevant performance criteria.
c) During construction of the development works, undertake regular site inspections to satisfy themselves of the quality of the completed development works.
d) Compile both Development Evaluation Report and Development Completion Report and associated As-Built plans and certifications.
e) The Consent Holder's Representative may act as the Suitably Qualified and Experienced Professional where they possess the relevant qualifications and industry experience.
f) The Consent Holder may not act as the SQE Professional.
Stormwater

Street
Has the same meaning as s315 of the Local Government Act 1974.
Streetscape
The visual appearance of a street and its surrounds and includes the:
a) Geometry of street pattern and subdivision.
b) Width and length of streets.
c) Degree of enclosure.
d) Building setbacks from the street.
e) Fencing and street design.
f) The contribution that vegetation makes to the appearance of the street.

Sump
A device constructed for the collection of stormwater run-off and acts as a primary treatment for this run-off i.e. silt storage. Also known as a cesspit or catchpit.

Each Utility Operator shall:
Notify the Corridor Manager of any planned works in the Road Zone in accordance with the IDC in both a wider planning sense and in relation to specific works.
Comply with the IDC and any Reasonable Conditions set by the Corridor Manager in relation to their works.
Take reasonable care not to damage other parties’ infrastructure or cause unnecessary disruption to the public in undertaking those works.
Advise the location of its assets in the corridor.
Participate as required in regional coordination and liaison meetings.
Wastewater
Has the meaning referenced in s1.2.2 of NZS 4404 Land Development and Subdivision Infrastructure.
Working Days
A calendar day other than any Saturday, Sunday, public holiday or any day falling within the period from 24 December to 5 January.
