GERMANTOWN SCHOOL DISTRICT Minutes of March 11, 2015 Building Committee Meeting

Held at 6:00 p.m.

1. The meeting of the Building Committee was called to order by Committee Chair Bruce Warnimont at 6:07 p.m. Building Committee Members Present: Bruce Warnimont, Brian Medved, Michael Loth, Absent Excused-Mark Koenke. District Administration, Staff and Public Present: Ric Ericksen, Don Erickson, Steven Williams, Billie Jo Mohn, Jeff Holmes-As needed, KMS Teachers-Jeff Thielke, John Parrish and Aaron Gaskell, Jack Klebesadel

2. Motion by Medved. Second by Loth to approve the agenda. Motion Carried

3. Motion by Medved. Second by Loth to approve February 11, 2015 Building Committee minutes. Motion Carried

4. Erickson led the discussions on the 2014-2015 Committed Capital Projects. The unit at County

Line was replaced last week and is up and running. The crane will arrive on Friday to lift the Germantown High School unit off the second floor. Amy Belle’s specs for the fire panel are drawn and bids have been requested. Erickson will provide a written report with an update on the fire panels at the next meeting.

5. Ericksen led discussions on the update of District surveys. All surveys and titles have been

completed and a binder with all property surveys and titles, including a CD with aerial photos with most sites will be kept in the offices of the Director of Business & Auxiliary and the Director of Buildings and Grounds. MacArthur’s survey & an aerial view was handed out to the Committee. Discussion on the back drive at MacArthur School. The Committee agreed to have Warnimont initiate conversations officially regarding the back drive at MacArthur School. The remaining property surveys were handed out for the Committee to review.

6. Warnimont led discussions on the property tree line at Germantown High School that meets

with the Industrial Park. Warnimont would like Erickson to come back to the next meeting with costs of clearing the tree line for the entire length of the property.

7. Ericksen led discussions on the re-coring that was approved at the last Building Committee

meeting contingent on the Board Policy being written and approved. The Policy was approved at the March, 9, 2015 meeting. There was a consensus of the Committee to move forward with the purchase order process of getting the cores ordered. The Policy guidelines still need to be written and developed, with Soderberg meeting with Holmes.

8. Erickson led discussions on a new generator request at Germantown High School that services

the server. The current generator is unreliable. Erickson will bring a list of big ticket items back to the next Building Committee meeting for them to review. Discussions continued about the generator and the lines that run to our property from River Lane.

9. Holmes showed the scattergrams that he had completed for all elementary students attending

Germantown School District. Separate scattergrams were also completed for Kennedy Middle School and Germantown High School students. Discussions on how the scattergrams were developed. Holmes will make the scattergrams available on line for the Committee to review.

10. Erickson led discussions on the Kennedy Middle School art room sink. The contractor/plumber

looked at the room and gave Erickson a different option. The project is on hold and Erickson will report back at the next meeting with numbers on this new option.

11. Warnimont led discussions on the District’s two vacant properties. (Holy Hill and Preserve

Parkway) The Committee agreed to have Erickson bring back costs to the next Committee meeting for grading, seeding, etc. of these properties. Erickson received clarification that these green spaces would then need mowed.

12. Warnimont led discussions regarding Principal Williams request to reconfigure the front office

at MacArthur School. The new reconfiguration would serve a better security and customer service purpose. Action of the Committee by unanimous consent.

13. Warnimont led discussions regarding the request to repurpose and change the Kennedy Middle

School Library storage room. Medved asked Gaskell to briefly describe the plan for that space. Discussions on the size and space of the room. Action of the Committee by unanimous consent.

