Withthe2016presidentialcampaigninhighgear,thecandidates’storiesarecomingatusfastandfurious.Thecandidatesaren’ttheonlyoneswithstoriestotell.TheGreatLakesComprehensiveCenter(GLCC)hasarichandcompellingstory.Sharingthatstoryandmakingourworkvisibleisapriority.Afteryearsofexcitingcollaborativeworkwithourpartnerstateeducationagencies(SEAs)inIndiana,Michigan,andOhio,wecanpointtomanysuccesses.TogetherwithourSEAs,wehavedevelopednumerouscapacities,structures,processes,tools,protocols,andpoliciestobettersupportthelocaleducationagenciesinthestatesthatweserve.Toshowcaseallthat,wearewritingshortimpactstoriesaboutwhatwedoandhowwedoit.Focusedonresults,thefirstthreeimpactstoriesaredoneandmoreareontheway.Wehopethatyouwilltakeamomenttoreadthestoriesandtelluswhatyouthink.

TheIndianaDepartmentofEducation(IDOE)chiefinformationofficerandFrankDeRosahavebeeninvitedbytheBuildingStateCapacityandProductivityCenter(BSCPCenter)tobechartermembersofitsnewPerformanceManagementGuidingCoalition.Asmembersofthecoalition,IDOEandGLCCwillserveotherSEAsbysharinginformationonthedevelopmentandimplementationoftheirstrategicplan.TheBSCPCenterwillfacilitatecoalitionmemberconversationsonthekeycomponentsoforganizationalperformancemanagement.ThecoalitionwillholdthefirstofaseriesofmonthlyWebconferencesonMarch14andanin-personconveninginAugust2016.(Projectlead:FrankDeRosa,[email protected])

GLCChassupportedIDOEOfficeofCollegeandCareerReadiness(CCR)staffinworkinginclosecoordinationwithotherofficesinIDOE’sCenterforSchoolImprovementtoeffectivelyreviseandimplementeachoffice’ssectionsoftheIDOEstrategicplanthroughthedeparment’srecentreorganization.WithGLCCassistance,includingstrategicplanningimplementationworkshopsandLeantraining,CCRhasincreasedchannelsofcommunicationandawarenessoforganizationalfunctioningandneeds.Asaresultofthisimprovedorganizationalandstructuralalignmentaswellasclarificationofresponsibilities,IDOEleadershipapprovedfillingfiveneworvacantstaffpositionswithinCCR.(Projectleads:ChrisRauscher,[email protected];StacyRush,[email protected])

CareerandCollegeReadiness:OfficeofFieldServicesStrategicPlan
ThedirectoroftheOfficeofFieldServices(OFS)attheMichiganDepartmentofEducation(MDE),MikeRadke,soughttheexpertiseofanexternalfacilitatortodevelopanewstrategicplanandrequestedassistancefromGLCC.Atotalof43OFSstaffmembersarehousedatMDEandintheirhomeregions.Theyarechargedwithassistingschoolsanddistrictswithmaximizingtheuseofsupplementaryfundsandresourcestoacceleratestudentachievement.JayneSowersworkscloselywiththedirectorandthethreemembersoftheOFSplanningteam,andsheservesasathoughtpartner,meetingandprocessfacilitator,andstrategicplanner.Threeall-daymeetingswereheldinOctober,December,andJanuary.Twoadditionalmeetingsaretentativelyscheduled.(Projectlead:JayneSowers,[email protected])

MDEisworkingwithmorethan25schoolstoimplementathree-yearpilotstudyfocusedonclosingtheachievementgapofAfrican-AmericanyoungmeninMichigan.Inadditiontoactingasathoughtpartnerandresearchsynthesizer,GLCChasbrokeredarelationshipbetweenMDEandtheGreatLakesEquityCenter(GLEC).GLECintroducedaPolicyEquityAnalysisToolthatcanbeusedtoanalyze

GLCC,incollaborationwiththeCenteronInnovationinLearning(CIL),metwithODEinDecemberandJanuarytoplanatwo-daykickoffmeetingoftheCompetency-BasedEducationPilotProgram.ThemeetingwasheldonJanuary20–21,andfivepilotprogramsiteswererepresented:ChagrinFallsExemptedVillageSchools,CincinnatiCitySchoolDistrictEducationalServiceCenter(ESC)ofCuyahogaCounty,FairfieldCountyESC,andGeaugaCountyESC.AlsorepresentedwereInnovationLabNetworkschools.WendySurr,leadforAmericanInstitutesforResearch’s(AIR’s)DeeperLearningInitiative,deliveredakeynoteaddressfollowedbyinteractivepresentationsbyODE,GLCC,andCILstaff.Asafollow-up,KarenSandersworkedcloselywithJanetTwyman,fromCIL,andwithODEstafftodesignacross-officeODEmeetingonFebruary26.ThismeetingbroughttogetherseniorODEstafffromcurriculum,assessment,andaccountabilityandfocusedontranslatingOhioLearningStandardsintoCompetencies.GLCCalsoincludedtheCollegeandCareerReadinessandSuccessCenter(CCRSCenter)tofocusonstudentarticulationfromcompetency-basededucationsecondaryprogramstopostsecondary.(Projectleads:MarkMitchell,[email protected];KarenSanders,RMCResearchCorporation,[email protected])

