!  Australia—courses within the Electrotechnology training package and available through RTOSs (Private and TAFE’s) since early 2000’s

!  Institute for Sustainable Power—promoted 3rd party accreditation of training courses since 1996.

!  IREC in USA accredits training programs

!  Bangladesh: established common course for solar home systems

!  Kenya: established curricula for three levels of solar technicians

!  India: Government has developed competencies for 4 training courses including targets for the number of people to be trained annual.

!  EU project: establishing common competency standards through the Pacific.

Sri Lanka: hands-on skills passed on..

•  In late 1990’s, there were 4 companies involved with installation of SHS

•  In early 1999, GSES conducted initial training for the more experienced technicians from those four companies as well as training a local trainer

•  When the World Bank SHS subsidy program took off, the trainer trained over 1000 people in the next 12 months. However most of these people then worked in companies who had experienced technicians on staff and they received further on the job training.

•  Systems are still being “helicoptered in”, where the installations are undertaken by foreign companies and little or no training being undertaken to ensure sustainability of the systems.

•  Training should be undertaken from the very beginning:

–  Working with the relevant local stakeholders during the planning stage.

–  Identifying those who can be involved with the installation of the systems.

–  Identifying those who can then be trained in operations and maintenance AND PAID to do that work

•  10 Hybrid systems for communities buildings (schools, clinics etc.)

•  Client was PNG Power

•  GSES designed original systems but trained a few engineers during the system design process

•  Objective was:

–  Future designs undertaken by PNG Power Engineers and checked by GSES

–  Installation to be supervised by GSES but training of local engineers to do that in future.

–  Training locals to operate and maintain the systems, in some cases this work would be done by PNG Power staff.

•  Level 1 Training- community members learning trouble shooting and operations, taught by Bushlight field staff

•  Level 2 Training- Essential service officers, or technically-inclined community members, underwent additional training by Bushlight technical staff or contract trainers to cover maintenance, advanced trouble shooting and record keeping. This is described in the document attached.

•  Level 3 – Work undertaken by electrical contractors only

RMI Electrification Summary

•  Technically all the households in RMI are electrified either via:

–  the grid (approximately 5,100 households) or

– off-grid solar home system.(approximately 3,000 systems or 35% of the country)

RMI: Operation of Program

•  Marshalls Energy Company (MEC)

–  undertakes the installations,

–  trains the island technicians

•  Island technicians collect the fees and maintain the systems..

RMI: How are the Island Technicians selected?

•  MEC staff use local people from the outer atoll to help with the installation.

•  The MEC identify the best of these workers and they are appointed as technicians and provided basic training in the maintenance of the systems.

•  Typically two are appointed per atoll since at any time one or the other could be away from the atoll for a period of time
