SpainCanary Islands Institute of Technology (ITC)Wind Diesel System for Fuerteventura – Off-grid electrification with RES of a small
remote fishing village in the island of Fuerteventura. Proposal is for a wind-diesel
system to substitute diesel consumption with RES. Analysis of the technical and
economic feasibility, and addressing multilevel governance issues is ongoing.
Microgrid for La Graciosa – Electrification solution for a small community - a high
RES penetration microgrid combining PV, low power wind turbines, energy storage
and ICTs (Demand Management; wind-solar forecasting). The system is being
designed, including analysis of dynamic stability and technical and economic
feasibility. Issues related to multilevel governance being addressed.
CroatiaUniversity of Zagreb (UNIZAG FSB)Infrastructure and public procurement of electric vehicles – In Dubrovnik-Neretva
County workshops were held on SEAP management and business model
generation. Business plan for introduction of infrastructure prepared, two semi-fast
chargers installed by NP Mljet. Promoting the procurement of electric and plug-in
hybrid vehicles ongoing.
Biomass district heating CHP – BEAST project organized Jam session, which
gathered interested stakeholders to identify all barriers and search for possible
solutions. National utility company HEP Toplinarstvo is finishing feasibility study to
provide a solution acceptable to all stakeholders on the CHP system in the City of
Velika Gorica.
Community RES on islands – Dubrovnik-Neretva County has the biggest potential
for utilization of solar energy in Croatia so the implementation of RES is primarily
focused on solar energy. After holding workshops, completion of the business plan
is ongoing and PV ESCO model for implementation of photovoltaic solar panels on
the roofs in the County.
United KingdomUnited Kingdom Western Isles Council (CNES)Low Carbon and Energy Efficient Properties – Partners have defined the business
case for increased investment in External Wall Insulation for ‘hard to treat’ houses in
the Outer Hebrides. Through BEAST we are now pursuing additional finance and
funding to support this
Local Energy Supply Company – We have created ‘Hebrides Energy’, a community
interest company set up to provide access to cheaper, green electricity in an area
with the highest levels of fuel poverty in the United Kingdom
Commercialisation of Marine Energy in the Outer Hebrides – The Outer Hebrides
has a significant marine energy resource and the largest fully consented marine
energy site in the world Through BEAST we are working with developer interests and
government to identify and progress actions to accelerate the timescale for
deploying marine energy in the Outer Hebrides.
CyprusCyprus Energy Agency (CEA) Energy efficiency measures and penetration of RES to the Municipal Swimming
Pool of Lakatamia Municipality – CEA carried out an energy audit to identify the
potential for energy savings. Measures proposed are - optimization of pool and pumps
operation, installation of biomass boiler, solar thermal system for hot water, and
installation of photovoltaics .These will be implemented by an ESCO. Energy savings
calculated as potentially up to 81,900 €/year (66%) and 352 MWh of primary
energy/year.
Upgrade of the Street Lighting in 20 local authorities in Cyprus – aiming to
significantly reduce carbon dioxide emissions and the annual spend for public lighting.
55, 940 pieces of existing lighting will be replaced with new LED lighting. Expected
energy savings around 50%. The procurement for ESCO launched in August 2015,
contract under preparation.
Energy efficiency measures and penetration of RES to the Municipal Town hall of
Aradippou Municipality – Municipal staff joined the capacity building activities
through BEAST, the energy audit of the building was completed in June 2015 and
recommends installation of thermal insulation, automations to the lighting, and proper
management of the electrical appliances. It is expected to use ESCO model for
implementation.
NorwayMore and Romsdal County Council (MRFYLKE)Electric vehicles, their infrastructure, fleet analysis and public procurement –
Two electric car races up the steep roads « The Troll Ladder» initiated large
participation and media involvement, an electric bus conference in Geiranger with
successful test-drive of two fully electric busses up the steep mountain roads
encouraged use of electrical busses in rural areas. All eight-speed chargers within
the project have been installed and in use.
