MINUTES OF 426th MEETING OF OPERATION & COORDINATION SUB-COMMITTEE OF WRPC HELD ON 12TH AUGUST 2011 AT

WRPC OFFICE, MUMBAI The 426th meeting of Operation & Co-ordination Sub-Committee of WRPC was held

on 12th August 2011 at WRPC, office, Mumbai. The list of participants is enclosed at Annex-I. Shri Manjit Singh, Member Secretary, WRPC chaired the meeting and welcomed the

members and participants to the 426th OCCM. He stated that frequency remained between 49.5 to 50.2 Hz for 93.33 % of the time during July 2011 compared with 90.93 % in the last month & remained below 49.2 & 49.5 Hz for 0.38 % & 4.81 % respectively. Frequency touched 48.8 Hz on nil occasions during the month.

Highlighting power situation in Western Region during July 2011, he stated that

Regional demand met decreased by 916 MW as compared to the month of June 2011 and unrestricted demand decreased by 337 MW. Western Regional Grid registered maximum demand of 33520 MW during July 2011, which was about 17.16 % more than the registered demand of 28610 MW met during the same month last year. (In June 2011, it was 34436 MW). The unrestricted demand was 38769 MW as compared to 34534 MW during the last year. The increase in unrestricted demand is of the order of 12.26 %. (In June 2011, it was 39106 MW). The capacity shortage in the region was about 5249 MW (In June 2011 it was 4670 MW). Capacity shortage in GETCO was 347 MW, in MPPTCL 535 MW, in CSPTCL 248 MW, in MSETCL 3093 MW & in Goa, it was 3 MW.

Referring to energy requirement and availability he stated that as against the unrestricted requirement of 21660 MUs in the month of July 2011 availability was 19862 MUs. There was energy shortfall of 1798 MUs. Maximum Energy availability per day was 739.60 MUs during the month of July 2011.The net export by Western Region to the neighboring regions was of the order of 2330.157 MUs against net scheduled export energy of 2113.933 MUs.

Thereafter the agenda items were taken up for discussion. ITEM No. 1: CONFIRMATION OF THE MINUTES

Minutes of 425TH meeting of Operation & Coordination Sub-Committee of WRPC held on 14th July 2011 at WRPC Office, Mumbai were forwarded vide letter No. WRPC/OPN/OCC-Minutes/2011-12/ 6689 dated 22.07.2011. No comments have been received.

The minutes of 425th meeting of Operation & Coordination were confirmed by the Committee. ITEM No.2: REVIEW OF SYSTEM OPERATION DURING THE MONTH OF

JULY 2011 2.1 Frequency Particulars

SE (Opn.), WRPC stated that during July 2011 the system during July 2011 the system frequency was below 49.5 Hz for 4.81 % of time against 4.56 % of time during June 2011.The system frequency was within the permissible range of 49.5-50.2 Hz for 93.33 % of the time against 90.93 % of time during June 2011. The average monthly frequency was

49.84 Hz during July 2011 and in June 2011 it was 49.89 Hz. Regarding operation in high frequency range, the system operation, frequency during the month of July 2011 was above 50.20 Hz for 1.86 % of time against 4.51 % of time during June 2011.

The detailed frequency particulars are enclosed at Annex- 2.1. The Sub-Committee noted the detailed frequency particulars.

2.2 Operational Discipline

SE (Opn), WRPC stated that from data available with WRPC it is observed that the average deviation in drawal per day from WR grid was 4.91 MUs (Overdrawl) and 1.942 MUs (Overdrawl) by NR, ER respectively and Max. Average exchange was 0.684 MUs by SR. The maximum overdrawal by NR and ER was 16.681 MUs on 27th July and 17.071 MUs on 10th July respectively and the maximum exchange on SR was 6.074 MUs on 10th July. There was a net inter-regional export of 2330.157 MUs by WR against net export schedule of 2113.933 MUs.

