TIT IS NO SECRET THAT THE TOURISM SECTOR HAS FACED A

STATUS-QUO IN THE LAST FEW YEARS, AND THE CURRENT

CLIMATE IS MUCH MORE CHALLENGING FOR RESTAURANT

OWNERS THAN THE ‘GOLDEN ERA’ BETWEEN 2009 AND 2011,

WHEN THE HOSPITALITY SECTOR BOOMED, THE NUMBER OF

TOURISTS REACHED A RECORD 2.16 MILLION IN 2010, AND

REVENUES AND TURNOVERS SOARED.

Obviously, the political instability and incorrect financial policies have exponentially headed toward the current economic collapse.

Prior the uprising of October 17, the Syndicate has warned that Lebanon was missing all the essential components for life, on the social, economic, financial and environmental levels, compounded by a lack of purchasing power, which has actually begun since 2011.

Since the beginning of September until December 2019, the restaurants sector has unfortunately witnessed a huge wave of shutdowns.In figures, during the period of September and October more than 265 restaurants, cafes and other food-and-beverage establishments have closed up shop. And by end of November, the number increased by a further 200, bringing the total to 465 institutions closed.

In order to overcome the disastrous situation, we are pleading the landlords to reconsider financial dues and reduce rents, as to allow the restaurants to resume operating in light of the crisis and prevent the vacancy of these locations; not to mention the necessity of restructuring of taxes with the cancellation of all fines.

We urge the government to take quick and serious steps to save this sector that is now on its last breaths.

I call all my colleagues to rely on the social solidarity with their employees and staff, and commit to the economic unity, until our sector returns to be one of the most profitable sectors that can keep Lebanon on its feet. Let us rely on our internal managerial structure for cost control and crisis management, and cut costing in order to survive this delicate hard period. Sticking to quality, value and taste is the magic equation to keeping the business going.

A glimpse of hope is seen at the end of the dark tunnel, showcased in the figures of the tourist inbounds in 2019, whereby the total number reached 1,936,320, according to the Ministry of Tourism statistics. The remarkable number of European tourists outstanding to form 720,421, making around 40% of the inbounds.Hence, the Lebanese market is witnessing a new emerging kind of tourism, the European tourism. I invite the restaurant owners to make the necessary adaption to this genre and to meet the market requirements,i.e. meal package, offers, menu formula…

STony Ramy has been working in the hospitality sector for decades. He graduated from the Grand Lycée Franco-Libanais and later earned a business degree, Gestion des Entreprises et Management, from Saint Joseph University in 1996.Soon after graduating, he started restructuring his family business, Ramy Holding. By joining the management team of Al Sultan Brahim & Diwan Beirut group of restaurants, he oversaw the successful expansion of the restaurants in Lebanon and in the region.His flair for the business and for recognizing emerging trends, in addition to his keen eye for structure, organization and effective delegation, led him to launch and manage new and unique concepts in the hospitality sector in Lebanon and the Middle East. Such concepts include Al Falamanki group of restaurants, B018, B018 Classic, Trainstation venue, Bacalao, Teddy Quicks and Mama Pita (USA). He is also the chairman of M’look Holding for Hospitality & Leisure Investment.Today, over one thousand persons are employed across Tony’s group of restaurants.Al Sultan Brahim was awarded the Best Restaurant in the Arab World (2016-2020) by the League of Arab States.In 2009, he joined the Syndicate of Owners of Restaurants, Cafés, Night-Clubs & Pastries in Lebanon, where he served as General Secretary. After leading many of the Syndicate achievements, he was elected as its President in 2014, and reelected as President again in 2018, and has become the Vice-President of the Lebanese Federation for Tourism Industries.Tony was awarded the Medal of Presidency of The Lebanese Republic in 2010 and voted as Hospitality’s Man of the Year by Hospitality News Middle East’s Industry Forecast 2016.He was honored as one of Lebanon’s Hospitality Industry Leaders by Lebanese American University in 2019.For his remarkable and successful career, he was also awarded by the

“Académie Nationale de Cuisine”, during HORECA show in 2019.He is also committed to the Global Code of Ethics - United Nations World Tourism Organization.

