1. Call to Order Chairman Betsy Head called the meeting to order at 9:00 AM with a quorum present for the transaction of business.

No report was given in order to expedite the meeting.

B. Treasurer’s Report1) Finances – Mike Kollmansberger reviewed the GMAR’s May 2015 finances.

Statement of Financial Position – As of May 31, 2015, GMAR had $1,314,897 in Cash & Investment Balances, down $26,134 compared to last year. Accounts receivable were up $40,002 compared to last year due to amounts owed from the MLS for the public awareness campaign. Prepaid expenses were up $2,340 compared to 2014. Total Assets were $2,862,549 which is up $3,101 compared to 2014.

On the Liability side, accounts payable were up $2,721 compared to last year due to accrued payroll taxes and inventory; accrued vacation expenses were up $3,992; the long-term mortgage liability was down $31,643 which is the amount of principal to be paid on the mortgage in 2015. Overall, Total Liabilities were $435,832 which is down $24,407 compared to 2014.

For the month ending May 31, 2015, GMAR had Net Income of $570,533, up $54,803 from last year. Overall, Total Net Assets were $2,426,717; $27,508 higher than the same point in 2014.

Statement of Activities - Membership: Through May 2015, $785,922 was collected in dues. We budgeted for a 90% renewal. Actual renewal was 87%. Although GMAR was down in R/DR renewals, the dollar amount was made up in reinstatement fees and late fees paid by members. Through May, actual new members: 269 REALTORS® (464 budgeted), 35 DRs (50) and 16 Affiliates (20). Last year at the end of May, we had collected $703,554 in dues; we are $82,368 ahead of last year at the same time.

Promotions: Through May 31, Home and Garden Show income is $862,426 and expenses are $601,423. Current net income is $261,003. The budgeted net income for the Home and Garden Show was $268,192. Expenses related to Public Policy and Professional Standards were basically all personnel costs, incurring expenditures primarily in Labor and Overhead. Products (Wisconsin Real Estate Supply): Product sales through May 2015 were around $1,000 lower than the sales through May 2014. Total product sales through May 2015 were $32,443. Total budgeted product sales for 2015 is $87,375.

The Leadership section includes expenditures for meetings, committees, officer expenses, strategic planning, NAR Home Buyer and Seller survey and NAR meetings. The main expenses recorded through May were registration fees and travel expenses for the Chairman and President to attend several conferences, the NAR Home Buyers and Sellers survey, and NAR midyear meeting expenses.

The Administrative section includes investment and rental income and expenses for professional fees, salaries, fringe benefits, building, insurance, occupancy, property taxes, general office expenses and depreciation.

The bottom line shows Excess Receipts Over Expenditures of $570,533, which will be used up in the coming months. Last year our net revenue was $515,730 for the same time period. The budgeted net income is $740.

M/S/C to approve the unaudited Statement of Financial Position (Balance Sheet) and Statement of Activities as of May 31, 2015, and recommend placing on file for audit.

Mike Ruzicka provided a report on the 2015 Budget Revision.

C. President’s ReportMike Ruzicka reported the following in addition to his written memorandum to the Board of Directors:

1) Public Awareness Campaign – The Public Awareness Campaign ended on June 30th. The GMAR/MLS effort resulted in some impressive results. Given our budget, Eichenbaum/Associates’ original plan called for 1.8 million impressions, but they were able to negotiate up to 2.5 impressions. But, in the end we were able to acquire 13,253,410 impressions due to the agency’s relationship with their providers and online advertising inventory levels.

The “click through rate” was 0.2%, which is a very good return for an online effort. There were 26,000 direct clicks from the online ads to WIHomes.com. The radio ads, which were also designed to direct listeners to WIHomes.com, were aired 1,509 times. The campaign targeted adults 25-54, our target rating points were 864.6 and we reached 94.4% of that group an average of 9.2 times [Target rating points are a measurement of the percentage of the target audience who view or hear an advertisement.].

Both the GMAR and MLS received several positive comments from members about the radio commercials and web advertising campaign. I would appreciate your comments and thoughts on whether we should consider conducting a similar campaign in 2015.

