Prohibitions

Access regulations

● Access to the factory premises is only permitted via the reception desk or via the turnstiles with a chip card.

● Driving onto the mill premises or bringing private bicycles into the factory is prohibited.

● Mondi employees and contractors may only go without safety shoes to and from the work/changing room (on the marked safety routes). Employees in office buildings or in offices do not need safety shoes while working in their area.

● During working time persons SHOULD also use this markedsafety routes (exception: when doing direct work)

● Paper mill – Reel cutting machine (RSM) / winder areaThe designated reel ejection area may only be entered by authorized and directly working personnel!

● Always consider the dangers and consequences before starting work!

● Only enter operating areas after notifying the control room!

● Prior to all maintenance work, machines and systems must be properly shut down and secured ( LOCK OUT ).

● Pay attention to safety instructions and piping markings. Before opening flanges or fittings, ask about the substances inside them and their potential for danger!

Concentrated work is an absolute prerequisite for safety!

● Operating cranes and vehicles (forklifts, mobile cranes, overhead cranes ...) is only permitted with an appropriate driving license (internal driving license)..

• The road traffic regulations apply

• Rail vehicles have the right of way

Everyone takes responsibility for safety in their own work environment and must watch out for their colleagues too!

Confined Space – Definitions (Rule 3)

● Confined spacesInclude areas closed in on all sides or predominantly enclosed by fixed walls and areas that are less susceptible to air exchange, in which there are or may be special hazards due to their confined space or substances, impurities or equipment contained within them. Pits, silos, shafts or ducts are to be considered confined spaces if the occurrence of hazardous substances or lack of oxygen cannot be safely excluded.

● EnteringEntering is understood as all activities/work with which the worker stays in the tanks, silos or confined space.

* Maintenance, service and cleaning work or troubleshooting

Confined space usually have the following characteristics:

● They are not designed for the constant presence of humans,

● There are only a limited number of inlet and outlet openings,

● Hazardous gases can exist or form, or

● Materials that are on hand that can flood or trap the entrant, or

● they are designed in such a way that they could trap or suffocate the entrant.

Rescue equipment – emergency equipment

● The rescue equipment is found in Recovery Boiler 4 (ground floor)!Here you will find:

● Rescue reel and rescue equipment● Defibrillator● First aid kit

● Fire pregade St. Gertraud is trained for the rescue of persons from confined spaces. In case of an emergency, you can immediate trigger the alarm via the LAWZ warning center.

Scaffolding work (Rule 4)

● All scaffolding work must be performed in accordance with the applicable standards and regulations in Austria or according to the “Mondi Scaffold Requirements”!

● Scaffolding may only be prepared and approved by trained specialty personnel.

● A “helmet with chin straps” must be worn on scaffolding (working at heights)!

Working at heights – lifting platforms (Rule 5)

● Mobile lifting platforms may only be moved if the load-carrying device is in the driving position and on uneven ground they may only be moved with the work cage lowered.

● Employees who are in the work cage must wear a safety harness and hang it in the appropriate place in the work cage. The standing area in the work cage must not be raised.

● The danger zone underneath should be demarcated.

Personal lock (Rule 6)

● Each Mondi employee and contractor must ensure that he owns a personal lock and that it is also used in accordance with the Mondi regulations (one man – one lock).

● Every person working in a workplace must secure himself with his personal lock!!

Handling with chemicals (Rule 8)

● Make sure you have the proper personal protective equipment. Deviations from this are regulated in the “equipment-specific safety instructions”!

● Comply with the safety instructions on the safety data sheet!

● Should a burn still occur, then an emergency safety shower should be immediately sought. A long rinse with water is absolutely necessary.

● Eye wash bottles are found in all concerned facilities.

Definition of acids and alkalis:

● Acids:Acids or their aqueous solutions, which are considered to be hazardous substances, are highly corrosive substances which, depending on the temperature, concentration and exposure time, can strongly irritate or destroy living tissue.

● Alkalis:Alkalis and their aqueous solutions are strongly-reacting alkaline substances which, depending on temperature, concentration and exposure time, can strongly irritate or destroy living tissue. They are generally more corrosive than acids.

Sources of radiation

● Radiation areas and sources of radiation are marked with a yellow sign or label

● Staying in a radiation protection area is only permitted for persons who are equipped with a dosimeter (persons exposed to radiation). Stay only as long as is absolutely necessary!

● If work has to be carried out in the area where there are sources of radiation, the sources of radiation must be shut off by specially trained persons => permit necessary

● Safety goggles must be worn in the entire pulp mill!

You must either wear a safety helmet with the visor pulled down or safety goggles.

Accessing the pulp mill – fibre line

● Accessing the “Kamyr” system (system in operation) is only permitted with a personal H2S warning device! (H2S warning devices are issued in the central control room or central maintenance department)

● If the Kamyr system is out of service (system out of operation) the pulp mill will install “flexible monitoring equipment” (continuous monitoring of larger areas). At this time it is not necessary to carry a personal H2S warning device!

● When the flashing lights (mounted on each entrance) and siren sounds come on, you must immediately leave the building via the marked escape routes and/or you may no longer enter this area.

● Do not use the elevator if the gas alarm goes off.

● The operating staff must be obeyed in this situation.

● Wear the necessary additional PPE (face protection with safety goggles, long-sleeved clothing, leather gloves)

This work instruction applies:

For all employees at Mondi Frantschach, including temporary employees, visitors, technicians,

suppliers and also serves as supporting evidence for the recurrent training.

