4. VIDEO PRESENTATION FROM TOWNSVILLE CITY COUNCIL – IBM SMARTER CITIES INITIATIVES

A video conference was held with Townsville City Council (TCC) to gain their insights and experiences with regard to the implementation of the IBM Smarter Cities Report strategies and initiatives in Townsville. Representatives from the TCC in this video conference session include:

i. Greg Bruce, Executive Manager, Integrated Sustainability Services;

ii. Andrew Hannay, Coordinator Environmental Management & Natural Resource Management;

iii. Chris Manning, Coordinator Strategic Sustainability Programs, Integrated Sustainability Services;

iv. Warren Cheetham, Coordinator Information and Digital Library Services.

An overview of Townsville IBM Smarter Cities Bid was presented by Greg Bruce. Accordingly, the focus of Townsville’s Smarter Cities Report was on the integration of smart technologies, data and social media/networks technology to better plan and develop Townsville as a sustainable and energy efficient city. Townsville has adopted an ‘Intelligent collaboration’ model to aggregate funding for implementing and managing the IBM Smarter Cities initiative. Multi stakeholders are engaged to pool funds for major projects and pilots, thereby avoiding spending waste, and leveraging maximum results from investments. Cooperation is strong across federal, state, and local government as well as with utilities (e.g. Ergon Energy), educational institutions (e.g. University of Melbourne), local businesses and communities. There are a number of city-wide sustainability projects and activities planned and implemented in line with the Townsville IBM Smarter Cities Challenge Report recommendations:

Townsville City Sustainability Hub – this is an online platform which aggregates digital services and products that extend and accelerate current capability of service delivery within Townsville to better connect and serve the local businesses and communities and to foster collaboration for achieving sustainable development and living;

Townsville Energy Demand Management Pilot Project - a multi stakeholder energy demand management program developed based on an ‘Open Data’ architecture which enable efficient data and information gathering as well as high level data analytics to be conducted and shared across multiple organisations. At the current pilot phase, the project is focussing on enabling efficient energy and water usage management. Data collected will be analysed and a report will be generated to enable planners and operational managers to improve insights in energy supply and transmission as well as to enable the end users (residents) to

understand and change and improve their energy usage and water consumption pattern;

NBN Connect to Townsville Library – this is to enable Townsville library to extend its existing services through the digital realm e.g. enabling online access to digital resources, sharing of information, and providing digital training and other services to the local community;

Townsville Public WiFi Project – wireless 'hot spot' was installed at several key locations within Townsville CBD e.g., Townsville library, TCC Civic Centre and Depots to allow people with a laptop, tablet or smart-phone to hook up on the City’s public WiFi and access the internet for free. However, service terms and conditions applies and limited downloads are allowed in order to discourage the misuse of Internet access and also to minimise other potential Internet security risks.

The possibility of organising an e-Summit between Townsville, Geraldton and Pilbara was also mentioned. The Committee is keen to explore further on this potential collaboration and the Chair suggested that a CGG officer discuss further with representatives from TCC during the upcoming CGG delegation visit to Townsville on 25-26 July 2013.

SUMMARY: The purpose of this report is to seek the Committee’s endorsement of the short-term and the short-to-medium term action plans developed to implement the Digital First Strategy and IBM Smarter Cities Challenge Report strategies.

PROPONENT: The proponent is the City of Greater Geraldton. BACKGROUND: At the Geraldton Futures Governance Alliance Committee Meeting held on 17 June 2013, the Committee had resolved the following:

1. ENDORSE the strategic priorities of the Digital First Strategy and IBM Smarter Cities Challenge Report ; and

2. REQUEST that actions be developed to implement the short-term and the short-to-medium term priorities for the next meeting.

In line with this resolution the City sought additional inputs and feedback from the respective stakeholders and committee members on their short term and short to medium term action plans and projects initiated in line with the implementation of the Digital First Strategy and IBM Smarter Cities Challenge Report strategy. From the feedback received, a consolidated list of short term and short to medium term action plans for both the Digital First Strategy and the IBM Smarter Cities Challenge Report strategy is presented below for members’ consideration. Additional actions are highlighted in red.

COMMUNITY CONSULTATION: Inputs and recommendations were sought from the respective Committee members representing key stakeholders and the community in Geraldton. COUNCILLOR CONSULTATION: There has been no councillor consultation undertaken for this item. STATUTORY IMPLICATIONS: There are no statutory implications for this item. POLICY IMPLICATIONS: There are no policy implications associated with this item. FINANCIAL AND BUDGET IMPLICATIONS: There are no financial implications associated with this item. However there may be financial implications for implementing certain key actions identified but these will be subject to the budget adopted by Council each year. STRATEGIC & REGIONAL OUTCOMES: Strategic Community Plan Outcomes: Goal 4: Economy Outcome 4.4 Research and Technology Strategy 4.4.1: Encouraging the development of industries and services

related to advances in telecommunications technologies and the National Broadband Network.

Regional Outcomes: The City is committed to proactively providing leadership, promotion and advocacy of the importance of adopting a clear Digital First Strategy and IBM Smarter Cities Challenge Report that contributes to the City’s future development and empowers the region as a leader in the global knowledge economy. ECONOMIC, SOCIAL, ENVIRONMENTAL & CULTURAL ISSUES: Economic: The City promotes and encourages local businesses and individuals to become part of the digital economy and raises awareness of the benefits of incorporating new digital technology and broadband connectivity to transform business practices and lifestyle. Social: The City provides strategic consultation and insight into a range of digital community-related programs, e.g., Digital Youth Hub and free public CBD Wi-

Cultural & Heritage: The City encourages greater collaboration and utilisation of digital media channels to further promote the development of the local cultural, arts and tourism industries, both locally and internationally. RELEVANT PRECEDENTS: There are no relevant precedents. DELEGATED AUTHORITY: There is no delegated authority. VOTING REQUIREMENTS: Simple Majority CONCLUSION: This report presents a consolidated list of the short-term and short-to-medium term action plans initiated/developed by the respective stakeholders represented in the Geraldton Futures Governance Alliance Committee to facilitate the implementation of the Digital First Strategy and the IBM Smarter Cities Challenge report in the short-term and short-to-medium term basis. EXECUTIVE RECOMMENDATION: That the Geraldton Future Governance Alliance Committee by Simple Majority in accordance with Section 5.20 the Local Government Act 1995 RESOLVES to:

DECISION OF THE COMMITTEE

6.1 Web Information Page for the Geraldton Futures Governance

Alliance Committee Andrew Outhwaite suggested to the Committee that the City could develop an online webpage to publish/tweet information and promote the current and future initiatives of the Committee to the general public. The Chair suggested that a City officer further explore this suggestion and come back to the Committee with recommendation.

6.2 Dealing with External Stakeholder’s Request The City informed the Committee on the process of responding

to external stakeholder’s request to present to the Committee, whether commercial and non-commercial. In order to maintain neutrality and to be committed to transparent reporting, it is advised that such request is to be channelled to the City’s officer for first level discussion and determination on whether the request needs to come to the Committee.

7. NEXT MEETING

The next meeting of the Committee will be held on Monday 12 August 2013 in the Committee Meeting Room. Civic Centre, 63 Cathedral Ave commencing at 2pm
