Presentation of the work of the meeting

The ASCLA-East Apostolate Meeting took place in Quezon City, Philip-

pines, from June 20 to 24, 2011. Eleven Claretians, prefects of apostolate

and delegates, participated in the meeting, representing the four organ-

isms of ASCLA-East: Philippine Province, East Asia Independent Dele-

gation, Indonesia-East Timor Independent Delegation and Korea Inde-

pendent Delegation.

This was the fourth meeting by regional conferences this year on

the four apostolic priorities of the Congregation; the next and last meeting

will be in Cameroon in September. Every meeting has the same main ob-

jective: to concretize the apostolic priorities of the Congregation in every

confederation. This also manifested the mutual understanding among all

the Claretians about the congregational priorities and the differences due

to the socio-politico-economic-religious situation and the history of the

congregation in those respective organisms.

This was the first meeting of the Prefects of Apostolate and Dele-

gates of ASCLA-East after the 2005 meeting that prepared the Mission-

ary Project for Asia, and, also, the first one after the creation of ASCLA-

East and ASCLA-West as different Claretian conferences in Asia. The

main topics we discussed were the Missionary Project for Asia, the spe-

cific situation of the Congregation in ASCLA-East, and the implementa-

tion of the congregational apostolic priorities according to the Asian reali-

ty. We clearly saw that we have to consider Asia as one, and that, as

Claretians, we have to follow the way of the Federation of Asian Bishops'

Conference (FABC) as we reflect on the whole of Asia, but bearing in

mind the differences between ASCLA-East and ASCLA-West

We decided in the meeting to make a program with clear objectives

and courses of actions, and to create a specific organization for ASCLA-

East, integrated into the framework of the Missionary Project for Asia.

This project will be done according to the process of reflection about the

priorities and targets of our missionary work in Asia, promoted by the

General Prefecture of Apostolate.

The most important outcome of this meeting is in the area of organi-

zation. As we looked for ways to concretize the four apostolic priorities,

we discovered other objectives as well. We also proposed a structure to

implement this plan, which I believe is the most important result of the

meeting. The said structure will be useful not only for the objectives al-

ready envisioned but for a lot of new other ideas. This is the beginning of

a way to consolidate our common missionary work in ASCLA-East.

I consider the agreements and proposals on Bible, Justice and Peace

and Youth Ministry especially relevant for the future of ASCLA-East.

Congratulations. This has been a very fruitful meeting for the future

of our Congregation in Asia.

8. JUSTICIA, PAZ E INTEGRIDAD DE LA CREACIÓN (JPIC)

A. Que el Secretario de JPIC de la Congregación anime ASCLA East de modo que se puedan realizar actividades en colaboración. B. Que el Prefecto de Apostolado de la Delegación de Asia Oriental sea el coordinador de JPIC, respaldando y animando los diferentes apostolados, de forma que se asegure que JPIC es elemento constitutivo e integral de todas las actividades, especialmente en escuelas y parroquias. C. Que haya un grupo de personas que piense, reflexione y elabore materia-les acerca de la JPIC que sirvan de guía para la implementación de JPIC en el contexto de ASCLA East.

9. VOCACION/JUVENTUD

A. Organizar un Encuentro Juvenil de ASCLA East centrado en la JPIC que reú-na jóvenes de diferentes religiones y culturas. El encuentro serviría para la formación de líderes juveniles que, tras el encuentro, hagan resonar la expe-riencia en sus respectivos lugares. B. Diseñar programas de largo alcance y no sólo actividades a corto plazo, que ayuden a una formación integral y completa de los jóvenes. C. Que el Prefecto de Apostolado de Indonesia-Timor Este sea el coordinador de la Pastoral Juvenil y Vocacional.

10. ORGANIZACION

A. Elaborar un Plan de Apostolado para ASCLA East con proyectos a largo plazo que optimice la colaboración entre las diversas prioridades misioneras. B. Que haya un coordinador –a renovar cada tres años- de la Prefectura de Apostolado de ASCLA East que acompañe, anime y coordine los proyectos misioneros de ASCLA East. Este coordinador asistiría a los Encuentros de Su-periores Mayores de ASCLA East. C. Asignar una persona para cada una de las prioridades que acompañe y coordine las respectivas actividades.

