1. General Questions about Entrepreneurship Facilitators

1.1. What are Entrepreneurship Facilitators?

The Encouraging Entrepreneurship and Self Employment-measures were announced as part of the broader Youth Employment Package in the 2016-17 Budget. The introduction of Entrepreneurship Facilitators is one of these measures.

The Government recognises that self-employment and entrepreneurship provide a powerful option for overcoming unemployment. Research shows that many young job seekers have business ideas but lack the capacity and support to develop these ideas into successful businesses.

They are often confronted by barriers such as, lack of business training and access to finance, lack of business networks and an inability to explore and select sustainable business ideas.

Entrepreneurship Facilitators will operate in three regions with high youth unemployment and low-uptake of self-employment to encourage young people to consider self-employment.

1.2. What are the objectives?

business provide linkages into existing programs including New Enterprise Incentive Scheme (NEIS).

1.3. When do the Entrepreneurship Facilitators commence?

1.5. Could you please send me a copy of the Grant Guidelines?

The Grant Guidelines for Entrepreneurship Facilitators are available from the 360Pro website. Organisations applying and other interested parties are required to register with 360Pro before they can access the Grant Guidelines. By registering, users are notified of any updates (addenda) that may be issued in relation to the Grant Guidelines. 1.6. Where can I find the webinar presentation?

It is intended that a copy of the webinar presentation will be published on the Employment Services Procurement Information website (www.employment.gov.au/procurement) on 21 October 2016.

Organisations applying and other interested parties are advised to check the website regularly for new questions and answers relating to the Entrepreneurship Facilitators grant process.

1.7. How will Entrepreneurship Facilitators be selected?

Entrepreneurship Facilitators will be selected through a competitive grant funding application process conducted by the Department of Employment. This process started on 13 October 2016 with the release of Grant Guidelines for Entrepreneurship Facilitators.

Applicants for Entrepreneurship Facilitators funding should respond to the selection criteria and provide other information required by the Grant Guidelines for Entrepreneurship Facilitators.

Applicants need to complete the forms provided in the Application pack available through 360Pro.

1.8. How many times would an Entrepreneur Facilitator be required to travel to Canberra?

The frequency of the trips to Canberra has not been specified. The Department is considering an annual visit for Entrepreneur Facilitators.

1.9. If we do not have a Facilitator for our initiative yet, what information do we put in the Facilitators Contact details section in the application? If successful we plan on using the funding to hire a Facilitator.

It is a requirement when submitting an application that the Applicant must identify an individual who will be providing the Entrepreneurship Facilitator services.

2. Target Audience/Clients2.1. Who will Entrepreneurship Facilitators assist?

The priority target audience is young Australians aged 18–24, including, those not in education, employment or training. Facilitators must actively seek out and assist this priority target audience. However, Entrepreneurship Facilitators will be required to work with people of all ages and backgrounds including Indigenous people, redundant workers, refugees and people from Culturally and Linguistically Diverse backgrounds.

2.2. Under the Grant Guidelines 2.1, youth is identified as the target group in this grant program. There are further references in the Department's documentation to this grant targeting the needs of young people.

Under section 2.4 Target Audience of the Grant Guidelines it states that Entrepreneurship Facilitators will be required to work with people of all ages. There seems to be an inconsistency. Could you please clarify?

As outlined in section 2.4 of the Grant Guidelines, the priority target audience is young Australians aged 18–24, including those not in education, employment or training. However, there are no age restrictions and Entrepreneurship Facilitators will be required to work with people of all ages

2.3. Is there a cap on numbers in this program or a cap on non-'target' clients? It seems that while the 'target 'group is 18-24 year olds, we are required to work with people of all ages.

There is no cap. While the target group is 18 to 24 year olds, and we would suggest you use your promotional material and contacts to target the priority group, you will work with people of all ages.

2.4. Before providing specific business advice to a candidate, will they be required to sign an engagement letter? This is normal practice and required by Accountants and Tax Agents.

No, Facilitators will not be required expected to get have participants to sign engagement letters. Facilitators provide a free service.

