BB&E has been awarded a Small Business Set Aside Indefinite Delivery, Indefinite Quantity (IDIQ) contract to provide a full range of Advisory and Assistance Services (A&AS) and deliverables in support of AFCEC and AFCEC Customer missions worldwide.
Prime Contractor:BB&E, LLCBB&E is a small business, full service civil and environmental engineering consulting firm that has been providing services to federal agencies and private sector clients nationwide since 2002. BB&E’s dynamic team of consulting engineers and professionals are committed to delivering expert infrastructure, environmental, and energy solutions to our clients worldwide.
BB&E is led by a senior management team that possesses over 100 years of combined experience within the civil, environmental, and project/program management consulting industry, with a heavy emphasis on providing A&AS support to Department of Defense (D0D), Air Force, and Air National Guard. Our professionals are consultants, engineers, environmental scientists, former federal sector staff members, and program managers with extensive and diverse experience managing Infrastructure, Energy Management, Military Construction (MILCON), Base Realignment and Closure (BRAC), Housing Privatization, Sustainability, Facility Operations and Maintenance (O&M), Real Property, and Environmental Programs. BB&E has a proven track record of performance for AFCEC and the DOD nationwide on multiple A&AS-type contracts.
The BB&E Team supporting GEITA11 has worked together since 2008, with many of our staff sharing longstanding professional relationships. These longstanding relationships and complementary services provide a seamless, well-qualified team for AFCEC GEITA services worldwide.

NGTS has a record of superior service managing large, complex TOs and delivering capable, experienced personnel to DOD clients throughout North America, Europe, Asia, Africa and the Pacific Rim. With 100+ offices on 6 separate continents, NGTS offers diverse global capacity in support of it’s customers. NGTS has provided comprehensive A&AS support to AFCEC’s (formerly AFCESA) global mission since 2001. NGTS currently provides over 500 A&AS personnel and subject matter experts to AFCEC worldwide, supporting diverse Air Force programs including Energy, Utilities, Emergency Management, Expeditionary Engineering, and Readiness, and Pavements.

PortagePortage has provided A&AS support to AFCEC (formerly AFCEE) since 2001. Portage has successfully performed on three A&AS contracts, including GEITA, GEITA05, and the GEITA Bridge. Under the GEITA05 and GEITA Bridge contracts, Portage established strong working relationships with BB&E, NGTS, and Atriax, performing on 350+ total TOs valued above $150M.
AtriaxAtriax is a Center for Veteran’s Enterprise (CVE) verified Service Disabled Veteran Owned Small Business that has built a solid reputation of providing professional A/E services, FTEs, and home office reach-back support. Atriax provided these services to a broad range of federal clients in geographic locations worldwide. These locations include Liberty and Ellis Islands; Camp Lejeune Marine Corps Station, Unconventional Nuclear Weapons Defense (DTRA); Dover, Pope, Shaw and Moody AFBs, Kadena and Andersen ABs, HQ AFCENT, and Kuwait (GEITA 05); Vulnerability/AT/FP Assessments, Nationwide (US Forest Service); and Consolidated Patient Account Centers, Nationwide (Veterans Affairs IDIQ).
Scope of Work:The scope of GEITA11 is to provide a full range of A&AS and deliverables in support of the AFCEC and their customers’ missions and may be performed in any location worldwide. Services and deliverables include three A&AS categories; Management and Professional Services; Studies, Analyses, and Evaluations; and Engineering and Technical Expertise. More specifically, the contract supports A&AS in the following Mission Areas:
