CIP Foreword

All interpretive, educational, and informational activities performed by the interpretation & education program are based on, and coordinated by, the park’s Comprehensive Interpretive Plan. It forms the overall vision and basis for decision-making related to the program.

About Comprehensive Interpretive Planning Comprehensive interpretive planning, like thematic interpretation itself, is a philosophy, framework, and process. It embodies the mission of interpretation, and the context in which the mission is pursued. It entails a progressive flow of idea development. Tenets of Comprehensive Interpretive Planning The spirit and intent of comprehensive interpretive planning is embodied in the following tenets. Integrated Training, Planning, and Operations

Complete integration of all aspects of the profession of interpretation is essential to mission achievement. Only through such integration will the park’s interpretation & education program be equipped to most successfully achieve its potential. Aspects applicable to integration include philosophy, training and employee development, desired outcomes, methodologies, reporting systems, and more. The comprehensive interpretive planning process must, therefore, be built on the strengths of an organization’s training program for individual interpreters. The process must implement the philosophy and approach taken toward training individuals, and broaden it to include the entire interpretation & education program of the park, creating a seamless whole. Future-focused Planning

Comprehensive interpretive planning focuses on the future, first and foremost (to strategically develop a vision for the program), then determines how to get from here to there based on the reality of existing and anticipated conditions. By not focusing foremost on the current program’s structure, comprehensive interpretive planning avoids turning the endeavor into a self-justification exercise for the current program.

Structure Flexibly Applied

Deciding how to most efficiently and effectively achieve desired outcomes is aided by a structured approach, as well as the flexible application of that structure, as conditions warrant. Employing the appropriate balance of structure and flexibility produces the most useful and enduring plans. Comprehensive Planning

The scope of comprehensive interpretive planning includes personal and non-personal services. It addresses both interpretive and informational services. It includes services that occur on site, off site, and remotely via technology. It involves stakeholders, including park staff, partners, and other vested interests. It looks ahead about five years, but also speaks to the work schedule for next weekend. And, it addresses the entire spectrum of services and duties performed by interpreters, from interpretive talks to classroom programs, development of trail guides to exhibits, to working the information desk. Train Interpreters to Plan Perpetually

Successful planning empowers group participants to use a logical process to develop the park’s plan — rather than the group simply providing information to a planner who writes the plan and later presents it to the park. Participants in a comprehensive interpretive planning process will understand much about interpretive planning when the process is completed. This is an intended result of our process. This is important because planning continues in perpetuity — even after the first Comprehensive Interpretive Plan (CIP) is signed and implementation has begun. As time goes on, changing conditions will require new decisions from the interpretive manager, and from the entire interpretation staff. By participating in this comprehensive interpretive planning process, interpreters will be better prepared to respond to changes in ways that continue moving the interpretation & education program toward the common vision. They’ll better understand how their individual decisions affect all parts of the program. They’ll be better prepared to update the document as often as needed to maintain the currency and usefulness of their park’s CIP. Comprehensive interpretive planning equips participants with the knowledge, skills, and abilities necessary to successfully employ the plan and maintain its relevance and usefulness. Such fostering of employee development in “real-world” situations is one way that comprehensive interpretive planning serves to integrate all aspects of the profession of interpretation. Plan for Change

Comprehensive interpretive planning produces a plan that retains its usefulness over time as conditions change. The plan is designed to encourage and enable modification by its users without the need for further involvement of planners. Plan Pragmatically for All CIP Users

Comprehensive interpretive planning produces a practical plan to be used by both the interpretive manager and all individuals performing interpretive and informational services, including partners.

Plan Thematically to Help Visitors Explore Meanings

Story is a key element in facilitating an exploration of meanings related to park resources. Comprehensive interpretive planning emphasizes thematic interpretation by presenting park resource significance through interpretive services based on primary interpretive themes, offered to diverse audiences, inclusive of multiple points of view. It maximizes the diversity of presentations while consistently focusing on facilitating an exploration of the meanings ascribed to park resources. Involve Decision-Makers Throughout the Process

The process works best when decision-makers are active participants rather than the recipients of a planner’s “recommendations.” Involving managers provides real-time feedback to ideas generated throughout the process, fostering managerial “buy-in,” understanding, and commitment. It also helps other participants understand the mind of decision-makers to whom they may not normally be exposed. Make Decisions Throughout the Process

As much as is practical, decisions should be made during the course of the process rather than delaying them. This aids in the resulting CIP being a statement of intent (“This is the interpretation & education program we intend to conduct in the future.”). This is a much more powerful approach than the “recommending” approach (“This is the interpretation & education program we suggest that the park considers implementing if later approvals, and a variety of other prerequisite conditions, are granted.”) because of its inclusive, real-time nature. Comprehensive interpretive planning creates a situation where the participants (including managers) expect the plan to be enacted because well-founded decisions are made within the process itself, at appropriate times, for appropriate mission-focused reasons. All these things mutually interconnect and reinforce each other, and create important momentum. Explain the Planning Process

Comprehensive interpretive planning can be conducted in a variety of ways. Any process is explainable and should be described in detail to the “customer park” by the planners, to the satisfaction of park management. In so doing, the proposed process can be compared to others and easily customized by the park staff as needed. Integrate Evaluation

Comprehensive interpretive planning integrates any and all extant evaluations and studies into the process. Scholarly source material and anecdotal data are both important. When used together, they reinforce each other and create a more valuable context for planning. Comprehensive interpretive planning implements these tenets in an organized manner to most efficiently and effectively facilitate visitor exploration of meanings ascribed to heritage resources. The process defines an interpretation & education program that implements the philosophy and best practices of the profession of interpretation.

