The Association “Center for Promotion of Sustainable Agricultural Practices and Rural

Development” from Skopje, is an independent, non-profit and non-partisan association. It is

established by free association of its members in order to facilitate mutual cooperation and

implementation of common interests in the area of sustainable development, agriculture, local

development, utilization of renewable energy sources, energy efficiency, environmental protection,

cultural heritage conservation, as well as in order to promote cooperation with other similar

organizations and associations from Macedonia and abroad.

Vision

The vision of CeProSARD are rural and urban areas, developed in a sustainable manner with

absolute concern for the environment, efficient use of renewable energy sources, energy efficiency

and cultural heritage protection, which will contribute to a better social environment for future

generations.

Mission

The mission of CeProSARD is the introduction and promotion of sustainable development.

Through research and application of best practices, we strive towards provision of better living

conditions in rural and urban areas.

Development

The Association works and acts in order to cover the whole territory of Republic of Macedonia, at

the same time, establishing close cooperation with national and international organizations, until

eventually a network of organizations and promotional stations is formed for the benefit of using

sustainable practices. The Association establishes close cooperation with local and central

government, lobbying for promotion and achievement of its mission.

The citizens’ association CeProSARD strives towards achieving the following goals:

Improvement of local and regional development in all regions of Republic of

Macedonia;

Promotion and introduction of sustainable practices in the development of rural

areas and in the development of agriculture and food production in Republic of

Macedonia;

Promoting possibilities for using renewable energy sources and energy efficiency

improvements wherever possible;

Environmental protection in accordance with sustainable development principles;

Activities in the area of adaptaion to and mitigation of climate change, with focus

on agriculture as production branch susceptible to their impact;

Cultural heritage conservation;

Economic strengthening of women, mainly in rural areas.

The Association “Center for Promotion of Sustainable Agricultural Practices and Rural

Development” (CeProSARD) from Skopje, acts through the following bodies:

Assembly

The Assembly consists of twenty one members. The members may act as active, associate and

honorary members.

Executive Board

The Executive Board, as an executive body consisting of active association members, consists of

the following members:

Svetlana Petrovska, MSc, area of expertise: environment protection;

Snezana Janevska, mechanical engineer;

Liljana Buchkovska, economist.

Advisory Body

The Advisory Body consists of elected experts from relevant areas, providing expert assistance for

the current operation of the Association. In 2011, in accordance with the proposal of the Executive

Board, the Advisory Body worked with the same members.

Supervisory Board

The Supervisory Board, as a body within the Assembly, consists of three active members:

Gabriela Micevska, agricultural engineer;

Liljana Tanevska, MSc, area of expertise: local development;

State Nolev, economist.

Executive Director

The Executive Director of CeProSARD, Svetlana Petrovska, MSc, together with the executive

office team participated in the implementation of decisions adopted by the Assembly. In order to

establish sustainability in the organization, the Executive Director, in accordance with the decisions

passed by the Executive Board, has formed a team, which continuously works on developing

project documents for applying on international projects.

The team in charge of developing project documents upon calls published by donors consists of:

Executive Office

The Executive Team of CeProSARD in 2001, consisted of twelve employees with the

following educational profile: two agricultural engineers, a MSc in local development, mechanical

engineers, an environmental protection engineer, a MSc in environment, an engineer-architect, two

economists and an administrator. Depending on project needs and activities, expert teams and

experts were hired as external associates. In certain periods, students from the Faculty of

Economics and the Faculty of Agriculture and Food volunteered in the Association. The Executive

Team of CeProSARD is divided into the following sectors:

CeProSARD in 2011 worked on six projects, with a total budget of 878.049 Euros, or 54.000.000

denars1.

