Our MissionTo deliver infrastructure and environmental projects and services required for the defence and security of Canada.

The Goose Bay Remediation Project
Background
Over 100 individual contaminated sites, large & small, have been identified at Goose Bay.
Over 200 reports have been prepared since the late 1980’s.
We have a very good idea of the scope of the problem and are moving forward with remediation.
Project work is expected to be completed by 2020.

Identify the type and extent of contamination & clean-upMain remedial components of the project: Remove fuel plumes from the subsurface Selective removal of buried waste Selective removal, remediation or risk management of
other contamination primarily impacted soil and sediments Identify long-term measures to protect human health and

Financial approval for remediation work in 5 of the main subproject areas
Fuel recovery systems installed at the Main Gate, Area D and the Upper Tank Farm.

Survival Tank Farm remediation - hydrocarbon impacted soils and areas of fuel
Dome Mountain – fuel recovery system and hydrocarbon impacted soils
Camps at Crooks and No Name Lake – waste, debris and impacted soil removal.

North Escarpment - hydrocarbon impacted soils and shallow areas of fuel
Dome Mountain – PCB soil and sediment remediation
Transport Hydrant Area – delineation determining requirement for fuel recovery systems
Canadian Side – FFTA, Dumpsite, former hospital –work type will be remedial options analysis dependent
South Escarpment Dumps – work type will be remedial options analysis dependent

2. Tender Board: Generally for single trade and less complex projects Usually out to tender for two weeks
3. Quick Response Tender: Generally for small, simple projects <$100,000 off approved
source lists (QRT lists for various trades). Usually out to tender for one week

be completed by the contractor Contract is awarded to the lowest compliant bid

How to complete a tender form: If it is a lump sum firm price enter it in the space provided For a unit price table, complete all spaces, do the extensions,
and then add each row for the total tender price Include, where required, your corporate HST registration number List all amendments included in the price (e.g. 1, 2, and 3) Complete the information as requested, applying the corporate
seal as required NOTE: if a correction is made to a tender form ensure that this correction is initialed by the signing authority

discipline and experience as well as geographic location through Select for contracts up to $100K
The selected firm is sent an Invitation letter, briefing documents, Statement of Work (SOW), our consultant agreement, and is requested to submit a work plan and cost proposal
When the fees and services are agreed upon, a contract is awarded

biddersExpression of Interest (EOI) and Request for Proposal (RFP) -2 step EOI responses short-listed based on highest score The short-listed companies are then invited to submit a
complete proposal in response to the RFP This process is used to bring the most qualified firms to the
RFP stage and not impose an undue cost burden on the industry

Types of ContractsConsultant ProcurementEvaluation (cont’d)Evaluations are typically done by a team of DCC/DND and technical experts including the Project ManagerThe typical scoring on consultant projects is 85% technical and 15% price (Scoring can vary depending on the project)For a two-step process, the EOI score typically forms 30% of the final score, while the technical score in the RFP stage is 55% and the price is15%The contract is then awarded to the highest scoring firm
Procurement Strategy for Aboriginal Business (PSAB)
The Department of National Defence encourages the participation of Aboriginal Business in the provision of the contract work.