TONY RAMY | PRESIDENT

AREF SAADE | TREASURERAref Saade has been involved in the business since 1985, supplying specialist chefs and Japanese ingredients for restaurants and hotels. He has been working closely with chefs specialized in Japanese cuisine for many years as his experience extends to the Far East. The Shogun Lounge - Japanese restaurant was opened by Aref in Beirut in 1998. He created and developed the entire concept and diverse menu of The Shogun Lounge, gaining enormous recognition and popularity across the region. In 2009, Aref Saade has been awarded “Best Restaurateur of the Year”, at the Grumpy Gourmet event in Jordan. In 2006, he has been elected as Treasurer in the Syndicate of Owners of Restaurants, Cafés, Night-Clubs and Pastries in Lebanon. He currently represents the Syndicate in the Lebanese Japanese friendship committee. He is also the Syndicate representative in the Lebanese Standards Institution (Libnor) meetings to prepare the food safety manual that was approved by the government. He is the owner of Shogun Lounge, Shogun to Go delivery outlet, and three other outlets across Lebanon.

KHALED NAZHA | VICE PRESIDENTKhaled Nazha has been serving as Vice President of the Syndicate since 1999 and has been a key player and activist in the development of the sector. Among many other establishments, Khaled founded the Blue Note Café, which under his management, became a landmark institution in the local, regional, and international live music scene and a pioneer in supporting local talent. The Blue Note is regularly acclaimed in international press and travel guides. Khaled has been a board member of the Ministry of Tourism’s Advisory Board since 2004 and the National Recruitment Agency since 2005. Khaled represents Lebanon as the Chairman of the International Relations Committee and Board Member of the Mediterranean Restaurants’ Federation.

MAYA BEKHAZI NOUN | GENERAL SECRETARYMaya ventured into the F&B business in 2000, a hobby which quickly turned into victory with a number of success stories. During that time, she conceived, developed and managed more than 24 concepts to date, the latest are Shoots UAE, Spin the Hen, Curli Q and The Food Studio Catering company. She is the Business Development consultant for many internationally renowned companies mainly in the Middle East and the Gulf region. She is a very active advocate, in the region as well as a winner of many awards such as the Best Woman Achiever in Hospitality in 2010.

DONALD BATAL | BOARD MEMBERDonald Batal, the entrepreneur behind Classic Burger Joint and Tomatomatic Pizza, started his path at the age of 15. In 2010, Classic Burger Joint opened its first branch in Sodeco, making a magnificent boom, followed by the opening of Tomatomatic Pizza. For the last six years, Classic Burger Joint has opened 30 branches in five countries, and Tomatomatic Pizza has reached 7 branches in 2 countries. In 2017, Donald took over IRADA as a CEO for one year to restructure the whole company. Today Donald Batal is in the phase of developing three new concepts.

SIHAM ASSEILY TUÉNI | BOARD MEMBERSiham Tuéni has been continuously active in sports and journalism. She is the owner and general manager of NOUN, a French monthly magazine. In 2009, she realized an old dream and opened a restaurant in Down Town Beirut: Le Capitole. And she lately opened two new restaurants: STEM and McQueen. She is a known horseback rider. She has won many championships in horseback riding (Lebanese and Pan Arab) and was also president of the Lebanese Equestrian Federation from 2009 to 2010.

MAKRAM RBEIZ | BOARD MEMBEROwner and GM of Patisserie Pate à Choux, with over 25 years of experience in the F&B industry, Makram is a Beirut University College Graduate with a degree in Management, Finance & Economics. He is the Founder of Café Le Petit Choux , Carlito’s Cantina, a Mexican Restaurant and Pate à choux catering. Makram is an advisor and member of the board since 2014 and is responsible for the development of the pastry sector.

CHERIF DOUMIT | BOARD MEMBERCharif Doumit, is the owner and CEO of al Mandaloun Group, a family institution that has been a powerhouse in the restaurant and entertainment sector since 1974. Charif has been the driving force behind all of al Mandaloun outlets. The most popular outlets are al Mandaloun Night Club, al Mandaloun Café, al Mandaloun Pâtisserie, Kahwet al Mandaloun, al Mandaloun Grill, al Mandaloun Beach Club, Le Beach Restaurant and Baby M. Born and raised in Lebanon, Charif holds a bachelor’s degree in architecture from ALBA (Académie Libanaise des Beaux-Arts). His academic background in design combined with his passion for food, music, and hospitality, enabled Charif to rethink and shake up the rules of nightlife entertainment. By launching the ground-breaking Mandaloun Night Club, he was able to boldly move on to establish all of the other breakthrough Al Mandaloun concepts. Throughout his journey and armed with the success of his many ventures, Charif established himself as an influential leader in the F&B industry. He is known for his hands-on strategy and eye for detail, with an obsession to always put his customers at the center of his projects. With many more projects underway in Lebanon, Charif Doumit is a bold entrepreneur who has the skills and courage to go off into uncharted territory.