Target group: farmers and entrepreneurs throughout the country, institutions, local and national

Description of activities:

The Project „Promotion of sustainable agricultural practices, energy efficiency and utilization of

renewable energy sources in rural communities in Republic of Macedonia” – Agroenergy, after

finalizing the first phase (researching the availability of renewable energy resources in Republic of

Macedonia suitable for small investments, initiated the second phase, the implementation phase,

based on the results of the first phase. It consists of the following activities:

Giving recommendations for proper RES utilization, through introduction of new modern production

technologies, as well as for energy savings through applying the principles of energy efficiency,

through:

Project: “Promotion of Sustainable Agricultural Practices, Energy Efficiency and Utilization of Renewable Energy Sources in Rural Communities in Republic of Macedonia“– Agroenergy

1. Piloting– specific model pilot-units (farms) have been established, where renewable

energy sources were used and measures for improving energy efficiency were taken.

2. Training and promotion – a plan for establishing a training center for practical demonstration of

the utilization of RES and construction of energy efficient buildings in accordance with the best

available techniques has been developed; educational training packages for training different

target groups have been prepared; promotional campaigns and round tables about RES and

EE have been organized.

3. Institutional strengthening – institutions have been supported in the process of developing and

adjusting laws, by-laws, strategies, programs and measures for supporting relevant EU RES

and EE related regulations.

Within the “Agroenergy” project, CeProSARD provided assistance to the Directorate for

Hydrological and Meteorological Affairs of Republic of Macedonia for organizing

workshops with the title “Provision of quality in solar collectors and systems”

Upon request of the Energy Agency, in 2011 the drafting of the Rulebook on Energy

Performance of Buildings was initiated. The development of the Rulebook is performed

by a workgroup established upon initiative of the Energy Agency, and in coordination

with CeProSARD Association. This Rulebook is very important by-law which will

contribute to gradually reducing high energy costs in buildings, than to taking into

consideration the energy factor when constructing new buildings, to introducing green

certificates, and of course, will contribute to achieving the strategic objectives of the

country. Besides the Rulebook, the workgroup will also draft a methodology for its use.

In order to support the work of the Ministry of Agriculture, Forestry and Water

Economy, CeProSARD Association developed a “Guideline for Foreign Investments in

Republic of Macedonia”.

4. Networking– the established network of entities active in this sector was strengthened and a

cooperation platform was created.

The objective of the Project is to provide conditions for establishing a dialogue between the public

and the private sector through strengthening the capacities of the participants in the value chains

and representatives of governmental institutions, as well as through establishing a system for

regular communication and exchange of opinions on certain topics and documents in the fruits and

vegetables sub-sectors.

Activities:

Identifying the participants in the value chains (producers, processors and traders in fruits and

vegetables);

Including governmental institutions responsible for development and implementation of policies

and strategies related to fresh fruits and vegetables and processed vegetables in the project

activities;

Assessing the training needs of employees in the institutions and of the representatives of the

value chains;

Organizing trainings for representatives of value chains and governmental institutions adjusted

to their needs;

Establishing an informative online-tool on the web site of the Ministry of Agriculture, Forestry

and Water Economy;

Establishing a system for ongoing communication between the value chain participants and

governmental institutions on contemporary topics related to fruit and vegetables production and

processing.

In August 2011, eight young people from Macedonia participated on the workshop for

exchange of young people in Latvia, together with their colleagues from Latvia and Serbia. The

objective of the workshop, which was part of EU financed initiative – „Youth in Action“, was to

motivate young people in rural areas to participate in decision making processes and to raise their

awareness regarding sustainable development opportunities. Besides the planned agenda, there

was also time to visit local settlements and to taste local delicacies. Additional objectives of the

Project were to become familiar with young people’s life in rural areas in other countries, to

promote global thinking and to motivate young people to spend their free time in a way on which

they would act more effectively locally.

By using different techniques, the workshop tried to encourage the participants to identify ways to

improve their local environment and to help them share their ideas, as well as to turn them into

practical results. The participants finished a practical task, by building a solar collector of old waste

materials found on the site - from old windows to old refrigerator cooler.

5. LOCAL DEVELOPMENT SECTOR

Project:”Think Global, Act Local – Youth in Action “

As a non-governmental organization dealing in activities related to renewable energy in agriculture,

local development and environmental protection, CeProSARD works on the legal initiative for

“Agricultural Land Management for Energy Crops and Renewable Energy Production”.

