NOTICE INVITING TENDER The Controller General of Patents, Designs and Trademarks (CGPDTM), invites online bid in 2 parts i.e. Part – I (Technical Bid) & Part – II (Financial Bid) from reputed Companies for the following work to be carried out based on design and drawings supplied by CGPDTM.

Copy of PAN / TAN card, Copy of registration with other organization, Details of litigations, if any.

(7) The tender documents issued to the bidders duly signed and sealed in each page along with all the above documents including Technical Bid (Part – I) and Financial Bid (Part – II) should be submitted online. Financial Bid (Part – II) Tender of the Bidder found eligible in Part – I (Technical Bid) only will be opened.

0.11. Validity of tenders : 270 (Two Hundred Seventy) Days from the date of opening of

tender. 0.12 Inspection of site : Any time before the date of submission of tender, the site can be Inspected with due written permission during office hours. Certificate of Inspection issued by the Patent Office to Be submitted with tender. 0.13. Liquidated damages : If Contractor fails to complete the job within the stipulated time,

for delay the authority will be entitled to charge liquidated damage @ 1% of the accepted contract sum per week subject to ceiling of 10% of the accepted contract.

0.14. Retention Money : 10% of the Value of the Work including EMD 0.15. Release of Retention : 50% after virtual completion of work and balance 50% expiry

Money of Defects liability period of Twelve months from the date of virtual completion . 0.16. Labour Cess : 1 % (One percent) of the Gross Bill value to be deducted as

per statutes. 0.17. Mode of submission : The bidders are required to submit soft copies of their bids

electronically on the CPP Portal, using valid Digital Signature Certificates. More information useful for submitting online bids on the CPP Portal may be obtained at: https://eprocure.gov.in/eprocure/app.

0.18. Clarification, if any : Interested Bidder may request for query regarding

any technical matter to the Patent Office and upon receipt of such request, approved Consultant / Architect of Patent Office shall attend the same.

0.19. Taxes : GST or any other Tax on materials or on finished works like

Work Contract Tax, Turnover Tax as applicable in respect of this contract shall be borne by the Contractor only and Authority will not entertain any such claim in this respect. TDS for Income Tax, Work Contract Tax and 1% Labour Cess shall be deducted as applicable from all bills / payments to be made in connection with this work.

0.20. The competent authority does not bind himself / herself to accept the lowest or any

other tender, and reserves to himself / herself the authority to reject any or all of the tenders received without the assignment of a reason. Tenders in which any of the prescribed conditions found missing are liable to be rejected.

0.21. Canvassing whether directly or indirectly, in connection with tenders is strictly

prohibited and the tenders submitted by the contractors who resort to canvassing will be liable to rejection.

0.22. This Notice Inviting Tender shall form a part of the contract document. The successful Tenderer / Contractor, on acceptance of his tender by the Accepting Authority, shall , within 07 days from the stipulated date of start of the work sign the contract consisting of :-

The notice inviting tender, all the documents including additional conditions,

specifications and drawings, if any, is forming the tender as issued at the time of invitation of tender and acceptance thereof together with any correspondence leading thereto.

0.23. The Authority does not bind itself to accept the lowest tender and reserves to itself the

right to reject any or all the tenders received without assigning any reasons thereof. The notification of award of contract will be made to the successful tenderer in writing by the Controller General of Patents, Designs and Trademarks, Bouddhik Sampada Bhawan, CP-2, Sector – V, Kolkata – 700 091.

0.24 Tender to be submitted online by the Tenderer within the date and Time as mentioned

in para 0.8. of Section – I. More information useful for submitting online bids on the CPP Portal may be obtained at: https://eprocure.gov.in/eprocure/app. Intending tenderers are advised to visit regularly CPP Portal https://eprocure.gov.in/eprocure/app till closing date and time of submission of tender for any corrigendum / addendum/ amendment.