PART ONE

1. MEETING OBJECTIVES

The meeting aims to (1) concretize the action plan priorities of ASCLA East; (2) plan some other pastoral objectives that could be relevant to the area (3) discuss about the concerns and projects of each area and (4) know some of the specific issues of the area. 2. MISSIONARY PRIORITIES Missionary activities follows the specific objectives mentioned in document Men on Fire with God’s Love (MFL): (1) Biblical ministry and biblical animation of pastoral ministry; (2) Evangelization of new generations and Vocation Min-istry; (3) Technologies of information and communication (TICs) and mass media; (4) Prophetic solidarity with the impoverished, the excluded and those marginalized in their right to life.

3. MISSIONARY PLAN FOR ASIA 2005 In 2005, an ASCLA Apostolate Encounter as held in Korea that produced the document Missionary Plan for Asia. After an in depth look at the realities of Asia, it was proposed that evangelization in Asia is geared towards (1) Dia-logue with cultures, religions and with the poor; (2)Discovering God by con-templating on his works made manifest present realities; and (3) Mission to-wards harmony, forgiveness, reconciliation. Conscious that mission must be understood as dialogue, Claretians in Asia should look at the following guiding criteria in mission: (1) Agents of a “new way of being Church” through BEC and Lay formation; (2) Promotion and for-mation of evangelizers; (3) Marching on with the Movements of Spirit in Asia today; and (4) Shared Mission As Claretians in Asia, the proposal is to come up with concrete programs that would enhance collaboration, to create permanent structures of action plan for intercultural collaboration and to maintain the Asian-ness of our Claretian charism and the Claretian-ness of our mission in Asia.

6. PASTORAL BÍBLICA Crear una Comisión Bíblica ASCLA Este compuesta de representantes del Institu-to de Vida Consagrada en Asia (ICLA), Fundación Comunicaciones Claretianas Inc. (CCFI) y Fundación Biblia Pastoral (PBF) y de las delegaciones de Corea e Indonesia-Timor Este. Esta comisión podría llevar a cabo las siguientes actu-aciones:

A. Planificar la publicación y promoción de la Biblia de la Comunidad, Lectio Divina y otros. B. Mejorar la calidad de los comentarios al Diario Bíblico más contextualiza-dos, usándolos en los respectivos organismos y viendo la posibilidad de tra-ducirlos a otras lenguas. C. Apoyar el proyecto Escuela “on line” de la Palabra. D. Formación y preparación de líderes que trabajen en la pastoral bíblica. E. Nombrar al P. Alberto Rossa, cmf como coordinador de la Comisión Bíblica de Asia Este. F. Proponer a los superiores mayores de ASCLA Este que el nombramiento del siguiente coordinador de la Fundación Biblia Pastoral sea una decisión compartida de ASCLA East.

7. TECNOLOGÍAS DE LA INFORMACIÓN Y LA COMUNICACIÓN

A. Cada organismo ha de tener su propio página oficial en la red, mantenerlo y maximizar su uso, interconectándolo con las otras páginas de los organis-mos de ASCLA East. B. Ofrecer una formación holística que integre el conocimiento y uso las tec-nologías de la información como, por ejemplo, Internet. C. Hacer uso de los portales de interacción social como medios de evangeli-zación. D. Que la Fundación Comunicaciones Claretianas Inc. asista a ASCLA East en la coordinación de las Tecnologías de la Información.

reciente Tsunami en Japón y el grave incidente de la planta nuclear en Ja-pón. Individualismo- el reto del trabajo en equipo y la misión compartida frente a la tendencia a trabajar solo. Aislamiento- lugares como China, que se encuentran separados del mundo. Congregacionalmente organismos como Indonesia-Timor Este también, se sienten aislados y piden una mayor colaboración. Ancianos y minorías también sufren aislamiento social. Candidatos de otras naciones- La presencia de seminaristas de Myanmar en nuestro seminario nos ofrece la posibilidad de abrir una nueva misión. Una iglesia aún “extranjera”- El soporte económico de la Iglesia asiática depende aún no sólo del Vaticano, sino también de agencias extranjeras. Es un reto para la Iglesia reexaminar su presencia religiosa e identidad como Iglesia en Asia, y dar el paso de la teoría de los documentos eclesiales (FABC) a la praxis de la misión y la vida pastoral.

