1-The large size and complexity of TVET system a- Technical and Vocational Secondary education (MOE, MOIFT) [(1800 schools), (2 million students), (3&5 years), (Regular, Dual, Alternate), (industrial, agriculture, commercial, tourism)]. b- The Technology Colleges (MOHE), [2 years} c- The Technology Clusters d- The Vocational Training Centers [about 1200, public& private, NGO’s] e- The Workers University (Trade Union, 4-years] 2- The High Fragmentation of the TVET system, (almost 26 bodies)3- The Absence of a Quality Assurance System. 4- The Non-Existence of a System for Career Guidance and Counseling. 5- The restricted upper limit of certifications for the graduates of technical education, (up to level 4 in NQF) 6- The Non-existence of the concept of continuous learning and training.7- Lack of integrity between labor market information and the education and training system.8- The Existence of a Solid Centralized System.

and Entrepreneurial ship, March 2010.5 -The Proposed Strategy for Career Guidance and Counseling ,
Dec. 2010.6 -The Setting Up of New Institutions:
- NAQAAE (2006), - Supreme Council for Technical Colleges (SCTC), (2003), - Professional Academy for Teachers , (2007), - 3 HRD sectoral Councils - The Submission of the Presidential Decree for the Egyptian Council for Vocational Qualifications , 2010 (Waiting Approval). - Training and Employment Fund (TEF), 2011.
4- Suggestions For Future Governance of TVET in Egypt
1- Two Separate Institutes (bodies) working under one umbrella (possibly SCHRD):
(a) An Institute for Technical Education, (MOE, MOHE) (b) An Institute for Vocational Training (MOMM, MOIFT).
• These two bodies may merge later in one body after reform.
2- Proposal of the TVET Reform Project, Nov. 2011.