The initiative is directed, above all, towards conservation of agricultural land for food production,

conservation of biodiversity and establishing criteria which would prevent its uncontrolled use for

production of energy crops.

The initiative covers revision of regulations related to energy crops production, establishing links to

parliamentary commissions competent for those issues, as the Commission on Agriculture and the

Commission on Transport and Environment.

The project covers the following activities:

Revision of all laws regulating agricultural land management in Macedonia;

Workshops for informing relevant actors and use of their experience in the area;

Structuring the legislative initiative;

Main objective of the Project is to raise awareness of the population in the most affected areas

regarding measures for mitigation of climate change, their impact and adaptation to climate

change, as well as regarding possibilities for rapid reaction in case of floods.

During the Project, floods have been analyzed from the climate change point of view, that is, as a

climate change consequence. After identifying areas in Macedonia most exposed to floods, the

project activities were focused on educating local population and representatives of the

municipalities concerned. The stakeholders were familiarized with the climate change

consequences that we are facing, measures for adaptation and mitigation of climate change

impact, and manners for dealing with and rapid reaction in case of flooding.

Institutions involved: 3 CeProSARD did not manage this budget.

6. ENVIRONMENTAL SECTOR

Project : “Climate Change Adaptation and

Mitigation Measures in Mostly Affected Areas in

Macedonia “

The main objective of the project is to improve the legal and the institutional framework, which will

contribute to proper management of e-waste in Macedonia, Serbia, Croatia and in Bulgaria.

CeProSARD, as part of the national advocacy network for e-waste management, participated in

organizing public events for raising awareness with regard to e-waste. The target groups and end

users are NGOs, companies, governmental institutions, media and citizens. The activities were

directed towards finding solutions for the following problems:

Low capacity of NGOs to manage e-waste;

Citizens and decision makers have low awareness of the consequences of inappropriate

e-waste disposal;

Lack of statistical data with regard to e-waste;

Lack of network structures on national and on regional level directed towards handling e-

waste related problems.

Project: „Balkan Advocacy Network in E-waste

Management “

Donor: The Project is financed by EU

The objective of the Project was to make Balkan history from the 14th until the 19th century alive,

and to motivate public discussion on valuable, but often neglected, monuments from this period.

Moreover, the objective was to stimulate the public discourse on Balkan history, to promote the

feeling of common history based on religious and ethnic cohabitation and to contribute for a

promotion and conservation of cultural heritage. In fact, this was a multimedia project based on an

exhibition of 50 specially ordered photographs of Muslim, Christian and Jewish monuments on the

Balkan, taken by 5 award winning photographers from Athens, Belgrade, Prizren, Skopje and

Tirana. The photographs are supplemented with a text written by a team of historians from the

whole Region, with a documentary, educational programs, history walks and photography

competitions intended for school children and for adults.

This motivates cooperation between different cultural organizations in the Balkan and in Europe,

promotes the image of the Balkans in the Region and further in Europe, while the Project is a

contribution to understating the meaning of history and improving access to cultural heritage in the

Balkans.

Target groups were the general public, children younger than 18, civil and educational

organizations, local governments, NGOs and research organizations, central government,

students, young people.

The activities, among other things, were:

Exhibition of photographs in Athens, Prishtina, Skopje, Belgrade, Tirana and Berlin;

Publication in all six languages of the countries partners in the Project;

Web site;

26-minute documentary and an audiovisual video;

(CeProSARD) begins to organize trainings for taking the expert exam for waste

management and / or handling. The trainings consist of 50 classes. The candidate who

regularly attends the trainings for taking the expert exam in waste management and / or

handling will be awarded a certificate of attendance to the expert trainings in waste

management and / or handling.

