Welcome to the seventh annual Focus North Texas Planning Symposium! On behalf of the North Central Texas Section Board, we are pleased to have you join us for what

promises to be a great day of sessions.

This year’s theme is “Expand Your Horizons.” We want to encourage all of our members to think outside the box in 2017 and to develop creative solutions to chal-lenges within their communities. With sessions geared toward educating planners on different planning con-cepts, relationships can be encouraged throughout the coming year.

Planning 101 - What Planners Need You to Know As an elected or appointed official, your civic duty is to be aware of the issues and factors that influ-ence each case that comes before the commission, council or board prior to its presentation. A basic understanding of zoning districts and the appropri-ate uses in each, how a comprehensive plan guides decision-making, and a knowledge of the subdivi-sion ordinance will make you a better leader in your community. Mr. Gattis will present a brief history of city planning and cover the key points necessary for successful consideration of plans.

Planning 102 - Open Meetings Act Training As part of the requirements for service on a city board or commission, members must be aware of the State rules governing proper conduct at meetings. This session will review the laws con-tained in the Texas Municipal Code and give attendees the knowledge necessary to conduct business in a lawful manner, avoiding any per-ceived or real conflict of interest, and afford the public open access to decision-making.

AICP Exam Prep The American Planning Association offers a rigor-ous exam in order to qualify planners as “certified.” This exam covers a comprehensive array of subjects, including zoning, planning law, subdivision ordinances, census classifications, met-ropolitan statistical areas, geology, environment, urban design and the history of planning. In addi-tion, important dates, authors and planning meth-ods are often included in the test. Richard Luedke has been serving the Texas State Chapter in AICP exam preparation for many years and is knowl-edgeable of the test’s content and form. He and his experienced prep team will offer many helpful techniques and useful information needed to pass the AICP exam.

KEYNOTE SPEAKER - LEROY QUIGG

Our Keynote Speaker is Sgt. Leroy Quigg of the Dallas

Police Department. He has served the people of Dallas

for over 26 years and understands the importance of

community in reducing crime. Sgt. Quigg studied crimi-

nal justice at the University of Toledo and has honora-

bly served in the Army. Quigg’s commitment to gang

intervention is designed to build bridges, confront past

mistakes, reduce crime, improve relations, and create

community. Starting the gang intervention program

was met with skepticism from fellow police officers

who felt that Quigg’s loyalties would be split. Howev-

er, building trust is a constant theme of Sgt. Quigg’s

work. We welcome him and his unique perspective.

Sign Codes Following Reed v. Town of Gilbert (LAW CREDIT) The current status of sign regulations in the wake of the Reed decision and the Auspro decision is difficult to pin down. The legal rulings of the courts force sign codes to be “content neutral” when the entire purpose of signage is content based. The speakers will review the actions and reactions leading up to these landmark decisions and what they mean for planners, advertisers and the community.

Leveraging Community Resources to Improve Neighborhoods Community engagement can be used not only to receive input on policies and projects, but also to implement actions. Establishing public policy that moves away from penalizing infractions and focus-es on solving problems will create better enforce-ment and garner community support. This session will summarize how a coordinated approach to neighborhood improvements in older residential areas has been successful in the City of Allen.

Dallas CityMAP – The Art of the Possible The Dallas City Center Master Assessment Process, or CityMAP, is an open and inclusive review of the chal-lenges and opportunities for aging interstate corridors and adjacent land uses surrounding downtown Dallas. However, the CityMAP process can be applied to any city with aging infrastructure, especially those with grade-separated highways bisecting neighborhoods. The end result of the process is a way to measure the pros and cons of various options that will help guide decision-makers.

By infusing walkable land use patterns, mixed use, and complete streets into the make-over revitalization strategy while also using marketing synergies will create many lasting benefits to the community. This session is designed so that planners will grasp a better un-derstanding of the role they play in advancing eco-nomic development changes and the techniques they can use to achieve success.

Disaster Response After First Responders On December 26, 2015, the City of Rowlett was struck with an EF-4 tornado. Every department in the City as well as mutual aid from all over the Dal-las/Fort Worth Metroplex helped to respond to this crisis. This session will focus on the planning, building inspections, and code enforcement com-ponents of the response. Per usual response to disasters, public works, police and fire rescue are the first on the scene. Public works personnel are there for the duration of the response, but fire res-cue and police soon resume normal operations. The response from the planning, building inspec-tions, and code enforcement standpoint lasts be-tween 12-24 months. This session will explore the efforts Rowlett staff has made and continues to do regarding community outreach while maintaining a delicate balance between compassion for the affected residents of our City and the restoration of order in a timely manner.

Ethics - A Humorous Approach to a Serious Subject (ETHICS CREDIT) This session will take a humorous look at the trials and tribulations that beset the average planner in his/her everyday life. The session will cover all the aspects of the AICP Code of Ethics and guide planners in being aware of the issues and how to navigate ethical dilemmas.

The Role of Non-Profits and Faith-Based Groups in Aging Neighborhoods Revitalizing communities requires the strength of partnerships to create meaningful change in the lives of residents. City planners need to incorpo-rate innovations and ideas from outside the typi-cal planner’s box of tools. The role of faith-based contributions to revitalization that extends beyond the physical aspects of the community is explored in this session. Techniques of forming and main-taining partnerships with city programs will be discussed as well as the roles of churches and oth-er non-profit groups in bringing communities to-gether.

There are many plans for multi-modal streets in North Texas, but implementation of the plans is slower than most other metro areas in the nation. Planners will learn how cities are effectively implementing multi- modal streets and the tools necessary for success.

Presenters will review a case study where financial concepts have been integrated with a comprehensive planning efforts to better align development patterns (and property values) with projected long-term service costs for infrastructure, public safety, parks and other municipal costs. Attendees will learn the necessary techniques for reviewing budgets and proposals with an eye to long-term, as well as short-term, projected costs and revenue sources.

Planning Law Update (LAW CREDIT) This session will present a review of recent plan-ning law cases, a summary of last year’s outcomes from the Texas Legislative Session, and consider what may be hot issues within next year’s Texas legislature.

Team Building through Strength-Based Teams This session will highlight the “Strengthsfinder 2.0” personality profiles and how they can be used to hire and build successful teams, grow current team members and improve communication within a team and among other teams and groups. The presenters will discuss how they have used this tool to determine personality traits that encourage and augment a person’s “sweet spot” between passion and talent. These techniques can be ap-plied to any group setting.

This presentation includes how to create and manage local bicycle connections, with tips on design and placement of route signs. Creative Zoning & Entitlements This session will focus on using market shifts in high growth corridors to design zoning strategies that combine performance based planned devel-opments with lean form-based codes. Planners will learn methods to achieve the best results through partnerships between the public and pri-vate realms and understand how to incorporate incentive for infrastructure development to create value for the city and the private development.

Innovative community engagements strategies and case studies will be discussed. Learn straightforward techniques for setting a plan’s outreach efforts to achieve success. She will lead a discussion of the appropriate application of and requirements for each type of financing tool and make suggestions as to which financing tool will be most beneficial to the city and its future citizens based on the out-come sought.
