Achievement vs. Growth
Tested Subjects • Utilize Student Growth
Percentiles or SGPs
• Generated based on EOG and EOC performance
• Will be calculated at the state level
Non-Tested Subjects • Utilize Student Learning
Objectives or SLOs
• Generated based on performance on pre- and post assessment measures
• Will be calculated at the district level for all state funded courses without a standardized test
Two Measures of Growth
• Each teacher without a EOG or EOC must have at least one SLO
• Approximately 350 courses need SLOs in Fulton County Schools
• SLOs implemented in the Fall of 2014 (August)
Students Learning Objectives (SLO)

Georgia Milestones information adapted from the Georgia DOE
Georgia Milestones
• Alignment – Georgia had the lowest achievement expectations in the nation
– The CRCT did not match the expectations being taught in schools with Common Core standards
• Coherent – Consistent expectations regarding rigor and student preparedness
within grades and courses and with external measures
• Comprehensive – Single program across the subjects and grades
• Consolidate – Reading, language arts, and writing into one assessment
Coherent

Things to note…Testing Windows Test windows for schools will be longer…which is a good thing!
• Testing window begins on April 16 with two testing days per test and a make-up day built into the middle and end
– Will have 4 testing sessions per test (2 days of AM/PM sessions)
Georgia Milestones Things to note….Score reporting • First year results will be delayed until fall of 2015 due
to standard setting at the state
• The State Board has waived through July 2015: – 160-4-2-.11 Promotion, Placement, and Retention sections
(3)(a), (3)(b), (3)(c)
– 160-4-2-.13 Statewide Passing Score sections (2)(d), (2)(e), (2)(f)
• While the state board has waived student accountability this first year, it has not waived implementation of the EOG or EOC
Georgia Milestones Unique Features
14
Blended: Criterion-Referenced and Norm-Referenced
Criterion-Referenced
• Did students learn a specific body of knowledge
• Meet a set cut score to determine proficiency
Norm-Referenced
• Designed to rate and rank test takers in relation to others
• Generally reported as percentages
Georgia Milestones
Georgia Milestones
Item Types • Selected-Response (multiple-choice)
– all content areas – evidence-based selected response in ELA
• Constructed-Response – Generating a response rather than selecting – ELA and mathematics
• Extended-Response – More elaborate response that requires
explanation/justification – ELA and mathematics
• Technology Enhanced – to begin in 2016-2017