In some circumstances it may be appropriate for the Facilitator to receive consent from a participant to share their personal information, in accordance with privacy considerations. This requirement is including in the Draft Funding Agreement (Clause F).

3. Locations and Coverage3.1. What are the three locations?

The three locations in which Entrepreneurship Facilitators will be appointed are: Cairns (Queensland) Hunter, including Newcastle (New South Wales) Launceston and North-East Tasmania (Tasmania)

3.2. If a client is not exactly within the boundary as set out in the map provided, am I able to assist a client outside the boundary?

Yes, Entrepreneurship Facilitators are able to deliver their services in and around the location.

3.3. Can an Applicant apply for more than one location?

Yes, Applicants must specify in their application the location(s) in which they will deliver services and the Nominated Person who will deliver the Entrepreneurship Facilitator Services. Applicants may apply to deliver Services in one, two or all three of the identified locations.

The Applicant will also be required to specify how they will deliver services in each location.

It is expected that the Applicant (either as an individual or as an organisation) will be physically located within the nominated locations.

3.4. How can I identify the NEIS provider(s) in my area?

NEIS providers, and other Employment Services providers, can be found on the JobSearch website by selection the Find a provider link.

3.5. Can potential applicants use Federal Government data to gain an insight into the identified target group at specified locations?

The Australian Government publishes a wide range of data that can be used by applicants to gain an insight into the target group at the specified locations.

The 'Main Statistical Area Structure' data for all three regions can be found on the Australian Bureau of Statistics website (www.abs.gov.au).

In addition the Labour Market Information Portal (www.lmip.gov.au) provides a wide range of information about the labour market.

3.6. Does the Department have any clear requirements on premises and accessibility 'rules' for the region? For example, that a site must be available in the region, whether co-location could occur, etc.?

The Department expects flexibility for the Entrepreneur Facilitators, but see significant benefit in a physical site being available for participants. These arrangements have not been finalised.

3.7. Is there a requirement for one fixed location, or could there be multiple locations in serviced office spaces?

The Department understands that the question relates to multiple offices in a location. An applicant may have multiple offices in a location.

3.8. Can I submit an application for an initiative to be run in the targeted location even though I live outside the targeted area?

Applicants may apply to deliver Services in one, two or all three of the identified locations. The Applicant is required to specify how they will deliver services in each location. While there is no requirement for a Facilitator to live in a nominated location, it is expected that the Facilitator (either as an individual or as an organisation) will be physically located within the nominated locations for the delivery of services.

4. Eligibility to Apply4.1. Will there be subcontracting opportunities?

No. Organisations that propose subcontractor arrangements are not eligible to apply for funding.

4.2. Will partnerships/consortia arrangements be considered?

No. Organisations proposing these types of group arrangements are not eligible to apply for funding.

4.3. Who can apply for Funding to be an Entrepreneurship Facilitator?

Individuals and organisations, including for profit organisations, are eligible to apply for funding. Australian, state and territory government agencies, employees or agents are not eligible to apply for funding.

4.4. Relevant Police Checks and Working with Children and Other Vulnerable Groups.

Facilitators will be expected to engage with schools and young people, under the age of 18. The successful Applicants will be required, at their own cost, to undertake a police check and a Working with Vulnerable People checks and to comply with any other conditions in relation to the person’s participation in the Services, as specified in governing working with children legislation.

4.5. What qualifications and/experience does a Facilitator need to have?

Applicants are encouraged to be innovative and should outline, in their Application, the Services they propose to deliver. Applicants should outline their experience, expertise and achievements in:

providing business advice (individuals with personal experience as an entrepreneur or small business operator are highly desirable)

building rapport with clients to gain an understanding of their needs and provide appropriate support

engaging with the community developing and maintaining networks with relevant organisations linking with organisations relevant to entrepreneurship and small business

Applicants should read the selection criteria in the Grant Guidelines carefully and ensure they provide the information sought in those criteria in their Application.

4.6. Are State and Territory government TAFE organisations eligible for the Entrepreneurship Facilitators Grant?

State and territory government TAFE organisation may apply for the Entrepreneurship Facilitators Grant provided all other eligibility requirements are met. For further information please refer to chapter 4 of the Grant Guidelines and Addendum No. 2—both documents are available from the 36oPro system.