The Red Cross of Republic of Macedonia within the project “SEE Forum for adaptation to climate

change” founded the Network of Civil Society Organizations of Macedonia. The Network consists

of members of the civil society in Macedonia, dealing in environmental protection and promotion,

education, development and promotion of democracy, humanitarian aid, social topics and

representatives of businesses and of educational institutions. The Network is a permanent platform

for cooperation between its members, in order to raise awareness regarding climate change and

climate change consequences of the general public and of decision makers.

The Project is financed by the EU and the Red Cross of Austria. The Project implementation period

is 24 months.

11. ACTIVITIES OF CEPROSARD IN 2011

CeProSARD signed a Memorandum of Cooperation with the Red Cross of Republic of

Macedonia

A Memorandum of Cooperation has been signed for the implementation of the Project

„Make a Difference“ in Municipality of Konche, for installation of hot water solar systems in

the schools in this Municipality

The Project for installing solar collectors in the school of “Goce Delchev” in Konche is a donation of

Julijana Dimovska and Georg Woschnagg, and besides the donors in the development and the

implementation of the Project participate CeProSARD, Municipality of Konche, Elementary School

“Goce Delchev” and “Sofkin” DOOEL from Radovish.

The Memorandum was signed during the Fair of Municipalities, held on November 25th and 26th

2011 in Skopje, while the document presents the intention for cooperation and the implementation

of the Project „Make a Difference“ of all five signatories.

The objective of this initiative was to improve the conditions in the elementary schools of

Municipality of Konche, through installing solar collector systems for obtaining sanitary hot water.

Besides the central school in Konche, the project covers additional five elementary schools in the

surrounding villages of this Municipality: Dolni Lipovik, Gorni Lipovik, Rakitec, Dedino and

Gabrevci.

The Project entailed organization of a workshop intended to educate and raise awareness among

school children about renewable energy sources and environment protection. The workshop will

result in implementation of an additional activity proposed by the pupils, and supported by the

educational staff of the school of “Goce Delchev”.

CeProSARD also supports the implementation of initiatives and projects of philanthropic character

related to raising awareness with regard to environmental protection in Republic of Macedonia.

The Memorandum was signed on October 26th 2011, thus taking into consideration the intent of the

partners to establish relations in order to cooperate in different projects. Both parties may develop

common projects in different areas in which they will have mutual interest and at the same time

they will jointly do the following:

Counseling and education of members and of clients of both organizations.

On November 2011, the CeProSARD team participated in the activity “Tree Day” as part of the

campaign for large scale forestation in Macedonia. The main objective was to replant the

Macedonian forests after the large forest fires that took place in the last two summers, while the

organizers also recognize the environmental benefits of this plan in the context of global warming.

Our CeProSARD “tree planting day” was organized by our colleague Damjan, who lives in

Sopishte, on Vodno Mountain. “Equipped” with tree seedlings, we went to his house and after the

wonderful walk to the spring on the hill top, we decided that it would be better to plant the trees in

Damjan’s garden, where they will be regularly watered and taken care of, and we would be able to

visit them later on and inspect their progress.

Presentation of a scientific paper prepared by CeProSARD on the International Conference

of Ecosystems in Tirana, Albania

From June 4th to 6th, 2001 in Tirana, Albania, the Faculty of Agriculture and Environment as part of

the University of Agriculture of Albania, organized the International Conference of Ecosystems

(ICE).

Dejan Filipovski, representative of the CeProSARD team together with Marina Petrovska MSc,

Project Assistant in „UniCoop – SIDA founded project“, presented the paper „Climate Change

mitigation through utilization of biomass in the agricultural sector in Republic of Macedonia “.

“Friedrich Ebert Foundation, with an office in Skopje, in cooperation with CeProSARD

on November 16th 2011, organized a workshop titled “Nature Protection and Local

Effects”

The workshop was organized in order to share experience among Macedonian organizations

working in the area of environmental protection and German experts in this area. The workshop

was titled “Nature Protection and Local Effects” and a special emphasis was put on protected

areas and “Natura 2000“ areas. During the presentation, Ljupka Gligorova, environmental

protection coordinator in CeProSARD gave a presentation.

from the Forests – the workshop was held from October 25th until 27th in Punkaharju in

Finland

leader action groups and Finish expert organizations in forestry, organized a three day event with

intent to describe, analyze, discuss and introduce issues related to forest bioenergy. What is the

development of forest bioenergy in different rural development programs? What will be the future of

bioenergy acquired from forests in EU?