4. ASCLA EAST MISSION UPDATES Six years after the formulation of document, each organism has continued to do different missionary activities to respond to the different needs of the people, especially the poor, in spite of the difficult and unfavorable socio-political situations in communist countries like China and Vietnam. Conscious of the diverse cultures and religions of the different countries, dialogue and more collaboration with the people and among the different organisms are deemed necessary. Working in the framework of the missionary priorities, ASCLA East collaboration can be strengthen by maximizing the services being offered by existing institutions like the Pastoral Bible Foundation, Claretian Communications Foundation, Inc. and the Institute of Consecrated Life in Asia. 5. TRENDS, REALITIES AND CHALLENGES IN ASIA TODAY Since some of the new trends in Asia are not reflected in the Mission Plan for Asia 2005, there is a call for a deeper analysis of the socio-political situation in Asia and its implication to mission and pastoral plans of ASCLA East. Trends, realities and challenges include:

Poverty- more than 50 percent are living below poverty line in most countries and a widening increase in the gap between rich and poor countries. Internal Conflicts – religious conflicts, fundamentalism, violation of human rights and terrorism creating a situation of violence. Migration – consider its repercussions to those who were forced to migrate and the families left behind. Corruptions – political corruptions in the government has become common with Indonesia and the Philippines as front liners. To some extent, the church and the congregation must address this issue. Materialism and Secularism – an inconsistency in our great religiosity, a problem that has come to our communities. Such problem also affects the youth and the degradation of family life. Mega Cities – increasing big urban centers, the secular idea of progress and development, resulting to problems of informal settlers and hu-man trafficking among other things. Shifting of Power – change of direction of power from west to east both in the world politics and in the church and congregation.

Ecological concerns – climate change, natural disaster such as the Tsu-nami and threats of nuclear power plant in Japan. Individualism – the challenge of team work and collaboration and shared mission amidst the tendency to work alone. Isolation – places like China which are cut off from the world. In the congregational level, places like Indonesia-East Timor also feels isolated and so the call for more collaboration. Elderly people and minorities are also facing isolation from the society. Candidates from other countries – the presence of Myanmar seminari-ans in our seminary opens the possibility of new mission. A church that remains to be a “foreigner” – Asian church remains to be dependent not only to Vatican but even to foreign agencies for finan-cial support. There is a challenge for the church to reexamine its reli-gious presence and identity as a church in Asia, and to move from the theoretical things of the document to a more pastoral approach

4. ACTUALIZACIÓN DE LA MISIÓN EN ASCLA ESTE Seis años después de la formulación del documento, cada organismo ha conti-nuado realizando actividades misioneras en respuesta a las necesidades de la gente, especialmente de los pobres, pese a las dificultades y condiciones socio-políticas desfavorables en países comunistas como China y Vietnam. Conscien-tes de las diversidad cultural y religiosa de los diferentes países, se cree necesa-ria una mayor colaboración y diálogo entre los diferentes organismos. Trabajan-do desde el marco de las prioridades misioneras, la colaboración en ASCLA Este podría fortalecerse aprovechando los servicios ofrecidos por instituciones ya existentes, como la Fundación de la Biblia Pastoral, Fundación Comunicaciones Claretianas, Inc. e ICLA. 5. TENDENCIAS, REALIDADES Y RETOS EN ASIA HOY Ya que no todas las nuevas tendencias están reflejadas en el Plan Misionero para Asia 2005, es necesario un análisis más profundo de la situación sociopolí-tica en Asia, y sus implicaciones para la misión y planes pastorales de ASCLA East. Estas tendencias, realidades y retos incluyen:

Pobreza- Más del 50% de la población está viviendo por debajo del umbral de pobreza en la mayoría de los países, y se han incrementado las diferen-cias entre los países ricos y pobres. Conflictos Internos- conflictos religiosos, fundamentalismo, violación de los derechos humanos y terrorismo que crean una situación de violencia cróni-ca. Migración- tener en cuenta las repercusiones en aquellos que tienen que emigrar y las familias que quedan atrás. Corrupción- La corrupción política es realidad habitual, siendo Indonesia y Filipinas los que encabezan el ranking. La Iglesia y la Congregación deben, en cierta medida, confrontar esta situación. Materialismo y Secularismo- una inconsistencia en nuestra persistente espi-ritualidad, un problema que ya está afectando a nuestras comunidades. Esta situación afecta también a la juventud y degrada la vida familiar. Megaciudades- El incremento del número y tamaño de los centros urbanos y la idea secular de progreso y desarrollo, traen consigo problemas como los asentamientos marginales y el tráfico humano –entre otros. Reubicación del Poder- se está produciendo una reubicación de fuerzas del oeste al este, tanto en la política mundial, como en la Iglesia y la Congrega-ción. Preocupaciones ecológicas- cambio climático, desastres naturales como el

