Resolution GR-069-17 authorized the transfer of all SCIP Residential customers within the boundaries of the Community to GRICUA. Currently, SCIP and GRICUA provide electric service to Districts 1 5 and a portion of District 6. GRICUA’s customer base has grown to approximately 2,760 customers within Districts 1 5 and portions of District 6, while SCIP currently maintains a customer base of approximately 600 to 700 customers within the Community. Transfer Implementation Plan GRICUA and SCIP are working together to develop a Transfer Implementation Plan (TIP) for the smooth transition of customers from SCIP to GRICUA. The dates for transfer implementation have not been determined. Before any transfers occur, GRICUA and SCIP will provide ample notification and information about the process through articles in the GRIN, posting on GRICUA’s website and Facebook page, the Community Facebook page, letters sent to affected customers, as well as through Community meetings. Preliminary Timeframe GRICUA expects the transfer of Residential customers to begin in January or February 2018. the enclosed pre-addressed, postage-paid return envelope. GRICUA will use the CEAs to begin the development of the customer transfer schedule. No transfers will be undertaken without you receiving prior notification. We intend to provide final notification a minimum of at least two weeks prior to the date the transfer will occur. Transfer Process The transfer process will include the following two steps:

1. A GRICUA customer account will be established in your name based upon the

information provided in the CEA. When you are transferred to GRICUA, you will

be placed on GRICUA’s residential rate, which is expected to save you on

average about $50 - $90 annually over the residential rate you paid SCIP.

2. The SCIP meter at your service location will be changed to a GRICUA meter.

GRICUA will contact you and schedule a time to complete the meter exchange

to minimize any disruption of your service.

Please note that this notice of transfer does not apply to any Salt River Project (SRP) or Arizona Public Service (APS) customers within the Community. Switching To GRICUA Prior To Transfer Date If you would like to switch to GRICUA before the TIP goes into effect, please call the GRICUA office at (520)796-0600 or visit www.gricua.net for more information. GRICUA is happy to answer any questions, as well as to transfer your service in advance of the formal transfer date. Questions GRICUA understands that you may have questions. We have placed a list of frequently asked questions (FAQ) on our website at www.gricua.net. SCIP Transfer FAQs

Do I have to transfer?

Yes, the Community Council approved Resolution GR-069-17 authorizing the transfer of all remaining

SCIP non-irrigation electric customers within the Community.

Why are we transferring?

GRICUA is a proven and reliable electric utility provider owned by the Community. GRICUA currently

maintains all its own electric facilities as well as those owned by SCIP within Districts 1 – 5 and a portion

of District 6 . The Community desires to have its own electric utility company to provide the electric

service to the residents and businesses located within Districts 1 – 5 and a portion of District 6. Dollars

spent on electric bills will now stay within the Community rather than going off reservation.

What is the mandatory transfer date?

March 31, 2018, however we will begin our formal transfer process no later than February 2018.

Can I transfer before the mandatory transfer date?

Yes, GRICUA has developed a streamlined application to handle the transfers. To start the application

process either call 520-796-0600, complete the application that has been mailed to you or go on line to

GRICUA’s website at www.gricua.net to download the application.

Can I transfer over the phone?

You may start the application process over the phone, but your signature will be required on the

application. GRICUA can help you fill out the application form over the phone then we can mail or email

you the form for signature. The completed application, including the signature, must be returned to our

office in order to complete the transfer process.

Will I lose power during the transfer?

Yes, we anticipate that a customer will lose power for less than 15 minutes on average while we remove

the existing SCIP meter and replace it with a GRICUA meter. We will provide you with adequate notice

before we turn the power off to your home in order for us to replace the meter.

Will my rate change?

For residential customers, your rate will be E-90. These changes will go into effect on the date of your

transfer.

How do I pay my new GRICUA bill?

GRICUA customers have multiple options to pay their bill. Customers can pay their bill:

When will my first payment be due?

Your first bill will be generated the 15th of the following month after your transfer has been completed.

Your first payment will be due the 10th of the subsequent month.

Will I get a new meter?

Yes, you will receive a new meter with the latest advanced meter technology currently available on the

market.

I’m concerned our system reliability will change or deteriorate?

GRICUA will provide all of its customers with superior service. Throughout the years GRICUA’s system

reliability measures above industry averages and standards. GRICUA, through an existing agreement

with SCIP, currently maintains all of the electric facilities, both GRICUA’s and SCIP’s, within Districts 1 – 5

and part of District 6. GRICUA is confident you will not see any deterioration of the system reliability

moving forward with GRICUA.

Does this transfer affect any SRP or APS customers?

No.

Agreement for Electric Service\SCIP Transfer

This AGREEMENT is made by and between the Gila River Indian Community Utility Authority (GRICUA) and the Applicant.

WHEREAS, GRICUA is authorized by the Gila River Indian Community to provide electrical services; WHEREAS, The undersigned Applicant hereby agrees that GRICUA will deliver electric energy to and for the

equipment hereinafter described, at the location shown below, in accordance with the applicable rates and rules of GRICUA.

NOW THEREFORE AND IN CONSIDERATION of these promises and of other good and valuable considerations, the receipt and sufficiency of which are hereby acknowledged, the parties hereby agree as follows:

1. GRICUA has made available for inspection its applicable Rules and Regulations for Electrical Service (hereinafter also referred to as “Rules and Regulations”). Applicant agrees to comply with the Rules and Regulations.

2. Applicant’s attention has been directed to the rate schedules applicable to the service herein described, and Applicant has elected to take and pay for service under Schedule E- 90 Rate Schedule (located at www.gricua.net).

3. Payment Assistance (if applicable) – the Applicant hereby authorizes GRICUA to contact the District Service Center (“DSC”) if bills are not paid on time to determine if the Applicant has contacted the DSC for payment on Applicant’s behalf. This does not release the Applicant from paying their bills on time nor does it limit GRICUA’s remedies for non-payment.

4. Customer grants access to GRICUA’s electrical lines and facilities for the sole purpose of making delivery. 5. Deposit on Electrical Account – no initial deposit is required for this account. 6. Disputes – disputes that arise under this Agreement shall be resolved pursuant to Section 2.1.8 of the

GRICUA Rules and Regulations for Electrical Service.
