PREAMBLE
We, the sovereign Filipino people, imploring the aid of Almighty God, in order to build a just and humane society, and establish a Government that shall embody our ideals and aspirations, promote the common good, conserve and develop our patrimony, and secure to ourselves and our posterity, the blessings of independence and democracy under the rule of law and a regime of truth, justice, freedom, love, equality, and peace, do ordain and promulgate this Constitution.

The word Constitution come from a Latin word “CONSTITUTIS” and means to set up or to establish. A Constitution is a written plan which set up a form of government and establishes its basic governing principles. One important aspect of history is the development of governmental structure through the ages. Government is the institution that has both the authority to control, direct, and rule in the actions and affairs of others.

God did not tell men what form of Government to establish, but He did command His people to be obedient to civil authority.

STREAMLINING THE BUREACRACY

Good government can no longer be achieved simply by working more, harder, longer, and faster. Effective governance can no longer be realized simply by assuming the main responsibility for all societal concerns. Efficient government administration can no longer be maintained simply by correcting the superficial symptoms of a dysfunctioning bureaucracy.