Gabirela Micevska, head of the Sector for Agriculture and Rural Development, represented

CeProSARD and as a contribution to the workshop gave a presentation titled “Bioenergy from

forests in Macedonia”.

Forum – workshop “Macedonian Tourism – Competitive Industry” and “Capacities and

Resources in Creation of Tourism in Macedonia as a Competitive Industrial Branch” was

held in the Educational Center M6 – Skopje, on October 27th, 2011.

Among other presenters on this event, a presentation was given by Mr. Jean Marie Standaert from

the Dutch Employers Cooperation Program and by Mr. Mile Boshkov, Chairperson of the Business

– Confederation of Macedonia.

Especially interesting was the presentation of Ms. Vanja Stevkovska titled “Training of the young

and women in rural areas with tourist potential for starting small businesses in tourism”, which

underlined the huge interest for this type of tourism, but also presented the lack of more significant

advancement in this specific sector, due to lack of appropriate regulations on rural tourism.

The forum was attended by students from the Faculty of Tourism, representatives of the

businesses and other stakeholders.

The event was also attended by Liljana Buchkovska, gender equality coordinator in CeProSARD –

Skopje.

Round table on the topic of “Solar energy – a Perspective in Macedonia, Reality in

Slovenia” was held on October 13th in the premises of the Skpje Fair.

The intention of this round table was to exchange theoretical and practical experiences regarding

the use, usefulness and the efficiency of solar renewable energy sources.

The event, besides by the Ambassador of Republic of Slovenia, H.E. Alan Brian Bergant, was

attended by representatives of NGOs, companies and institutions from both countries.

Liljana Tanevska MSc. from CeProSARD gave a presentation, presenting the past activities of the

organization in the research of potentials for using renewable energy sources and energy efficiency

improvements through research and analysis of the economic feasibility of these technologies.

On May 10th and 11th 2011, a two day expert meeting was held on the topic “Introducing

Energy Certificates of Buildings in Republic of Croatia and in the Region, Energy

Reconstruction of Buildings and Contemporary Energy Concepts in Architecture in

Measuring and Verification of Energy Savings in Energy Efficiency Projects”.

The meeting organized by the Energy Institute “Hrvoje Pozhar” consisted of presentations on the

conditions and the trends in the introduction of energy certification of buildings, Croatian

experience, and methods used to calculate energy consumption in Croatia.

Svetlana Petrovska MSc presented the conditions with regard to this issue in Republic of

Macedonia, the adopted legislation and the by-laws for energy efficiency in the construction sector.

During the meeting, the systemic measures in Monte Negro introduced to improve energy

performance of buildings and their certification were presented.

On November 30th 2011 in Hotel Continental in Skopje, a workshop was held titled

“Providing Quality in Solar Collectors and Systems”

Mr. Andro Bachan, guest expert from the Croatian Energy Institute “Hrvoje Pozhar” shared his

experience from Croatia with regard to quality standards of solar collectors and systems. The

event was organized by CeProSARD team in Macedonia.

During 2011, the CeProSARD team prepared and submitted eleven project applications

submitted to nine different donors, out of which three were approved, and six were rejected.

For two projects we were invited to participate in the implementation as project partners.

The information on CeProSARD was regularly published upon successful implementation of

projects, promotional campaigns, trainings, as well as in order to announce events within

projects implemented by the organization. The information was published in the printed and

electronic media, as well as on the web sites of several national and international

organizations, governmental institutions, local self-governments.

The Association regularly published articles in the monthly review “Moja Zemja” (My Country)

in the area of its activities. Other media which published information on the activities of the

CeProSARD creates a network of actors in the organization’s areas of activity. These networks
