Foreword

The products listed in this booklet have been approved by GM following a thorough, standardizedtest process to meet the GMW15406M Specification. This specification is for all countries whereGM vehicles are manufactured, sold or repaired.

Only the products listed, and their support products (i.e., reducers) can be used for GM warrantywork. This booklet supersedes previous publications.

Primers, surfacers, sealers, basecoats and clearcoats approved to meet this specification createa complete SYSTEM and are not interchangeable. Mixing products from differentmanufacturer-approved lines or the use of any generic substitutions are strictly forbidden.Unapproved substitution will result in voiding the manufacturers’ warranty and a loss ofGM-approved payments (charge backs) for warranty work. Although warranty franchiseagreements for repair pertain to North American dealers and their sublets only, GM highlyrecommends global adoption of this specification. This booklet contains product informationbased on the latest data available at the time of publication approval. IntroductionGeneral Motors continuously pursues qualityimprovement. Therefore GM has establishedautomotive refinishing standards for itself as well as itsMarketing Division Dealers and Retailers. GM was thefirst domestic car company to set a specification foraftermarket paint finishes.GM has established standards for paint refinishing.Each Division requires the Dealer to use only materialsand methods that meet GM Standard GMW15406when repairing, replacing, or refinishing vehicles.Where it is determined that the Dealer is using paintsystems or materials which do not meet GMW15406standards, appropriate counsel and/or corrective actionmay be taken.

The Bottom LineDealer(s) or Retailer(s) in North America, must ensurethat all finish repairs, including sublets, meet GMSpecification GMW15406. Use of materials (andassociated methods) that do not meet this GM standardmay result in a review of claim(s) leading tochargeback(s).As warranty periods increase, customer expectationscontinue to rise. Many Dealers/Retailers understandcustomer expectations. As a result, they have chosen a

single, complete system approach and only use thesystems that meet the highest standards of quality anddurability.All the paint manufacturers that meet the GMW15406Specification have spent thousands of man hours inresearch and development to ensure the approvedsystem gives the appearance, performance, anddurability comparable to the OEM finish. The productsin the systems listed in this book are the very bestproducts to use. They are guaranteed to produce theconsistent, quality results that GM customers expect.This makes it easier for you, as the Dealer/Retailer, toconfidently choose a system that will maximize yourcustomers’ satisfaction.Each year, all new paint systems will be tested andevaluated. New or improved products will also betested. The paint systems that pass this annual testingprocess will be published in this booklet, updatedannually.The National Rule was implemented in January 1999.You are required to use only VOC systems listed in thisbook for business in the United States. Some non-VOCsystems that meet GMW15406 Specifications are stillapproved for Canada. For other countries, check withour paint supplier to see if a listed non-VOC system isone of those.

Approved Paint System CategoriesBecause of environmental concerns, rules involvingRefinishing products in Europe and North Americahave been established. The intent of these rules is tolimit the amount of volatile organic compounds (VOCs)emitted into the air during the refinish process. The2015 GMW15406 book recognizes four categories ofregulations.

US National Rule: In 1998, the United StatesEnvironmental Protection Agency established theNational Rule for Automotive Refinish Coatings. TheNational Rule regulates VOC emissions in the UnitedStates unless it is superseded by a local air district orstate that has more stringent rules for emissionsstandards, such as The Bay Area Air QualityManagement District Rule 8-45 that includes SanFrancisco, California; The South Coast Air QualityManagement District Rule 1151, that includes LosAngeles, California; The Delaware Division of AirQuality rule 1124 section 11; and Maryland COMAR26.11.19.23.

US SCAQMD Rule 1151: The South Coast Air QualityManagement District (SCAQMD) is the air pollutioncontrol agency for all of Orange County and the urbanportions of Los Angeles, Riverside and San Bernardinocounties. In 1988, this District was the first jurisdictionin the world to develop VOC concentration limits forsome Automotive Refinishing products. The latestversion of Rule 1151 amended September 5, 2014,based on the CARB SCM (California Air ResourcesBoard Suggested Control Measure) model rule,mandates the least VOC emissions in the world. It isthe leader that all jurisdictions look to when settingrules for their respective districts. A number of airdistricts in California, including Bay Area and SanDiego, have rules based on the CARB SCM with similarVOC limits as Rule 1151. Other States that follow 1151include; Maryland rule COMAR 26.11.19.23, Delawarerule 1124 section 11, and the Utah rule 307-354. TheCanada Gazette Part II SOR/2009-197 rules are alsobased on the CARB SCM with similar VOC limits asRule 1151.

Europe: The first European Union law to affect theVehicle Refinishing sector was published in 1999. In2004, the European Parliament adopted a new andcommon Directive limiting the emissions of VolatileOrganic Compounds. This new Directive went intoeffect in 2007. This is published in the Official Journalof the European Communities, Council Directive2004/42/CE.

Non-Regulated: Many countries in the world have yetto adopt regulations limiting VOC emissions.Consequently, there are no restrictions on the type ofRefinishing products that can be manufactured,imported, sold and used in these areas.

These four categories represent the most prominentjurisdictions and rules – including non-rules – in theworld. However, there are many more governmentaldistricts with their own air quality regulations. Californiaalone has over 30 local air districts. You should alwayscheck with your paint supplier to see if the system youare using meets the VOC requirements for your area.There may be more than one paint system in amanufacturer’s line that has met the GMW15406Specification. Each system listed is complete, astested, and no substitution, even of a similar product inanother system, is acceptable. The manufacturers andtheir GM approved systems are laid out on the followingpages for your ease of reference.

Testing for the GMW15406SpecificationTo meet this specification, each manufacturer hasconducted the following tests for their paint refinishsystems:

• Tukon Hardness—point of hardness of paint filmafter cure

• Humidity Adhesion—durability of paint filmsexposed to rain and damp weather conditions

• Chip Resistance—resistance of paint films tostone chipping and or small mars caused by roaddirt/gravel

• Cycle Test—durability of paint films going fromcold-to-hot-to-cold or hot-to-cold-to-hot conditions

• Gas Resistance—resistance of paint to staining orsoftening when exposed to gasoline

• Chemical Resistance—resistance toenvironmental chemicals/ products

• Weather Resistance—overall long-term durabilityof the paint system as related to cracking, crazing,fading, hazing, fogging or any other customerdissatisfaction issues