4.7. Will the department make available any internal research, reports or statistics on the historic and ongoing (i.e. during facilitation period) self-employment of the targeted 18–24 year old group?

5. Interaction with Employment Services5.1. Will Entrepreneurship Facilitators be required to work with jobactive providers?

Entrepreneurship Facilitators are expected to engage with jobactive providers in their location, where relevant.

5.2. How will Entrepreneurship Facilitators work with NEIS providers?

Entrepreneurship Facilitators will need to familiarise themselves with New Enterprise Incentive Scheme (NEIS) services and NEIS providers located in their area and surrounding regions and where appropriate assist clients into NEIS training.

Entrepreneurship Facilitators will be expected to promote the ‘Exploring Being My Own Boss’ workshops to clients as part of their Engagement and Marketing Strategy (see question 5.3 for more information).

5.3. What are the ‘Exploring Being My Own Boss’ workshops?

Exploring Being My Own Boss Workshops also form part of the Encouraging Entrepreneurship and Self Employment-measures in the Youth Employment Package in the 2016-17 Budget. These two week workshops will engage people (particularly young people not in employment, education and training and other disadvantaged cohorts including redundant workers, refugees and Indigenous Australians), to explore self-employment and entrepreneurship as an alternative pathway to employment. Workshops will be delivered by NEIS providers.

5.4. Are the 'Exploring Being My Own Boss' workshops preliminary/prior to the NEIS accredited program, or part of the program?

The 'Exploring Being My Own Boss' workshops are separate to the NEIS program.

The workshops provide a two-week ‘taster’ of what it’s like to be self-employed.

You Participants can do the workshop and go on and do the full NEIS training, or just do the two-week program and do something completely different—perhaps even start their own business.

5.5. Can Entrepreneurship Facilitator organisations that are also NEIS providers refer participants to their own NEIS services?

Entrepreneurship Facilitators can refer eligible participants to any NEIS provider including their own organisation or related entities.

6. Payments and Funding Agreement6.1. How long will the Funding Agreement be for?

The Funding Agreement will be for the period of December 2016 – 30 June 2020.

6.2. How much money is available for Each Entrepreneurship Facilitator?

Funding is available to engage one Entrepreneurship Facilitator to deliver Services in each of the identified locations for the period December 2016 to 30 June 2020.

Payment under the Funding Agreement will be made as a combination of upfront payments and quarterly instalments. A total of $957,000 (GST exclusive) will be paid over the life of the Funding Agreement to each Facilitator in each location in which they are appointed.

6.3. When will I get paid?

The first payment will be made available of the day that the Funding Agreement is signed, with subsequent payments made quarterly, subject to satisfactory performance of the Services.

6.4. What if I don’t meet the milestone?

Milestone Reports will be assessed by the Department against the Facilitator’s approved Engagement and Marketing Strategy. Where Services are not delivered satisfactorily we may require additional information and/or updates to the Engagement and Marketing Strategy. The Department reserves the right to apply remedial actions if all Services outlined in the Engagement and Marketing Strategy are not delivered or not delivered to the Department’s satisfaction.

6.5. What is the Engagement and Marketing Strategy?

Soon after the Funding Agreement is signed, successful Entrepreneurship Facilitators will be required to provide an Engagement and Marketing Strategy to be submitted and approved by the Department. The Engagement and Marketing Strategy must address promotional activities and services that the successful Applicants intend to deliver and how the Entrepreneurship Facilitator will undertake the Services. This Strategy will be for the period up to 30 June 2017 and must be updated and approved by the Department annually thereafter.

6.6. Will the Department provide any permanent desk/office space for the facilitator to use?

No, the Department will not provide permanent desk/office space for the Facilitator. As per the Grant Guidelines funding will be provided to allow for administrative requirements, including an office space.

6.7. Will the facilitator have access to Department of Employment facilities for the purpose of hosting workshops, events, meetings (e.g. function and meeting rooms)?

No.

6.8. Will the facilitator have access to NSW Department of Education facilities for the purpose of hosting workshops, events, meetings (e.g. school halls, function rooms, temporary "drop-in" desks)?