2) Core Standards – The GMAR submitted its “certificate of compliance” as part of NAR’s Core Standards program on June 23rd and we received a message from NAR confirming our compliance with the standards the same day. The GMAR also received $30,000 from NAR, $25,000 for merger costs associated with KMRA merging with the GMAR and $5,000 for strategic planning costs.

3) Milwaukee Bucks Lobbying Effort - To say the journey of the Milwaukee Bucks arena financing package is an example of the sausage making process is an understatement. The provisions for the Bucks started in May at $220 million and was added to the state budget.

From then to this moment, the GMAR has hosted a well-attended press conference in the Park East, attended the Joint Finance Committee hearing on the issue, talked to the MMAC and other interest groups about coordinating our lobbying efforts, and made dozens of phone calls to members asking them to call their state senators.

The end appears to be in sight, but success is not guaranteed by any stretch. The State Senate approved the measure by a 21-10 margin on July 15th. Now the Assembly must take up the measure in a couple of weeks.

4) Member Video Service – The GMAR will be making its video studio, complete with green screen, to members. We will charge $50 per 30 minute session. Members can come in and shoot a short introductory video about themselves and we will give them the raw video, with minimal editing, afterward.

D. Departments1) Government Affairs

Marne Stuck reported:

City of Milwaukee-Department of Neighborhood Services (DNS) – The GMAR REO Task Force met recently with DNS Commissioner, Art Dahlberg. Several items were discussed including DNS Exterior Orders, Municipal Court and Vacant Building Registration.

Time of Sale code compliance – Only July 12, 2015, Governor Walker signed the 2015-17 state budget into law (2015 Wis. Act 55). One provision of great importance to the real estate industry is the new restriction on local time of sale (TOS) requirements (section 4595c). As municipalities learn and react to this new law, Realtors will likely have questions. Please direct any questions to the GMAR or WRA’s Legal Hotline.

There are many fundraising opportunities in the next several months. Ms. Stuck thanked the Directors for their continued support of RPAC and the Direct Giver program.

3) Professional Standards Scott Bush provided the following report:

Building Update:The Board reviewed the offer to purchase and decided to reject it; in part, because it was too low. Scott provided a report on the cost of relocating. The board determined that it would be financially advantages to stay in our current building and consider renovation in the future.

4) CommunicationsCaitlin McCrory provided the following report:

The Member video program is up and running, with a few people already registered. Email open rates have slightly decreased- with the assumption that it’s seasonally reflective. Social media followers continues to trend upward.

E. MLS Chris Carrillo provided the following report. Pocket listing complaints have virtually evaporated since instituting the new delayed

listing policy. Zillow-MLS negotiations have been difficult due to Zillow’s requirement that they keep

much of the MLS’s information in perpetuity. Zillow only has about 40% of the listings in the Milwaukee market.

WIREX is making improvements, slow and steady Bill collecting to go online, PCI compliant, will offer the service to the GMAR The Neighbor City case was dismissed in a summary judgement.

5. Old BusinessNo Old Business was discussed.

6. New BusinessA. Wisconsin Association of Home Inspectors – Bob Larson, Kathy Martello and Rozanne Platz

attended a meeting of WAHI. They said the WAHI members would like to establish a regular relationship with the GMAR. Mr. Ruzicka said he would call the WAHI president and set up a meeting.

Statement of Financial PositionAs of August 31, 2015, GMAR had $1,019,199 in Cash & Investment Balances, down $95,227 compared to last year. Accounts receivable were up $22,052 compared to last year due to amounts owed from the MLS for the public awareness campaign. Prepaid expenses were down $5,288 compared to 2014. Total Assets were $2,608,189 which is down $78,616 compared to 2014.

On the Liability side, accounts payable were up $5,245 compared to last year due to accrued payroll taxes; accrued vacation expenses were up $3,992; the long-term mortgage liability was down $31,643 which is the amount of principal to be paid on the mortgage in 2015. Overall, Total Liabilities were $435,284 which is down $68,136 compared to 2014.

For the month ending August 31, 2015, GMAR had Net Income of $310,971, up $16,444 from last year. Overall, Total Net Assets were $2,172,905; $10,480 lower than the same point in 2014.

