q    The  Private   Sector  Development   Strategy   (PSDS)   ini7ated  by  BOCCIM  with  assistance  from  the  Commonwealth  Secretariat  

q  As   a   response   to   the   PSDS,   a   Private   Sector   Development  Programme  was  developed  in  partnership  with  MTI,  EU  and  CDE  

q  The   development   of   the   PSDP   involved   public   and   private  sector  stakeholders  

q The  Private  Sector  Development  Programme  (PSDP)  will  run  for  a  dura7on  of  3  years  (April  2013-­‐  March    2016)  

q PSDP   aims   to   s7mulate   and   sustain   growth   through  diversifica7on   of   the   economy   while   building   the   capacity   of  ins7tu7ons  that  support  private  sector  development

 q   The  PSDP  aims  to  capacitate  SMMEs  and  CBOs,  thus  enhancing  their  capacity  and  compe77veness  by  strengthening  their  value  chain    

q There  is  a  strong  link  with  the  EDD  Strategy  as  strengthening  the  value  chains  will  enable  SMMEs    to  par7cipate  well  in  procurement  and  boost  Government’s  purchasing  power  

q In  addi7on,  the  PSDP  is  expected  to  enhance  the  service  delivery  of  Intermediary  Organisa7ons  (IOs)  especially  for  BOCCIM  to  be  the  lead  private  sector  voice  (Apex  body)    

q Furthermore,  the  business  environment  for  SMMEs  will  be  improved  focusing  on  the  reduc7on  of  red  tape  and  pilot  on  improved  access  to  financing  by  SMMEs.

1.  Value  Chains  Analysis  and  Sectors  Development

q Two   groups   of   value   chains   will   be   analyzed   for  further  development:  

ü Structured   Value   Chains   (Beef;   Hor7culture  and  Tourism)  

ü Emerging  Value  Chains  (Leather;  Dairy;  Goats;  Piggery;  Poultry;  Honey  and  Marula)  

q Sector  analysis  and  development  will  concern:  

ü Construc5on  (building  materials)  ü Public  works  (road  and  water  maintenance)  ü ICT  (Informa7on  and  Communica7on  Technology)

2.  Audits  and  selec6on  of  SMEs  q Together  with  Value  Chain  Analysis  and  Sector  

Development,  PSDP  will  undertake  audits  of  SMEs  for  final  selec7on  of  beneficiaries  of  PSDP  interven7ons:  

q To  enter  the  programme,  SMEs  must  fulfill  the  minimum  criteria  which  include  the  following:    

ü Be  a  Botswana  registered  company    

ü Be  within  the  following  sectors:  Manufacturing,  including  Agro  Industries  (meat,  dairy,  hor7culture…),  Tourism,  Construc7on  and  Public  Works,  Informa7on  and  Communica7on  Technology.    

ü Have  a  minimum  of  15  employees  or  a  minimum  annual  sales/turnover  of  P1,500,000  or  assets  of  P500,000    

ü Deadline  for  applica7ons:  6  December  2013

3.  Selec6on  of  micro-­‐enterprises  &  CBOs  q To  enter  the  programme,  Micro  Enterprises  and  CBOs  must  fulfill  the  minimum  criteria  which  include  the  following:  ü Be  a  Botswana  registered  Micro  Enterprise  or  CBO  ü Be  within  the  following  sectors:  Tourism,  Hor7culture,  Meat,  Dairy  and  Agro  Added  Value  products.  

ü Have  a  minimum  of  5  employees/members  ü Have  a  minimum  annual  sales/turnover  of  P500,000  or  assets  of  P100,000  

ü Call  for  Expression  of  Interest  :  9  December  2013

4.  Capacity  Building  of  SMMEs  &  CBOs  q SMMEs  and  CBOs  will  be  capacitated  in  the  following  areas:    §  Business  plan  prepara7on  §  Products  quality  improvement  and  packaging  §  Assistance  for  marke7ng  §  Access  to  markets  and  finance  §  Access  to  CDE  network  (e.g.  through  Global  Expo)  

q Capacity  building  will  be  done  through:  §  Group  trainings    §  Individual  coaching    §  Par7cipa7on  to  interna7onal  trade  fairs

5.  Capacity  Building  of  IOs  &  BDSPs  q Intermediary  Organisa7ons  and  Business  Development  Service  Providers  will  be  strengthened  to  deliver  beger  services  to  their  clients,  including:    §  Capacity  building  of  IOs  and  BDSPs  staff  §  Lobbying  §  Strategic  plan  prepara7on  §  Corporate  transforma7on  §  Funds  raising  for  specific  needs  §  Access  to  CDE  call  for  proposals  §  Access  to  CDE  network  of  European  organisa7ons  §   Partnership  with  regional  bodies  and  EU  intermediary  organisa7ons

6.  Collabora6on  with  MTI  q Ministry  of  Trade  and  Industry  (MTI)  and  PSDP  will  be  collabora7ng  to  ease  doing  business  in  Botswana.  This  will  include  but  not  limited  to:    §  Implement  MTI  Trade  Capacity  Building  Strategy  

§  Develop   the   micro   finance   policy   framework   in  close  collabora7on  with  the  Ministry  of  Finance    

§  Implement   an   innova6ve   trade   finance   scheme  for  SMMEs  to  provide  access  to  finance  solu7ons  for  entrepreneurs  

§  Removing  boglenecks  related  to  doing  business.

4.Conclusion  •  PSDP  will  contribute  to  create  an  enabling  environment  for  private  sector  development    

•  PSDP  will  also  capacitate  SMMEs  &  CBOs  as  well  as  ins7tu7ons  involved  in  private  sector  development  (IOs,  parastatals  and  sector  associa7ons)          

•  Capacita7ng  enterprises  and  their  intermediary  organisa7ons  will  pave  the  way  for  sustainability  

•  PSDP  will  allow  for  replica6on  and  scaling  up  of  its  business  model  to  sustain  Botswana  economy  

•  SMEs  and  CBOs  are  invited  to  register  now  to  benefit  from  PSDP  interven7on./...