No

6.9. Will the Department provide any equipment (computer, software, mobile phone, and car)?

No. As per the Grant Guidelines, funding will be provided to allow for administrative requirements, including relevant equipment. These costs need to be outlined in the Facilitators budget on the Initiative Budget form as outlined in the Grant Guidelines.

6.10. For budgeting purposes is there a guide for the expected frequency of Department of Employment meetings and engagement at the National Office in Canberra?

There is no guide to the frequency of when the Facilitator will be required to attend meetings etc. at the National Office. However, Facilitators will not be required to be in National Office more than once or twice a year.

6.11. Will the facilitator have Department of Employment business cards, email address, shared server space, access to printing/copying services or other administrative or IT support?

No.

6.12. If no equipment is provided, will the facilitator have access to department procurement and pricing agreements on items such as vehicle leasing, mobile phones and IT equipment purchase? If so, can these arrangements please be released to applicants?

No, the Facilitator will not have access to the department’s procurement and pricing agreements.

6.13. Is there a copy of the draft Entrepreneurship Facilitators Funding Agreement available?

The draft Funding Agreement will be released mid October 2016.

6.14. Can a Tax Agent/Chartered Accountant charge a candidate for other services like TFN/ABN/GST registrations, setting up book-keeping requirements, tax compliance, etc.?

Entrepreneurship Facilitator services must be free and comply with Section 3 Clause 2 of the Funding Agreement.

Services outside the parameters of this Funding Agreement could proceed with relevant charges. However, the Department would monitor this practice closely.

6.15. Can mentors be paid? Will that come from the budget?

Entrepreneurship Facilitators are not to pay mentors from their budget. Where Facilitators are not providing mentoring services themselves it is expected they will built a network of mentors that volunteer their services.

In certain circumstances however, where a client is a jobactive participant and all eligibility requirements are met, Facilitators may negotiate with jobactive providers to pay for mentoring through the Employment Fund after the job seeker has commenced self-employment.

6.16. Are all funds required to be acquitted and expended? What happens if there is a surplus?

Yes, all funds need to be expended as outlined in the Initiative Budget and the Engagement and Marketing Strategy. Funds must only be spent in accordance with your budget.

6.17. Could a potential applicant that is partnering an external provider, licence its partner’s methodologies, tools and services to use as part of the Entrepreneurship Facilitator services. Could the Intellectual Property licencing fees be included and itemised in our budget?

Licencing of proprietary methodologies and tools within the budget is acceptable. Please refer to Section 12 Intellectual Property within the Funding Agreement, in particular Clause I Existing Materials.

6.18. Are Entrepreneurship Facilitators expected to utilise the entire funding allocation for each of the projects, or will proposals also be assessed competitively on their budget / funding requirements?

Each Facilitator will be contracted for the entire amount of $957,000 in each location. All funds are expected to be used and should be outlined in the Initiative Budget and the Engagement and Marketing Strategy. Funds should only be spent in accordance with your budget. Value for money is part of Criterion 1.

7. Participation7.1. Will the facilitator be required to follow Department policies on marketing, social media,

content production or other relevant Department policies? If so, can these policies please be released to applicants?

The Facilitator will be required to follow all relevant policies as outlined in the Funding Agreement.

7.2. How many hours are allocated for Exploring Being My Own Boss workshops in two weeks by NEIS?

If a job seeker is in receipt of income support, and has a mutual obligation the requirement is 25 hours per week. The total requirement is 50 hours over the two weeks.

7.3. There is an expectation that facilitators will work with schools. However, the target group is disengaged from school. Would you please elaborate on this?

There are a significant numbers of young people coming out of the school system and not going into employment or further education. Engagement with schools is about future-proofing the cohort.

Entrepreneurship Facilitators will be working with people who are disengaged, but Entrepreneurship Facilitators should also be working with people within the school system to get them thinking about self-employment after they finish school.

7.4. What participant numbers Entrepreneurship Facilitators expected to engage each year?

The Department has not set engagement numbers.

