1) It is necessary to give the undertaking as follows Contractors are not allowed

to make any changes in tender documents downloaded from website. If it is so

the tender of such contractors will be rejected and the contractors who made

2) It is necessary to give undertaking as follows “ I have seen detail drawings of

SECTION – I

1.00 INFORMATION AND INSTRUCTIONS TO APPLICANTS

1.10 GENERAL :

a) “Corporation” shall mean the Godavari Marathwada Irrigation

Development Corporation, Aurangabad action through it‟s Executive

Director, as defined in Maharashtra act XXIII of 1998.

Godavari Marathwada Irrigation Development Corporation,

Aurangabad is a body corporate constituted under the Maharashtra

Act XXIII of 1998 and has been established by the notification

published in the Gazette Irrigation Department, dated 17/08/1998. The

head quarters of the Godavari Marathwada Irrigation Development

Corporation, Aurangabad. (GMIDC, Aurangabad or GMIDC for

short, and hereafter only stated as “Corporation”) is Aurangabad. The

official postal address for correspondence is :

The functions and powers of the Corporation have been listed in the

Maharashtra Act XXIII of 1998. In general, it has been entrusted with the

work of investigation, planning, designing of projects, maintenance of

completed projects, construction of projects and irrigation management of the

Major, Medium and Minor projects in the Godavari River Basin.

The projects comprise, to divert water from West Flowing Rivers to

Godavari basin. It is decided to construct storage Dams in Tal- Surgana,

Peth, Dindori Dist-Nashik for this work detailed Survey, Investigations &

Preparation of detailed project report are to be carried by the contractor

Agency.

1.11 E- Tenders in B I-Form are invited by the Corporation, from the contractors

registered in appropriate class with Public Work Department of Government

of Maharashtra for the work, details of which are give in Annex-A of this

section, and also Registered with Godavari Marathwada Irrigation

Development Corporation, Aurangabad (GMIDC, Aurangabad )

1.12 The enclosed forms should be filled in completely and all questions should be

answered. All information requested for in the enclosed forms should be

furnished against the respective columns in the form. If any particular query

is not relevant it should be stated as „Not applicable'. Only dash reply will

be treated as incomplete information. All applicants are cautioned that

incomplete information in the application or any change(s) made in the

prescribed forms will render application to be rejected as non responsive.

1.13 The document supporting Pre-qualification documents shall be typed on

applicant‟s letter head. With complete and valid address of the registered

office in Maharashtra State.

1.14 Any overwriting or correction shall be attested by contractor with dated

initials. All pages of the pre-qualification documents shall be numbered along

with index and should be submitted as a package with a signed letter of

transmittal.

1.15 All the information must be filled in English language only.

1.16 Information and certificates[s] furnished along with the application form [The

respective application about to the suitability, technical know how and

capability of the applicant] should be signed by the applicant and Certificate

shall be signed by Gazetted Officer as specified.

1.17 The applicant is permitted to attach any additional information (photographs

of the works which are already carried out which he thinks necessary in

regard to his capabilities). No further information will be entertained after

submission of the Pre-qualification documents unless it is requested by the

Godavari Marathwada Irrigation Development Corporation, Aurangabad

(hereinafter referred to as GMIDC or Corporation).

1.18 The pre-qualification documents in prescribed forms as required in this

booklet duly completed and signed should be submitted alongwith all

relevant documents. The documents must be submitted in sealed cover. The

sealed cover must be super scribed as “Pre -qualification document for the

work of Survey & Investigation for Lift Diversion Scheme No. 3 and 4 on

west flowing rivers to be diverted into Godavari Basin and should be

submitted to the office as mentioned in Annex-A. The documents received

late on account of any reason whatsoever shall not be entertained. The

documents submitted in connection with the pre-qualification shall be treated

as confidential and will not be returned.

1.19 a) The cost incurred by applicant in preparing this offer, in providing

clarification or attending discussions, conferences in connection with

this document, shall not be reimbursed by the G.M.I.D.C.,

Aurangabad under any circumstances.

b) In the event of any applicant wishing to withdraw from P.Q. the

applicant must write and explanatory letter to the Chief Engineer

(WR) N.M.R. Nashik to return the documents. However the cost of

pre-qualification document already paid shall not be refunded in any

case or on account of any reason.

1.20 METHOD OF ONLINE APPLYING

All the tender activities like tender download (tender seal) tender

preparation, tender submission and opening of tender will be

conducted online only as per key dates mentioned in online time

schedule.

1.21 If the application is made by individual, it shall be signed by individual

above his full name in block letters and full name of his firm with its

current address.

