ESCPC “Quick-win of Pooling and Sharing”Aim: Establish a “Pilot” Cell within EDA in 2012 -14 to

centralise commercial SatCom procurement • by pooling national needs (from €1 to €10 million p.a.)

Milestones:• 2005-07: studies; 09 project launch; Q1 2012: operations• Ad Hoc Project “B” (FR, IT, PL, RO, UK)• Project Arrangement being signed in Dec 2011

Way ahead• Better Business Case by extension to other pMS and 3rd

Parties (military, civil, states, organizations)• Handover entity for long term operations (2015+)• Extension of the Catalogue to Military SATCOM services

• Fragmentation and duplication of assets• Expensive but strategic asset for space-faring nations• 5 stove-piped systems, no synergies in requirements, R&T, acquisition

Opportunity: next generation to be launched in 2020.• Preparatory activities: bilateral joint concept studies by FR-UK “Future SATCOM” initiative• Acquisition time: 5 years. Preparatory activities: 3 years. Time to start SECTELSAT: 2012.