Entrepreneurship Facilitators may deal with ten people in a month providing in depth services. On the other hand, Entrepreneurship Facilitators might hold a number of meetings with 300 attendees (i.e. light touch servicing).

As this is the first time Entrepreneur Facilitators will operate, the engagement number will largely be driven by the Facilitators.

The Department will monitor engagement numbers through the required reporting.

7.5. Would there be a conflict of interest in advising candidates who are looking to start small businesses in the industry in which you are already engaged? That is, they might be potential competitors.

Entrepreneurship Facilitators are expected to provide services to participants in all industries. Facilitators are also expected to provide general advice to participants to assist and support them in starting their business.

Facilitators are not expected to provide expert professional advice in relation to the client’s preferred industry.

8. Selection Criterion8.1. Is more weighting given to an individual working for a business, or the business, in Criteria 2?

The weightings identified in Section 3.2—Selection Criteria of the Grant Guidelines apply irrespective of whether an applicant is an individual or other eligible entity.

9. Procurement Process9.1. How will Entrepreneurship Facilitators be selected?

Entrepreneurship Facilitators will be selected through a competitive grant process run by the Department of Employment.

9.2. How will the Department assess the proposals?

Applications will be assessed against the selection criteria detailed in the Entrepreneurship Facilitator Grant Guidelines. A review committee of senior managers will oversee the assessment and make recommendations to the Delegate.

In making recommendations, the review committee will consider whether there is adequate regional knowledge of local and surrounding areas and community partnerships, as well as any other relevant matters that will ensure the objects of the Entrepreneurship Facilitators can be achieved.

9.3. If I have questions about the application process who can I ask?

You will need to put your questions to Department through the Employment Services Purchasing Hotline 1300 733 514 9 am to 5 pm (Canberra time). The Department cannot provide individual answers, but will publish every question and answer on the Employment Services procurement website.

9.4. Will there be any further updates to the Grant Guidelines?

The Department may add or clarity the information provided in the Grant Guidelines as addendums as required. As such, applicants should continue to monitor the Department’s Procurement website Employment Services Procurement Information website (www.employment.gov.au/procurement) and 360Pro (www.tinyurl.com/360Pro-employment) to ensure they are aware of any addendums that are issued.

9.5. Where can I find the Application?

The Application can be found on the 360Pro website (www.tinyurl.com/360Pro-employment).

9.6. Can attachments be included with the Application?

The Department will not accept any attachments submitted with the Application except those required by the Department and identified in the Grant Guidelines and the Application pack.

9.7. Are spaces included in the character limit for the selection criteria?

Yes, character counts include spaces and formatting.

9.8. Can we insert graphics, graphs, hyperlinks and/or tables into our response?

No, graphics, graphs, hyperlinks and/or tables are NOT permitted as part of the Application response.

Yes. Written referee reports are required as part of an Application. Applicants must provide one written referee report but may provide up to two written referee report to verify their claims. For further information refer to section 3.2.1 of the Grant Guidelines for Entrepreneurship Facilitators.

Referee reports should be completed using the template provided on the ‘Job Info’ tab in 360Pro.

10.360Pro10.1. Where do I find the Application?

The Application can be found on the 360Pro website (www.tinyurl.com/360Pro-employment).

10.2. What type of software form will be used?

A combination of on-line forms, Smart Forms (pdf) and other files will be used for the Application.

10.3. Does the Department have a standard font the forms must be completed using?

The forms have been developed using the Calibri font. However, in completing the forms you can use any other font as long as it is legible and in English. The Department recommends using typefaces that are standard in Microsoft Word to ensure compatibility across systems.

10.4. What is 360Pro?

360Pro is the tool the Department is using to release the Entrepreneurship Facilitators Grant Guidelines. 360Pro is also the tool that Applicants are required to use to submit their completed Applications.

Applicants should complete relevant sections in 360Pro, and attach completed application forms to the relevant tabs in 360Pro.

10.5. Where do I find 360Pro?

Applicants can register to become a user by logging onto the 360Pro website (www.tinyurl.com/360Pro-employment).

10.6. Are there instructions on how to use 360Pro?

The 360Pro Reference Guide contains instructions on:

how to register for 360Pro download the Grant Guidelines documents, forms and other files, and how to complete and submit an Application.