Components of a Comprehensive Interpretive Plan The process of comprehensively planning a park’s interpretation & education program produces a Comprehensive Interpretive Plan (CIP). Its three components are:

• CIP Component 1: Long-Range Interpretive Plan (LRIP) • CIP Component 2: Annual Implementation Plan (AIP) • CIP Component 3: Interpretive Database (ID)

All three components are designed to work together as an integrated whole, and are critical to ensuring that the interpretation & education program effectively and efficiently achieves management’s vision for the park.

Introduction About Gila Cliff Dwellings National Monument Gila Cliff Dwellings National Monument, established in 1907, is best known for its namesake dwellings built by the Tularosa Mogollon in the late thirteenth century. One hundred years later, it remains the only unit within the National Park Service dedicated to the protection and interpretation of the Mogollon culture. The monument is located in southwest New Mexico in the heart of the Gila Wilderness – designated in 1924 as the world’s first wilderness area. Gila Cliff Dwellings has been managed by both the United States Forest Service and the National Park Service over the last one hundred years. About the Long-Range Interpretive Plan This Long-Range Interpretive Plan (LRIP) is the first component of the CIP. This component, along with the park’s other two CIP components (Annual Implementation Plan and Interpretive Database), constitute the park’s Comprehensive Interpretive Plan.

The LRIP describes the long-range vision for the park’s interpretation & education program. It defines the foundational information that will guide the development of the future interpretation & education program (the long-range vision of the program) and the actions needed to achieve it. It was developed by park staff with the assistance of stakeholders, and is composed of several essential elements:

• Foundational information • Future interpretation & education program (program overview table) • LRIP action list

Foundational Information Foundational information is used to guide the development of the future interpretation & education program. It includes a wide range of subject matter: management goals for interpretation, a description of the significance ascribed to the place and its resources, primary interpretive themes (overarching stories), a description of those aspects of visitor experience affected by the program, an exploration of support for the interpretation & education program provided by other park functions, stakeholder suggestions for improving the program, and more. Through the course of the process, all of these elements are discussed and

described, issues are raised, and solutions are voiced so that the development and implementation of the future interpretation & education program will be successful. Stakeholders play a vital role in shaping the future program by collaboratively establishing this foundation. Future Interpretation & Education Program (Program Overview Table) The program overview table of the future interpretation & education program embodies the long-range vision of the program. It describes primary interpretive themes and informational topics, audiences for the program, and the interpretive and informational services that most effectively provide opportunities for visitors to explore the meanings of the place and explore connections to park resources.

The relationships of these elements are strategically displayed via this table format to enable a bird’s eye view of the entire program, and to allow for comparisons and adjustments to be easily made. It enables an interpretive manager to more easily balance the overall operation, as well as organizing the park’s efforts to perform more detailed functions — such as developing a wayside exhibit plan from information in this table. LRIP Action List The LRIP action list is a list of “to do” tasks that need to be accomplished to successfully implement the future interpretation & education program. These actions develop and support the interpretive and informational services the park intends to offer, as described in its future interpretation & education program. Updating the LRIP The CIP core team updates the LRIP component as changing conditions warrant. If major modifications to the LRIP are determined to be necessary, thought should be given to the cycle of the current CIP and at what time external stakeholder participation should again be invited to fully review and update the plan.

Planning Workshops Two interpretive planning workshops — in May and June of 2007 — were conducted to gather consensus foundational information on the significance of Gila Cliff Dwellings National Monument’s heritage resources and build on that information to develop the park’s future interpretation & education program. (The first workshop was held in combination with a workshop to gather information for the park’s Foundation Statement for Planning and Management document.) These key meetings led to development of the park’s CIP. The CIP core team developed this plan based on the foundational work generated in the first workshop.