OBJETIVOS El encuentro busca (1) concretar las prioridades del plan de acción de ASCLA Este; (2) planificar otros objetivos pastorales que pudieran ser relevantes para la zona (3) dialogar acerca de las preocupaciones y proyectos específicos de ca-da zona y (4) conocer alguna de las situaciones específicas del área de ASCLA. 2. PRIORIDADES MISIONERAS La labor misionera sigue los objetivos específicos mencionados en el documen-to Hombres que Arden en Caridad (HAC): (1) Pastoral Bíblica y animación bíblica del ministerio pastoral; (2) Evangelización de las nuevas generaciones y Pastoral Vocacional; (3) Tecnologías de la información y la comunicación (TICs) y Medios de Comunicación Social; (4) Solidaridad profética con el empobrecido, el exclui-do y los marginados. 3. PLAN MISIONERO PARA ASIA 2005 En 2005 se tuvo en Corea un encuentro de Apostolado de ASCLA, del que surge el documento Plan Misionero para Asia. Tras examinar en profundidad la reali-dad de Asia, se propuso que la evangelización en Asia se encaminara hacia (1) el Diálogo entre culturas, religiones y con el pobre; (2) el descubrimiento de Dios a través de la contemplación de sus obras y que se manifiestan en la realidad presente; y (3) una Misión en busca de armonía, perdón y reconciliación. Conscientes de que la misión ha de comprenderse como diálogo, los Cla-retianos en Asia buscarían de guiar su labor misionera según los siguientes crite-rios: (1) Agentes de un “nuevo modo de ser Iglesia” desde las CEB y la forma-ción del Laicado; (2) Promoción y formación de evangelizadores; (3) En camino junto a los Movimientos inspirados por el Espíritu en Asia hoy; y (4) en misión compartida. Como claretianos en Asia, proponemos diseñar programas concretos que mejoren la cooperación, creen estructuras permanentes de colaboración inter-cultural y mantengan el carácter asiático de nuestro carisma Claretiano y la esti-lo claretiano de nuestra misión en Asia.

PROPOSALS

6. BIBLE PASTORAL To create an ASCLA East Bible Commission that will be composed of representatives from the Institute of Consecrated Life in Asia (ICLA), Clareti-an Communications Foundation, Inc (CCFI) and the Pastoral Bible Foundation (PBF) and from the delegation of Korea and Indonesia-East Timor. Such com-mission can carry out the following suggested mechanisms:

A. Planning the publication and promotion of the Christian Community Bible, Lectio Divina Edition and others. B. Improving the quality of a more contextualized commentary of Bible Diary, using them in their respective organisms and seeing the possibility of translating to other languages. C. Strengthening the School of the Word on Line project D. Training and forming leaders who are working in bible ministry. E. To nominate Fr. Alberto Rossa, cmf to head the ASCLA East Bible Com-mission.

To propose to the major superiors of ASCLA East that the appointment of the next head of the Pastoral Bible Foundation be a collaborative decision of ASCLA East. 7. INFORMATION TECHNOLOGY

A. For each organism to have its own official website, maintain and max-imize its use and link it with other ASCLA East organism’s website. B. To provide a holistic formation by integrating information technology such as the use of internet. C. To make use of the social networking as means of evangelization D. For the Claretian Communications Foundation, Inc. to assist in the coor-dination of Information Technology.

8. JUSTICE, PEACE AND INTEGRITY OF CREATION (JPIC)

A. For the Secretary of JPIC in the Congregation to animate ASCLA East so that collaborative activities can be done in the ASCLA East level. B. For the Prefect of Apostolate of East Asia Delegation to be the coordi-nator of JPIC who will follow up and animate the different apostolate to make sure that JPIC elements are being integrated in all activities espe-cially in schools and parishes. C. To have a group of people who will think, reflect and write on JPIC that can serve as guidelines in the implementation of JPIC in the context of ASCLA East.

