    Input sought for Chilco development

    Public hearing on a par-cel of land that could see a 36-lot residential development is slated for Sept. 2 in View Royal.

    Several bylaws related to a property off Chilco Rd. adja-cent to Mill Hill Regional Park and Robin Hill Park will be up for public input.

    The applicant proposes to create a 36lot residential sub-division with a 0.38 hectare park in the southeast half of the site, leaving an existing residence on a 0.8 ha large lot residential property and 1.6 ha of park in the northwest half. A development permit would be required for the protection of the natural environment, its ecosystems and biological diversity and the protection of development from hazardous conditions.

    Detailed information on the bylaws as well as reports and studies can be obtained at the Town of View Royal municipal office in the Development Ser-vices Department between 8 a.m. and 4 p.m. Monday to Fri-day until Aug. 29 and between 8:30 a.m. and 4:30 p.m. on Sept. 2.

    Anyone unable to attend the hearing can mail, fax, email or hand deliver comments to the Town of View Royal by no later than 4:30pm on Sept. 2. The

    public hearing will be held at 7 p.m. on Tuesday, Sept. 2 at municipal hall, 45 View Royal Ave.

    Regional bus service to expand for fall

    After extensive public input, B.C. Transit is adding another 5,000 hours of bus service in the Capital Region.

    Effective Sept. 2, late night service on Friday and Satur-day nights, currently available on Routes 4, 6 and 14 will be extended to routes 15X Dock-yard/UVic, 27 Gordon Head, 28 Majestic and 50 Langford/Downtown.

    Service hours are also being expanded on Route 4 Hillside/UVic, Route 8 Interurban/Oak Bay and Route 39 UVic/Royal Roads to better serve custom-ers who are travelling to the regions post-secondary insti-tutions.

    The current Route 6 Royal Oak/Esquimalt is also being restructured. Esquimalt resi-dents will now be better served by the Route 15X Dockyard/UVic with direct access to UVic, Camosun College Lans-downe campus and the Royal Jubilee Hospital. The new Route 6 Downtown/Royal Oak will travel from the down-town core to the Royal Oak exchange along Quadra Street.

    We listened to the more than six thousand custom-

    ers who participated in public consultations asking for more late night runs and added trips to the Camosun Col-lege Interurban campus, said Susan Brice, Victoria Regional Transit Commission chair. Ridership is on the rise in the Victoria region and we hope these investments continue to encourage people to make transit their transportation choice.

    Bentinck Island firing range in action

    Theres a slight chance residents could hear action on Bentinck Island this week.

    The demolition range on Bentinck Island will be in use 9 a.m. to 4 p.m. on Aug. 28 and 29 as well as Sept. 2 to 5 and Monday Sept. 8.

    The island near Race Rocks in the Strait of Juan de Fuca is used as a terrestrial demoli-tion range by the Canadian Armed Forces and residents will likely be unaware of any activity except on days when environmental conditions such as temperature, humidity and wind direction affect how far the sound will travel.

    The public is reminded that no unauthorized person may enter this area and trespassing is prohibited.

    We just had a couple bad innings in the first two games that put us in a situation where we were outside looking in, Ross said. After that we woke up.

    They went on to destroy Philippines 11-1 then beat the U.S. West region 8-1 and host Oregon 9-1.

    A lot of teams and organizers came up and wished that we were in the top four to compete for the championship, Ross said. A lot of them said we should have been.

    The coach is proud of his players. They were good defensively, posted some strong pitching and avoided errors after the early glitches.

    I call them the lunch box brigade. They come to work to do their job and you ask them for over-time and they dont complain, Ross said. Its one of the hardest working teams Ive seen in a long time. Everyone knew their role when they got there and performed their role quite nicely. Every-one was a star in my mind. [email protected]

    Twenty-year-old composer Jared Rich-ardson is hoping to make a very special album.

    Instead of making an album in a home studio or in his basement like many young musicians are doing, the View Royal resi-dent has started a Kickstarter campaign to raise $45,000 to hire the entire 60-member orchestra from the Victoria Symphony to perform nine original compositions for his first full-length studio album.

