Germantown Village Board members last weekdirected that a motion regarding a referendum thatwould lead to additional full-time staff at the FireDepartment be placed on the agenda of the board'sMay 1 meeting.
Fire Chief Gary Weiss proposed a referendum ques-tion so as to allow the village to have additional full-timestaff. Currently, while there are full-time members thereare shifts that are staffed by part-time or paid-on-call
staff.The board discussed the possible referendum duringa March 30 Committee of the Whole meeting. TrusteeAl Vanderheiden urged the board to have direct lan-guage regarding the referendum. He also said thereshould be only one question on the referendum.
"The best thing the board can do is create a ques-tion that is simple, people can understand and vote yesor no on," Vanderheiden said.
Vanderheiden added that it will be up to privategroups to gather support for the referendum.
Village Attorney Brian Sajdak said the purpose ofthe special meeting was to star t the conversation on lan-guage or the referendum question rather than in August.
Trustee Rick Miller added that the referendumshould have a "simple explanation of what this is usedfor.”

Autism spectrum disorder (ASD) is adevelopmental disability that can causesignificant social, communication andbehavioral challenges. There is often noth-ing about how people with ASD look thatsets them apart from other people, but peo-ple with ASD may communicate, interact,behave, and learn in ways that are differentfrom most other people. The learning, think-ing, and problem-solving abilities of peoplewith ASD can range from gifted to severelychallenged. Some people with ASD need alot of help in their daily lives; others needless.
A diagnosis of ASD now includes sever-al conditions that used to be diagnosedseparately: autistic disorder, pervasivedevelopmental disorder not otherwise spec-
ified (PDD-NOS), and Asperger syndrome.These conditions are now all called autismspectrum disorder.
Signs and SymptomsPeople with ASD often have problems
with social, emotional, and communicationskills. They might repeat certain behaviorsand might not want change in their dailyactivities. Many people with ASD also havedifferent ways of learning, paying attention,or reacting to things. Signs of ASD beginduring early childhood and typically lastthroughout a person’s life.
Children or adults with ASD might:• not point at objects to show inter-
est (for example, not point at an airplaneflying over)
• not look at objects when anotherperson points at them
• have trouble relating to others or
not have an interest in other people at all• avoid eye contact and want to be
alone• have trouble understanding other
people’s feelings or talking about their ownfeelings
• prefer not to be held or cuddled,or might cuddle only when they want to
• appear to be unaware when peo-ple talk to them, but respond to othersounds
• be very interested in people, butnot know how to talk, play, or relate to them
• repeat or echo words or phrasessaid to them, or repeat words or phrases inplace of normal language
• have t rouble expressing thei rneeds using typical words or motions
• not play “pre tend” games ( forexample, not pretend to “feed” a doll)
• repeat ac tions over and overagain
• have trouble adapting when aroutine changes
• have unusual reactions to the waythings smell, taste, look, feel, or sound

diagnose the disorders. Doctors look at thechild’s behavior and development to make

Understandingthe factors that make a person more likelyto develop ASD will help us learn moreabout the causes. We are currently workingon one of the largest U.S. studies to date,called Study to Explore Early Development
(SEED). SEED is looking at many possiblerisk factors for ASD, including genetic, envi-ronmental, pregnancy, and behavioral fac-tors.

Local residents had the opportunity toreview plans for the resurfacing or portionsof Hwy. 175 in Germantown and Richfieldduring a public information meeting atCabela’s March 18.
According to information provided bythe state Department of Transportation, thereconstruction of Hwy. 175 from theBeechwood Industrial Court to Polk Streetwill occur over the next two years. The first
stage will occur from April to August 2016and will involve closing Hwy. 175 from theHwy. 167 intersection north to just past theRichfield Fire Station. The detour route willbe on US 41 from Hwy. 167 to Hwy. 60.
The second stage of reconstruction willoccur from June to August 2016. During thisstage, Hwy. 175 from 2,000 feet south ofthe Hwy. 167 intersection to just north of theRichfield Fire Station will be closed tothrough traffic. Traffic on Hwy. 167 will bestaged and constructed under traffic exceptfor a time when 15 days will be needed tocomplete construction of a roundabout atthe intersection of Hwy. 175 and Hwy. 167.
During the 2017 construction, thedetour route for Hwy. 175 will be US 41from Hwy. 167 to Hwy. 60. When Hwy.167 is closed, the detour for Hwy. 175 will
be US 41 from County Y to Hwy. 60 whilethe detour for Hwy. 167 will be Hwy. 164,Hwy. 60 and US 41.
The third stage of reconstruction willoccur from August to November 2016,when the portion of Hwy. 175 fromBeechwood Industrial Court north toapproximately 2,000 feet south of theHwy. 167 intersection will be closed to traf-fic. The detour route will be US 41 fromCounty Y to 167.
The reconstruction projection projectinvolves installing new curb, gutter andstorm sewer from Beechwood IndustrialCourt to the Richfield Fire Station, the addi-tion of a shared use path from BeechwoodIndustrial Court to Elm Street and a side-
walk from Elm Street to the railroaing, as well as the roundabout at section of Hwys. 167 and 175.