YOUSSEF AKIKI | BOARD MEMBERYoussef started working in restaurants at a young age while continuing his education at the same time. Since then he has achieved some significant milestones in the local hospitality scene. Building his way up the career ladder, he worked in the kitchen of some prominent hotels in the country such as InterContinental hotel and Starwood chain Hotels. Still wanting to improve his skills, he got out of his way to attend the training of Michelin-starred Alain Ducasse. He then went on to take up the position of Chef in charge of La Posta Beirut, establishing a solid reputation in Italian cuisine, all the while hosting a live cooking show. Combining his love of travel with his passion for cooking and eager to learn and be challenged, Youssef headed off to France seeking to master the culinary art at the renowned L’Atelier of Joël Robuchon in Paris, as well as with the acclaimed Nicolas Le Bec in Lyon. After several culinary excursions abroad, including specialization in Gluten and Lactose free pastry from the “Ecole Nationale Superieure De La Patisserie” and “Cuisson Sous-vide a juste temperature” with Bruno Goussault and Joel Robuchon ... Youssef went on to hold the reins of the kitchen brigade in Burgundy Beirut, creating “culinary magic” on a daily basis. His appointment as Executive Chef in Burgundy, in addition to becoming a member of Les Toques Blanches du Monde, a managing partner in Oh Bakehouse, a gluten and lactose-free bakery and pastry, and a managing partner in Paname restaurant are the latest chapters in a rewarding and dynamic career. Always keen to learn and be inspired, Youssef travels all around Europe aspiring to polish his craft by working with well-known chefs such as Chef Jacob Jan Boerma of three Michelin-starred restaurant De Leest in Netherlands, and Chef Bart De Pooter of two Michelin-starred restaurant Pastorale in Belgium.

JAD ABOU JAOUDE | BOARD MEMBERA leading restaurateur, a proponent of lifestyle and an avid entrepreneur with over 18 years of experience, Jad Abou Jaoude graduated from the Swiss ‘Hotel Institute of Montreux’ in Hospitality Management. Today he is a managing partner at Addmind Group, which owns and manages a wide portfolio of renowned brands, between Beirut, Dubai, Abu Dhabi, Bahrain, Qatar, Egypt and Oman; the likes of White, Iris, Iris beach, Caprice, Nude, Drai’s, Indie, Mad, La Mezcaleria, Bar Du Port, Matto, Zuruni, and Clap.

CHIRINE SALHA | BOARD MEMBERSeasoned by 20 years of hospitality experience, Chirine Salha is a shareholder in Société des Grands Hotels du Liban, owning company of Phoenicia Hotel Beirut and Société Petite Maison Liban, owning company of La Petite Maison Beirut. Having gained the greater part of her education and primary work experience in the UK, Switzerland, Morocco and Lebanon, Chirine acquired diverse exposure and has established a noteworthy career in hospitality operations. She has worked with celebrated industry brands, holding several top positions, in particular Finance, including Claridge’s London with the Savoy Group, Intercontinental Hotels Group, and Kerzner International. Today she also brings her industry insight and diversity of experiences to Ulysses Consulting, where she consults on restaurants and hospitality feasibilities, leveraging her vast understanding of operations, management and concept development to help owners achieve organizational and financial success. Chirine Salha is a graduate from City University, London and Glion Institute of Higher Education in Switzerland.