The information concerning number of instances of significant violation of IEGC during the month of July 2011 as furnished by WRLDC is enclosed at Annex- 2.2 (A).

The details of recommended load shedding Vs actual load shedding carried out by

WR constituents during July 2011 as furnished by WRLDC are enclosed at Annex-2.2 (B). S.E. (Opn.), WRPC requested DGM, WRLDC to brief the committee on Grid

Operation during July 2011. CM, WRLDC in the presentation indicated broadly the performance of the grid.

WRLDC intimated that during July 2011, wind generation in Maharashtra and Gujarat States was 557 MUs and 453 MUs respectively. Ghatghar hydro power station in Maharashtra had operated for: 243 hrs in pumping mode. Koyna-IV had operated for: 951 hrs. in synchronous condenser mode. SSP had operated for 263 hrs. in synchronous condenser mode. There have been overdrawl/TTC violations by the other regions. Messages issued to NR/ER for over drawl & TTC violation during July, 2011 were as below:-

2.3 Voltage Profile

SE (Opn), WRPC stated that as per the data received from WRLDC, Voltage profile at some of 765/400 kV sub-stations during the month of July 2011 as furnished by WRLDC is enclosed at Annex-2.3. He stated that voltages beyond the stipulated limits in IEGC were observed at certain S/S, the deviations of voltages from the accepted limit on either side were recorded at the following locations in WR grid which were noted by Committee:-

GETCO vide letter no. SLDC/CE/MIS/WRPC/3319 Dated 06.08.2011 ( Copy

enclosed at Annexure 2.3-A) intimated that injection of reactive power through Intra State /Central Sector lines results high voltage condition in Gujarat grid during night hours almost everyday.

The sub committee stressed that shunt capacitor should be switched off, reactor taken into service to curtail voltage. Also generators having adequate reactive power absorption margin should absorb MVAR so that terminal voltage is maintained.

DGM, WRLDC, stated that units at Sipat are continuously absorbing MVAR to curtail the voltage.

Sub committee requested generator utilities to absorb MVAR as per capability curves.

The Sub-Committee noted as above.

2.4 U/F Relay Operations

S.E. (Opn), WRPC stated that system frequency touched 48.8 Hz at nil occasions (integrated figures of two second block) during July 2011; AUFLS relay operations at 48.8 Hz had taken place as per details placed at Annex-2.4. There are in some occasion the frequency touched to 48.8 Hz as per data received from constituents which are instantaneous value. The Committee noted the UFLS operations in July 2011 as indicated in Annexure-2.4 2.5 Power Cuts / Load Restrictions

The committee noted the details of Power Cuts and Regulatory Measures during July 2011 as furnished by the state utilities as per the enclosed Annex.2.5.

2.6 Details of Generating Units under Forced outages

Details of generating units under forced outages during July 2011 were discussed. APL -6, Wardha-1, Nasik-1& Parli-6 were deleted. RGPPL-1A, C’pur-6, TATA-8, AMK-4 & Satpura-6 were shifted to Planned outage. The modified details of force outages programme of Generating units are given in Annex-2.6. 2.7 Details of Generating Units under Planned outages

The details of generating units under Planned Outages during July 2011 are given in

Annex-2.7. Dy. E, SLDC Kalwa intimated that C’pur Unit – 6(500 MW) was out from 12.07.2011 to 06.08.2011. MPPTCL representative intimated that Amarkantak Unit-4 & Satpura unit -4,6,7 were taken under plan outages.

The Sub-Committee discussed and finalized the planned outages.

ITEM No.3: OPERATIONAL PLANNING 3.1 Proposed outage programme of generating units The maintenance programme of generating units for August 2011 & September 2011 was discussed.

(1) Addl. CE, SLDC, GETCO informed that Gandhinagar –I, Wanakbori-II & SLPP-2 are deferred whereas outages of Adani -3 is postponed due to expert from China for attending the work could not arrive so far.

(2) SLDC, MSETCL representative informed that Chandrapur unit No – 6(500 MW), Chandrapur unit-1(210 MW), Nasik unit No.-5(210 MW) & Parli unit -7 (250 MW) were deferred. He further intimated that Bhusawal-II(220MW)is planned from 20.08.11 to 04.10.11, Parli-4(210MW) & Parli -3(250MW) are planned from 26.08.11 to 20.09.11 & 19.08.11 to 13.09.11 respectively.

(3) NTPC representative stated that Korba unit 6 & 7 will not be availing for outage. Gandhar GT – 3 scheduled to be out from 25.08.11 to 31.08.11 for A – Inspection.

(4) RGPPL representative requested for outages of Unit 1B & 2B from 21.09.11 to 31.10.11 & 06.09.11 to 20.09.11 respectively.

The Committee approved maintenance programme of the generating units for August 2011 & September 2011 as given in Annex 3.1.

The Sub-Committee finalized the outage schedule of generating units for the above period and is modified outages plan is placed at Annex 3.1.

3.2 Outage Programme of Transmission Lines/elements

The Committee discussed the maintenance Programme for transmission

lines/elements for the months of August 2011 & September 2011. With respect to agenda notes outages following changes were made after discussion.

(1) 500 kV HVDC pole 1 at Bhadrawati was rescheduled on 21.08.11 to 31.08.11, which was proposed on 03.08.11 to 15.08.11.

(2) 500 kV HVDC pole 2 at Bhadrawati was rescheduled on 08.08.11 to 20.08.11, which was proposed on 13.08.11 to 20.08.11.

(3) 400 kV Korba - Bhatapara was rescheduled on 24,25.08.11 which was proposed on 17,18.08.11

(4) 400 kV Korba-Vindhyachal-I was rescheduled on 27.08.11 which was proposed on 24.08.11

(5) SLDC, MSETCL representative requested for C’pur-Parli-II & III line only on 08.09.11 &09.09.11 respectively.

(6) CE, SLDC, GETCO requested for inclusion of the following transmission element outages:

ITEM No. 5: SYSTEM DISTURBANCE IN WESTERN REGION WRLDC intimated that there was no major grid disturbance(GD-4 & above) in the Western Region during the July 2011. There were multiple trippings on 3rd, 4th & 5th July under foggy condition in Gujarat system. The consolidated list of other grid disturbances (GD -3 & below)as finalised by WRLDC is attached at Annexure- 5.

The Sub-Committee noted as above.

ITEM NO. 6: IMPLEMENTATION OF RECOMMENDATIONS OF VARIOUS ENQUIRY COMMITTEES ON GRID DISTURBANCES IN WR

The updated status of implementation of recommendations of the Enquiry

Committees on grid disturbances in WR is enclosed at Annex- 6. The Sub-Committee noted as above.

6.1 Confirmation of Healthiness status of SERs/DRs equipment in the system. Constituents have furnished the status of healthiness of SER/DRs in their systems on the

7.1 Status of completion of ongoing Schemes for Commissioning of reactors.

As discussed in 426th OCCM and as per the present status available on the work for

providing additional reactors at the various locations in WR. Accordingly the information regarding the commissioning schedule is as below:

WRLDC facilitated the outage of 400kV Korba(NTPC)-Korba(W) and 400kV Korba(NTPC)-Vindhyachal-1 on 19-July-11 for stringing of up-coming 400kV Korba(NTPC)-Birsinghpur D/C.

On 08/06/11, Tower of 400 kV Satna-Bina circuit 1 and 2 collapsed at location no 565A. Ckt#2 was taken on ERS on 16/06/11.

Ckt#1 is taken on permanent towers on 15/07/2011 and ckt#2 on 31/07/2011. Congestion charges were applied on 22/07/11(02:00-05:00 hrs) and 23/07/11(01:00-

03:00 hrs) for congestion in WR-NR corridor. New Elements synchronised/charged

ITEM NO. 8: ANY OTHER ITEMS 8.1 OCC MEETING VENUE:

SE(O), WRPC stated that as per the earlier roster for hosting of meetings outside

WRPC, Mumbai following utilities have to yet host the meeting namely NHDC, REL, TPC, Adani Power and Torrent Power. However meetings could not be held outside Mumbai on continuous basis. The roster for hosting the OCC meetings outside WRPC, Mumbai is in the following order:

CSPTCL, GETCO, MSETCL, MPPTCL, NPCIL, NTPC,PGCIL, NHDC, REL, TPL,

Adani Power, and Torrent Power. It is proposed that NHDC, REL, TPC, Adani Power, and Torrent Power as mention above may host the meetings first. Thereafter roaster mentioned above may be followed with alternative meeting held outside Mumbai by the hosting utility. Periodic hosting of the OCC meetings at various generation, transmission or

distribution venues will facilitated interactions with various groups in field & promote effective deliberations on the related issues. The sub-Committee discussed and agreed to the suggestions as above. The sub-committee requested that the constituent utilities may initiate timely advance action for making necessary arrangements for the meetings accordingly.

8.2 Planned Maintenance Outages of generating units

In pursuance of IEGC clause 5.7.4 “RPC shall submit quarterly, half yearly reports to commission indicating deviation in outages from the plan along with reasons. These reports shall also be put up on the RPC website.” Accordingly details of planned maintenance of thermal generating units available in this office during the Fourth quarter (April 11 to June 11) for the year 2011-12 was enclosed at Annex- 8.2. The deviation report from constituents is yet to be received. SE(O), WRPC requested the utilities to furnish the data within ten days otherwise the existing status shall be intimated to the H’ble commission CERC .

The Sub-Committee noted the above.

8.3 Construction of Garudeshwar weir for reversible operation of RBPH of SSP:

In the 425th OCC meeting, NCA have given a proposal for the construction of weir at Garudeshwar so that reversible operation of RBPH at SSP can be carried out. The proposal is enclosed in Annex 8.3(A). Since the GETCO representatives were not present in last OCCM because of heavy rain, the committee decided to present NCA representation in the forthcoming OCC. The hand out of presentation of NCA was enclosed at Annexure 8.3(B) in minutes of 425th OCCM for reference of constituents.

During the 426th OCC meeting Shri N K Bhandari, Member(Power), NCA explained the usefulness of the above project- namely water can be pumped back and pumped storage utilization of water can be done. The details of the anticipated cost and the project is given in the presentation, enclosed at Annex Annexure 8.3(C).

GETCO representatives expressed that the above power is a clean power and the

project shall facilitate the load dispatchers by providing a facility of pumped storage. Other representatives from MPPTCL, MSETCL and CSPTCL expressed that from technical and operation point of view it is desirable to have a facility which shall provide for pumped storage facility. However the commercial and all other related aspects of the project may require to be looked into by the concerned groups.

8.4 Overloading of 220 kV Kawas-Ichchhapore line:

In the 424th OCC meeting AGM(OS), NTPC (WRHQ), Mumbai intimated vide letter No. QSR/OS/WRPC/F17 dated 04.07.2011 that 220 kV Kawas-Ichchhapore line has been overloading on regular basis since last four-five week leading to tripping of Units & station blackout at Kawas. The tripping details of lines & units is enclosed at Annexure 8.4(A).

Further CE(SLDC), GETCO informed vide letter No: SLDC/CE/MIS/2761 dated 06.07.2011 that the 220 kV Kawas-Ichchhapore line has been overloading on regular basis due to heavy drawl by M/s Essar Power Limited. The detail matter is enclosed at Annexure 8.4 (B).

Since GETCO & ESSAR representative were not present in last meeting hence it was decided that the same was to be discussed in the forthcoming OCC.

