Defense Personal Property(DPS) // Move.milIn an effort to makemoving a little bit easier foryou, the US Department of Defense (DoD) UnitedStates Transportation Command (USTRANSCOM)and the Military Surface Deployment andDistribution Command (SDDC) developed theDefense Personal Property Program, or DP3.As part of the DP3mission, an internet-basedsystem to manage DoD household goods moveswas created. It’s called the Defense PersonalProperty System (DPS).Through DPS and theDP3 initiative, you will have the ability to self-counsel and submit your application online, trackyour shipment through DPS or Interactive VoiceResponse (IVR), have the option to file a claimonline, and to settle directly with your movingcompany as well as Full Replacement Value(FRV) of lost and damaged goods.

Navy LodgesHampton Roads offers three convenient NavyLodge locations at Naval Station Norfolk, JEBLittle Creek and Fleet Combat Training CenterAtlantic, Dam Neck. Navy Housing ServicesAll DoD personnel, married and single,assigned to a command in Hampton Roadscan receive housing information from the NavyHousing Welcome Center located at 7924 14thSt., Bldg. For Public Private Venture (PPV) housing, NavyHousing counselors qualify members for PPVHousing. Housing counselors will processhousing applications for referral to PPV housing.Lincoln Military Housing is the housing partnerwho managers the PPV homes. Members arealso counseled on lease agreements, salescontracts, tenant and landlord issues and otherhousing concerns.

Service members can rent apartments, condo-miniums, town homes and houses through theRental Partnership Program (RPP). Propertiesextend from Virginia Beach to Williamsburg. TheRPP provides affordable housing at a discountedrate. Military members agree to a one-year easeand pay rent by allotment. Other savings forcivilian property managers and owners includereduced turnovers, operations and maintenancecosts. Details are available at the Navy HousingWelcome Center.

The Navy Housing Welcome Center maintainsa large data base of community rental andsales listings to suit every need. Services arecustomized to assist in locating livingaccommodations and to familiarizecustomers with the Hampton Roads area.It provides home buying, selling and propertymanagement workshops each month. Theinstructors are Realty specialists who provideinformation about the home buying process,how to determine the sales price, selecting areal estate agent and real estate closing details.Housing information for outbound families isavailable in the departure library. Plan for yournew duty station by visiting the Navy HousingWelcome Center where you can accessinformation on all military bases worldwide.Other services include command presentations,briefings and training; showing services forpersonnel without transportation and counselingfor special needs. Chesapeake was formed in 1963 by apolitical consolidation of the City of SouthNorfolk with the former Norfolk County,which dated to 1691. The new city joinedthe ranks of the current Seven Cities ofHampton Roads which are linked by thecircumferential Hampton Roads Beltway.

Chesapeake is a vibrant community thatenjoys the best of two worlds – one ofurban variety, culture and excitementand another of rural landscapes andrelaxed country living. Hampton is one of America’s oldest cities andwith a proud and rich history and is one of thefastest growing cities in the region. The County was formally created in1634 as James City Shire by order of KingCharles I. The City of Newport News was formally organizedand became independent of Warwick County in1896. It was essentially founded by Collis P. Hun-tington. Huntington, a Northern railroad tycoon fromConnecticut, brought two magnet industries to New-port News: the Chesapeake and Ohio Railroad andNewport News Shipbuilding and Dry Dock Company.Now known as Northrop Grumman Newport News,the shipyard, chartered in 1886, has built aircraftcarriers for the Navy since the 1930s, including thefirst nuclear-powered aircraft carrier USS Enterpriseand is today the sole builder of the Navy’s carriers.

The first vessel built by the yard was the tugboatDorothy. Newport News is also home to the Army’sFort Eustis, home of the U.S. Army TransportationCorps and to the U.S. Army Transportation Museum,featuring traditional and experimental devices likethe Avro-Car which resembles a flying saucer.

History buffs can stroll through Civil War battlefieldsand 1862 Peninsula Campaign sites or peruse theexhibits at The Mariner’s Museum, which records3,000 years of maritime history. Children of all ageslove the Virginia Living Museum where exhibits de-pict Virginia’s natural heritage from the mountainsto the sea and introduces visitors to more than 250living species native to Virginia.

Established in 1624, Norfolk was the colony’s mostprosperous town by 1775. It was an important port forexporting goods to the British Isles and beyond. But onNew Year’s Day 1776, during the three-day siege of theRevolutionary War, most of Norfolk’s early structures weredestroyed. In the spring of 1862, the Battle of HamptonRoads took place off the northwest shore of the city’sSewell’s Point Peninsula, marking the first fight betweentwo ironclads, USS Monitor and CSS Virginia.