Gila Cliff Dwellings National Monument would like to take this opportunity to thank all of the participants, who gave freely of their time and expertise to develop the future vision for the park’s interpretation & education program. Foundational Information The Mission of, and Management Goals for, the Interpretation & Education Program Section Description. This LRIP section serves to establish important guidelines and sideboards for the future operation of the interpretation & education program. It addresses the park’s purpose, the mission of interpretation and education, and management expectations for the interpretation & education program. Mission of the Interpretation & Education Program The interpretation & education program of Gila Cliff Dwellings National Monument provides enhanced opportunities for visitors to explore their own intellectual and emotional connections to the natural and cultural resources that comprise shared heritage. Interpretive Services

Interpretive services rely on the format of story to provide opportunities for people to connect to heritage resources. In this way, a park’s interpretive services enhance visitor enjoyment and appreciation of heritage. Informational Services Informational services create an environment in which enjoyment and appreciation of heritage can be enhanced for the visitor. These services include information regarding visitor orientation and visitor safety, resource preservation, and public relations. Park Purpose Gila Cliff Dwellings National Monument protects and interprets remnants of the entire sequence of Mogollon culture for the educational and scientific interests of present and future generations. As the only unit of the national park system established for this purpose, the monument provides visitors ways to connect with one of the three major southwestern cultures of America’s prehistoric past. Management Expectations What does park management expect the park’s interpretation & education program to accomplish for the park? • The interpretive mission drives the management of this park. • To protect the resource by furthering visitors’ knowledge, understanding,

appreciation, and sense of ownership of Gila Cliff Dwelling National Monument resources.

• To remain very supportive of the interpretive staff. Set of Significance Statements Section Description. This LRIP section describes the significance of places and things — as embedded in their enduring tangible and intangible resource characteristics. Significance statements, taken together as a whole, serve to describe the distinctiveness of the combined resources of the park, including natural, cultural, inspirational, scientific, historic, recreational, and other aspects. They include tangible and intangible characteristics and the context in which these characteristics are embedded. In most organizations, the mission of the organization and the set of significance statements combine to focus management actions and operations on the preservation and enjoyment of those attributes that most directly contribute to the importance of the place. Gila Cliff Dwellings National Monument protects the largest known Mogollon (Tularosa phase) cliff dwellings complex and provides the public with unparalleled opportunities to walk amongst well preserved structures built by Mogollon people over 700 years ago. Architectural features and associated artifacts, including many that predate the dwellings construction, are exceptionally preserved within six natural caves of Cliff Dweller Canyon. The multi-component TJ unit of Gila Cliff Dwellings National Monument includes one of the last, if not the last, large intact Mogollon (Classic Mimbres phase) pueblo settlements. This site offers outstanding research potential because it retains unusually high integrity due to its unexcavated condition. Surface studies suggest that the TJ site was used from approximately 499-1400 A.D. In addition to modern Pueblo people who claim cultural affiliation with the Mogollon, the monument is important to other American Indians throughout the Southwest. This area is the traditional homeland to the Eastern bands of Chiricahua Apache and remains important to their oral traditions, history, and cultural identity. The unique combination of caves, springs, rivers, and the resulting diversity of plants and animals in and around Gila Cliff Dwellings National Monument provided an excellent location for sustaining thousands of years of human use. The cultural resources of the monument are preserved within their natural prehistoric and historic settings due to their remoteness and location within the Gila Wilderness – the world’s first designated wilderness area.

Set of Primary Interpretive Themes Section Description. This LRIP section describes the set of overarching stories that organize the largest-scale ideas and meanings related to the park’s resources. Story is the communication tool most effective for facilitating an exploration of resource meanings. Societies depend on the power of story to explore, clarify, and share ideas, meanings, beliefs, and values that collectively constitute culture. Story is at the heart of human interaction and, consequently, at the heart of heritage interpretation. These stories are called primary interpretive themes. The set of themes is developed to fully capture, and express in story format, the content of the park’s entire set of significance statements. The set is complete when it provides opportunities for people to explore and relate to all of the significance statements. A — Immersion within the diverse natural resources and wild, rugged beauty of the Gila River headwaters area heightens awareness of the interdependent relationships of people to this land, and the importance of the natural environment to the human experience — from survival to cultural identity to recreation to stewardship. B — Exploring the caves and rooms of Gila Cliff Dwellings provides uniquely intimate opportunities for first-hand discovery and contemplation of what life was like for people in the past here, and the chance to compare similarities and differences to our lifestyles today. C — This place, with its great diversity of archeological sites and the oral traditions associated with it, provides insights into the ways that knowledge is acquired, interpreted, preserved, and shared. Set of Audiences for the Program Section Description. This LRIP section describes the set of audiences that must be defined so that the park’s interpretive and informational services can most effectively enhance the experiences of visitors. When comprehensively planning an interpretation & education program, the basis for categorizing audiences lies in whether or not a particular audience requires communication in a way distinct from that of the general park audience. A subjective balance must be struck between communicating effectively with a greater number of specific audiences, and the limited resources available to the park’s program. 1 — General Audience. Includes National Forest users and members of local communities. 2 — Organized Educational Groups. Includes grades K-12 and college.