14. Warnimont asked Kennedy Middle School teacher John Parrish to present his request to the

Committee. Parrish gave a power point presentation on the changes that are being requested and reasons why this will be an asset to the students and classroom programs. Thielke described the current Project Lead the Way room, and how the changes being requested will help those programs more align with PLTW. Medved asked Ericksen about funding in the budget for this project. Erickson asked Hassinger for a budgetary number which was presented to the Committee. This gives the Committee a number that it should not exceed. Bids for the project will still need to go out. Motion by Medved to approve and move forward to the Finance Committee with a positive recommendation, to be funded out of Fund 41. Seconded by Loth. Discussion with Parrish and Thielke. Motion Carried

15. Erickson presented a list of items that Germantown High School teacher Jon Stachowiak

provided. Discussion regarding eye wash stations and eye wash bottles. Discussion regarding the electrical needs in the Wood Shop. Discussion on over loading and acquiring new equipment that the panels can’t handle. Erickson has cautioned the High School of this concern. Erickson suggested a survey of the electrical needs at Germantown High School be done for what they have, what needs upgraded to handle that equipment and what can be added in the future. Discussion on funding an electrical survey. Warnimont would like to know how we would pay for this survey and then work on an electrical RFP for the entire B wing at Germantown High School. Warnimont asked where Stachowiak’s list was currently at and Erickson said it was on hold pending more discussions with Germantown High School Administration and teachers. He will update the Committee at the next meeting.

16. Klebesadel led discussions regarding the Germantown High School Datka Stadium scoreboard.

Klebesadel’s recommended options were included in the Committee’s packet. Klebesadel described Option E, discussed funding options, donations and advertising funds. When asked by Medved, Klebesadel said he was confident about the fundraising portion that was presented for the next two school years. Discussion on Option E and the ability to add Option F in the future if desired. Discussion regarding caissons, beams and how far they might be going into the ground for the beams. Motion by Medved to take to the Finance Committee with a positive recommendation to fund the project as closely as possibly as structured in the attached outline labeled Option E.

17. Motion by Medved, Seconded by Loth to table the Village of Germantown Intergovernmental Agreement until the next meeting.

18. Warnimont led discussions regarding the fill that was used on the Varsity Soccer Field at

Germantown High School when it was first constructed. Discussions on settling, drainage, and low spots. Ericksen will see if he can find the gentleman from the original construction of the field and look into a survey for the field. Discussion on the Kennedy Middle School fields.

19. Motion by Loth to adjourn. Seconded by Medved. Motion Carried. Adjourned at 7:45 p.m.

Scoreboard Information

Only sport that requires a scoreboard by NFHS Rules or WIAA Regulations is basketball. Other sports are currently optional.

Currently there are 5 outdoor and 6 indoor scoreboards.

(1995) Football Stadium – Daktronics condescend bulbs, numerous problems, no longer support for parts or repair by Daktronics. No advertising. (1997) Varsity Baseball Field – Nevco, flip reflected digits, no lights. No scoreboard on lower baseball field. Fund raised by baseball as part of Field of Dreams Project. (1998) Kennedy Middle School and GHS - Gold Gym (1), Blue Gym (1) and GHS back gym (1) all Daktronics, LED bulbs. Coke contract, paid by Coca-Cola Milwaukee. Advertising upper corners per contract. (2003) GHS Soccer Stadium (1), KMS Softball fields (2, 1 each field) All Daktronics, LED bulbs. Part of referendum project passed in 1998. (2007) GHS Lower gym - Daktronics, LED bulbs still supported. Fund raised by basketball and one advertiser, Roberts Frozen Custard. (2013) GHS Main Gym (2) - Daktronics, LED bulbs still supported. Donated and fund raised by basketball, wrestling and volleyball; no advertising; replaced 1995 Daktronics Scoreboards.

Fire Alarm Panel Upgrades:

The Germantown High School panel upgrade was completed during spring break. MacAthur will be completed when school lets out for the summer with Kennedy Middle School after summer school has ended.

Kennedy Middle School Municipal water Hook-up:

The installation of the water lateral was started over spring break. Due to rain during this week of the project was not completed. The lateral will be completed the week of April 13 – 17 with the final tie into the building taking place on June 15, water in the building will need to be shut down for a day. A fire hydrant will need to be installed at a later date. There has to be easement rights granted to the village for the maintenance needed on the hydrant. A tee has been installed at the location where the hydrant will be placed.

Kennedy Middle School Tech Ed Area:

Two additional quotes have been received for the Kennedy Middle School Tech Ed. Door and windows. The District will be moving forward with JP Cullen for the project with an expected start date after summer school.