0.25. The competent authority reserves the right to open and check the bid. The authority

also reserves the right of accepting the whole or any part of the tender and the tenderer shall be bound to perform the same at the rate quoted and within the time stipulated in such order. Although the bid validity is 270 days for the full work, however the work as stipulated in this tender document shall be completed within 45 days. Such work completion time is not guided by the bid validity of 270 days.

GENERAL RULES AND INSTRUCTION FOR THE GUIDANCE OF TENDERER

Tenders in two parts i.e. Part – I (Technical Bid) & Part – II (Financial Bid) are hereby invited by the Controller General of Patents, Designs and Trademarks, Bouddhik Sampada Bhawan, CP-2, Sector – V, Kolkata – 700091 for Supply, Installation, Testing & Commissioning of Full VRF Air Conditioning Unit (1st, 3rd & 5th floors) and Allied Electrical works (Ground to Top Floor) for Intellectual Property Office, Bouddhik Sampada Bhawan, Salt Lake, Kolkata – 700 091 1. Tender Document consisting of the following :

2. All works proposed for execution by contract will be based on notice upon bonafide resourceful experienced agencies enlisted (Class – II) with CPWD, Govt. of West Bengal / Government of West Bengal Undertakings / other State or Central Government Agencies or outside bonafide agencies having experience in similar type of works.

3. The site of the work is available. 4. Tenders are to be submitted in soft copies of their bids electronically on the CPP Portal,

using valid Digital Signature Certificates. 5. Bidder should take into account any corrigendum published on the tender document

before submitting their bids. 6. Part – I (Technical Bid) will be opened as mentioned in para 0.9. of Section – I. After

verification of the documents submitted in Part – I, the successful Bidders will be shortlisted. The Financial Bid of the Bidders found successful in Part – I will only be opened subsequently as mentioned in para 0.10. of Section – I.

7. When there is a difference between the rates in figure and in words, the rate which

corresponds to the amount worked out by the Contractor, shall be taken as correct.

When the amount of any item is not worked out by the Contractor or it does not correspond with the rate written either in figures or in words, then the rate quoted by the Contractors in words shall be taken as correct.

8. The Contractor, whose tender is accepted will be required to furnish by way of security

deposit for the due fulfillment of his contract, such sum as detailed in Clause No. 06 of the General Conditions of Contract.

9. The acceptance of a tender will rest with the Controller General of Patents, Designs and

Trademarks, Bouddhik Sampada Bhawan, CP-2, Sector – V, Kolkata – 700091, who does not bind itself to accept the lowest tender and reserves to itself the authority to reject any or all the tenders received without assignment of any reason. All tenders in which any of the prescribed conditions are not fulfilled or are incomplete in any respect are liable to be rejected.

The Employer reserves the right to accept the tender in full or in part and the tenderer

shall have no claim for revision of rates or other conditions if his tender is accepted in parts.

10. Canvassing in connection with tenders is strictly prohibited and tenders submitted by the

Contractors who resort to canvassing will be liable to rejection. 11. On acceptance of the tender, the name of the accredited representative(s) of the

Contractor who would be responsible for taking instructions from the Employer / Architect shall be communicated to the Employer / Architect.

12. GST, Work Contract Tax or any other tax on materials or on finished work in respect of

this contract whether in vogue or likely to be imposed in future shall be payable by the Contractor and the Employer will not entertain any claim whatsoever in this respect at any time. Rates should be firm and include all these taxes.

1. I/We refer to the tender notice issued by The Controller General of Patents, Designs and

Trademarks, Bouddhik Sampada Bhawan, CP-2, Sector – V, Kolkata – 700091 on your behalf in connection with the above work.

2. I/We do hereby offer to perform, provide, execute, complete and maintain the work in

conformity with drawings, conditions of contract, specifications, schedule of quantities for the sum and at the respective rates quoted in the schedule of quantities.

3. I/We have satisfied myself / ourselves as to the site conditions, examined the drawings

and all aspects of the tender conditions. Subject to above, I/We do hereby agree, should this tender be accepted in whole or in part to:

a) Abide by and fulfill all the terms and provisions of the said conditions annexed hereto: b) Complete the work within 6 (Six) weeks, as stipulated by working in two or three shifts, if

considered necessary by the Authority at no extra cost.