Set of Visitor Experience Considerations Section Description. This LRIP section describes desired visitor experiences that stakeholders think the managers of the program should pay special attention to as the park’s interpretation & education program is planned and implemented. It also contains observations of visitor trends and responses to different interpretive programs. Visitors want…

• the opportunity to have a guided tour at all times. • to experience nature via hiking trails. • to be able to experience cliff dwellings by themselves, discovering them

on their own. • to be able to continue climbing the path and exploring cliff dwellings, as

has traditionally been the case. • to see more artifacts, displays, and wildlife. • to see artifacts that specifically came from the cliff dwellings • to know more about plants and bird names. • their special needs to be accommodated so they can have a high-quality

experience. • to have a better understanding of the archeological timeframe. • activities they can do as a family. • additional in-depth information available over the web.

Visitor experience observations. Average visitation has remained static at approximately 41,000 visitors for FY05, FY06, and FY07. This includes 30,000 annual contacts at the visitor center. Most visitors experience GICL as a day trip from Silver City. It is assumed that a lack of services limits duration of stay. The 45 mile, the nearly 2- hour drive can be advantageous to both interpreters and visitors. The long approach allows visitors to unplug and adjust to a remote setting, which may enhance their appreciation of park resources and receptivity to interpretive themes. After touring the monument, however, they are often eager to “get back on the road.” As a result, visitors rarely attend scheduled events other than daily guided tours of the cliff dwellings. Visitor trends reveal a high influx of people at peak times, between 11am and 3pm. Guided tours are scheduled to take advantage of this peak visitation. (summer 11am and 2pm, winter at noon). Observation shows that open-ended informal programs (ex: a touch table with plaster animal tracks scheduled from 1-3pm) attracts many more visitors than a scheduled formal program on the same topic (ex: tracking hike along the river) at the same time. Evening programs have not been successful because there are few services in the area to encourage visitors to stay overnight. Four nearby USFS campgrounds contain approximately 100 sites that are usually full on holiday weekends. Larger audiences for interpretive programs can be gathered through roving and extending personal invitations at the campgrounds. Campers must then drive to programs.

Issues and Influences Affecting the Program Section Description. This LRIP section describes key operational and other considerations affecting the interpretation and education program. Action items brainstormed by the CIP core team are flagged with “•” (bullets). For a complete list of issues, refer to the archive. Inadequate Staffing Diminishes Interpretive Effectiveness and Efficiency GICL’s skeletal staff of 1 permanent Superintendent and 1 Chief of Interpretation in a term position, are responsible for the management and daily operation of the park. This is supplemented by at least 3 seasonal employees (a maintenance worker, visitor use assistant, and park guide) during the peak season as well as a cadre of volunteers with various levels of knowledge and duration of service. Long-term and core duties often exceed the time and resources of the GICL staff. Duties include: Forest Service Information Source The monument serves as the primary source of information for visitors to the Gila National Forest/ Wilderness Area, especially at the interagency Gila Visitor Center. There is no USFS staff in a public information position at the visitor center. Forest users’ needs sometimes exceed the knowledge and capabilities of NPS staff to serve them. First Responders for Emergencies and Incidents Since the visitor center (VC) and contact station (CS) are the only staffed federal facilities in the area, NPS employees and volunteers respond to medical and law enforcement issues outside the monument until USFS or other emergency response agencies arrive. Fee Program Fee collection and pass sales are performed by the interpretive staff and the superintendent. Maintenance With one seasonal NPS maintenance worker, facility and grounds upkeep and trail maintenance becomes the responsibility of all staff. Administration Administrative and IT functions are handled on site or by Chamizal National Memorial (CHAM). These additional duties encumber park staff already spread thin. Relying on CHAM from a remote location often requires time-consuming conferences by phone and e-mail to complete transactions or resolve issues and adds considerable time onto tasks that require mailed items or signatures. Reliance on VIPs to Accomplish Core Work To overcome staffing shortages, GICL relies heavily on volunteers, who comprise the majority of the monument staff. However, the high rate of volunteer turnover affects the depth, breadth, and quality of services provided to the public; it also requires substantial time and energy of the Chief of Interpretation to train and hire volunteers.

• Develop a VIP Plan containing a proactive strategy to maximize efficiency

and effectiveness of volunteers in accordance with monument needs for interpretation and resource protection.

• Hire a VIP Coordinator to manage the 50 person/22,000 hour/$50,000 budget program.

• Fund and hire a Teacher to Ranger to Teacher. • Develop a Resource Manual as a year-round training reference for

seasonal and volunteer staff. • Develop and conduct a regularly-scheduled comprehensive staff training

on the resources, standard operating procedures, and other topics essential to performing duties at GICL. Video-tape the training.

• Coordinate with the Forest Service to develop training and SOPs to prepare staff to handle additional duties.

Interpreting the Mogollon Culture. The monument needs core information to interpret the Mogollon culture. Archeological information of this area is incomplete, outdated, dispersed amongst agencies and scientists, and often highly technical. This makes it difficult to interpret cultural resources at GICL. There is no archeologist on staff to guide interpretation of the Mogollon.