    I think it would be a great honour and a very special thing. I have (had) a big con-nection with the Victoria Symphony over the past four years so it is exciting to be able to (reach for) this, Richardson said. To have an actual album recorded by a professional orchestra, it would take my

    career to a whole new level.The Spectrum high school graduate con-

    nected with the Victoria Symphony approx-imately four years ago after submitting one of his compositions to be performed by the orchestra. Not only did he end up selected as one of five across the province to secure a coveted reading by the symphony, he ended up impressing the Victoria Sympho-nys musical director and conductor Tania Miller along the way.

    The first time Jared had a piece read by us it was an instant success. His sense of how to (compose) for orchestra was vastly superior to what you would expect from a 16 year old, Miller said. I thought it was so successful I decided to put it into the Symphony Splash and Jared became the first ever young splash composer at the age of 16.

    Miller said she is extremely picky about

    the music she selects for their signature annual event, yet she decided to perform his song Winds of Kananaskis to a crowd of approximately 40,000 spectators. Different compositions were performed by the Victo-ria Symphony for two years after that, until he left the University of Victorias music program to study at the Berklee College of Music in Boston in the hopes of following in the footsteps of John Williams and Howard Shore as music composers for movies. It is a dream he continues to work toward today.

    I think it can be done, he is an artist and it is about people being inspired by his art, what is great about his music is he has already inspired a lot of people in Victoria. Hes really got a name already for himself and a lot of people are (already) support-ing him, Miller said. It would be such a thrill we will look back someday and Jared Richardson will be a highly successful film

    composer and we will say we were there from the beginning.

    Only $1,500 of the $45,000 was funded at the time of the News deadlines and Rich-ardson admitted there is a long way to go, his goal but despite the pressure of a dead-line to reach his goal by Oct. 13 and the potential for Kickstarter to return every dol-lar pledged if he misses his goal by even a penny, he is confident he will have his album in 2015 when he expects it to be complete.

    It is a pretty huge but I think there is a good chance of it happening, Richardson said. I am working on now doing every-thing I can to get the word out about it and we will see where it goes from there.

    Organ donation isnt for everyone.Depending on religious beliefs or personal

    preference, some people choose not to donate their organs after death. But for those of us who dont have any stipulations about organ donation, the question remains why dont more of us register to become donors?

    According to B.C. Transplant, there is a critical shortage of organs available for transplant not only in B.C., but all over the world.

    In 2013, B.C. had the highest living donor rate in the country of 28 per million and 14.5 per cent million in deceased donor rate equalling the national average. There were 346 transplants and the number of organ donors (130 living and 67 deceased) increased as well. But the numbers are still very low compared to the number of people that die in the province each year.

    Volunteers with B.C. Transplant say some people still arent aware they even have to register to become a donor.

    Fifteen years ago, the method of becoming a donor included simply putting a dot on a drivers licence.

    Now, that method is no longer valid and people wishing to become donors must register directly with B.C. Transplant.

    After death, each person has the ability to help up to 75 different people and save or extend the lives of many as seven people by becoming an organ donor.

    Currently there are 473 people in B.C. waiting for vital organs,, approximately 10 of which live somewhere in Greater Victoria.

    As of June, only 38 per cent of people living in Greater Victoria had registered as donors.

    The numbers speak for themselves.. More of us need to step up and take a few minutes it requires to register as an organ donor at transplant.bc.ca.

    You could end up saving a life right in your own backyard.

    The month-long Agricultural Land Commission consultation closed Aug. 22, and the B.C. government is compiling the feedback received from a province-wide tour and invitation to comment.

    I cant tell you much about the official input. The consultation sessions were by invitation only, with no media allowed, and the submissions via website are also not public.

    I reached Agriculture Minister Norm Letnick as he was traveling around B.C. with his camper van, conducting his own meetings with farmers. Hes not saying much either, except that a summary of the findings should be made public in September as the government considers new regulations.