Please note:

Some of our products go into the food industry, which requires a high level on the cleanliness

and hygiene of the product, and also to the production itself.

For this reason, certain rules have to be followed in following production areas , which are

particularly critical for the product

No smoking:

- Smoking is prohibited in the mill except in the marked smoking areas

- After smoking, hands have to be cleaned

Eating and drinking

- Food and drinks (except water in PET bottles), including chewing gum are strictly forbiddenin the “hygiene area 3”.

- It is allowed to eat and drink in the control rooms or in the marked areas

Hand cleaning:

- Hands must be cleaned (washed or desinfected) before starting to work,

- after a break (eat, smoke), after using the toilet or after working with unclean items.

Glass prohibition:

- In the production area there is glass prohibition.

- Drinks, yogurt, etc. may only be consumed from plastic containers or cans.

Waste:

- Separate collection of waste must be disposed in the appropriate waste containers with cover

Doors and windows

- Only open windows equipped with fly screens

- Doors should be kept closed

Ordnung und Sauberkeit:

- The workspace and the area around must be kept in a clean condition

- Work surfaces, utensils, containers, machinery must be kept clean

Ways:

- In the area of the roll-transport-system by the paper machines,

the conveyor belts have to be crossed only at the blue-marked ways

Knives / Tools:

- It is not allowed to use knifes with break-off blades

- Tools have to be put away immediately after use

Work chlothes:

- It is possible to wear work clothes or private clothes, provided they are in a clean condition. Work clothingshould be changed immediately when contaminated. Working clothes must be worn at the factory.

- Short arm shirts are allowed, but shirts without sleeves are not allowedPage

Hygiene regulations (3/3)

Hair / Nails:

- Nails have to be short and clean. Artificial nails are not allowed in the production area.

- Long hair must be tied together

Personal items:

- Wearing jewelry (except wedding ring), clocks and visible piercings are not allowed in the production area.

- Personal items must be stored securely.

- Excepted from this rule are only visitors who stay exclusively within the blue-marked visitor ways.

Cell phones:

- Making calls in the “hygiene area 3” is only allowed in the control rooms or on the blue-marked paths.

- Otherwise, cell phones have to be kept save.

Injuries / Illnesses :

- Open wounds must be supplied immediately.

- It´s not allowed to take medicine to the production, except for emergency medications such as asthma spray

Fire safety regulations

● General fire prevention measures

- Maintaining order and cleanliness in the building is a basic requirement for fire and accident

prevention.

- Existing smoking bans must be observed.

A strict smoking ban applies on the entire factory premises and in the buildings, with the exception

of the designated smoking areas.

- Flammable waste such as oil-soaked and solvent-soaked cleaning cloths must be stored in a

fireproof manner.

Remnants of tobacco or materials prone to spontaneous combustion may only be stored in non-

flammable containers with tight-fitting lids.

- Fire work (welding, cutting, soldering,flames, etc.) may only be performed after priorapproval (release certificate) from the plant foremanresponsible for the operating area.

Exceptions to this are the designated and appropriately setup workshops.

- Electrical systems should be operated and maintained in accordance with the regulations. Flammable materials should not come into direct contact with lighting fixtures.

- Storing items of all kinds, whether flammable or incombustible in unsuitable places (hallways, escape routes and other traffic routes etc.) is prohibited.

● General fire prevention measures

- Fire extinguishers (wall hydrants and portable fire extinguishers) must not be moved – even temporarily –, obstructed from view (for example, through clothing or decorative material hung above them), misused or removed from the prescribed storage areas or used improperly.

- Warning signs relating to fire protection and escape routes, and emergency lights must not be placed out of view, damaged or removed.

- As far as possible, electrical equipment should be switched off after the work is completed.

- Missing fire protection equipment (e.g., fire extinguishers) must be reported immediately.

What is the Vexat regulation?

● The Vexat (Explosive Atmospheres regulation) is a decree of the Federal Minister of Economics and Labor on the protection of workers against potentially explosive atmospheres.

To whom does the VEXAT regulation apply?

● Any company that produces explosive gases, vapors, mists or dusts in workplaces in mixture with air or processes, handles, stores, provides or works with internal or explosive liquids.

The VEXAT regulation includes in particular

● Primary, secondary and tertiary explosion protection measures as well as requirements for electrical equipment and objects in potentially explosive atmospheres

Explosive atmospheres – potentially explosive areas

An explosive atmosphere is a mixture of air or other oxidative atmosphere and

combustible gas, vapor, mist or dust in which the combustion process transfers to

the entire unburned mixture after ignition.

Explosive atmospheres liquids & gases

Although the precise calculation of the size of an explosive atmosphere

is complicated, you can calculate a rough guide value using a simple formula:

The amount of flammable liquid in liters x 5000

is the approximate size of the explosive atmosphere

Example

• 0.1 l liquid * 5000 = 500 l explosive atmosphere

Experience has shown that an atmosphere of 10 liters is sufficient

to seriously injure a person!

Escaped or spilled flammable liquids must be cleaned up immediately!

● When mixed with air and in a whirled-up form, flammable dust may form explosive mixtures.

● 1 mm of dust can cause an explosive atmosphere!

● Cleaning plants or plant parts, machines, etc., with compressed air is prohibited!