The Reference Guide is located together with the Application forms and other downloadable files on the ‘Job Info’ tab in 360Pro. The Guide can also be found at Employment Services Procurement Information website (employment.gov.au/procurement).

10.7. I can’t find the Application forms—where are they?

The Application forms are located on the ‘Job Info’ tab in 360Pro, together with the Grant Guidelines and the 360Pro Applicants’ Reference Guide. You must download the Application forms and documents and save them on your local or network drive using the recommended file naming convention discussed in this document. Once completed, you will then upload these forms in the corresponding tabs in 360Pro. The Application forms include the following:

10.8. How do I complete the Application forms?

Applications must be submitted using the on-line forms and downloadable files supplied on the ‘Job Info’ tab of 360Pro. Read the forms and other files carefully and complete relevant questions. The onus is on the Applicant to ensure that information submitted is complete and correct.

These downloaded forms should be completed and re-submitted in their original format as the information you have provided in these forms will be extracted for use in the assessment process. The Financial and Credentials Information form is provided in .xls format, and should not be saved to .xlsx format.

Do not submit scanned copies of the Selection Criteria, Initiative Budget or Financial and Credentials Information forms.

10.9. How do I know if there are updates (addenda) issued and how do I access them?

If any updates (addenda) are issued, you will receive notification through the email address you have registered in 360Pro. Addenda can be found on the ‘Job Info’ page of 360Pro.

If an addendum is issued after you have submitted your Application you will receive a notification via email.

10.10. Can I change my Application once it has been submitted?

You can re-open your Application and make changes as many times as you like prior to the closing date and time. Note that when re-opening an Application it is no longer considered submitted. You must click on the Submit button again to re-submit the amended Application.

Please ensure that the traffic light on the left-hand side of the screen in 360Pro has turned green and the status is changed to ‘Submitted’. An email receipt from 360Pro will indicate the successful lodgement of your application. Failure to receive a receipt means lodgement of the application has not completed successfully.

10.11. What system specifications should my computer have?

We recommend that at a minimum your computer should have the following.

Adobe Reader XI on Windows 1.3GHz or faster processor Microsoft® Windows® XP with Service Pack 3 for 32 bit or Service Pack 2 for 64 bit; Windows

If you do not have one of these operating systems or do not have access to a supported operating system, contact your organisation’s IT support staff.

10.12. Should I have my completed forms and other documents checked for viruses before submitting?

Yes. In submitting a response electronically, the Applicant warrants that it has taken reasonable steps to ensure that the uploaded Application forms and other files are free from computer viruses or other disabling features that may affect computing environments. Applications found to contain viruses or other disabling features may be excluded from the process.

10.13. What are the permitted file types if I have to attach other documents in support of my Application?

The Department will not accept any attachments submitted to 360Pro with the exception of those specifically requested by the Department which include:

the Selection Criteria (one form per region) The Initiative Budget (one form per region) Financial and Credentials Information (and any documents specifically requested by the form for

the purpose of Financial Viability) up to two Referee Reports per region.

Refer to Section 7.3.4 of the Grant Guidelines.

Do not submit scanned copies of the Selection Criteria, Initiative Budget and Financial and Credentials Information forms. These forms must be completed and submitted in their original format.

You must submit scanned copies of the completed Referee Reports.

Any permissible attachments should be in one of the following file formats (as applicable) and uploaded to the relevant questions in 360Pro mailbox:

Adobe Acrobat files (.pdf). Image Formats (.gif, .jpg). MS Word compatible files (.doc, .rtf, .docx). MS Excel compatible Spread sheets (.xls, .xlsx).

Please note: The Financial and Credentials Information form should be uploaded in .xls format.

No hyperlinked or other material may be incorporated by reference.

10.14. Are there file naming convention that I have to follow?

Yes. When saving forms the following file naming conventions should be adopted. We recommend that you include the name of your organisation in the file name:

Ensure that the files you submit do not contain forward slash, back slash, semicolon, comma, asterisk, question mark, quotation marks, angle brackets or vertical bar (\ / : , * ? “ < > |) characters in the filenames.
