    ICT sector is not immune to an economic slowdown.

    ICT remains an important driver of economic growthand productivity.

    Excessive regulations may limit the benefits of ICT toan economy.

    Policies must foster a business environment thatencourage the use of ICT.

    Policies should ensure that ICT benefits are spreadacross the economy, in less developed regions, andbetween countries.

    Government should lead by example in the use of
