What is goCASE ?

•UNODC’s software solution for law enforcement agencies, intelligence units and investigative bodies to manage and track the investigation of criminal acts.

•Serves and facilitates the investigation and prosecution process that constitutes the front end of most Criminal Justice Systems.

What is goCASE?

•Aims to help streamlining investigation processes and improving investigators efficiency.

•Provides a structured repository for data management related to case objects; individuals, documents, events, exhibits, etc..

•Assists “Investigators / Case Workers” in dealing withnumerous case volumes while maintaining case processing speed.

•provides a flexible workflow engine to control the investigation life cycle (can be easily adapted to managedifferent workflow procedures – different investigation•Provides a Lawsuit Management Module to track the prosecution process (court and judges records,

trial proceedings, judgments, sentences, etc.) •Powerful reporting module to provide management, case workers and other resources with a

Electronic Case File & Objects

•The Electronic Case File (ECF) is a structured repository of all ‘Case Objects.

•The ‘Case Objects’ are collection of different matters (elements) that related to the entire investigation or intelligence cycle.

•Object in ECF can be classified according to its content (investigative or administrative).

•Association (Link) among different objects can be deinfed.

Case Sources in goCASE

Five sources of cases will be available in goCASE to enableEFCC initiating the investigation process:

1. C-Source: A file disclosed by an internal / external entity (police or intelligence report, ICPC, LEAs, Informant, etc..)

1. NFIU: A file disseminated from the Nigerian Financial Intelligence Unit based on data analysis of CTR, STR, etc..

1. On-line OAF: Offence Allegation Form, a published form on EFCC site.

2. Petitions: Appeals presented to EFCC by complainants, banks, lawyers, etc..

3. Emails

Any file, dissemination of information, or OAF will require the actions of assessment then initiation to start the investigation process.

Resources Planning & Forecast •The Case Manger (CM), is a goCASE role responsible of assigning

case-related actions to other resources.

•The action list can vary from a simple task to a full investigation process.

•The CM, having access to the resources profile and the resources calendar, can determine the best allocation of case resources.

Process Definition Tool (PDT)

goCASE provides standard templates (paths) for the workflow of case processes.

Using the “Process Definition Tool”, the standard templates can be extendedto user-defined customized templates to provide further flexibility.

The definition of each process requires identifying many parameters,mainly:

• The “Start Point”; when the process can take place on the workflow time line?

• The “Process’s dependency”; what is the parent process and its “End Point”?

• The “Process Security Policy”; who should perform the process?

goCASE Workflow Module

• A primary module in goCASE, responsible for the automation of the case business processes and for implementing the workflow security policy.

• Interprets the case definition to plan the process control based on standard or user-defined templates.

• Coordinates and controls the chronological and logical sequence of investigation processes.

• workflow activities (creation, activation, suspension, termination).

• Manages the case data set (document management, image processing..).

• Monitors and records all activities in the Workflow History Log (WHL).

• Provides input to the Actions Tracking & Notification to keep the casemanagers and resources constantly informed.

• Based on the goCASE security schema, act as additional security layer.

Investigator Actions Checklist (IAC)..

• The workflow of investigation cases varies according to the category of case / offense / financial crime.

• For each category, a systematic approach for conducting the investigation must be defined to help investigators work in procedural manner.

• The IAC provides the investigators with category-based actions checklist, to be used as standard guide for improving the investigation efficiency and focusing on substantial matters.

• The checklist is flexible and subject to enhancements and continuous tuning based on lessons-learned, domestic and international expertise, etc..

goCASE Data Management

The central data repository for all case matters:

• Case definition and details.• Defendant civilian Profile.• Defendant criminal record. • Investigation reports.• Incoming documents.• Outgoing documents.• Workflow history log.• Witnesses profile.• Link to goAML system• …….

Link to Advanced Data Sources will also be possible:

goCASE Documents & Full-Text Search Engine

• Documents are usually scanned and stored as images. Search by contents can be limited or not possible.

• goCASE assists case team in categorizing all documents according to their contents. i.e.: Document is more than just an “attachment”.

• Documents, either scanned or attached, will pass an OCR (Optical Character Recognition) interface to create a text version of the document.

• Both original and text versions of documents are stored. The text version is used for full-text search on documents contents.

Actions & Tracking Notification

• goCASE provides notification service, as needed, to the resources involved in each phase of the case cycle.

• The notification is presented as “FYA” / “FYI” and integrated within the calendar of notified individual.

• Assignments, alerts and reminders are sent to resources by email and through goCASE portal.

• Dormant cases, pending processes or unaccomplished assignments are automatically forwarded to EFCC management through the Alerts Service.

• Case conclusions are automatically reported to EFCC management with links to the case files.

• Detailed information on resources, particularly skills, education and experience.

• Current and forecasted activities which are assigned to the resources.

• A management tool to overview the case expenses.

“Special Lists” Control & Publishing

•An expansion to the list of “Most Wanted” individuals, currently published by EFCC.

•Special Lists are published on EFCC dynamically through the use of a standardprocedure to release eachlisted individual.

•Special Lists can beexchanged with national orinternational law enforcementagencies.

•Link / integration with otherprofiling databases EFCCcurrently maintains.

Security & Monitoring

•goCASE implements the standard specifications and enforcement of authorization constraints.

•Active security environment enforces EFCC workflow security policy, as defined by goCASE Security Policy Editor (SPE).

•Access to goCASE is based on roles to be defined during the analysis of software requirements specifications.

•Users interaction with goCASE workflow and data repository is only possiblethrough goCASE interfaces.

•goCASE maintains different types of audit trails.

Roles in goCASE (The Case Roles)

Case Manager: Each case, once initiated, is assigned to a Case Manager, who is responsible of the overall monitoring, and of decomposing the case cycle into activities based on the principle of separation of duties, and based on the workflow path.

Case Analyst: Responsible of conducting the preliminary case analysis, linking to similar-pattern cases.

Case Investigator: Responsible of conducting investigations.

Case Assistant: Provides assistance to the Case Team.