4. I/We have deposited earnest money of Rs. 2,60,000/- (Rupees Two Lakh Sixty Thousand only) in the form of Demand Draft / Pay Order, payable at Kolkata and drawn in favour of “The Controller of Patents”. I/We note that the same shall not bear any interest and is subject to forfeiture solely by The Controller General of Patents, Designs and Trademarks, Bouddhik Sampada Bhawan, CP-2, Sector – V, Kolkata – 700091 discretion if:

i) The work is not commenced by me / us from the date of issue of formal Work Order

. ii) The offer is withdrawn within the validity period of acceptance.

or iii) The agreement of the contract is not executed within 15 days from award of contract.

5. I/We understand that you are not bound to accept the lowest or any tender you receive.

6. The acceptance of this tender shall constitute a binding contract and any failure as

mentioned in item 4 above shall constitute a breach of contract by us and the tender accepting authority shall be entitled to have the work executed at our risk and cost and to claim extra cost / expenditure incurred by them from us.

SECTION-IV

ARTICLES OF AGREEMENT

ARTICLES OF AGREEMENT made the _________ day of ________ 2018 between the Controller General of Patents, Designs and Trademarks, Bouddhik Sampada Bhawan, CP-2, Sector – V, Kolkata – 700091 (hereinafter called the Employer) of ONE PART

And M/s.____________________________________________________________________ (Hereinafter called the Contractor) of the OTHER PART.

WHEREAS the Employer is desirous of Supply, Installation, Testing & Commissioning of Full

VRF Air Conditioning Unit (1st, 3rd & 5th floors) and Allied Electrical works (Ground to Top

Floor) for Intellectual Property Office, Bouddhik Sampada Bhawan, Salt Lake, Kolkata – 700

091 and has caused drawings and bills of quantities showing and describing the work to be

done as per the Architectural / Design as approved by the Employer.

AND WHREAS the said Drawings, the Specifications have been understood and examined by

or on behalf of the parties hereto.

AND WHEREAS the Contractor has agreed to execute upon and subject to the conditions set

forth herein and to the conditions set forth in the General Conditions of Contract and other

conditions mentioned in the Tender Documents (all of which are collectively hereinafter referred

to as the said conditions) the works shown upon the said Drawings and /or described in the said

Specifications therein set forth amounting to the sum as therein arrived at or such other sum as

shall become payable there under (hereinafter referred to as the said Contract Amount).

IT IS HEREBY AGREED AS FOLLOWS

0.1. In consideration of the said Contract Amount to be paid at the times and in the manner

set forth in the said conditions, the Contractor shall upon and subject to the said

conditions execute and complete the work shown as per the Drawings and described in

the said specifications and instructions issued by the Architect form time to time.

0.2. The Employer shall pay the Contractor the said Contract amounts or such other sums as

shall become payable on satisfactory completion of work and on production of the

certificate of payment issued by the said Architect, at the times in the manner specified

in the said conditions.

0.3. The said conditions and appendix thereto shall be read and construed as forming part of

this Agreement, and the parties hereto shall respectively abide by, submit themselves to

the said conditions and perform the agreements on their part respectively in the said

conditions contained.

0.4. The plans specifications, directions, instructions, agreement and documents etc.

mentioned therein shall form the basis of this Contract.

0.5. The rates offered by the contractor and accepted by the Employer include Contract

Tax/GST. and any other taxes or duties etc. in complete, as may be applicable up to the

0.6 The Contractor shall provide details of all his Laborers to the Employer and ensure

security, safety and cleanliness of the premises. The Contractor shall not cause any type

of hindrance to the other employees of Employer.

0.7. The Contractor shall provide every reasonable facility to other agencies for carrying out

of all works in the manner laid down in the said conditions, and shall make good at their

cost any damages done to walls, floors etc., after the completion of such works to the

satisfaction of the Architect.

