Rules and Regulations

Dated July 15, 2007

General Regulations

1. No alcoholic beverages or drugs are permitted on the grounds. Tobacco products

will be permitted in designated areas only.

2. During the annual fire school, private cars must be kept on the Vo-Tech parking

lot at all times.

3. All fire apparatus must be kept off the grass.

4. All fire companies coming to the training center must have an Officer in Charge

with them. The officer will be responsible for the firefighters with them on the

grounds and must see that the drill area is clean before leaving.

5. The OIC must see that all buildings are locked before leaving.

6. If two or more fire companies wish to use the training center or buildings, it will

be on a first come basis or mutual agreement between the two companies. They

must agree to use the facilities together. Priority is given to state scheduled

classes.

7. No sirens or horns are too used on the training grounds except as an evacuation

signal for the burn building.

8. All assigned equipment and personnel are committed to the Lebanon County Fire

School during Lebanon County Fire School weekend and are considered out of

service during that time.

9. Each company has been assigned keys to the Fire School grounds. They are

responsible for those keys. They should contact the Lebanon County Firefighters

Association immediately if they should lose those keys and they will be held

responsible for any costs of replacing those keys.

10. All persons or organizations using the Lebanon County Fire School property must

provide proof of insurance prior to approval of the use of the property. Limits

must be equal to or greater then the limits of the Lebanon County Firefighters

Association.

11. No maintenance work shall be performed on the Lebanon County Fire School

grounds without first approving them with the Facilities and Equipment

committee.

Rules and Regulations for the Burn Building

Purpose – To provide live fire training for Lebanon County Firefighters

Pre-Burn Requirements

1. Contact the designated or alternate representative of the Fire School Committee –

he/she will verify that date is open for the burn building.

2. 60 days prior to burn date, complete the required paperwork and hand in to the

Fire School Committee representative.

Day of burn

1. Supply adequate amount of Class “A” material at fire grounds.

2. Have sufficient amount of fire apparatus on scene.

3. Have designated officer in charge on scene at all times.

4. Notify police, township, and E.M.A.

5. Follow recommended NFPA 1403 regulations.

Burn Building Rules

1. Fire School representatives will be on scene for all burns.

2. Fire School representatives are in charge at all times and may stop any burn for

any reason.

3. Burning may be done in designated rooms only.

4. Only Class “A” material may be burned in the burn building. I.E. wood, paper,

cardboard, straw

5. Follow maximum fire load in all designated burn rooms. Maximum fire load is 3

wooden skids and ½ bail of straw per room.

6. Clean and remove all debris from interior and exterior PRIOR to burn. The next

company to burn will clean out yours. Wash out all used burn rooms and floors.

7. Only Lebanon County Fire Departments or guests of the County Association may

use the burn building.

8. Certified burns supersede all other burns.

Rules and Regulation for the Tower

1. No live fires are to be built in the tower at any time.

2. A commercial smoke making machine may be used in any part of the tower.

3. A combination dry standpipe and sprinkler system is installed in the southeast

corner of the tower. When pumping into this system, the maximum pressure at

the Siamese will be 150 psi.

4. The tower may be used for ladder and rescue drills and hose evolutions.

5. Fire streams may be directed into any part of the tower.

6. Master streams are not allowed.

7. Anchor points are provided at each window and on the roof for the purpose of

tying off ropes. Neither the sprinkler piping nor the piping for the floor drains

will be used to tie off or belay ropes from.

Cleanup

1. The standpipe system is to be drained and the drain left open.

2. All exterior openings will be closed and secured.

Sprinkler and Maze Building

1. Only Class “A” material is to be burned in the stove. No shingles, rubber, or

plastic is to be burned.

2. A commercial smoke making machine may be used in any part of the building.

3. A standpipe connection, water shut off, gas meter, and electric shut off is installed

in the smoke rooms and may be manipulated as desired.

4. Charged hose lines may be stretched into any part of the building. No streams are

to be discharged into the maze part of the building.

5. The roof of the building may be used for ladder, hose, or rescue drills.

6. The valve pit at the east side of the building may be used for rescue drills.

7. Open heads and wedges are available to practice wedging sprinklers.

8. When supplying the Siamese for the wet system, the maximum pump pressure

will be 150 psi.

9. The dry system is a mockup. It is not connected to any supply or sprinkler piping

and the Siamese shall not be charged.

Cleanup of the Sprinkler and Maze Building

1. Cleanout all ashes and unburned material from the stove prior to using.

2. Any furniture which has been removed from the smoke room is to be replaced.

3. All valves on the sprinkler systems will be returned to the restored or in service

position.

4. All exterior openings will be closed and secured.

Forcible Entry Building

1. Safety: Full turn out gear shall be worn when engaged in forcible entry training

unless otherwise specified by the instructor in charge of the training exercise.

2. Use: This building shall be used as an area to provide forcible entry training to

fire personnel.

3. The building openings shall not be used as actual training examples for physical

practice, but may be used as training aids for the purpose of familiarization with

various types of building openings.

4. If examples are needed for physical practice, they shall be constructed as needed

and stored in the forcible entry building.

Cleanup of the Forcible Entry Building

1. Normal clean up procedures shall be in effect for this training. The floor shall be

swept and the outside area policed.

2. All rubbish shall be placed in the appropriate dumpster.

3. All outside doors and windows shall be secured.

Drafting Pit

1. The drafting pit is available for drafting exercises and pump performance testing.

2. The insulating panel shall be placed under the apparatus exhaust to protect the

macadam.

Cleanup of the Drafting Pit

1. All rubbish shall be placed in the appropriated dumpster.

2. The pit shall be filled before leaving the training grounds. In the winter, the water

level is kept 6 feet below the top to prevent freezing.

3. All cover plates must be closed and locked before leaving the training area.

Mobile Equipment (cars, trucks, dumpster, etc.)

1. Make all arrangements through the Fire School committee representative or

alternate.

2. Autos may be placed on the grounds 1 week prior to the scheduled training. They

must be removed no later than 1 week after the training.

3. Proper permit must be secured by contacting the Fire School committee

representative or alternate.
