Education and Training

The highest priority has to be given to present the various dimensions of disaster risks within a community through structuredprograms of educational and academic endeavor as well as in professional training in the many abilities necessary to sustain disasterreduction in practice. As people's understanding and the exercise of their professional skills are essential components of any strategy of riskreduction, an investment in human resources and building individual capabilities across generations, will have more lasting value than anyother specific investment made in technological systems to reduce risks.