9. VOCATION/YOUTH

A. To organize an ASCLA East Youth Encounter with a theme on JPIC that will gather youth from different religions and cultures. The encounter aims to form youth leaders who will later on reecho the same experience to their respective areas. B. To formulate not only short term activities but long term programs that will help in the holistic formation of youth. C. For the Prefect of Apostolate of Indonesia-East Timor Delegation to be the coordinator of Youth and Vocation Ministry.

10. ORGANIZATION

A. To have an ASCLA East apostolate plan with long term projects that would enhance collaboration in the different missionary priorities. B. To have a coordinator among all the prefects of apostolate for a three-year term, who will follow up, animate and coordinate the missionary pro-jects of ASCLA East. The coordinator will have to attend the ASCLA East Major Superiors’ meeting. C. To assign one person in each area of priorities who will coordinate and oversee its different activities.

El encuentro de apostolado de ASCLA Este se celebró del 20 al 24 de Junio del 2011 en Quezon City, Filipinas. A la reunión asistieron 11 participan-tes: el precepto general de apostolado y los prefectos de apostolado y delega-dos de los cuatro organismos que componen ASCLA East (Provincia de Filipinas, Delegación Independiente de Asia Oriental, Delegación Independiente de Indo-nesia-Timor este y Delegación Independiente de Corea). específica para llevarlos adelante. La programación para ASCLA-East estará dentro del marco común del Proyecto misionero para Asia; un proyecto misionero para que se elaborará tras el proceso de re-flexión sobre las prioridades y destinatarios en Asia, promovido por la prefectura General de apostolado. Los logros más notables de esta reunión están en el área de la organización. Se han presentado nuevos objetivos buscando cómo concretar las cuatro prioridades apostólicas; a la par, se ha pro-puesto una organización para llevar adelante este plan. Creo que este segundo grupo de propuestas es el logro más importante del encuentro. Esta organización no es sólo útil para los objetivos de-cididos sino para muchos nuevos proyectos; comenzamos así una nueva etapa misionera respecto a la colaboración y al nacimiento de proyectos comunes en ASCLA-East. Considero, también, que los acuerdos y propuestas sobre la Bib-lia, la justicia y la paz y el Ministerio de la juventud son especialmen-te relevantes para el futuro de ASIA oriental. Enhorabuena. Creo que esta ha sido una reunión muy provecho-sa para el futuro de nuestra Congregación en ASIA.

ENCUENTRO DE APOSTOLADO ASCLA-EAST Quezon City, Junio, 2011

El encuentro de Prefectos y responsables de Apostolado de ASCLA-este se realizó en Quezon City (Manila, Filipinas) del 20-24 de junio de 2011. Nos encontramos once claretianos, prefectos y delegados de apostolado de los cuatro organismos de este ASCLA: Provincia de Filipinas, Delegación independiente de Asia oriental, Delegación independiente de Timor oriental e Indonesia y la Delegación inde-pendiente de Corea. Este fue el cuarto encuentro sobre las prioridades apostólica que se ha celebrado este año, el último de ellos será en Camerún en sep-tiembre. Todas las reuniones han tenido el mismo objetivo: con-cretar, para el área congregacional, las prioridades para la Con-gregación; en cada reunión se ha hecho claramente presente el sen-tir común de todos los Claretianos respecto a las prioridades con-gregacionales y las diferencias provenientes de la situación social-político-económica-religiosos y la historia de la congregación en ese lugar. Esta reunión de responsables de apostolado de ASCLA-este ha sido la primera desde la aprobación del Proyecto misionero de Asia (2005) y, también, la primera después de la creación de ASCLA-este y ASCLA-oeste, como diferentes conferencias, en ASCLA. Las bases de nuestro trabajo en el encuentro fueron las siguientes: Proyecto misionero para Asia, la situación específica de la congregación en ASCLA-este, las prioridades Apostólica de la Congregación. Vimos claro que hemos de considerar Asia como una unidad y que hemos, como Claretianos, hemos de seguir los pasos de los Obispos de Asia al reflexionar en común sobre toda Asia; junto con esto debemos tener en cuenta las diferencias entre ASCLA-East y ASCLA-West. Se decidió acometer la elaboración de una programación específica para ASCLA-East que incluya objetivos, acciones y una organización