During the 426th OCC meeting Shri R K Aash DGM, NTPC Kawas gave a presentation of the problem enclosed at Annexure 8.4(C), which is summarized as below:

1) The loading on 220 kV Kawas-Ichchhapore section is around 300 to 350 MW as the generation at Kawas is in the range from .300- 600 MW. Sometimes power from Haldarwa is circulating to Essar.

2) The fluctuation of high loading may lead to damage to substation equipments on the above feeder requiring immediate replacement. The overloading had however led to tripping of units at Kawas on 16.06.2011 NTPC seriously requested the sub-committee to address the issue suitably.

3) It is therefore suggested to limit the loading on these lines to safe values, if required by opening of lines by GETCO.

4) GETCO were requested to briefly outline the cause that might have led to the present situation of overloading.

Addl CE SLDC, GETCO stated that 220 kV Ichchhapore is further connected to Essar

and from there to Sachin via D/c line. Since Essar power is not maintaining Injection/ Drawl as per Schedule therefore heavy drawl takes place from 220 kV Kawas- Ichchhapore line. He further stated that various messages were issued by GETCO to Essar to maintain grid discipline. He added that at present 220 kV Kawas – Vav line is LILOed at Ichchhapore with LILO of around 1 – 1.2 km length.

Shri Tushar Bhat Sr. VP, M/s Essar stated that the loads in Essar had increased due to

increase in production capacity. Further due to gas non availability the generation availability was not adequately large as a result Essar had to draw power from the grid.

The Sub-committee observed that 220 Kawas- Ichhapure line loading should be

restricted to safe levels so that damage to equipment at Kawas is avoided. GETCO proposed that the portion from 220 kV Kawas- Ichchhapore may be replaced

by high ampacity conductor so that the problem could be resolved. Accordingly he requested that the matter may be taken up in Standing Committee on PSP of WR.

NTPC were of the opinion that increasing the ampacity of the conductors may take care of the problem of transmission line but not of the bay equipments owned by NTPC. Further the high ampacity and corresponding low resistance is likely to lead to an increase in the power flow on 220 kV Ichhapore – Kawas line. Hence they proposed that the existing LILO of 220 kV Kawas-Vav line at Ichhapore may be removed and the line may be made 220 kV Kawas-Vav D/c, as per original scheme. Further they stated that GETCO had commissioned two bays in Kawas NTPC switchyard in 1999 and instead may add a D/c line from 220 kV Kawas – Ichhapore. GETCO representative intimated that because of severe ROW problem this may not be feasible. NTPC further requested GETCO to survey all existing double circuit towers through which LILO has been done and were of the opinion that it may be feasible to construct 220 kV Kawas-Ichhapore D/c line without any major changes in existing transmission line system. This will solve the problem on permanent basis. GETCO representative agreed to look into the same and revert back.

NTPC informed that at present the 220 kV Kawas-Haldarwa 1 & 2 are kept off at times to control the loading on 220 kV Kawas-Ichhapore. NTPC further requested to keep open Kawas-Ichhapore line, keeping it as emergency standby and restoring Kawas-Haldarwa-I & II lines in service for increased system stability.

The sub-committee discussed the matter and suggested that the following three alternatives may be reviewed by GETCO in view of above and reverts back in the next OCCM for further action on the matter.

(1) Replacing the 220 kV Kawas- Ichchhapore portion of conductor with high ampacity conductor.

(2) Alternately LILO the second Kawas-Vav line at Ichchhapore keeping the portion from Vav- Ichchhapore LILO point open and charged from Vav end. This would make the configuration as 220 kV Kawas- Ichchhapore D/c and Ichchhapore (LILO) point – Vav D/c open and charged from Vav end. In that case necessary availability to PGCIL for 220 kV Kawas- Vav D/c could be given as line is kept open due to grid constraints.

(3) The existing LILO of 220 kV Kawas-Vav line at Ichhapore may be removed and the line may be made 220 kV Kawas-Vav D/c, as per original scheme. Instead add a D/c line from 220 kV Kawas – Ichhapore. Also restore the 220 kV Kawas-Haldarwa 1 & 2 Ckts.