MUSTAFA AL SAMAD | BOARD MEMBERHe is a second-generation professional in the Tourism and Hospitality industry, where he spent his entire 20 year career. He knew he wanted to do something extraordinary from a young age. Little did he know, his gourmet expertise would launch him into an adventure in the F&B industry, and he is now a well-respected professional in the field. Mustafa El Samad is a managing director at Samad Tours agency (Tripoli and Amioun Branches), owner and founder of two successful restaurants in Tripoli (La Plaka Resto – Café since 2009 and “Hajj Ali Restaurant” since 2015), along with a new concept in Mirador Village. He has been a member of the Syndicate of Owners of Restaurants since 2014 and holds an MBA degree from the Lebanese American University. He has also been an instructor at the University of Balamand, Business Faculty, Tourism and Hotel Management School for the past 10 years. His biggest passion was directed towards hospitality in both the tourism and the F&B domain. The dedication he holds for his home town has led him to be one of the prominent business owners and encouraged the development of a new concept in the city. His dedication and optimism, along with a diverse experience made him an effective personnel manager with a high level of empathy and a direct approach to discipline. The projects introduced by Mustafa surely represent the passion he holds for this industry.

COSETTE ZGHEIB |MANAGING DIRECTORCosette joined the Syndicate in May 1999 as a personal assistant to the President, back then, Dory Daccache. She is known for her good ties with figureheads in the tourism sector, as well as with restaurant owners across Lebanon. Over the years, her hard work and dedication have earned her the position of Managing Director of the Syndicate. She represents the Syndicate in various meetings and is considered as the engine behind its public relations.

نقابة أصحاب المطاعم تحذر من فرض المزيد من الضرائبحيث أن القطاع السياحي لم يعد بإمكانه االستمرار في ظل هذه األوضاع الصعبة والرديئة

حذر رئيس نقابة أصحاب المطاعم والمقاهي والمالهي والباتيسري في لبنان طوني الرامي ، من تداعيات فرض المزيد من الضرائب، حيث أن القطاع السياحي لم يعد بإمكانه االستمرار في ظل هذه األوضاع الصعبة والرديئة التي تأتيه من كل حدب وصوب، ما أدى الى إقفال

130 مؤسسة تتعاطى الطعام والشراب في شهر أيلول الماضي، وإقفال 30 مؤسسة خالل أول 10 أيام من تشرين االول، وستعلن النقابة عن أسمائها في الوقت المناسب.

وأوضح أن القطاع لم يعد يحتمل والقدرة الشرائية تدنت وتراجعت، معلنا عن خطوات تصعيدية ونوعية ستتخذها النقابة في حال أقرت هذه الضرائب التي ال يمكن تحملها، والتي تؤدي الى مزيد من الخسائر الفادحة واالقفاالت المستمرة في ظل فقدان كل مقومات

العيش األساسية واإلجتماعية واإلقتصادية والمالية والبيئية.

رسالة تضامن إجتماعي إلى زمالئنا في القطاع وشركائنا في اإلنتاجدعوة إلى وضع الئحة أسعار تناسب متطلبات الوضع القائم

حضرة الزمالء الكرام،

في هذه الظروف العصيبة التي يمر بها وطننا الحبيب لبنان، وحيث أننا نعيش في زمن تتشابك فيه العالقات بين أصحاب المؤسسات والموردين وبين أصحاب العمل ومالكي العقارات المؤجرة من جهة، وبين أرباب العمل والعمال شركائنا في االنتاج من جهة أخرى،

علينا أن نكون متضامنين اجتماعًيا ومتحدين اقتصادًيا ومترابطين فعلًيا ومتعاونين عملًيا من أجل ديمومة العمل واستمرار مؤسساتنا واألهم الحفاظ على لقمة عيش عمالنا وتقاسم الرغيف سوًيا.

فعشية األعياد وحفاًظا على ما تبقى لنا من روحية المتابعة أقّله في هذا الشهر المجيد، ندعو كل الزمالء في القطاع إلى وضع الئحة أسعار تشجيعية وتنافسية تناسب متطلبات الوضع القائم واإلعالن عنها في أسرع وقت ممكن لتحفيز الحركة والحجوزات .

كما أننا ننتظر من الشركة الوطنية الحبيبة للطيران أخذ مبادرة سريعة وتشجيعية بموسم األعياد ليتمّكن المغتربون اللبنانيون من المجيء وقضاء العطلة في ربوع الوطن .

إجتمع رئيس وأعضاء مجلس إتحاد نقابات المؤسسات السياحية في لبنان نهار الجمعة 8 تشرين الثاني في مقر نقابة أصحاب الفنادق، بكامل أعضائه،

رسالة مفتوحة الى المسؤولين... المؤسسات السياحية، بأصحابها وعمالها، تحتضر!!!

