Teachers Remarks:
Abdelaziz has worked hard to reach a highposition in his region and a place towards the topof the global class and to earn his place in thetop 20 globally. His commitment to education isreflected in his spending habits and provision ofresources. He does still have a fair way to go toget all children into school and raise adult literacyrates. In particular, he needs to ensure that the
resources available are reaching their target -lack of transparency is a cause for concern andimprovement. But overall we are very pleased withthe way he has been working and hope to see himkeeping up, and building on, the good work.

A disappointing performance. With someof the lowest adult literacy and schoolenrolment rates in the region, Deleita needsto show real commitment to turning theeducation system around. He is investing ineducation, but needs to ensure that theseresources reach the schools that needthem. Above all, he continues to charge
school fees, which makes attendance atschool impossible for many children inhis country. Resources are very limitedand teacher shortages are severe - manyteachers have left the profession because
of the poor working conditions and unpaidsalaries.

While the lack of infrastructure and appalingsecurity conditions make the failures ofthis government in education provision moreunderstandable, a generation of children needs themto move as swiftly as possible towards overcomingsome of these obstacles. Data is scarce, whichpartly explainsNourislow ranking at the globallevel. However, its clear that hes struggling, and
resources are not reaching many schools. Schoolfees and other costs make education prohibitivelyexpensive for some students. We hope Nouri willmake a priority of improving education provision.

Fouad is making good progress towards universalbasic education, with enrolment rates in both pre-primary and secondary education above those of
many of his neighbours. We are very concerned,however, that Fouad continues to charge schoolfees. His spending on education is disappointinglylow, particularly on primary education. He thenneeds to focus this increased spending on improvingthe quality of education through real investment in
school facilities and learning materials. Like othersin his region he hasnt submitted his homeworkon trained teachers - meaning that we dont have anaccurate idea of how hes faring here. Maybe moreattention would give him a higher score in future?

Baghdadi has a good score here and hasattained a good position in the global class.Enrolment rates in primary education are
impressive, though he needs to pay moreattention to keeping children in schoolbecause drop out rates are also high.Education quality is a subject he excels in,being one of very few who can say they haveno shortage of teachers, and he deserves
merit for having genuinely abolished fees andother charges. This must come at a price,but we dont know what he spends becausethe data isnt available. Its a shame he letshimself down by his attitude to teachersunions - a reflection perhaps of a moregeneral trend to secrecy which leads to aperception of corruption.

Zeine comes near the bottom of the globalclass, with fairly low marks across the board.
He has put some effort into his primaryenrolment rates, with signs of improvements.In this, he has been assisted to some extentby his classmates in the Fast Track club,though they could help a bit more. He needs to
build on this commitment, increasing spendingand recruiting more teachers. Above all, heis going to have to take real steps to makeeducation far more accessible to girls.

Hun Sen has been attentive in class and iscooperative with others in various school projects.But he needs to do far more to catch up.Improvements in state expenditure in education haveresulted in increased primary school enrolments
in the last 5 years. But drop out rates remainalarmingly high with very poor quality education.Teachers are so poorly paid that they are forcedto seek additional sources of income. While 9 yearsschooling is supposed to be free, students areasked to pay informal fees - too steep for manypoor families to afford. Provisioning for ECCE is
virtually absent. Girls continue to be disadvantaged- even more so in secondary education. Years ofconflict have left a large population of adults,mostly women, without literacy skills. Teacher s Remarks:Bouasone Bouphavanh is among those at the bottom rankin class. Faced with much poverty where 80% depend onfarming in a country where only 5% is arable land, largenumbers of children leave school to help their familiesearn. School fees being charged and the lack of free
textbooks worsen the plight of poor students. Childrendo not want to stay in poor quality schools as can beexpected with massive trained teacher shortages. Withonly 11.7% allocation for education in the national budget,it comes as no surprise that Bouasone Bouphavanhgets a D- in Political Will. It is also unsurprising that9 in 10 children do not have access to preschool, 1/2 ofprimary school children do not complete it, that 2 in 3 gowithout a secondary educa;tion and that 1/3 of adults arewithout basic literacy. To add to the already disappointingperformance is very low enrolment of girls in secondaryschools and an extremely high urban-rural divide. On thebrighter side, Bouasone Bouphavanh did try his best toincrease enrolment rates since 2000. But you need to do alot more than that right now, Bouasone Bouphavanh.