    The aim of this exercise is to consider relaxing rules around secondary farmland uses in the Interior, Kootenay and North regions, as well as food processing and retail sales of food and beverages on farmland. Also under consideration is allowing breweries and distilleries, as wine and cider production are now allowed, and relaxing rules to permit more off-farm products to be sold from farms.

    Letnick defended the 30-day summer consultation as adequate. Its based on 11 questions developed with staff, farm groups

    and local government. Hes also not counting how many emails were stacked up by proponents or critics.

    Im not conducting a plebiscite, Letnick said. What Im trying to do is come up with the best balance of recommendations to make to government that can hold their own based on the idea and the potential positive and negative consequences.

    NDP agriculture critic Lana Popham was more forthcoming. She was invited to the formal sessions, and also wont talk about them directly. But shes not backing

    away from her criticisms.The government is proposing

    to bypass the Agricultural Land Commission for several kinds of decisions, including subdivision for family use or into properties of 160 acres or more.

    I think the general idea was that people trust the ALC to make that decision, and it should still go through the commission, Popham said. Actually the commission has been making those decisions anyway, and I think theyve been quite fair when somebody applies.

    She said farmers also arent sold on the notion of easing the rules for secondary businesses.

    You will already find situations where theres, lets say a welding shop or something like that attached to somebodys residence

    who lives on ALR land, Popham said. That sort of stuff has been allowed, but its always had to go through the ALC or some sort of process thats been in place. This leaves that process out, and so I think thats the problem people are having.

    She noted that non-farm activities have a way of growing until they become the main business.

    A reader who attended the Kelowna session said even winery operators arent thrilled about the proposal to enlarge retail space and allow sales of wine or beer not made on site. He said not one participant there liked the idea of increasing industrial activity such as food processing or retailing. And he agreed with Popham that the ALC is doing a good job with subdivision applications.

    Popham also clarified the situation with the leased craft gin distillery on her own Vancouver Island farm. It started as a winery, and the conversion needed only local government approval because the production facility was already considered and taxed as light industrial.

    Victoria Gin has been a model for the governments push to allow distilleries, breweries or meaderies on farmland. Given the B.C. Liberals love of liberalized liquor, I expect that change to go through.

    Chili done rightCompetition was fierce at the 10th annual West Shore Rotary chili cook off last Saturday, with 11

    teams competing for the Peoples Choice, Best Judged and Best Showmanship awards. Every team brought their own twist on the classic dish, drawing lines of chili enthusiasts sampling the secret recipes.

    Molasses, chocolate, chipotle, Guinness and ten-hour braised chuck were just a few of the tricks that teams pulled out to give each chili a chance to win.

    The in-house smoked bacon and pepperoni that the butchers at Market on Millstream added to their pot won over the judges and netted them top prize in the Best Judged category, but even their rosemary-sage scones werent enough to catch up to Richmond Plumbings tasty chili, which took home first in the Peoples Choice award.

    The Rugby Canada booth gave its all trying for the Best Showmanship award, taking advantage of the nearby tunes blasting from Tom Lees Music to stage their own impromptu dance party, but they couldnt quite overtake the antics and chicken hats over at Nandos Chicken, who took home first prize.

    The annual event fundraises for the many projects of West Shore Rotary, and the club was hoping to raise about $7,000 this year.

    Ron Mattson cleared for wrongful dismissal from Ministry of HealthArnold LimNews staff

    View Royal Coun. Ron Mattson is happy to be moving on.

    The former project manager for the Alzheimers drug therapy initia-tive with the Ministry of Health who was dismissed in September of 2012 after 28 years, has settled the law-suit arising from his termination. A joint press release issued from the government and Mr. Mattson called the dismissal a regrettable mistake.

    The government advises that its decision to terminate Mr. Mattson was a regrettable mistake. In announcing the settlement, the government thanks Mr. Mattson for his long years of service as a loyal and dedicated public servant, the press release said. The government regrets any hard-ship and possible loss of reputation which Mr. Mattson endured.