150،000 عائلة مهددة بلقمة عيشها ومستقبلها!صرخة موجعة إذاء هضم كامل حقوقنا!

فهل نلقى آذان صاغية لتتلقف ندائنا؟؟

يمكن القول بهذه المرحلة تحديداً ان المؤسسات السياحية ما زالت تعيش بين أعباق المالية

الماضية القريبة التي تميزت بواقع مرير: إنذارات لعدم قدرتنا دفع المستحّقات المصرفية وضرائب وغرامات وفواتير الكهرباء والمياه وغيرها،

وبين حاضر وواقع مؤلم يتمثل بضرائب إضافية وفوائد مصرفية وإيقاف التسهيالت المصرفية وتكاليف إضافية والتهميش لقطاع هام من نخب

الشباب اللبناني وتواكب هذا الشيء مع أزمات وظروف خانقه نعيشها في هذه االيام...

هذا الوضع القائم والظروف الصعبة، ال تهدد المؤسسات السياحّية فقط، بل شركائنا »125 ألف« عامل وعاملة في القطاع وعائالتهم، لذا نطالب

بمساواتنا بالخّطة والهندسات المالّية التي يعمل عليها المسؤولون في الحكومة والمجلس النيابي، من خالل لجنة المال والمصرف المركزي

لتمويل الدولة وإعادة برمجة المستحقاتها. لذلك نطالب:

-إعادة برمجة ديون المؤسسات السياحّية لدى المصارف، أيًّا تكن لمدى طويل مع إعطائها سنة سماح بفوائد ال تتعَد 5% وتبدأ عند تأليف الحكومة

-تمويل من قبل المصارف، إعادة تسويق المؤسسات السياحّية إذ أن األزمة التي نمّر بها تقتضي إعادة النهوض بالقطاع، بسبب هجر السياح، وألغاء المؤتمرات والمعارض، وضاعت كل الجهود التي عملنا عليها إلعادة لبنان

على الخريطة السياحّية.-إعادة برمجة الضرائب لمدى طويل مع إلغاء الغرامات كلّيًا مع فترة

سماح لسنة تبدأ عند تأليف الحكومة، وتقسيط والتساهل في استوفاء مستحقات الكهرباء والمياه.

باإلضافة الى ما ورد، توجه النقيب طوني الرامي الى مالكي العقارات القائمة عليها المؤسسات السياحية، إعادة النظر ببدالت اإليجار في هذه

الظروف اإلستثنائية حفاطًا على بعضنا البعض لنبقى معًا ونستمّر. تبنى الحاضرون مطلبه مجتمعين، طالبين أيضًا من الموردين التساهل وتفّهم

وضع هذه الحلقة المغلقة التي تطال القطاع مجتمعًا.

ايها المسؤولون كونوا مسؤولين ولو لمّرة واحدة!

265 مؤسسة من المؤسسات التي تتعاطى الطعام والشراب أقفلت أبوابها نهائًيا في غضون

شهرين!

اجتمع مجلس إدارة نقابة أصحاب المطاعم والمقاهي والمالهي والباتيسري في لبنان ظهر اليوم في مقّر النقابة في عين المريسة وصدر عنه البيان التالي:

ايها المسؤولون كونوا مسؤولين ولو لمّرة واحدة!

265 مؤسسة من المؤسسات التي تتعاطى الطعام والشراب أقفلت أبوابها نهائًيا في غضون شهرين!

والمبكي ان هذه األرقام واألعداد اتت بعد البيان الذي أصدرته نقابة أصحاب المطاعم والمقاهي والمالهي والباتيسري في لبنان قبيل انطالق شرارة الثورة في 17 تشرين

األول، والتي كانت قد حذرت فيه من زيادة الضرائب وفقدان كافة مقّومات العيش األساسية واإلجتماعية واإلقتصادية والمالية والبيئية فضًلا عن انتفاء القدرة الشرائية، باإلضافة إلى تزايد إقفال عدد المؤسسات التي تتعاطى الطعام والشراب حيث وصل إلى 130 في شهر أيلول الماضي، وانتهى في تشرين االول بإقفال 135 مؤسسة،

ولم يقابل هذا البيان اال بصّم اآلذان!