Toassessregionalstatesupportteam(SST)capacitytosupportdistrictimplementationofOhio’sEarlyLiteracyPlan,acomprehensivesurveywasdesignedbyCorrinPitluckandJuliaMarchand,fromAIR,incollaborationwithODEstaff.Thissurveywassenttotheleadershipofeachofthe16SSTsinOhio.ThepurposeofthesurveywastogatherinformationaboutSSTstaffresourcesandlevelsofexperienceandtrainingtosupportthreedriversdescribedintheOhioEarlyLiteracyPlan.Thesedriversincludecompetency,organization,andleadership.SSTsalsowereaskedtorankfivebarriersfortheirSSTstoimproveearlyliteracyoutcomes.Surveyresponsesfromall16SSTsweregathered,analyzed,andgraphicallydisplayed,andresultedinaRegionalandDistrictNeedsAssessmentSurveyReport.ThesurveyprovidedvaluableregionalcapacitydatatoODEandenabledODEtoidentifythoseSSTsthathadgreatercapacitytosupportenhancedearlyliteracyoutcomesaswellasthoseSSTsthatrequiretrainingtoincreasetheircapacity.ODEwillusethesurveydatatohelpinform

RegionalComprehensiveCenterandStateEducationAgencyEmployabilitySkillsWorkshop
TheRegionalEmployabilitySkillsWorkshopforStateEducationAgencieswillbeheldApril26–27,2016,atIndianaStateLibrary,Indianapolis,Indiana.Thisinteractiveworkshopwillsupportregionalcomprehensivecenter(RCC)andSEAteamsinidentifyingopportunitiestointegrateemployabilityskillsintoexistingeducationinitiatives,learnfromotherstatecolleaguesgrapplingwithsimilarissues,andaccesstoolsandresourcesthatcanbeusedtohelpstateteamsaligntheireducationinitiativeswithemployabilityskills.GLCC,alongwiththeCCRSCenterandMidwestComprehensiveCenter(MWCC),willhosttheevent.Todate,SEAteamsfromFlorida,Illinois,Indiana,Michigan,andOhiohavecommittedtoparticipateinthisinteractiveexperience.TheCCRSCenterwillleadtheworkshopandfacilitateRCCandSEAteamsthroughactivitiesthatidentifyandexplorealignmentopportunities.TheworkshopwillbuildoffoftheexistingCCRSCenterresource,IntegratingEmployabilitySkillsintoEverydayInstruction:AProfessionalLearningModuleforallEducators,andtheOfficeofCareerandAdultTechnicalEducation’sEmployabilitySkillsFramework.Forquestionsonparticipationandregistration,[email protected].
GreatLakesandMidwestDeeperLearningInitiative
InJanuary,theDeeperLearningInitiativehostedthefirstinaseriesofCross-StateConversationsamongstateeducationagencystaff.Thisfirsteventfocusedonthetopicofcompetency-basededucationandfeaturedpresentationsbySandraDopoftheIowaDepartmentofEducation’sCompetency-BasedEducationCollaborative,GreggDionneof
MDE,andRebeccaVailfromtheWisconsinDepartmentofPublicInstruction.OtherstateagenciesattendingtheeventincludedrepresentativesfromtheIllinoisStateBoardofEducation,IDOE,andOhioDepartmentofEducation.TheDeeperLearningInitiativewillbehostingfollow-upconversationsthroughoutspring2016onavarietyoftopics—includingstatestrategiesforbuildingthecapacityofteacherstopromotedeeperlearning.
Throughitstechnicalassistancebrokeringrole,GLCCinvitedacontentexpert,DeeperLearningInitiativeLeadWendySurr,todeliverakeynoteaddresstitledTakingaDeeperLookatCompetency-BasedEducationattheOhioDepartmentofEducation’sconferenceforitsnewlylaunchedCompetency-BasedEducationPilotsitesandOhio’sInnovationLabNetworksites.Finally,theDeeperLearningInitiativehasrecentlyupdateditswebsite.Thewebsitenowfeaturesarangeofcuratedresources,includingresearch,policy,guides,andtoolsonmultipledeeperlearningtopics,andStateSnapShotsillustratingdeeperlearning-relatedprojectsbeingimplementedintheregion.
