The Rain Forest Restoration Initiative NGOs, state colleges and universities (SCUs), farmer cooperatives, and POs, the private sector, and individual citizens

in concerted actions to fulfil and to draw public attention to the state of the Philippine rain forests and the need to stop and reverse their continuing loss and degradation by planting native species.

Mahahalagang Katangian ng NGP Partnership Agreement

Article 1. TUNGKULIN AT PANANAGUTAN NG GRUPO

Ang DENR ay:

1.1 Pumapasok sa isang angkop na kasunduan sa napiling partner/katambal na on-site civil society organizations (CSOs) ng FPE at PTFCF na magiging

basehan ng pagbibigay ng suportang pinansyal at teknikal para sa produksyon, pagtatanim, pagpapanatili, pagmomonitor at pag-aalaga ng mga punla (seedlings): Sa kondisyon na ang CSOs ay tumutukoy sa mga people’s organization, asosasyon, kooperatiba, indigenous peple’s organization at iba pang pangkomunidad na organisasyon na siyang direktang magsasakatuparan ng mga gawain at makikinabang sa mga nabanggit.

1.2 Titiyak sa pagbayad ng mga CSOs sa loob ng 30 araw ayon sa itinakdang release ng pondo na mababatay sa umiiral na batas ng accounting at auditing, patakaran at regulasyon batay sa sumusunod: 1st release- 15% 2nd release- 25% 3rd release- 25% 4th release- 25% Retention fee- 10%

Ang DENR ay:

1.3 Titiyakin ang oras ng pagbabayad salig sa napagkasunduan na work and financial plan ng mga CSOs na magtatanim, magpapanatili, mangangalaga at magmo monitor;

1.4 Maglalabas ng kaukulang permit sa mga partner CSOs para sa pangongolekta ng mga buto at wildings, kasama na ang pagdadala (transport), kung kinakailangan;

1.5 Mag-eenrol ng partner CSOs sa registry of production areas at bumuo ng mekanismo sa kaukulang makinabang sa pagbabahagi (benefit sharing) sa paggamit ng iyan;

Ang DENR ay:

1.6 Magpakilos at magbigay-alam sa kanyang bureaus, kasamahang ahensiya at field offices (regional offices, PENROs,

CENROs) upang masiguro ang implementasyon ng

partnership agreement na ito;

1.7 Mangunguna sa survey, mapping, at delineation ng lugar na pagtataniman (planting sites);

1.8 Tiyakin na maisama ang kinatawan ng PTFCF at FPE sa NGP Experts’ Panel;

1.9 Mangangasiwa sa pagpapadali ng enrolment ng qualified na miyembro ng CSO sa DSWD-Conditional Cash Transfer Program at sa iba pang programam ng gobyerno.

Magbabahagi ng resources sa pamamagitan ng mga proyekto at programa; Makipag-ugnayan sa mga partners at networks upang matiyak ang sapat na dami sa pag-produce ng punla (seedlings), kasang-ayon ng quality standards ng NGP; Magbigay ng listahan ng CSOs na kasapi ng NGP, kasama ang mga impormasyon gaya ng household members, kasarian, edad at kontak;

Magbigay na partikular na lokasyon ng nurseries, uri/klase ng punla (seedling species) at dami ng produksyon; Magbahagi ng listahan ng SPAs/o lugar kung saan naggaling ang mga butong ginamit sa pagpatubo, impormasyon sa phenology, species at iba pang mahahalagang impormasyon;

Sumali sa mga aktibidad ng NGP, tiyakin ang sapat na koordinasyon at pagpupunyagi at ibahagi ang karanasan sa forest conservation; Magbigay ng tulong at patnubay sa mga CSOs upang matiyak ang takdang oras at kalidad ng mga punla (seedling production), pangangalaga ng mga tanim na Philippine native forest and fruit bearing tree species;

Ang DENR, FPE at PTFCF ay:

4.1 Magkasundo sa level at klase ng tulong teknikal para sa mga CSOs; 4.2 Gumawa ng mekanismo upang makilala, makita at maprotektahan ang seed production areas; 4.3 Gumawa ng isang kasunduan upang mag monitor at mag assess ng mga aktibidad ng mga partner CSOs sa pag produce,pagtanim, at pangangalaga gamit ang GPS base sa geo-tagging photo technology;

4.4 Gumawa ng mekanismo sa pag kontrol ng takdang pag re-release ng pondo ng PENROs o CENROs sa mga partner CSOs; 4.5 Magbahagi ng mga importanteng impormasyon tulad ng standards, priyoridad, mga natapos na report, at iba pang mahahalagang impormasyon sa pagpaplano at pagsisimula ng NGP;

4.6 Magkakasamang magplano at maghanda ng annual work and financial plan, at mag monitor ng pagsisimula ng kasunduan na ito sa simula ng 2013, upang matiyak ang pagtatanim ng native na mga puno sa lahat ng reforestation projects sa hinaharap.

1st release- 15% matapos ang signing at pag susumite ng work at financial plan; 2nd release- 25% ng contract price matapos makamit ang napagkasunduang bilang ng seedlings na may 10% allowance for mortality at hindi bababa sa tatlong buwan pagkatapos maabot ang 50% height at diameter ng target species;

1.2 Tiyakin ang pagbabayad sa mga CSOs sa loob ng 30 araw ayon sa itinakdang release ng pondo na mababatay sa umiiral na batas ng accounting at auditing, patakaran at regulasyon batay sa sumusunod:

4th release- 25% bayad matapos ang paglilinis ng lugar, pagbubutas at pagtatanim ng seedlings ayon sa napagkasunduang dami ng seedlings bawat ektarya (density) at planting sites; Retention fee- 10% Bayad matapos maabot ang survival rate na hindi bababa ng 85% tatlong buwan matapos maitanim.

3rd release- 25% bayad matapos ang delivery ng mga CSOs at inspeksyon ng DENR sa planting site at bilang at standards ng seedlings (seedling inspection) ;

1. Legal identity- rehistrado/accredited

ng LGU, SEC, CDA, DOLE, NCIP

2. Dapat may planting sites (estimate in hectares and categorized as to protection or production); contiguous area prioritized. Note: for 2012 until 2016. Planting site must depend on planting capacity of the group and communities.

a. May tenure (CBFM, CADC, CADT, Co management, SIFMA, declared watershed, Protected areas for protection purposes) b. Walang tenure (possible for application for appropriate tenure, application in process) c. Prioritize areas with no overlapping land claims

Required seedlings kada ektarya: 500 Recommended ang 625 seedlings kada ektarya na may spacing na 4meters x 4meters para maisa alang –alang ang mortality. Ang sobra ay counterpart ng SPPM partner. Ang pagtatanim ay dapat matapos ng November 2012.

Simulan ang implementasyon ng pagtanim ng indigenous species Patuloy na magbigay ng tulong teknikal at suporta sa mga partner POs at CSOs Isaalang alang ang mga assisted CSOs ng PTFCF at FPE sa produksyon at pagtatanim ng katutubong punong kahoy kaugnay sa MOA (PTFCF-DENR-FPE PA)

Issues and Concerns Response/Suggestions 2012 budget ng DENR sa lokal level, naka allocate na. Pwede ba kaming makakuha ng allocation sa Osec?

REDs-magsusumite ng mga dokumento e.g. work & financial plan sa DENR Central para sa karagdagang budget for the NGP-PA.

Priority for 2012 budget: planting sites na 50-ha contiguous area

Ang 50-ha contiguous area ay mahirap i comply.

Ito ay nakabase sa DENR MC 2012-01; para sa posibleng enterprise, lalo na sa production areas