Implementation of Energy Management System (EMS) - Eco-Lighthouse in a
number of public buildings – The County Authority is continuously working with
implementation of the Eco lighthouse management in all of its higher secondary
schools, dental districts and the central administration.
District heating from bioenergy plants (woodchip and biogas) – Several
investigations, workshops and a seminar held with aim to increase the interest and
knowledge on opportunities for biogas production in the county. One special case is
the possibility to utilize waste heat from a natural gas processing plant for use in the
biogas production process.
The fish sludge biogas pilot plant at Smøla is completed as per the first part of the
BEAST project.
BelgiumProvince of Flemish Brabant (PFB)Provincial Helpdesk Energy Management – EPC Coaching trajectory – The Helpdesk
coaches municipalities that can benefit from Energy Performance Contracting. EPC
coaching trajectory in 4 steps has been developed, leading to the assignment of an
EPC facilitator. Seven municipalities received coaching and by 2016, all seven
municipalities will have assigned an EPC facilitator.
SwedenEast Sweden Energy Agency (ESEA)Promotion of E-vehicles and their infrastructure – A big E-vehicle event “E Road
East” was organized along with a road show and testing of electric cars for
municipality use. Support for municipalities to seek loans for the charging
infrastructure was given, 9 semi fast chargers built and two municipalities now
driving 5 e-vehicles.
Coordination of goods in Norrköping – BEAST has calculated the climate
benefits of the project. Work started to improve the procurement process for local
food producers, as one identified barrier was that small local food producers find
it complicated to submit tenders to the municipality.
Waste heat utilization in Boxholm – As a result of a BEAST jam session with
stakeholders in January 2015, the municipal council decided to proceed with
investing in a technology-enhanced way to store residual energy from Ovako.
BEAST has provided support in applying for funding to implement the action.
ItalyValtellina Mountain Community of Morbegno (CMM)Cycling lane connection with the Valtellina bike ring – The new path connects the
existing circuits in the area, enhancing new multifunctional tourism offer through a
tangible tour around the mountain area and on the river side. Encouraging a new
sustainable energy efficiency approach in everyday/vacation moments and
enhancing the valley landscape, the cycle lane contributes to the shift towards a low
carbon economy.
Energy efficiency refurbishment of CMM headquarter – The project showed its
guarantee of annual CO2 emission savings, upgrading the architecture of the CMM
building in an environment friendly way, respecting both the design and the energy
efficiency aspects. The project offers best practice for similar public buildings in the
area.
Low Impact Hydropower plant – The project represents best practice for the valley,
which will facilitate the implementation of similar plants in neighbouring
municipalities. The project is an opportunity to change the present water pipeline
and to improve the service to the public thanks to an innovative system enabling us
to emit 100 times less CO2, compared to the existing scheme.
Energy efficiency and renewables are booming, but what can we do to ensure the sustainability of this process? As winter settles upon our hemisphere these questions become of the utmost importance. Halfway through the 36 month BEAST project we have quite a few results to share with you.
BEAST is fostering the implementation of SEAPs by establishing structures for the efficient delivery of SEAPs, identifying and preparing 23 bankable energy projects and implementing actions leading to measurable energy savings and increased utilisation of energy from renewable sources.
Knowledge exchange and implementation of actions is organised in three clusters: STEER, SAVE and ALTENER, adding extra value for targeted exchange of best practice and implementation of energy actions.

LatviaZemgale Regional Energy Agency (ZREA)Promotion of use of electric vehicles – ZREA provided consultations and assistance
in project applications for purchase of electric vehicles, increasing the number of
electric vehicles in Latvia. Marathon of Electromobiles in May 2015 in 4 locations
gathered 200 people.
Energy efficiency in multi-residential buildings – Putting in place the preconditions
for energy efficient refurbishments of multi-residential buildings, and assisting in
preparation of project applications. Informative campaign planned.
Promotion of EE and RES solutions – information, capacity building for decisions on
the possible installations of EE and RES technologies. Preparation of the procurement
for design and installation of the solar collectors, dissemination activities done. Work
ongoing on RES powered pedestrian crossings.