1907 brought both the Virginian Railway and the James-town Exposition to Sewell’s Point. The large naval Reviewat the exposition demonstrated the Peninsula’s favorablelocation and laid the groundwork for the world’s larg-est Naval base. By 1917, as the United States built up toenter World War I, Naval Air Station Hampton Roads hadbeen constructed. Now home to Naval Station Norfolk, thelargest Navy base in the world, it is impossible to miss theimprint of the Navy at work and at play.

Norfolk’s easily-walked downtown waterfront boastsattractions such as the battleship USS Wisconsin andNauticus, The National Maritime Center, an interactive sci-ence and technology. Tugboats and visiting cruise shipsshare the waters with sailboats and merchant ships.Other treasures include The Chrysler Museum, NorfolkBotanical Gardens and the Virginia Zoological Park. Poquoson is an independent city locatedon the Virginia Peninsula, and is theoldest continuously named city in Virginia.It is also one of the few to retain a namewhich derived from the Native Americans whoinhabited the area before colonization by theEnglish began in the 17th century. The firstmention of Poquoson was in CaptainChristopher Calthrope land grant issued bya court in Elizabeth City on April 26, 1631.Three years later the Poquoson Parish wasnamed as a beneficiary in the will ofBenjamin Symms for “a free school toeducate and teach the children of ElizabethCity and Poquoson.” This New PoquosonParish originally included the areas knowntoday as Poquoson, Tabb, Grafton, Dareand Seaford.Poquoson, which was formerly part of YorkCounty, became an incorporated town in 1952and an independent city in 1975. However,the ties remain close. Over 30 years afterPoquoson became a politically independententity, some constitutional services suchas the courts, sheriff and jail continue to beshared with neighboring York County.

Of all the Hampton Roads communities,Suffolk offers the greatest opportunity for alittle extra acreage for real country living.Geographically, Suffolk is the largest independentcity in land area in the entire Commonwealth.Though it is the largest of the cities in HamptonRoads, it has the smallest population. Suffolk wasfounded by English colonists in 1742 as a porttown on the Nansemond River as part of theVirginia Colony. Virginia Beach is a resort city with miles of beachesand hundreds of hotels, motels and restaurants alongits oceanfront. The city features 79 miles of scenicwaterway, 60 miles of bike paths, 38 miles of shorelineand 28 miles of public beach. Williamsburg became one of America’s firstplanned cities. Laid out in 1699 under thesupervision of Gov. Francis Nicholson, it was tobe a “new and well-ordered city” suitable for thecapital of the largest and most populous of theBritish colonies in America.Williamsburg alsobecame a center of learning. Famous politicalleaders emerged from the College of William andMary, (which had been founded in 1693), such asPresidents Thomas Jefferson, James Monroe andJohn Tyler. General George Washington assembledthe Continental Army in Williamsburg in 1781 forthe siege of nearby Yorktown and the winning ofAmerican independence. The Capital was againmoved in 1780, this time up the James River toRichmond, where it remains today.With Williamsburg known internationally as thepremier center for the preservation andinterpretation of American colonial history, theHistoric Triangle of Virginia, which also includesJamestown and Yorktown, is among the mostpopular tourist destinations in the world. York County stretches 27 miles between Williamsburg andHampton and is part of the “Historic Triangle” of Jamestown,Williamsburg and Yorktown, which hosts millions of touristseach year, especially during the 400th anniversary of the1607 founding of Jamestown in 2007. During its 350-yearhistory, the County of York has figured prominently in boththe political and economic history of the Virginia Peninsula,the Commonwealth, and the Nation. Yorktown also figuredprominently in the Civil War, serving as a major port tosupply both northern and southern towns, depending onwho held Yorktown at the time.

After World War II, one of the nation’s largest and mostdiversified military-industrial complexes emerged in theNorfolk-Virginia Beach-Newport News MSA, spawningnumerous small precision machine, metal fabrication andtechnical research companies. The influence of the earlywaterman remains active; seafood processing, ship build-ing, and ship repair prosper.

York County is home to several large and important militaryfacilities of the United States. Located along the York River,Naval Weapons Station Yorktown was originally establishedduring World War I by order of President Woodrow Wilson,and now includes the formerly separate Cheatham AnnexSupply Complex. Camp Peary was established during WorldWar II as a Seabee Training Base and is currently referred toas the Armed Forces Experimental Training Activity.