Statement of ActivitiesMembership: Through August 2015, $831,533 was collected in dues. We budgeted for a 90% renewal. Actual renewal was 87%. Last year at the end of August, we had collected $750,786 in dues so we are $80,747 ahead of last year at the same time. Although GMAR was down in R/DR renewals, the dollar amount was made up in reinstatement fees and late fees paid by members. New member budget for 2015: 464 REALTORS®, 50 DRs and 20 Affiliates. Through August, actual new members: 422 REALTORS®, 42 DRs and 10 Affiliates.

Promotions: Through August 31, Home and Garden Show income is $862,426 and expenses are $620,569. Current net income is $241,857. The revised budgeted net income for the Home and Garden Show is $260,004.

Products (Wisconsin Real Estate Supply): Product sales through August 2015 were $4,451 lower than the sales through August 2014. Total product sales through August 2015 were $53,690. Total revised budgeted product sales for 2015 is $87,400.

The Leadership section includes expenditures for meetings, committees, officer expenses, strategic planning, NAR Home Buyer and Seller survey and NAR meetings.

RE: SEPTEMBER PRESIDENT’S REPORT

Strategic Planning Meeting P 15On September 3rd, the GMAR held a strategic planning program downtown. I would like to spend a great deal of time during our meeting to go over the points the planning meeting attendees made.

So, please take a few moments to review the results of the meeting. I have added possible solutions to the issues the group raised in brackets ([…]) to discuss.

Public Awareness CampaignThe Public Awareness Campaign ended earlier this summer. The campaign seems to have been successful, particularly because we could measure the impact it had versus a typical ad campaign. This campaign directed people to go to www.WIHomes.com, which was a precipitous increase in traffic.

A big question for the GMAR leading into next year is whether we should do another campaign or not?

Waukesha Water P 17The GMAR has gone on the record in support of the City of Waukesha’s petition to the DNR and the Great Lakes Council to divert water from Lake Michigan. The GAMR’s Public Policy Task Force endorsed the request years ago and the GMAR submitted a letter on August 28 th in support.

The DNR and SEWRPC have both indicated they support the city’s request as well. There is vocal (though misguided) opposition from environmental groups primarily over the size of the service area that would receive water, nut also over the environmental impact of the water diversion and return.

The DNR will approve or deny the city’s request this fall, after which time it will have to be approved unanimously by all state legislatures in the Great Lakes drainage basin. That is a tall order, because many states do not have any “skin in the game” and could succumb to environmental group pressure.

Addendum AWe are holding an Addendum A meeting prior to the Directors meeting on September 17 th. Cori Lamont, from WRA, will be on hand to help re-draft certain sections of the addendum, including the section that applies to ‘time of sale’ ordinances.

If you have any suggested changes to the Addendum A, please forward them to me or Cori prior to the 17th.

We are planning to co-host a conference for rental property owners and REALTORS® who sell to investors on September 29th at the Italian Community Center. We are partnering with BOMA, AOMA, NAA and IREM on the event.

We have sent out an email to GMAR members inviting them to contact their past clients with information on the conference. The other groups will also solicit their members to attend as well.

One goal we have with this conference is to grow the customer base of WRES (Wisconsin Real Estate Supply, or our store). Deb Kruse plans to have several products available at the event, and capture their future business.

Board of Directors Election P 00The GMAR Board of Directors election will take place on October 11th and run for one week, ending at midnight on the 17th. Attached is a timeline of the GMAR election process. On the ballot this year are:

Professional Standards

Lack of communication, perceived lack of ethics.

TRID changes – agents who know about the changes, and their impact, will be OK; those that don’t will cause trouble for themselves, co-brokes, and clients.

Leaving business cards behind – agent information or interfering with client/agent relationship (business cards v. marketing materials).- This topic lead to a longer discussion surrounding informing members about ‘how to’ file a

complaint against an offending agent

[GMAR: Videos featuring Scott Bush covering simple issues, like how to file a complaint][GMAR: Examine separating messages between larger brokers and smaller ones, and newer agents and more experienced ones][GMAR: Create online form to file complaints]

CE addresses contracts, license law, etc. but not the soft issues like communicating, calling back…

Technology

GMAR should push emails out, but repeating items too often causes numbness among members.