• Request assistance from the Santa Fe Support Office to produce an updated, synthesized archeological report on Mogollon culture with the specific intent to aid interpretation at the monument.

Facilities. The monument lacks a good indoor or outdoor location to conduct group activities. Work space and storage areas for interpretation supplies and materials is limited.

• Redesign the Aldo Leopold Amphitheater to be usable and up to code. • Create storage and work space at VC and CS.

Museum rehabilitation. Exhibit rehabilitation will likely take place in FY09-10, prompting closure of the exhibit room for up to 6 months. The park video and virtual tour can be moved to another location. The bookstore will be slightly affected. Visitors may spend more time at the contact station at that time. Substantial staff time will be devoted to all aspects of exhibit planning.

• Develop a VC Exhibit Plan containing themes, content, text, potential images and objects, and design recommendations.

• Hire staff to assist with operations while Chief of Interpretation devotes attention to this major planning effort.

Hot topics. The reintroduction of the Mexican gray wolf, otter, and Gila River Trout, along with issues related to wildfires, generates much interest in local and general audiences and provides opportunities to interpret critical resource issues.

• Identify partners and work together to interpret these “hot topics” to the public and staff.

Actions for Improving Supportive Elements of the Program Section Description. This LRIP section describes a variety of “behind the scenes” supportive functions on which the park’s interpretation & education program depends. It’s useful to obtain a snapshot of each topic as it currently operates (existing conditions), and a sense of what might be improved to make the interpretation & education program more efficient and effective over the next five years. Specific brainstormed action items identified by the CIP core team are flagged with “•” (bullets) and also appear in the LRIP Action List section which follows. Resource-focused Research Used by Interpreters Research and references at the monument contain little new archeological information. Older information includes archeological reports (Anderson and Bradford) and basic natural and cultural resource inventories. Ongoing research includes natural resource studies through the Sonoran Desert Network. An archeo-astronomy PhD thesis is underway. There is a need to gather information from many agencies and sources.

• Conduct new archeological research and analysis to update archeological information.

• Synthesize natural and archeological resource information to train interpreters. • Conduct research at the TJ site (Vanishing Treasures) by noninvasive

archeological techniques. • Develop SOPs for accessing and disseminating new data and its storage. • Purchase a digital video camera to tape researchers’ presentations and

other trainings. • Update the Administrative History of GICL. • Identify research needs and pursue grants/partnerships to complete projects.

Visitor-focused Research Used by Interpreters Annual surveys conducted by Silver City/Grant County Chamber of Commerce reveal that 40% of all visitors to the area come to Gila Cliff Dwellings and that GICL is the #1 destination in the county. The annual GPRA survey cards, although very positive, are not useful in understanding monument visitors. The USFS conducted a 2006 visitor survey of the economics, demographics, and motivation of visitors, yet results are not specific enough to be useful to the monument.

• Extract information from USFS survey specific to Gila Cliff Dwellings. • Find out what visitors want to do and see in the area. • Research demographic trends in the next 5 years in this region. Find out

how visitors want to receive information; i.e., what types of media? • Find out how visitors would respond to various levels of access and group

size to the cliff dwellings; i.e. carrying capacity – VERP Study (GMP). • Determine if it’s appropriate to bring the cliff dwellings alive. Conduct

Park and Interpretation Libraries The park’s library, housed in the visitor center, contains reference and reserve materials, videos, periodicals, books, reports, and a horizontal map file. The library operates on a card catalog system, which has yet to be digitized. There is no one on staff responsible for maintaining the library, though volunteers help out. The library also serves as a work station for staff, providing a very limited space.

• Develop SOPs that address check out procedures, culling, and acquisition of new materials.

• Cull outdated materials. • Develop an electronic database to search title, subject, and author. • Convert videos to DVDs. • Maintain a small resource library at the contact station.

Park and Interpretation Image Collections Most of the image collection is available electronically, stored on unlabeled CDs, located in the Chief Interpreter’s office; however, there are no proof sheets, directory, or common computer drive to access them. A common drive has just been installed so that all digital images may be accessed from any NPS computer through the P drive. There are no SOPs for the collection and organization and filing are sorely needed.

Most historic images are housed at WACC, Tucson. Several hundred slides in the park’s collection are stored in 3-ring notebooks

and small metal cases. The majority of slides are unlabeled and uncertainty exists as to which are originals or duplicates. A light/viewing table, slide projector and six carousels are available.

Images are available, but not accessible. It may be easier to take on-the-spot photography as images are needed.

The PMIS for ADA/AV upgrade, including power point infrastructure, has been submitted.

• Organize existing photos into folders for the new P (common) drive. • Develop SOPs on adding new photographic images to the collection. • Purchase equipment to take high-resolution photographs as needed. • Purchase digital camera. • Digitize historic images. • Complete the cold storage project. • Develop subject-specific film clips (to be included in the new VC exhibit

design) and research effectiveness for replacing the current park film. • Replace slide projector with digital projector compatible with PowerPoint.