Germantown High School Air Conditioner:

Attached are pictures of the unit as it is installed. When weather permits the unit will be started up.

Germantown High School Electrical Survey:

Working with Steiner Electric and Kornacki and Associates to determine the best method to move forward with what we are looking to accomplish. Have a hourly quote for Steiner Electric to do some monitoring of minimum, maximum and average of circuits which we would identify along with completing some infrared scans of electrical equipment.

Germantown High School Tree Line:

The tree line has been cleaned up and trimmed.

Germantown High School Asphalt:

Germantown High School will have the asphalt seal coated and striped this summer. All schools will have crack filling completed. Asphalt repairs are yet to be determined.

Kennedy Middle School Sidewalk Drain:

The sidewalk drain leading to the south east circle drive at KMS is becoming a safety hazard. It has been recommended to remove the drain. To accomplish this concrete from the sidewalk area inside the purple outline, curb and the drain will be removed. New sidewalk will be poured with a slight pitch toward the curb. A new ADA roll curb would be installed to allow the water to drain to the existing curb and gutter. $8,350

Kennedy Middle Windows:

Four additional court yard windows at KMS will be replaced for $9,660. The new windows will replace single pane windows in the D-wing art room and the office in B-8.

Stage Area - Discussion on the stage flooring. Painting, sanding & plywood discussion. Discussion on time line and project planning. Comment that it would be a summer project.

The exhaust for the concessions has been discovered to be functioning but incorrectly installed. The present system needs to be turned on from the adjacent A.H.U./custodial closet. The exhaust vents into the same closet. To correct this issue a switch will need to be installed in the concessions area with the venting redirected to the outside through the roof. Due to budget restraints this will be looked at in the next budget year.

PLTW - Sink leaking Discussion on mens bathroom back stage that is out of commission and used for DI storage.

Discussion on the technology that the auto shop has. Discussion on having students work on lighting projects. Jon S. mentioned that the lighting they would teach would be entirely different from a house to the school setting/buildings.

Discussion on dusto collector for wood shop.2nd Floor Science Wing - Walls dirty, in need of paint.

Discussion on fire doors on second floor and why they needed replaced for the compartmentalization project.

Discussion on the roofs - flat, stone, and standing water.

Comment that generally speaking, GHS looked better than last year, but not good enough.Comment on Christmas decorations in the hallways.

Amy Belle Fire Alarm System:

The chart below lists the quotes for the replacement of the Amy Belle fire alarm system. The system was specified to be a Simplex Grinnell panel consistent with all the District buildings. There are two quotes from each electrical contractor based on the system installed. A voice option is included in the higher quote while this is not Wisconsin code at this time the 2015 IEC does require the voice component in schools serving over 100 students. The voice option can be used to replace the public address system in the building even during a power failure. To install the voice option in the future will cost significantly more. It will require additional wiring and the replacement of the horn strobes to speaker strobes if done on a later date.

Germantown High School Tech Ed Areas:

Discussions with the Germantown High School staff over safety concerns in the tech ed area took place last week. Major areas of concern include lighting, equipment, auto lifts, and waste oil storage. Major items which need to be upgraded include:

1) Auto lift $5,000 2) Drive on lift $20,000 3) Waste oil tertiary tank $5,000 4) Lighting $40,000

The top pic shows a modern design known as asymmetrical. Essential features are the posts placed ahead of the car’s front doors preventing a vertical dent in the door when opened. The safety stops are by one lever making sure posts lower simultaneously.

The lower pic shows old symmetrical design where the operator can dent a door when it is opened—very common occurrence. The safeties are controlled at 2 places and can allow one side to lower while the other stays up, causing a tilting maybe falling car!

This alignment lift aka drive-on lift is the once available shorter version which doesn’t accommodate trucks well. If a student has Suburban, F-150, etc. which is quite common at a high school, it barely fits with the risk of being driven off.

Proper oil storage should be in a secure tertiary (double walled) oil tanks capable of venting the oil vapors outside.