Teacher s Remarks:Abdullah Ahmed Badawi is one of the top students inhis regional class. Most notable in his performance isMalaysias high social spending on education at 25.2% oftotal government expenditure. This, together with hisrollback of school fees, ranks him 2nd only to Thailand
in the region for high political will to achieve educationfor all. High primary enrolment ratios plus low dropoutrates and relatively high literacy rates have earned him anA- for providing universal basic education. However, whilethere has been growth in enrolment rates for secondaryschool, it is not so with primary enrolment rates whichhave, in fact, slightly gone down slightly. And thereare still 1 in 4 children unable to complete secondaryeducation. Abdullah deserves a merit badge in overallequity for having relatively high numbers of females insecondary school. But he should be mindful of theremaining 1 in 10 adult non-literates and 1 in 4 childrendenied any preschool experience, especially if they comefrom excluded groups, or of regional disparities thathave marginalised some groups in the east coast states.Addressing these andfilling the gap in trained teacherscould very well bring Abdullah to the top of his class.

Thein Seins performance in class leaves much tobe desired. Though a high percentage of nationalexpenditures is on education at 18.1%, it is uncertainhow much of this really reaches the schools asthere is wide perception that corruption is rife in
Myanmar: one of the highest in the region. In addition,no civil society organisations or teachers unions areallowed to provide any check. Thein Sein also ratespoorly in equity and quality education with largeshortages in skilled teachers, persistent poor femaleenrolments in secondary schools as well as the veryhigh dispartities in enrolments between rural and urban
areas. Access to pre-primary education is dismal,1/3 of school-age children are left behind in primaryeducation and 2/3 of children miss out on secondaryeducation. Thein Sein should pay particular attentionto those who are out of school and pay heed toreports that 6-7000 child soldiers have been forciblyrecruited in the army as reported by the Human RightsWatch. Thein Sein, a lot of shaping up is needed ifyou do not wish to be left behind year after year byyour classmates.

Your performance is dipping. Sixty-six percent ofpre-primary children are without access to educationdue to low investments for quality ECCE teachers.Teachers remain underpaid and overworked due to thelarge class size that they have to handle especially in
urban areas. There remains a disparity in access andquality of education between urban and rural areas.Students in remote and conflict areas are deprived ofquality and regular classes because teachers work inhazardous situations without the necessary supportand incentives. In the face of increasing schoolpopulation, the country has to address the teachersshortage and put in place teacher developmentprograms to ensure quality education. Also, you haveyet to implement comprehensive and quality educationprogrammes for the more than 11.6 million out-of-school children and youth. Tuila epa Malielegaoi marks are average this grading period.With high levels of adult literacy, he was certainlya consistent honor student earlier. But he has beenslipping lately with poor performance in pre-primaryschool access participation and negative growth rates.
With poor quality education, learning achievementsare low and many drop out of school even beforethey acquire basic skills, contributing to high levelsof unemployment among young people in a countrywhere opportunities for productive employment arevery sparse to begin with. Malielegaoi registers goodmarks in education spending but he needs to seek moreresources to fill the shortage of qualified teachersand for improvements in learning materials, safe andaccessible schools and improved curricula. Well done onthe targeted efforts to reach children with disabilitiesbut more efforts needed to reach poor childen especiallyin rural areas. Malielegaoi encourages substantial civilsociety participation and protects teachers union rights.Perhaps he should involve them more in working for
better aid to education. Unfortunately because he failsto report on many subjects, his marks suffer. I hopeto see better reporting next semester, Malielegaoi!

Primary school enrolmentshave gone down and secondary educationcontinues to suffer low participation.Girls continue to be severely disadvantaged;the majority of children who never setfoot in a school are girls. Functionalliteracy among adults is much lower thanwhat official rates indicate. While it istrue that the spate of conflict not longago had severely disrupted his classes,Manasseh can do more to catch up! Hecan start with abolishing school feesand offering incentives to poor students,especially girls. He can learn from hisother classmates who have earned highmarks from these targeted efforts.