Interpretive Object Collection The object collection consists of a hodgepodge of resource notebooks and items at the contact station, including rocks, animal skins and bones, and a mano/metate.

• Acquire laminated historic photos, pot shards reflective of Mogollon culture over the years, and photo of whole pot.

• Develop demonstration/prop boxes containing rocks, corn, pottery, tracks. • Acquire items for a sandbox with archeology and wildlife themes. • Develop customized backpacks for interpretive staff including field guides,

binoculars, first aid kit, laser pointer, and flashlight,- available for checkout at the beginning of the season.

Museum Collection and Archives Used by Interpreters The monument’s collection contains 26,071 artifacts. Those not on display at the park are in storage at WACC. Recently-collected items are stored in a fire-proof safe at the park. Maintaining the collection on ANCS+ is the responsibility and collateral duty of the Superintendent. A draft Scope of Collections is in review. An undocumented collection of volunteer donated objects exists at the contact station. The park’s herbarium has not been well-preserved. With lack of provenience and rotting specimens, it is not useful to the interpretive program in its current state.

• Accession artifacts from the fire-proof safe at the monument and send to WACC for storage.

• Develop SOPs for the collection of artifacts found in the cliff dwellings and communicate these to interpretive staff. Make sure to include SOPs in the training manual being developed.

• Visit WACC to view GICL’s archeological collection to inform the interpretive program and the VC exhibit planning effort.

• Acquire photos of items necessary to interpret GICL and for staff training and understanding.

• Salvage and protect what remains useful of the park’s herbarium for the interpretive program.

Partnerships for the Program Section Description. This LRIP section describes partners that support and/or deliver interpretive and/or informational services in concert with park staff, enhancing the park’s interpretation & education program. Partners include cooperating associations, friends groups, concessionaires, educational institutions, other agencies, and state entities.

Reviewing the types of partners and applying them to this park’s program helps identify the “work force” that will help design, support, and implement the park’s future interpretation & education program. Introduction About the Annual Implementation Plan This Annual Implementation Plan (AIP) is the second component of the CIP. This component, along with the park’s other two CIP components (Long-Range Interpretive Plan and Interpretive Database), constitute the park’s Comprehensive Interpretive Plan.

While the LRIP component is estimated to be useful for about five years before a major update is needed, a new AIP is created each year. This CIP component is a one-year operating plan for the interpretation & education program. It is a working blueprint describing what interpretive and informational services will be offered this year. The foundational information described in the LRIP also underpins the AIP, lending important context to the annual program and establishing the basis for decision-making throughout the CIP. Each year, new services identified in the LRIP’s future program will be “brought on line.” The frequency and duration of existing services may change to accommodate new services. Such services may also be modified in response to what is learned from ongoing evaluation. The offering of existing, modified, and new interpretive and informational services implements the long-range vision in annual increments until the long-range vision is achieved.

Successive AIPs are developed directly from the LRIP. Each AIP is composed of several essential elements:

• Year-specific information • Annual interpretation & education program (program overview table) — a

year-specific version of the LRIP’s future interpretation & education program

• AIP action list — a year-specific portion of the LRIP action list Year-specific Information Year-specific information that is especially useful in the AIP includes budgeting and staffing, training, an analysis of the previous year’s interpretation & education program, and any management emphases that will influence the interpretation & education program in the current year. Annual Interpretation & Education Program (Program Overview Table) The program overview table of the annual interpretation & education program embodies a one-year portion of the LRIP’s long-range program. The annual program is developed directly from the long-range program, concretely linking them together. It cites all of the services that apply to the current year.

AIP Action List The AIP action list cites those actions slated for the current year in the LRIP’s action list, usually with increased detail to facilitate their completion. The AIP-LRIP Updating Loop Like the LRIP, the AIP is updated by park staff as park circumstances change. Any of these changes that may have an effect beyond the current year are also used to update the LRIP. This ensures that the LRIP component remains relevant and an up-to-date template for subsequent AIPs.

Annual Conditions and Considerations Budget and Funding Information Section Description. This AIP section describes the expected base funding levels for the fiscal year, and additional sources of funding that are expected or to be pursued. GICL’s ONPS budget for FY08 is expected to be $373,000. Additional funds for the interpretive program will come from the TMS Scenic Byway for VC museum exhibits and the WFR wayside. GICL may be the recipient of a $7,500 WNPA research grant to be used in an ethno-botany project. ISA funds will continue to contribute to interpretive and educational programming. Position Management and Staffing Information Section Description. This AIP section describes the expected base staffing levels for the fiscal year (number of positions, grades, duties, organizational chart relationships, etc.), and additional sources of staffing such as that available from partners, volunteers, or others. This section also sometimes includes descriptions of expected seasonal fluctuations in staff availability and related supportive issues (stipends, housing, uniform procurement, credit, etc.). Training for all staff (why, what, where, when, how) is also described. Staffing levels for GICL FY08 are expected to be 1 GS-12 Superintendent and 1 GS-9 term Chief of Interpretation, and 3 seasonal employees: a GS-4 seasonal VUA, GS-4 park guide, and WG-4 seasonal maintenance worker. Additional staff will include 2 Teacher to Ranger to Teachers (for the price on one). VIPs are expected to contribute approximately 25,000 hours. Training Schedule and Related Information A training program is under development as a priority for FY08. Analysis of Last Year’s Program Section Description. This AIP section serves to analyze the transition from last year’s interpretation & education program to this year’s program. It compares both programs and examines strengths and weakness as lessons learned. This section also proposes new services or changes to services (or removal of services) as aspects of the program that should be specifically evaluated for effectiveness and efficiency in meeting the program mission — as a way of continually improving the program. Please see the SIR for FY2007, located online with WASO or as a hardcopy in the Chief of Interpretation’s Annual Reports binder.