0.8. The Employer reserves to itself the right of altering the drawings and nature of the work

by adding to or omitting any items of work or having portions of the same carried out

without prejudice to this Contract.

0.9. Time shall be considered as the essence of this Contract and the Contractor hereby

agrees to commence the work immediately after the work order is awarded as

mentioned in such work order(s).

0.10. All payments by the employer under this Contract will be made only at Kolkata.

0.11. All Disputes arising out of or in any way connected with this agreement shall be deemed

to have arisen at Kolkata and only courts in Kolkata shall have jurisdiction to determine

the same.

0.12. That the several parts of this Contract have been read by the Contractor and fully

understood by the Contractor and has satisfied himself about the correctness and

feasibility thereof.

SECTION-V

GENERAL INSTRUCTIONS TO CONTRACTORS

0.1 The bidders are required to submit soft copies of their bids electronically on the CPP Portal, using

valid Digital Signature Certificates not later than closing time and date as mentioned in para 0.8.

of Section – I.

0.2 a) Tender shall remain open to acceptance by the Employer for the period of 270 (Two Hundred

Seventy) days from the last date of receiving the tenders which period may be extended by

mutual agreement and the Tenderer shall not cancel or withdraw the tender during this period.

The similar work for other floors, if awarded, during the extended period has to be carried

out by the Contractor at the same rate of tender accepted without any extra charges

matching with the existing electrical systems.

b) The Tenderer must use only the forms issued by the Employer for the purpose of the tender.

0.3(a) The tender form must be filled in English and all entries must be made by hand and written in ink.

If any of the documents is missing, or unsigned; the Employer in its discretion may consider the

tender invalid.

b) Rates should be quoted in word and figures both & if any discrepancy, only rate quoted in word

will be guiding. All erasures and alterations made, while filling the tender must be attested by

initials of the Tenderer. Overwriting of figures is not permitted and failure to comply with either

of these conditions will tender the tender void at the Employer’s option. No advice of any change

in rate or conditions after the opening of the tender will be entertained.

c) Each of the tender documents should be signed by the person or persons submitting the tender in

token of his/their having acquainted himself/ themselves with the General conditions of Contract

and site conditions, specifications, special conditions, etc. As laid down. Any tender with any of

the documents not so signed will be rejected.

d) The tender submitted on behalf of a firm shall be signed by all the partners of the firm or by a

partner who has the necessary authority on behalf of the firm to enter into the proposed Contract.

Otherwise the tender may be rejected by the Employer.

0.4. The Employer does not bind itself to accept the lowest or any tender and reserves to itself the

right to accept or reject any or all the tenders, either in whole or in part, without assigning any

reasons for doing so.

0.5 Intending Tenderers shall pay an initial Earnest Money of Rs. 2,60,000/-(Rupees Two Lakh Sixty

Thousand) only by a Demand Draft/ Banker’s Cheque drawn in favour of “The Controller of

Patents” payable at Kolkata. Tender for which Earnest Money is not submitted will not be

considered. The Earnest Money will be returned to the Tenderer if his tender is not accepted but

without any interest thereon.

Under no circumstances the Earnest Money and/or Security Deposit will be accepted in the form

of fixed deposit receipt or bank or insurance guarantee.

0.6. The total initial Security Deposit shall be 2% (Two percent) of the Contract amount and the

amount is to be paid by the successful Tenderer on acceptance of his tender (the amount paid as

earnest money at the time of submission of the tender shall be adjusted) and shall be held by the

Employer as security deposit for the execution and due fulfillment of the Contract. No interest

shall be paid on the said deposit.

0.7(a) Over and above the Initial Security Deposit under clause and as further security for the due

fulfillment of the Contract by the Contractor; 8% of the value of the work done will be deducted

by the Employer from each payment to be made to the Contractor as retention Money and thus

making the total security deposit amount to 10 % (Ten percent) of the value of the work done.

