ABOUT SEETO
The South East Europe Transport Observatory (SEETO) is a regional transport organization whose aim is to promote cooperation on the development of the main and ancillary infrastructure on the multimodal Indicative Extension of TEN-T Comprehensive Network to the Western Balkans.
SEETO regional participants cooperate to:
• Develop the Indicative Extension of TEN-T Comprehensive Network to the Western Balkans;
• Improve and harmonize regional transport policies and technical standards for the indicative Extension of TEN-T Comprehensive Network to the Western Balkans development;
• Maintain an effective coordination and communication network; and• Integrate the Indicative Extension of TEN-T Comprehensive Network to the
Western Balkans in the framework of the wider Trans European Network.
1Introduction
FROM THE IRF CHAIRMANSouth East Europe is at an important crossroads in in its development. Over the past decade the region has made great strides in its transformation and integration into the global economy, notably through transport sector reform, perceived as an essential enabler of the region’s competitiveness objectives. An important milestone was reached in 2015 with the extension of the TEN-T Network to the Western Balkan countries. Overall, the region has invested or pledged to invest over EUR 13 billion in the ‘SEETO comprehensive network’ through the Western Balkans Investment Framework, IPA instrument, IFI loans, national budgets and other sources.
The region’s authorities are already actively collaborating on these reform processes to address key horizontal challenges in the road sector. These include optimizing the use of existing assets, identifying new sources of funding, and reducing the burden of traffic injuries responsible for at least 1,500 deaths/year in the region. The private sector can
make an important contribution to achieving these objectives, but its role remains constrained by the absence of a comprehensive engagement framework.
The International Road Federation is pleased to collaborate with the South East Europe Transport Observatory (SEETO) in holding two working lunches in conjunction with the 12th SEETO Annual Ministerial Meeting and open to AMM delegates as well as select transport stakeholders. By connecting transport decisions with a wider range of economic actors, these working lunches are designed to promote an informed policy debate and encourage reflection around new partnership models.

On the Development of the Indicative Extension of Ten-T Comprehensive and Core Network to the Western Balkans
Keynote address: “Mainstreaming road safety into transport projects”
Thomas Topolski, President, Louis Berger International & Deputy Chairman, International Road Federation
Thomas Topolski is the president of Louis Berger International, which provides localized expertise and client focus for clients outside of the U.S. In this role, he provides strategic and operational oversight between regional divisions to ensure cross-sharing of technical expertise to deliver successful client programs.
Topolski has more than 31 years of experience in operations management, strategic planning, and program and project management. He previously headed Louis Berger’s Middle East and North Africa (MENA) division, where he led organizational reforms that increased regional business almost more than threefold in just two and a half years. Topolski earned his bachelor’s degree in urban regional analysis and planning at the State University of New York at Buffalo and a master’s degree in urban planning at New York University.

“ Cutting Traffic Injuries Through Effective Speed Management”12:30-14:30 Topaz Meeting Room
There is ample research and empirical evidence demonstrating the relationship between speed and the risk of serious injury and death. With renewed scrutiny on the region’s road safety performance, and an expected global focus on speed management in 2017, this study lunch provides a setting for a broad discussion around education, enforcement and engineering measures available to policy makers and road safety professionals.

Graziella Jost, European Transport Safety Council
Graziella joined ETSC in 2005 and manages the iSAFER project focused on Intelligent Speed Assistance. She is also responsible for overseeing all ETSC’s projects. ETSC is a Brussels-based independent non-profit making organization dedicated to reducing the numbers of deaths and injuries in transport in Europe.
Philip Wijers, Sensys-Gatso
Philip Wijers holds a master’s degree in Economic Geography from the University of Amsterdam. In 2010 he started in his current position as Director Government Affairs. In close cooperation with government organizations the Sensys Gatso Group’s traffic enforcement systems enhance road safety, contribute to a greener, more quiet urban environment and an optimized traffic flow. Philip is also the chair
of the IRF Road Safety Enforcement Sub-Committee.
Rik Nuyttens, 3M
Rik is the European Regulatory Affairs Manager at 3M’s Traffic Safety & Security Division. A Master of Science in Polymer Engineering, Rik joined 3M in 1984 and has held various positions including technical manager for specialty materials at technical centers in Antwerp, Belgium and St Paul, MN, USA.
Marcial Bustinduy Navas, European Bank for Reconstruction & Development
As Sector Specialist, Marcial is responsible for delivering the Sustainable Transport Initiative at the EBRD with the objective of expanding the pipeline of lending operations and sector coverage for green transport, sustainability and innovation. Prior to joining EBRD, he worked as Transport Consultant in the airport, rail and road transport sectors. Graduated in Engineering from the Polytechnic Universities of Madrid (UPM) and
Denmark (DTU), he has postgraduate studies in Infrastructure Management and Transport Policy.

“New road delivery and Management Models for South East Europe”12:30-14:30 Amber + Bronze Meeting Room
At a time of budgetary constraint, South East Europe is being challenged to identify new and cost-effective ways of delivering and managing its road infrastructure programs to ensure regional transport needs are met. This study lunch will explore the use of asset and contract management as well as cost recovery models, and discuss how to ensure country actors can be fully integrated into these programs.
PANELISTS
Martijn van Gils, Royal Oak Transport Consultancy
Martijn works with road agencies who are defining and implementing a transportation strategy and guides the delivery process. He is a specialist in mobility, safety, contract and project management. He obtained his Master of Science in Systems Engineering and Policy analysis at Delft University of Technology in 1999 and has worked in port, rail and road infrastructure during planning, design, construction
and maintenance phases internationally on both the contractor side as well as the government side.
Chris Jennions, Bechtel
Chris joined Bechtel in London in the Civil GBU as an Assistant Field Engineer on the Channel Tunnel Rail Link. He has been with Bechtel for 11 years, working on seven different projects in seven countries, including Hamad International Airport, the Panama Canal Expansion, and the Dulles Metrorail. Chris is currently the Project Director for the Route 6 Motorway Project in Kosovo having successfully
led the completion of the previous Route 7 Motorway. Chris also holds a Master’s in Civil and Architectural Engineering a LLM in Construction Law and Arbitration.
Emmanuel Grandserre, 4iCom
Emmanuel is the founding director of 4icom (May 2000) and the driving force behind various innovative projects in Europe. Hence, since September 2014 he has been involved on the distribution network definition and user assistance support for HGVs tax in Belgium, Road User Charging and interoperability matters and urban mobility/large infrastructures projects. In 2015, he directed the EC (DG-MOVE)
study on “State of the Art of Electronic Road Tolling”. He is also a key actor on subjects including strategic guidance, certification and interoperability.