Germantown Rec Department Preschool Program

The Germantown Rec Department would offer a preschool program in their fall flier. The program would be available 2 mornings a week and offered to all children ages 3-5 in the community. A percentage of students enrolled would be serviced by Early Childhood staff. The Rec Department enrollment would be capped at approximately 18 with 6-8 of those being seats for EC students. There would be a mix of children who are demonstrating typical developing skills and children who have been identified with having a disability. The program would be team taught by a Rec Department teacher and an EC teacher. There are no additional costs for the district. There would be a minimal additional cost paid for through IDEA grant. The program would be housed in the Early Childhood location. The only change would be that a percentage of the students would be children who are not identified as having a special need. Initial discussions with the Rec Department would be approximately $60 per child per session. The plan is to have 3 sessions.

This is a competitive choice to WE Energies. There are some school districts that participate in this program. The risk is buying fuel speculatively and the wrong pricing side. Attached are various documents and analysis. ATTACHMENT(S): Several RECOMMENDATION: At this time I am standoffish about buying fuel in this manner.

That has flipped our 12-month running deficit to the 5-year average to a 57 bcf surplus. Furthermore, it has us more than 500 bcf ahead of last year at this time. So despite a cold week in progress and below normal forecasts for the 10 days after this weekend, our supply glut is keeping downward pressure on natural gas pricing. The Feb NYMEX contract expired on Jan 28 at $0.2866 per therm ($2.866 per dekatherm). The Mar contract is trading at $0.263 and the 7-month summer strip is averaging $0.275. Next winter can be locked in at $0.314 and the summer after that at $0.315. Don't look now but WTI domestic crude oil seems to have hit bottom and is on a bit of a run. It is back up above $50 per barrel and gasoline pump prices have jumped up to well above $2 again. Several major producers including Chevron and Shell have cut back on exploration, drilling and refining operations. And BP has reported a Q4 loss of $4.4 billion (compared to a $1 billion Q4 profit last year). But those dirt-cheap gas prices of the past few months have put a lot of extra cash back in the pockets of American consumers. Supposedly for every penny that gasoline went down, $1 billion in new national spending power was created. So following strong results during the back half of 2014, GM has now reported an 18% auto sales increase in Jan. Their big SUVs led the way. Likewise Toyota sales rose 16%, Ford and Nissan were up 15% and Chrysler was up 14%. With up-beat economic news pretty common these days, the US Commerce Dept quietly reported this week that factory orders dropped by 3.4% in Dec. That was the fifth straight month of decline as a strong dollar and global weakness continue to limit American exports. And in a sign of changing times, the Census Bureau reported that our home ownership rate has fallen to its lowest level in more than 2 decades as Gen-Xers and Millennials continue to prefer renting over buying. In Chicago, the average temp of 14.6 tied a 140 year record dating back to 1875. The Heating Degree Day (HDD) total was 1369. By comparison, the HDDs added up to 1310 last Feb during the Polar Vortex. As a result, two more substantial withdrawals of 219 and 228 bcf have reduced our national inventory to 1710. And although that figure is 92 below the 5-year average, it is still 514 above last year. The Mar15 NYMEX contract expired on February 25th at $0.289 per therm ($2.89 per dekatherm). During the ultra-warm winter of 2011/12, the Mar contract expired at $0.245. Otherwise you would have to go back to 2002 for a lower settlement. But a major warm-up is blowing in from the southwest, with 50 degree temps possible by later next week. So forward price-locking opportunities remain very attractive. The 2015 NYMEX summer strip is trading around $0.28 per therm. And the 2015/16 winter strip is at $0.32. You could lock in the calendar 2016 strip at that same $0.32 and/or the 2017 strip at around $0.35. If budget certainty is goal #1, you could take care of 2 or 3 years right now and be a real hero in your office. But even if you are still trolling in search of the absolute bottom, grabbing at least a layer of these prices would make a whole lot of sense. Let's talk if you want to work on a plan. The new year is upon us, along with winter! With the temperature plummeting and natural gas consumption on the rise, now is as good a time as ever to revisit natural gas and Constellation's program. In November WE Energies charged $0.64/therm for gas. Constellation rates were about $0.45/therm. In December WE Energies charged about $0.70 for natural gas, whereas Constellation customers were paying about $0.53. In January GSD will pay about $0.55 to WE and Constellation customers will be paying about $0.41. Let me know if I can help.