وليس هذا فحسب، بل من المتوقع أن يرتفع عدد اإلقفاالت النهائية أكثر فأكثر خالل الشهر الجاري مع استمرار الوضع الحالي لتنضم 200 مؤسسة اخرى الى سابقاتها ليكون العدد النهائي للمؤسسات في ثالثة اشهر يقارب الـ 465 مؤسسة. وها نحن

على أبواب موسم أعياد ينتظره كل أصحاب المؤسسات لكونه جرعة أوكسيجين، اال انه وحتى اآلن ال يوجد اي بوادر ايجابية مطلًقا لناحية اإلستعدادات والحجوزات لهذا الموسم،

فإما تنجح عملية اإلنعاش هذه لينهض القطاع من جديد أو على القطاع السالم، وبذلك يكون االقتراح الذي كان قد سبق للنقابة ان قدمته إلنعاش األسواق عبر تسفير

قد طلبت في بيان سابق من جميع األشخاص المعنيين ال سيما مالكي ومستثمري األماكن المشغولة من المطاعم، إعادة النظر بالمستحقات المالية المتوجبة عليهم

وخفض البدالت التأجيرية، تجنًبا لشغور المواقع ولتمكين قطاع المطاعم من اإلستمرار بغية تخطي هذه المرحلة الدقيقة، وحماية العاملين في المؤسسات وعوائلهم. وطالبت كل الموردين التساهل وتجّنب زيادة األسعار غير المبررة وتفهم وضع هذه

الحلقة المغلقة التي تطال القطاع كله.

لذلك تناشد النقابة لبنان أهل السلطة والقرار والمسؤولية بأن يكونوا مسؤولين ولو لمرة واحدة وأن يسرعوا في تشكيل حكومة ترضي األطراف الثالثة األبرز الشعب

والمستثمر والمجتمع الدولي، رأفًة بالقطاع الذي كان يحتضر قبل انطالق الثورة والذي دخل اآلن في غيبوبة تامة، خصوًصا أّن النقابة سبق لها، وقبل انطالق الثورة، حذرت من

إتخاذ خطوات تصعيدية ونوعية، وسيكون لها مبادارات عديدة وستقرع الطبول، ألن الوضع لم يعد يحتمل على االطالق.

Chef Tamura organized a lecture on Japanese culture and food, including Kyoto Cuisine, with food/ soup tasting which was attended by former Japanese Ambassador to Lebanon H.E Excellency Matahiro Yamaguchi, and the Board of Directors of the Syndicate as well as Japanese Restaurant owners, chefs and tourism and media figures.

He also visited Ritage Restaurant, welcomed by Lebanese Chef Maroun Chedid, with whom he oversaw the techniques used to prepare fusion plates.

Congratulations to His Excellency Mr. Aref Saade, Treasurer of the Syndicate of Owners of Restaurants, Cafés, Night-Clubs and Pastries in Lebanon for Winning the Minister’s Award for Overseas Promotion of Japanese Food and Culture

A huge celebration took place in Tokyo, Japan in the presence of the Japanese Prime Minister Shinzo Abe, the Japanese Minister of Agriculture, Forestry and Fisheries Etoh Taku, and the Lebanese Ambassador to Japan Nidal Yehya. Mr. Saade topped the list as the only Arab Lebanese national who has been selected among other five nationalities, from Argentina, Malaysia, China, and USA.

The Minister’s Award for Overseas Promotion of Japanese Food is awarded to persons who have made outstanding contributions to the introduction and spread of Japanese cuisine, Japanese food and other Japanese agricultural and fishery products overseas. Its purpose is to further expand exports of Japanese agricultural, fishery and food products. Both foreign nationals and Japanese nationals residing overseas are eligible.

For this occasion, the Syndicate organized a dinner banquet which was attended by the Minister of Tourism Avedis Guidanian, Minister of Industry Wael Abou Faour and the Governor of Beirut Judge Ziad Chebib, the Japanese Ambassador to Lebanon Takeshi Okubo, President of Syndicate of Owners of Restaurants Tony Ramy, head of the Syndicate of Hotels Pierre Ashkar, President of the Association of Travel and Tourism Agencies Jean Abboud, President of Lebanese Franchise Association Yahya Kassaa, and media figures Marcel Ghanem, George Ghanem, Dolly Ghanem and Maurice Matta, in addition to the Syndicate board members.
