The Forest of Dean Connecting Places Strategy (CPS) area is located in the west of the county.

Itscommunitiesarespreadacrossalargetopographicallydiverseareaincludingoneofthelastsurvivingancientwoodlandsinthecountry.Aswithanypredominantlyruralarea,travelpatternsaredominatedbytheprivatevehicle.

TheCPSareaencompassesthemarkettownsofLydney,Coleford,CinderfordandNewentwhichisapproximately15%ofGloucestershire’stotalpopulation.Theareahasahigherproportionofover65s,comparedtothecountyaverage.

On23rdFebruary2012theForestofDeanDistrictCounciladopteditsCoreStrategy.Thedocumentsetsthevision,spatialstrategyandpoliciesfordevelopmentintheDistrictfortheperiodupto2026.ThemainfocusofdevelopmentduringtheplanperiodisatCinderfordandRuspidgeurbanextension,Lydney,Coleford,Newentandsmallervillages.CinderfordisalsoidentifiedforamajorregenerationprojectwhichincludesaGloucestershireCollegecampusandotherresidential,leisureandcommercialdevelopments.Improvedtransportaccessisfundamentaltoenablingthisdevelopment.

ThevisionfortheForestofDeanisoneofsupportingathrivingsustainablecommunitywithinahighqualityenvironmentprovidingarangeofemploymentopportunitiestoreducecommutingandotherjourneys.

ThecreationofaGrowthZone,aspromotedintheSEP,istoensuretheavailabilityofqualityemploymentlandinproximitytotheM5motorwayisattractivetobusinessesbyensuringexcellentconnectivitythroughoutGloucestershireandtherestoftheUK.

TheSEPplansfordeliveryofthisemploymentlandaroundtheM5aresupportedbyanumberoftransportrelatedproposalsacrossthecountywhichwillenablethegrowthtobeachievedthroughreleaseofthisemploymentland.

SpecificsolutionsalongtheM5corridorrelatingtoemploymentlandadjacenttothefollowingjunctionsare:

• A40Regenerationareas:CinderfordNorthernQuarterandLydney–CinderfordNorthernQuarterSpineRoad,wasawarded£3.8mGrowthdealfunding,tackleslocaliseddeprivationwhiledeliveringwidereconomicandsocialbenefitsincludinganewcollege

• LydneyofferspotentialforincreasedemploymentlandandtheTransportStrategyforLydneyhassecured£1mofGrowthDealfunding

IncreasingthespeedandaccessibilityofbroadbandiscrucialforovercominggeographicbarrierstoeconomicgrowthandensuringGloucestershirecancompeteinthe21stcenturyknowledgebasedeconomy.

Foradecadeormore,slowbroadbandspeedsandinconsistentcoveragehavebeenafrustrationformanyresidentsandbusinessesinGloucestershireparticularlyinruralareas.

AsaresultoftheFastershireBroadbandInfrastructureProject,88%ofpremisesshouldbeprovidedwithNextGenerationAccess(NGA)broadband,providingdownloadspeedsofover30mbpsintheeligibleareas.Additionally,everyhomeandbusinessintheeligibleareawillhaveaccesstothegovernment’sUniversalServiceCommitmentofaminimumof2mbps.

Improvementsinbroadbandtechnologywillchangethewayservicesaredeliveredandforsomeindividualsthismayreducetheneedordistancetheytravel.

TheForestofDeanCPSareaisboundedbytheM50tothenorth,RiverSeverntothesouth,theCityofGloucestertotheeastandtheRiverWyetothewest.KeyroutesconvergeatHighnamwheretheA40andA48meettoprovideaccessacrosstheRiverSevern.

Thisknowncongestionpointwasimprovedwithnationalpinchpointfundingin2014.

CongestionwithinLydneyhasresultedinanAirQualityManagementZone(AQMA)beingdeclaredwithinthetowncentre.

ManyresidentsofthedistrictaredrawntoothercompetingretaildestinationsoutsidetheForestofDeanincluding;Ross-on-Wye,CribbsCauseway,Cheltenham,GloucesterandCardiff.

HighwayaccesstoWalesandBristolisviatheM48atChepstowinMonmouthshire.ThereisanissueofvehiclesdivertingtoavoidthewestboundSeverncrossingbridgetollswhichplacesextrademandontheA48.AnoutcomeofthisextratrafficwithinChepstowisthedeclarationofAQMAinthetownandjourneytimeuncertainty.MonmouthshireCountyCouncilandtheWelshAssemblyareseekingfundingforaChepstowbypasswhichwouldimproveaccessfromtheA48.AnyschemetoimprovejourneytimereliabilityandaccessibilitytotheForestofDeanCPSistobeencouraged.

GCCwillliaisecloselywiththeWelshAssemblyandMonmouthshireCounciltosupportproposalsforthedevelopmentoftheChepstowOuterBypass.

InadditionGCCwillconsiderlobbyingtheDepartmentofTransporttoreducethetollfeesontheSevernCrossingsinlinewithotherrivercrossings,andtointroducetwowaytraffictollsusingmoderntechnologytoreducetheimpactofthecrossingsonthelocalhighwaynetwork.

50%ofworktripsoriginatingintheareaaretodestinationsbeyondtheCPS,with75%ofthesetravellingtootherpartsofthecountyviatheA40atHighnamandtheremaindertoHerefordshire,WalesorBristol.

AnhourlybusserviceprovidesaccessbetweentheMarketTownsandGloucester.ThereisonerailstationintheForestCPS,locatedinthetownofLydney.DirecttrainsaccessCardiffandNewportinthewestandGloucesterandCheltenhamintheeast.

Almosthalfofworktripsintheareaarelessthan5km,highlightingtheopportunitiestoincreaseactivetravel,buttheruralcharacterofthestrategyareameanstherearelimitedopportunitytoprovidededicatedcycleroutes.ThereissignificantpotentialtoprovideleisureroutesinassociationwithtouristtrailssuchastheGloucestershireWay,WyeValleyWalkandthosewithintheForestofDean.

Cycling is brilliant in the Forest – but the

small and large roads in between the Forest tracks are not suitable

for cycling on

Gloucestershire’s vision for transport is to deliver:

ToaddresstheissuesraisedduringourconversationwithlocalstakeholdersandsupportthedeliveryoftheoutcomesidentifiedintheLTPOverarchingStrategy,arangeofschemeprioritieshavebeenidentified.

TheschemeappraisalprocessusedtoinformtheseprioritiesisbasedonthesameprocesspromotedthroughtheEuropeanUnionprojectBoostingUrbanMobilityPlans(BUMP).

EveryschemeidentifiedhasbeenincludedonthebasisofneedandcompliancewithdeliveringtheLTPoutcomesanddoesnotreflectacommitmentbythecountycouncilforfunding.

Theywillprovidethebasisforfuturefundingbids,asopportunitiesarise,anddiscussionswiththirdpartieswherefundingmaybeprovidedsuchasbytransportoperators,providersanddevelopers.

TheprioritiesidentifiedforthisCPShavebeendividedbetweencapitalandrevenueschemesandseparatedintotwodeliveryphases.
