Strategy and Vision

• Based on the Strategy for the Reform and Development of Public A dministration in Lebanon (published in 2011) with two programs

– The program of enhancing services efficiency and re inforcing the relation between the administration and citizens.

– The program of enhancing IT usage and creating an E -Government Portal.

• E-Government Strategy based on four pillars– E-Reform (re-engineer government processes to take advantage of technology and use of ICT

as the spearhead of the reform process)– E-Citizen (provide electronic services for citizens )– E-Business (provide electronic services for busines s community and foreign investors)– E-Community (participation in the knowledge economy )

• E-Government Vision– Different communication channels– Reengineering of processes– Reduce the number of supporting documents– Realization of the main government procurement proc esses electronically– Attainment of an intra-government electronic commun ication facility



Achievements (Legal and Infrastructure)

• Legal Framework– Adoption of the Unique ID Number Law (Law 241 – Octo ber 2012)– Project of decree for the unique ID number implemen tation and interoperability

Agriculture

• DAWLATI Mobile Application launched since September 2013 with the following functions:

– Information about all Lebanese administrative trans actions– E-Services Tracking

• First Effective E-Services since June 2014 by the General Security

• Assumptions– Three visits per transaction– One hour for each visit– Average cost of each visit : 10.000 LBP ($6.6)– Each transaction needs four supporting documents– Each transaction needs one hour waiting

• Duration Estimation– 3 visits x 1 hour = 3hours– 4 supporting documents x 3 hours (for each document ) = 12 hours– Waiting hours = 1 hour + 4 hours (for documents) = 5 hours– Number of hours = 20 hours

• Cost Estimation– 5 transactions x 3 visits x 10.000 LBP for each vis it = 150.000 LBP ($100)

Project Scope

The scope of this project covers:• All public sector organizations in Lebanon, at nati onal, regional and

local levels;

• All dimensions of interoperability. Specifically, it will be essential that the e-GIF recognizes that interoperability is a mul ti-dimensional issue, not just a technical one. The planning assumption is that the e-GIF will build on the five-layer model of interoperabil ity recommended in the European Interoperability Framework.