Dennis Myers and David McManus areseeking to replace Al Vanderheiden in aDistrict 3 Trustee seat on the GermantownVillage Board. The general election is April7.
Last week the candidates answeredquestions submitted by the Express News.
Personal informationMyers has been a resident of
Germantown for 17 years. He graduatedfrom Milwaukee Boys Tech High School andlater from Marquette University. He workedin the Milwaukee Public Schools for 33years and served in the U.S. Army inVietnam from 1966 to 1972. He is a mem-ber of the American Legion Post 1 inGermantown and is a member of the post'scolor guard. He has also been involved withthe Germantown Area Chamber ofCommerce in assisting small businesses togrow. He is a member of the Kiwanis Clubof Germantown and is involved with theBreakfast for Santa event and supportingand funding teacher program at all schools.
Myers graduated from the secondCitizens Police Academy in February 2005and was appointed by Gov. Scott Walker toa three-year term on the Wisconsin Judicial
Council. He a supervisor on the WashingtonCounty Board, a position he has held for sixyears.
McManus is a 15-year resident of the vil-lage. He is married with two daughters. Heis employed as the human resources man-ager at Time Warner Cable. He received hisundergraduate degree from UW-Madisonand then received a Master of HumanResources Management Degree from theKeller Graduate School.
McManus is a Germantown HighSchool Warhawk Band Booster memberand volunteer for the Germantown SoccerClub and MaiFest.
Why are you seeking election tothe Germantown Village Board?
In response, McManus stated: "I amseeking election to bring fresh ideas to the
board and be a voice for the residents. Ibelieve we need to be fiscally conservativewhile seeking opportunities for business andresidential growth. I believe my training andexperience in human resources will helpaddress personnel matters in the village,since the village does not currently have adedicated human resources staff."
In response, Myers said he is seekingthe post "because I want to somewhat be
able to fill Al’s (Vanderheiden) seat and thedifferent things that's he done.”Myers noted that both he and
Vanderheiden are part of the AmericanLegion color guard.
"I want to be able to add something likehe has been doing but add something intomy additional thoughts where we should begoing down the road," Myers said.
Myers said he has gone door-to-door inthe district to meet with voters. Also,because he is an elected official from hisexperience on the County Board, he knowsthe procedures and "I'll be starting day onewith the boots on the ground because Iknow how the procedures follows."
Myers added that he knows all but oneof the members on the Village Board.
What are two to three issues thatthe village is facing, and what isyour position on those issues?
In response, Myers cited the develop-ment of Main Street as a key issue.
"It's an area that we have to work on,something definitely needs to be done inregard to this area. But I think it's importantto approach this matter strategically. I wouldlike to see the whole area looked at inregard to a comprehensive study and basedon that put something together in a way thatall parties involved will come up withagreement on what should happen goingforward,” he said.
Myers also said improvements neededto made to Park Avenue and Church Street.
"Those streets are deplorable, they real-ly should have been done in the past,"Myers said.
Myers said "roads are number one tome. We need to look at the roads through-out the village and start to make it a priorityof planning for the financial applications ofwhat is means to get roads in shape. I'mglad to see that Donges Bay Road is finallygetting done but there are a lot of areas inthe village that are deplorable. Things aregetter, but there's a long way to go — we dohave $29 million on a statement that needs
to be done."Myers also mentioned the new tax incre-mental finance (TIF) district along AppletonAvenue and Lannon Road, in which an initialtenant backed out.
"We need to be careful of the way we'regoing in that particular area so we don't puttoo much money ahead of time. But we'regoing to have to do something — put someroads and other things in there to start offwith," Myers said.
In response to the question, McManusalso cited Main Street development as a keyissue.
"We need to encourage development ofa master plan, incorporating business andentertainment areas into Main Street tomake Germantown a destination for busi-nesses and visitors. We need to be mindful
of the current residents of Main Street andwork with them to develop a plan. Weshould work to grow the tax base with con-tinued business development, while main-taining the rural feel of the community,"McManus said.
McManus also cited roads as an issuefacing the village.
"Road improvement is another majorissue in the village. We need to determinewhich roads are a priority for immediaterepairs (including the work that is beingdone with a program called PASER) andcontinue to review the quality of our roadsand make prudent financial decisions toimprove the roads as needed. We spendabout $1.3 Million on roads now and arestill falling behind," he said.
The prospect of additional full-time FireDepartment staff was also mentioned as akey issue by McManus.
"The idea of a full-time fire depaanother issue that needs to be adlikely through a referendum. Weconsider response times while ensuwe are not over-staffing. I have met Chief Gary Weiss to better underschallenges that the department is faI am formulating some ideas aissue," McManus said.
Other commentsWhen asked if there was anythe wanted voters to know, McManubelieve we need to be conservativspending while continuing to impquality of life in Germantown. I woucontinue to make Germantown place to live and an attractive locbusinesses and new residents. Trustee Art Zabel said the referendumhas to stick to facts regarding whatincrease will be used for. Zabel said theboard will have to look at the informationthat will be communicated from villagestaff regarding the referendum question.
“It’s got to be documented facts,”Zabel said.
Kaminski suggested having Weiss
draw up the language for the referendumand have the board discuss the proposedlanguage. Weiss said he and his deputychiefs would work on a question thatwould then be sent to the village attorneybefore going to the board for considera-tion.
Weiss added that he and VillageAdministrator David Schornack have dis-cussed that if the board does choose toproceed with a referendum, official “talk-ing points” would be given to FireDepartment staff that would be factualand non-judgmental.
During additional discussion, Zabelsaid that the village should wait for updat-
ed budget figures before proceeding witha referendum. He cited savings that onspecific items in the 2016 budget and said“maybe there’s enough money withoutgoing to a referendum and getting part ofit (full-time Fire Department staff) up front,starting it slowly and working our way intoit instead of asking of asking people tocome up with the additional money.”
Zabel said the board should “workwith what we have and get to that point.”
Vanderheiden replied the village isputting on staff “that will be there for a