1.22 If the application is made by a proprietary firm, it shall be signed by the

proprietor above his full name in block letter and full name of his firm

with its current address

1.23 If the application is made by a firm in partnership it shall be signed by all

the partners of the firm above their full typed written names and current

addresses or by a partner holding valid power of attorney shall

accompany the application. A certified copy of the partnership deed,

current addresses of all partners of the firm shall also accompany the

application..

1.24 If the application is made by a limited company or a Corporation, it shall

be signed by a duly authorised person holding the power of attorney for

signing the application. In which case a certified copy of the power of

attorney shall accompany with the application. Such limited company or

corporation may be required to furnish satisfactory evidence of its

existence before the pre-qualification is awarded.

1.25 If the application is made by a joint venture consortia of two or more

firms as partners; please refer Annexure -B

1.30 DEFINITIONS :

In this document (as hereinafter defined) the following words and

expressions will have the meaning hereby assigned to them.

i) GMIDC means Godavari Marathwada Irrigation Development

Corporation “Sinchan Bhavan”, Jalna Road, Aurangabad-431 005.

II) Applicant means individual, proprietary firm, firm in partnership,

limited

Company, corporation applying to become eligible to tender.

1.40 FINAL DECISION MAKING AUTHORITY :

The Committee headed by Chief Engineer(WR),North Maharashtra Region,

Nashik reserves right to accept or reject any of the application for Pre-

qualification without assigning any reasons therefore and his decision will be

final.

1.50 CLARIFICATIONS :

The clarification(s), if any, may please be sought separately from either

Executive Engineer or the Superintending Engineer, mentioned in Annex – A

Para 2.1, 2.5

1.60 PARTICULARS PROVISIONAL :

The particulars of the proposed works given herein as well as in the technical

note are provisional and must be considered only as advance information to

assist Applicants. (The Accuracy of the particulars is not guaranteed. From

this Pre Qualification document, the technical note, the model tender

provision shall not form part of any contract which may subsequently be

entered into as per Tender document.)

1.70 SITE VISIT :

The work site can be inspected by the applicant, if he so desires by

appointment with Executive Engineer or his authorised representative

concerned with the work.

1.80 MINIMUM ELIGIBILITY CRITERIA FOR PRE-QUALIFICATION :-

The applicant must be well established Contractor with experience and

capability in Surveying & Investigations of works similar to the work given

in this document. The applicant applying for pre-qualification must provide

evidence of having adequate experience in modern technology in carrying out

work like Survey, designing etc.

Experience of the contractors approved by the appropriate authority shall be

only considered for pre-qualification.

In order to assess the experience and capability of Contractor for execution of

the work under consideration, a minimum criteria has been specified. This

minimum criteria will be judged from the past experience of the Contractor.

The applicant bidder should have adequate bid capacity, executed the

quantities of main items (as stated in Annex-A) in any one year during a

period of last five years. The other requirements such as that of turnover and

that of execution of similar work is also stated in Para 6.0 of Annex-A.

The formula of Evaluation of Bid capacity is :

Bid Capacity = (A x N x 2) – B

Where

A = Maximum value of Civil Engineering works executed in any one year

during the period of last five years (Updated to the price level of the year in

which the tenders are opened) which will take into account the completed

and ongoing works.

The maximum value of Civil Engineering works (A) executed in a year shall

be minimum of following.

1) Ascertained from the certificates from Executive Engineer in case of

Government and Semi-Government and from the head of offices in

case of limited companies and Registered Co-operative Societies of

Organizations. The information is to be submitted in proforma 1 (a)

and 1 (b) as enclosed in Section II for completed and ongoing works

respectively. Information given in any other format that prescribed

shall not be taken into account for calculation value of “A”.

2) Ascertained from total contract amount received in a year as stated in

Sr. No.(5)(c) in income tax clearance certificate, contractor shall

ensure that this information is filled in If it is not filled in, the

contractor shall submit balance sheets of last Five years duly certified

1.90 EVALUATION CRIETERIA FOR PRE-QUALIFICATION :

A) Pre-qualification of prospective renderers is to be done to ensure that

final bids for the work are received from well established Contractors

with experience and capability for executing this work. Any

applicant, who is able to satisfactorily establish that he / they can

undertake the work and complete it within the stipulated time will be

able to get pre-qualified.

The evaluation for pre-qualification of the applicants shall be done by

a Committee as mentioned in Para 7.0 as Annex-A.

The Committee shall have freedom to ask for clarifications and

further related information from the applicants, check references and

make enquiries in respect of works of prospective tenderer.

B) The evaluation authority will evaluate the submitted pre-qualification

information by scoring evaluation method, once the applicant gets

through the Minimum Eligibility Criteria. In order that the applicant

bidder gets pre-qualified, the applicant must score at least 60%

(sixty percent) points in first four categories given below &

70%(seventy percent) points in overall. The pre-qualification shall be

prequalification is to be done for the eligible applicants who satisfy

minimum criteria. It will be therefore, advisable that applicant gives a

short note (Please refer Proforma 6 of Section II) explaining how he is

eligible and fulfils the criteria by giving reference of the information

given in booklet.