Strengths of Last Year’s Program GICL established strong ties with partners through Centennial activities. For example, the monument combined the 40th Anniversary of the Silver City Museum and GICL’s Centennial through the “Discovering the Dwellings” exhibit and calendar project, resulting in over 5000 additional interpretive contacts. GICL continued to use volunteers to provide daily tours and informal visitor contacts within the cliff dwellings. The satisfaction rating from the 2007 VSC in the category for “Assistance from Park Employees” was 100%. Weaknesses of Last Year’s Program With so much attention focused on special events, there was less time available for coaching and auditing programs on site at the cliff dwellings. The VIP program suffered from a lack of attention from the Chief of Interpretation/VIP Coordinator. Experiments and Evaluation Significant time, energy, and resources were devoted to planning, hosting, and participating in special events in FY07. Though local community response was positive for these events, attendance was fairly low. In the future, park interpretive efforts should be spent developing programs for the audience that is already here. Providing demonstrations and activities where visitors can come and go will reach a much greater audience than offering a formal program at a particular time. Similarly, by linking events and activities at GICL to community events and festivals, the monument can reach a broader audience and be in the public’s eye without having to take the lead in planning, funding, and advertising the entire event. (Ex: Gila Hot Springs Festival, Gila River Festival, Silver City Museum 4th of July Ice Cream Social.) Overall, park interpretive efforts should focus on providing services to on-site visitors. The interpretive program will benefit from energy put into the development of programs that can be presented multiple times by staff on-site. Recognizing the importance of partnerships and local communities, GICL should continue to participate in selected special events (where NPS presence reaches the greatest numbers), especially while devoting significant time to major planning efforts like the VC exhibit rehabilitation.

AIP Action List The AIP Action List describes the major actions that are necessary to fully and successfully implement the annual interpretation & education program. FY 2008, Quarter One

• Complete and implement the Volunteer Management Plan. • Develop the outlines for standard cliff dwelling tours and TJ site. • Request technical assistance through the Santa Fe Office for an

archeological overview and synthesis of archeological resources in this area that places GICL resources within a regional context. The final product needs to be written in lay people’s terms.

• Request participation in the 2008 Teacher-to-Ranger-to-Teacher program to work on educational program items to come online in FY2009.

• Review current handouts and determine future needs. • Develop Wayside Exhibit Plan for GICL. • Accession artifacts from the fire-proof safe at the monument and send to

WACC for storage. • Develop SOPs for the collection of artifacts found in the cliff dwellings

and communicate them to interpretive staff. Make sure to include in the training manual being developed.

• Visit WACC to view GICL’s archeological collection to inform the interpretive program as well as in planning the museum exhibits.

• Develop Visitor Center Exhibit Plan, including, themes, content, draft text, and design recommendations for VC museum rehabilitation. Identify images and objects needed/available for exhibits.

• Prepare draft text and images for VC museum exhibits. • Develop SOPs for the library that addresses culling, acquisition of new

materials and check out procedures. • Set aside and stock a “recommended reading shelf” in the library. • Develop demonstration/prop boxes with items and instructions. • The herbarium has not been preserved so it is not useful, due to lack of

VC Exhibit Plan and implementation. Recurring Tasks In addition to the specific actions described above, other actions need to be undertaken and accomplished on an annual or other recurring basis. As the program is managed throughout the year, it is important to be aware of activities whose scheduling is beyond the control of the park. Introduction About the Interpretive Database This Interpretive Database (ID) is the third component of the CIP. This component, along with the park’s other two CIP components (Long-Range Interpretive Plan and Annual Implementation Plan), constitute the park’s Comprehensive Interpretive Plan. The ID is essentially a reference aid, or finding aid, for information that assists in the implementation and ongoing operation of the park’s interpretation & education program. It underpins the LRIP and AIP components by providing ways to connect to supportive information. The database is often most useful if constructed as a computer file to facilitate information searches and make updating convenient. A printed copy of the database is often stored with some of the original documents and materials to which it refers. The ID is composed of several essential elements:

• Referenced information • Individual service plans

Referenced Information The ID serves as a reference database for information such as the park reading list, research documents, other planning documents, funding proposals, media evaluations, various reports, and more. Individual Service Plans The ID file contains the program’s individual service plans. These brief plans provide operational detail that underpin and more fully describe the services listed on the LRIP and AIP program overview tables.