    The View Royal resident of 34 years and coun-cillor of 18 years was advised by letter that he was immediately suspended without pay July 17, 2012

    and was dismissed by let-ter on September 6, 2012 on accusations he arranged for an unauthorized contractor to receive a disc containing confidential data. Four Minis-try of Health employees were fired and three suspended without pay.

    In a notice of civil claim provided by Mattsons lawyer Chris Siver, it states Mattson did not have the authority, nor discretion, nor power to provide any confidential data to any person.

    I accept the governments statement of regret and its acknowledgement the gov-ernments dismissal was a

    mistake. I am relieved my name has been cleared and my reputation restored, Mattson said. I will be 61 years old on Aug. 28 and my plans in the future are to spend my time and energy with my family, serving my community and enjoying my retirement.

    The father of one added that he plans to run for re-election in the upcoming municipal elections in November.

    Siver said the case of wrongful dismissal and withholding of pay was set to go to trial Oct. 20 over approximately 10 days. No information on the terms of the settlement were released.

    (Reputation) was highly critical for (Mattson). He is a councillor for the town of View Royal and just like the province says we hope this settlement removes the cloud that may have been hanging over him, Siver said. I am happy that Ron is happy.

    It was a thrilling finish for a thrilling final.

    More than 159 riders and more than 41 motos, or riding groups, took to the track last Sat. (Aug. 23) and Sun. (Aug. 24) for the BMX Pro-vincial Cup Final where Langford

    resident Riely Brosius overtook his closest rival, Adien Grecht, to secure first place in the race and the overall standings. His mother Tara Brosius said her 11-year-old son cycled a crazy race.

    It was an intense race with (Riely) in second (place) com-ing into the final turn behind. He pushed him up in the last corner

    and took first place across the line, she said. I was just over-joyed with excitement, it was such a good feeling that they did so well after working so hard to get to where they are. I was a proud momma, (there was) a big smile on my face.

    Rielys nine-year-old sister Makayla took second place in the

    overall standings in her race, beat-ing out the racer ahead of her in the standings but not by enough to overtake the overall points lead. The finals featured many of the best young BMX riders from across the province.

    It was a great weekend of rac-ing, the sun was out, the mainland-ers came over... and everyone had

    a great time, said organizer Dana Ogurek. All the riders walked away happy and the parents did too which always makes it suc-cessful. These big races are a lot of fun, it is a long day out there, but it is worth it.

    Amblyopiaa.k.a. Lazy Eye

    The word amblyopia is Greek in origin and it quite literally means slow vision. The term lazy eye is often used to describe amblyopia to patients.

    If an eye is to become amblyopic, it will do so during the period of visual development be-tween birth and about ten years of age. One eye is sending a weaker signal to the brain; therefore fewer connections will be made to the brain for that eye. This condition can occur if one is born with eyes significantly different prescriptions. Over time, the ability to use both eyes at once is diminished. The brain has many cells requir-ing input from both eyes. These cells, devoted to binocular vision and depth perception, are unable to develop if both eyes are not sending a strong signal, consequently the weaker eye wanders. Researchers disagree about the exact age up to which amblyopia can be successfully treated. They do agree however that the key to remediating amblyopia is early detection and treatment. Remember, the first eye examination should be at around the third birthday.

    Amblyopiaa.k.a. Lazy Eye

    The word amblyopia is Greek in origin and it quite literally means slow vision. The term lazy eye is often used to describe amblyopia to patients.

    If an eye is to become amblyopic, it will do so during the period of visual development be-tween birth and about ten years of age. One eye is sending a weaker signal to the brain; therefore fewer connections will be made to the brain for that eye. This condition can occur if one is born with eyes significantly different prescriptions. Over time, the ability to use both eyes at once is diminished. The brain has many cells requir-ing input from both eyes. These cells, devoted to binocular vision and depth perception, are unable to develop if both eyes are not sending a strong signal, consequently the weaker eye wanders. Researchers disagree about the exact age up to which amblyopia can be successfully treated. They do agree however that the key to remediating amblyopia is early detection and treatment. Remember, the first eye examination should be at around the third birthday.