3) If the/ record of poor performance such as abandoning works, not

financial failure, habits of making unnecessary claims is noticed, the

tenderer is likely to be disqualified out right.

D) The evaluation procedure allocation of points is as stated in Para 9 of

Annex-A. The evaluation will be done with greatest care by allocating

points under various heads to help to judge the overall capacity and

fitness of the applicant.

1.91 Necessary information will be collected from the details furnished in

Proforma and additional information may be called for at the discretion of

the Committee.

1.92 In case of joint venture a partnership or a partnership the yearly turnover

relating to the year taken, Bid capacity and quantities of main items executed

shall be added together for determining the minimum criteria of Pre-

qualification. No addition is however permitted for working out the

maximum cost of similar type of work executed..

1.93 RESTRICTIONS ON AWARDING NUMBER OF CONTRACTS.

a) The Godavari Marathwada Irrigation Development Corporation, Aurangabad

has taken up a number of irrigation projects for construction in order to

complete the work in time bound programme. It has been considered

necessary to restrict the number of works to four which may be awarded to a

contractor at a time so that contractor can concentrate fully on the progress of

the contracts awarded to him.

b) Not withstanding the fact that tenderer satisfying the prequalification criteria,

no individual contractor or the joint Venture firm or any of the joint Venture

partner(s) of the Joint Venture entity shall be considerable for getting

prequalified for tendering for this work,. In case of maximum four work in

the group of (1) One Dam and Three Canal or any works of any category

OR (2) Three Canal or any other works of any category have been awarded

on contract / letter of acceptance of tender issued, in the area of operation of

GMIDC unless the contract work awarded to him/ them is found to be

complete in all respect as certified by the Executive Engineer in the

completion certificate. In case individual contractor or the joint venture firm

or any of the joint venture partner(s) of the same Joint Venture as separate

entity shall not have more than three works in hand at a time. Even if any

one of the partner of Joint Venture firm as a separate entity OR as partner OR

in another Joint Venture and / OR the same Joint venture firm has been

awarded three works as specified above group wise in Godavari Marathwada

irrigation Development Corporation prior to the date of opening of this

prequalification document that joint venture firm with that individual entity

as a partner shall not be considered eligible for getting any other contract for

the work and his / their prequalification shall be ignored.

c) For the purpose of verification of the above stipulations, the contractor shall

submit information in the enclosed format of Certificate enclosed as proforma

8 in Section-II. This Certificate is applicable to Joint Venture also the names

of the partners (s) in the joint Venture shall also to given when information in

the Certificate is submitted for the Joint Venture.

NO EVALUATION WILL BE DONE :

1) If the information given in section -2, statement 1 & 2 proforma 1 to 9 is

incomplete / misleading / false and such application will therefore be

considered as non-responsive.

2) If the record of poor performance such as abandoning work, not properly

completing, inordinate delays in completion and financial failure is noticed.

3) If the applicant dose not fulfill the criteria for eligibility laid down in Para – 6

of Annex.-A.

4) If the applicant fails to submit any of the following document / certificates.

To divert water from West Flowing Rivers to Godavari basin. It is decided

to construct storage Dams in Tal- Surgana, Peth, Dindori Dist-Nashik for this

work detailed Survey, Investigations & Preparation of detailed project report

are to be carried by the contractor Agency. The scheme is Administravely

approved by Govt. Resolution AA 2012/552(205/2012)WRD Mantralaya

This scheme is initially Preliminary surveyed. The planning and designing are

The rain mainly confined in the month of June to September, Annual rainfall

near site is 2000 to 2500.mm.

MINIMUM ELIGIBILITY CRITERIA FOR PREQUALIFICATION-

The applicant shall meet the following minimum criteria. Only those

applicants who satisfy the minimum criteria of eligibility as stated below

6.3 ANNUAL TURNOVER :

The Applicant bidder should have attained average annual turnover

(excluding advance such as machinery / mobilization advance etc.) in any one

year over a period of last five years of Rs.576.72/- Lakhs.

6.4 SIMILAR WORK :-

As a prime contractor or subcontractor applicant should have

completed one work of similar nature and complexity comparable to

this work.

1. The bidder should have minimum experience of 15 Years in the

field Survey, Design and Estimation of different Irrigation Projects.

2. The bidder must be a Registered Contractor with P.W.D., (Govt. of

Maharashtra) and also in Godavari Marathwada Irrigation

3. The bidder should have carried out the work of a Project in which

the Diversion of water from one River basin to another River basin,

to the tune of at least 5 TMC of water, by employing the method of

Diverting the water by gravity flow and/or by lifting of water in

different stages.

