The Global Threat
• The 1918 Influenza Pandemic
– Infected 500 million people (~one third of the world population)
– Killed 50-100 million (3 times the number killed in World War I)
• Outbreaks Continue
– Examples: SARS (2002), H1N1 influenza (2009), MERS-CoV
(2012), H7N9 influenza (2013), Ebola (2014), Zika (2016)
– Many others: Yellow fever, Chikungunya, dengue, cholera, etc.
• Risks to national, economic, and health security

Vision:
• A world safe and secure from global health threats posed by
infectious diseases, whether natural, deliberate, or accidental
A voluntary initiative launched in 2014 to:
• Enhance country capacities to prevent, detect, and respond
• Emphasize global health security as a national leader-level priority
• Promote multisectoral engagement and collaboration
• Focus on common, measurable targets
Currently includes: 65 member countries, along with multilateral
organizations, and non-governmental stakeholders
What is GHSA?

Beyond the First Five Years
In 2017, GHSA member countries a t the Ministerial Meeting
in Uganda endorsed the Kampala Declaration:
• Highlighting the role of GHSA in spurring action toward global
health security;
• Acknowledging much work remains to achieve and sustain
health security;
• Supporting extension of GHSA until 2024 to
continue efforts; and
• Initiating a multilateral consultative process
to develop the next phase of GHSA.

The Steering Group led a consultative process to
develop a framework for “GHSA 2024”
• GHSA community-wide questionnaire
• Series of virtual Town Hall webinars hosted for difference time
zones
• Updates and timelines shared on GHSAgenda.org
• Three rounds of review and comments solicited from the
GHSA community-wide

GHSA 2024 Goal and Target
Goal:
Work with relevant partners to support countries in evaluation, planning,
resource mobilization, and implementation of activities that build health
security capacity.
Target:
More than 100 countries:
• Undergo health security capacity evaluation, national action planning,
and resource mobilization, and begin implementing activities;
• Demonstrate improvements in at least 5 technical areas to a level of
‘Demonstrated Capacity,’ as measured by assessments (e.g., WHO).