pings, leaves, yard waste, kitchen scraps andmore for the compost bin? If so, you havesome really good fertilizer on your hands,and unlike traditional chemical-based fertiliz-ers, your compost will not harm the environ-ment.
Compost is great for top-dressing lawnstwo or three times a year. It adds vital nutri-ents to the lawn, including nitrogen, phos-phorus and potassium. It works fast, doesn’tsmell and won’t stain concrete or burn thegrass. And, it is easy to apply.
No matter where you live, the best timeto top-dress your lawn is when the grass isactively growing. If you live in an area with acool climate, spring to mid-summer is ideal. Ifyou live in a warm climate, mid-summer isideal.
Top-dressing a lawn with compost is
easy. First, you need to aerate and seed thelawn. Then, you can apply the compost.Make sure the compost is finely textured. Thiswill ensure even raking later. If your compostis coarse and lumpy, consider purchasingsome from a nursery.
Apply the compost on a dry, calm day.Shovel some around the yard in piles andthen spread it out in a thin layer. When youare finished, you should be able to see moregrass than compost. If you don’t, you havespread it too thickly and it could smother thegrass.
Next, water the compost for about 20minutes or so. Then, leave it be. Give it time
to work its way into the soil, break down andrelease vital nutrients. After a week, youshould be able to mow and water your lawnas usual. Within a few weeks, you shouldbegin to see some improvement.
Top-dressing your lawn with compost afew times a year will do it good. You willhave a fuller, greener, healthier lawn. Moreimportantly, you will make Mother Earthhappy and never have to rely on chemical-based fertilizers again.