Further Sub-committee requested M/s Essar that the dispatch instructions of

GETCO may be strictly complied with so that line loading remains within safe limits.

8.5 System Studies for APL:

APL unit 6 of 660 MW had been synchronized but the generation in the Adani TPS complex could be kept at an ex-bus value of up to 1800 MW. SE(O), WRPC informed that a system study forwarded by GM,CEA was carried out jointly by CTU/CEA/GETCO/WRLDC/WRPCon 05.08.2011 at New Delhi and the following was recommended as outcome of the study.

For transfer of power from APL Mundra 6th unit of 660 MW as an interim arrangement till availability of 400 kV APL Mundra – Zerda D/c line following requirement need to be met :- i) Commissioning of 38% FSC on 400 kV APL Mundra-Dehgam D/c ii) Commissioning of 400 kV Limbdi-Vadavi-Zerda D/c line iii) Operationalization of SPS for instantaneous tripping of one 660 MW unit in the

event of outage of one circuit at 400 kV level iv) Existing SPS scheme is to be modified for instantaneous tripping of one 330

MW unit at 220 kV level in the event of outage of one circuit at 220 kV level at APL

v) Operation setting and performance of SPS shall be coordinated with WRLDC, SLDC GETCO and WRPC and should be in operation as per the outcome.

vi) Dispatch above 1800 MW at APL shall be as per the SLDC / WRLDC instructions based on real time operational conditions

Addl CE, GETCO stated that M/s APL may submit the complete details of proposed SPS along with tripping scheme of 330 MW unit at 220 kV level. APL representative informed that they have worked out the SPS in the case of non availability of FSC. Addl CE, GETCO stated the commercial aspects shall however require to be addressed before any additional dispatch instructions (above 1800 MW) can be issued by SLDC GETCO.

The Sub-Committee noted as above.

8.6 Long outage of line on system over voltage:

CM WRTS-II intimated vide letter no. WRTS-II:VD:O&M:DB:253/933 dated

05.08.2011, that in WRTS-II, the following 400kV lines connected to MPPTCL system are kept out of service on system constraints (system over voltage/over load condition) since more than 2-3 months. These lines are to be charged periodically for some times to check its

healthiness. However SLDC(MPPTCL) is not allowing for charging these lines. Outage of lines for longer period may not be advisable due to previous experienced in case of some of the lines earlier. POWERGRID have therefore requested MPPTCL to allow for charging these lines at least once in a month to confirm its healthiness and to avoid the problem in real condition.

EE, SLDC- MPPTCL agreed to look into the matter & allow test charging as early as

possible. Sub committee also suggested charging from 66kV or 132kV line crossing may be

explored so that these open lines are kept charged and prevent any unwanted incidents. The Sub-Committee noted as above.

8.7 RGMO Analysis:

• WRLDC representative informed that they are regularly reporting the performance of RGMO response in the OCC forum. Presently detailed analysis of the 59 units(14,465 MW) out of 73 units(14,756 MW) that have confirmed participation in RGMO. SCADA data is not available for 14 units (291 MW). The following table shows the break up of analysis of 73 units, carried out during July-2011.

• WRLDC stated that they have not yet received information regarding Ghatghar Hydro units (2x125MW) and JSW Jaigad units (3x300MW) and had requested the concerned utilities to confirm the status at the earliest. WRLDC intimated that 13 units (790MW) had applied for exemption to CERC. 96 units (14350 MW) have informed that there are some problems in implementing RGMO. WRLDC intimated that generators were requested to approach CERC in case the problems continue to persist before the problems get cleared and RGMO made operational that generators may intimate nature of problems faced in implementing RGMO. WRLDC intimated that out of 187 (31046 MW) eligible units telemetry was available for 153 units (29210 MW). The other details are enclosed in Annex 8.5. WRLDC were requested to get the telemetry availability expedited.