Repackage some of the existing info on GMAR.com and send it out again.

Politics & Policy

2016 is a big election year, January through November will be active.

Consumers

Buyers walking away from deals

Agents need to counsel their clients, they don’t explain the process enough. Consumers have to understand the complexity of the transaction.

Negotiations don’t stop after the offer in submitted. There are more hurdles to overcome for clients.

Big changes coming, i.e. pre/post-closing occupancy and TRID

Economy

Once interest rates edge up there will be more comparisons between renting vs. buying.

New construction is a major component of the market that is missing.

Explain the real estate transaction to consumers.

Leadership

GMAR has good volunteer leaders. No need to change the manner in which new leaders are recruited.

Help older brokers/agents sell their business to younger, newer people entering the business.

Other

Regionalization – Association consolidation may be helped along by Core Standards requirements, but few mergers occur without brokers taking action and demanding a merger occur.

Dear Ms. Hoekstra,

On behalf of the Greater Milwaukee Association of REALTORS®, I am writing in support of the City of Waukesha’s petition for a diversion from Lake Michigan.

REALTORS® sell more than just bricks and mortar, they sell the quality of life associated with property as well. The quality of utilities and public services that serve a property are an integral part of the quality of life that comes with a property.

We know that Waukesha’s primary water source is depleted and has radium levels in excess of federal drinking standards. Recharging of the aquifer currently serving Waukesha from rain and snowmelt is limited because of a layer of shale. Continuing to use groundwater in Waukesha is not sustainable. It makes no sense to exhaust current groundwater resources before switching to a sustainable alternative.

Based on the results of extensive studies completed the DNR, we believe there will be no detrimental effect on Lake Michigan lake levels, nor will any water be exported beyond the Waukesha service area.

Just as spotty electrical service, bad roads, or underperforming schools negatively impact a property’s value, so too will a poor water supply to the homes and businesses in Waukesha. The limited alternatives to diverting Lake Michigan water to Waukesha would be cost prohibitive and cause further economic hardship to property owners in Waukesha.

The Compact was designed to ensure that decisions would be based on science, not politics. Waukesha’s application lives up to the Great Lakes Compact – Waukesha has shown it does not have an alternative and will return the water to the lake.

The DNR has a legacy of basing its decisions on sound environmental science, not on emotion, anecdotal evidence or “NIMBY’ism.” We would like the department to continue that legacy.

GMAR Board of Director Election Process

The GMAR Election for members of the Board of Directors is governed by Article XI - Officers and Directors, Section 5. Election of Directors of the GMAR Bylaws.

July 1 Applications available to members wishing to run for BOD In Newsletter & On Website Announcement should also include information on “write-in” candidate option.

July 23 GMAR Directors Meeting At least 2 months before the annual election, a Nominating Committee of 10

REALTORS® shall be appointed by the Chair, with BOD approval.

August 10 GMAR Nominating Committee Bylaws mandate the Nominating Committee shall select at least 1 candidate for

each place to be filled. Bylaws mandate the Nominating Committee report shall be sent to each

Member at least 3 weeks preceding the election. [GMAR will include the Committee’s report in the September 1st newsletter to comply with this provision.]

August 31 Deadline for BOD Candidate Applications

Sept 1 Nominating Committee notifies membership of BOD Candidates Notify membership via September 1st GMAR Newsletter. Write-In Candidates: Bylaws state that additional candidates may be placed on

the ballot by a petition signed by at least 5% (195 members) of the REALTOR® Members eligible to vote and turned in to the GMAR at least two (2) (9/25/13) weeks before the election.

Sept 25 GMAR Board of Directors Write-In Candidate Deadline Bylaws mandate the deadline to be at least 2 weeks before the election, and

that the Chief Staff Executive must notify membership if valid write-in candidate(s) exist before election.

October 1 Notify Members of Final Ballot Notify membership via October 1st GMAR Newsletter.