Referenced Information This ID section describes where information that is not in the LRIP or AIP components can be found. Both virtual and physical locations are likely to be included. Note: The park is in the process of developing and organizing a substantial amount of information. The P, or common drive was installed in January, 2008, and the migration of data from various sources is underway, including the development of SOPs and use of this new drive. Specific ID materials can be accessed in the following ways/places: 1) Hardcopy in the park library; 2) Hardcopy in the office of the Chief of Interpretation or Superintendent; 3) Electronic copy on the Chief of Interpretation or Superintendent’s computer; 4) a flash drive to be created by the Chief of Interpretation; and 5) the P drive, as individual files are downloaded and organized. Management’s Interpretive Intent:. To have uniformed presence available for resource interpretation and protection and visitor safety messages. Critical Resource and Visitor Safety Issue(s): Critical resource issues are: staying on the trail, not touching or climbing on cliff dwelling walls, not bringing food or drink (except water), and leaving everything in place. Visitor should be cautioned to remain on the trail for their safety, to use the cliff dwelling ladder safely, to stay within their physical limits, and be mindful of weather and other natural hazards (rattlesnakes).

Key Operational Details

Presenters. All park staff. Service Availability. At cliff dwellings when open. Summer: 8am-7pm; Winter: 9-5pm. Roving can occur anywhere along the trail. Service Duration. Determined on a contact-by-contact basis as per visitor needs and interests. Roving interpretation can develop into a guided tour up to I hour in length. Maximum Audience Size. NA Support Materials. Small first aid kit and radio. Extra water and full first aid kit are located in Cave 3 and CS office. Props may include pot shards, field guides, laser pointer, photos and maps to answer commonly asked questions. Logistics. Interpreters must be physically capable on the trail to feel comfortable assisting others. Move to where the people are for maximum visibility and accessibility. Greet all visitors and allow them to guide the contact. Staff Time Commitment. Interpreters must first complete Interpretation Modules 101 and 102 of the Interpretive Development Program (IDP). They must research the commonly-asked questions to be prepared for visitor contacts. Roving is the primary interpretive duty at the monument so prepare accordingly.

CDT: Geology and Trail Construction exhibits will be strategically placed to keep visitors on the trail in addition to addressing commonly asked questions; Gila River exhibit addresses a primary resource of the park and what attracted humans to this area – the Gila River. VC: Night Sky exhibit will interpret the pending designation of GICL as a Dark Sky Park; The Hummingbird Garden exhibit relates to stewardship themes and traditional culture; TJ Ruin, due to its inaccessibility to the public, should be interpreted at the VC. Mimbres iconography can tie all three topics together. WFR: This exhibit will partner with the Scenic Byway to interpret critical cultural resources located along the highway; it dispels the myth that the cliff dwellings are an isolated site. Safety issues involve appropriate parking to view the exhibit.

Key Operational Details

Design: Consistency is essential in the design and fabrication of all exhibits. VC and CDT exhibits will be consistent with the NPS Graphic Identity Program. The WFR exhibit is a partner project and efforts will be made to comply with design standards for both NPS and other Byway exhibits. Considerations include exhibit size, bases, and materials. View: Various, depending on locations. Purpose: As stated above and will be detailed in the Wayside Exhibit Plan Comments: Site modification will occur at all locations where exhibits are placed. Potential Graphics: Graphics will be detailed in the Wayside Exhibit Plan Staff Time Commitment:. Trailhead Orientation

• CS Trailhead Management’s Intent, Critical Resource Issues, and Visitor Safety Issues

Management’s Interpretive Intent:. To have uniformed presence available for resource interpretation and protection and visitor safety messages. Critical Resource and Visitor Safety Issue(s): Critical resource issues are: staying on the trail, not touching or climbing on cliff dwelling walls, not bringing food or drink (except water), and leaving everything in place. Visitor should be cautioned to remain on the trail for their safety, to use the cliff dwelling ladder safely, to stay within their physical limits, and be mindful of weather and other natural hazards (rattlesnakes).

Key Operational Details

Presenters. All park staff Service Availability. At cliff dwellings trailhead when open. Summer: 8am-7pm; Winter: 9-5pm. Orientations are given to every visitor before they start on the trail. Service Duration. Determined on a contact-by-contact basis as per visitor needs and interests. Most orientations are less than 2 minutes. Maximum Audience Size. NA Support Materials. Wayside map of trail, radios, CS exhibits, handouts Logistics. All visitors are greeted, counted on the clicker, informed of the monument regulations, and sent on the trail. Staff Time Commitment. This position requires the least amount of research and/or resource knowledge training since the majority of the contact is based on regulations.