NOTE : For the Information given under Para 6.1, above

mentioned, the bidder should submit the necessary Work Done

Certificates / Work in Progress Certificates of the Officer not below

the rank of Executive Engineer.

6.5 Criteria for relaxing the minimum eligibility for prequalification

If minimum three no of contractors are not qualified then the minimum

eligibility criteria for prequalification may be relaxed so as to get

minimum three no of contractor qualified.

1) The Contractor will be arranged in descending order considering the

quantities of survey of tunnel alignment and design. The minimum

criteria „for survey of tunnel alignment and design‟ as mentioned in

Para 6.1 will be relaxed by 25% i.e. the contractor who do not satisfy this

relaxed criteria will be eliminated and not be considered for further

evaluation.

2) The contractor will be arranged in descending order considering the

quantities of „Taking deep bores for design of tunnels‟. The minimum

criteria for „Taking deep bores for design of tunnels‟ as mentioned in

para 6.1 will be relaxed by 25% i.e. the contractor who do not satisfy this

relaxed criteria will be eliminated and not be considered for further

evaluation

3) The contractor will be arranged in descending order „Survey and Design

of Dams / Diversion weirs‟. The minimum criteria for „Survey and

Design of Dams / Diversion weirs‟. as mentioned in para 6.1 will be

relaxed by 25% i.e. the contractor who do not satisfy this relaxed criteria

will be eliminated and not be considered for further evaluation.

4) The contractor will be arranged in descending order „Design of Lift

Diversion Schemes‟. The minimum criteria for „Design of Lift

Diversion Schemes‟. as mentioned in para 6.1 will be relaxed by 25%

i.e. the contractor who do not satisfy this relaxed criteria will be

5) The contractor will be arranged in descending order „Preparation of

ANNEXURE – B

METHOD OF APPLYING FOR JOINT VENTURE CONSORTIA :

A) Two or more Contractors of any class may be combined and tender for a

work costing to the amount upto which is individual contractor on the hire of the two

limits if they are of different categories are empowered to tender as per the original

registration provided.

1) The combination is of the contractors as a whole and not individual partners.

2) The application shall be signed so as to be legally binding on all partners.

B) A Joint Venture between single contractors, partnership firm, Joint Stock

Limited Company, Private / Public Limited Company may be permitted subject to

the following conditions.

1. The Joint Venture should be partnership firm, duly registered with the

Registrar of Firms, Maharashtra State, in such a case a signed memorandum

of understanding (MOU) between the tenderer and the associating firm /

company individual shall be considered as adequate proof for association

subject to the condition that on being considered eligible to tender for the

work, the tenderer shall be informed accordingly, where upon the tenderer

shall be required to enter into a Joint Venture (J.V.) partnership by signing an

instrument on judicial stamp paper of appropriate value, the various

conditions mentioned in Para 1.25 (Annexure – B) shall be corporate in

MOU. The Joint Venture deed shall be submitted by the contractor, then the

tender of such venture shall not be opened but same will be recorded and

considered non responsive.

2. The Joint Venture deed shall be got approved from the GMIDC before it is

registered with the Registrar of Firms, Maharashtra State.

3. Specific stipulation be made in the Joint Venture deed to seek prior writing

approval of the GMIDC, before any changes are proposed to be made in the

Joint Venture deed, once it is registered with the Registrar of Firms,

Maharashtra State.

4. The Joint Venture partnership shall not be dissolved till the completion of

defect liability period as stipulated in tender conditions and till all the

liabilities thereof as liquidated.

5. The shares of assets and liabilities of the lead firm shall not be less than 60%

at the percentage share of the each other firm in Joint Venture partnership

deed shall not be less than 20%. The lead firm should be enrolled in the list of

select contractors of GMIDC.

6. One of the partners shall be nominated as being in charge and this

authorization shall be evidenced by submitting a power of attorney signed by

legally authorized signatories of all the partners.

7. The partner in charge shall be authorized to incur liabilities and receive

instructions for and on behalf of any and all partners of Joint Venture and

entire execution of the contract including payment shall be done exclusively

with the partner in charge.

8. All partners of the Joint Venture shall be liable jointly and severally for

execution of the contract in accordance with the contract terms, and a relevant

statements to this effect shall be included in the authorization mentioned

under (vi) above.

9. Complete information pertaining to each partner in the respective forms duly

We understand that if the Corporation authorities find that any of the information given

by me/us is found to be incorrect, untrue or misleading. I/We will be disqualified to

tender for the above work, and my/ our name may be removed from the approved list of

contractors in GMIDC.