On issuance of the Consultant’s Certificate of the virtual completion of the works, the Contractor

would be paid 50% of Retention Money and remaining 50% will be released by the Employer

along with the final completion certificate issued by the Consultant only after rectification of the

defects pointed out during the defects liability period of one year (from the date of virtual

completion) are carried by the Contractor.

b) All the compensation or other sums of money payable by the Contractor to the Employer under

the terms of this Contract may be deducted from his Earnest Money and the security deposit, if

the amount so permits and the Contractor shall, unless such deposit has become otherwise

payable within ten days after such deduction, make good in cash the amount so deducted.

0.8. The Contractor shall not assign the Contract to any other contractor or he shall not sublet any

portion of the Contract except with written consent of the Employer. In case of breach of these

conditions, the Employer may ask the Consultant to serve a notice in writing to the Contractor

rescinding the Contract whereupon the security deposit shall stand forfeited to the Employer,

without prejudice to his other remedies against the Contractor.

0.9. The Contractor shall carry out all the work strictly in accordance with Drawings, specifications,

directions, details and instructions issued from time to time by the Consultant. If in opinion of the

Consultant , changes have to be made in the design and with the prior approval of the Employer

they desire the Contractor to carry out the same, the Contractor shall carry out the same without

any extra charge. The Authorities’ decision in such cases shall be final and shall not be open to

arbitration.

0.10. All reinforced concrete work shall comply with the requirements of controlled concrete as per

latest I.S. codes. Necessary laboratory shall be established at site for mix design, on volumetric

basis or Trial method basis for testing of cubes as directed by Consultant Requirement of I.S.

codes shall prevail over the tender Specification if any, or necessary Test C certificates from

Govt. authorized Laboratories may be required.

0.11. The Tenderer must obtain for himself on his own responsibility and at his own expenses all the

information which may be necessary for the purpose of making a tender and for entering into a

Contract and must examine the drawings and must inspect the site of work and acquaint himself

with all local conditions, means of access to the work, nature of the work and all matters

pertaining thereto.

0.12. The Rates quoted in the tender shall include all charges for clearing of site before commencement

as well as after completion, double scaffolding, centering, boxing, staging planking, timbering

and pumping out water including bailing, fencing, hoarding, plant and equipment, storage and

other sheds for which he shall at his cost obtain necessary prior approval from the concerned local

authority, watching & lighting, by night as well as day including Sundays and Holidays,

temporary plumbing and electric supply protection of the public and safety within the compound

and adjacent roads, streets cellars, vaults, chemicals pavement, walls, houses, buildings and all

other erection, matter or things and the Contractor shall take down and remove any or all such

centering, scaffolding, staging, planking, timbering, strutting, shoring, etc., as occasion shall

require or when ordered to do so, and fully reinstate and make good all matters and things

disturbed during the execution of work and to the satisfaction of the Consultant. The rates quoted

shall be deemed to be for the finished work to be measured at site. The rates shall also be firm

and shall not be subject to exchange variations, labour conditions, fluctuations in railways

freights or any other conditions whatsoever Levied by the Central Government or any State

Government or local authority on supply of building materials / labour and for undertaking the

work under this Contract, if applicable. No claim in respect of sales tax, works Contract tax, GST,

Excise Duty, or any other taxes, duties or levies shall be entertained by the Employer.

0.13. The whole of the proposed WORK must be completed within specified months from the date of

issue of Work Order, failing which a specified penalty per week by which the work is delayed

beyond the date of completion specified, will be levied as liquidated damages, subject to

maximum limit as specified in appendix- I of the Total Contract Price. The above period has been

fixed taking into account all Sundays and other public holidays and all other factors such as rains

and curing period required and no extension or non-working period shall be granted for these or

any other reasons whatsoever. Work shall not be delayed even on payment of penalty beyond 3

months from the completion date as specified. Thereafter the Contract shall be deemed to have

been terminated at the Employer’s sole discretion and in such event the employer shall be entitled

to continue with the remaining work through any other agency at the Contractor’s risk and cost.

If the labour employed by the Contractor falls within the purview of the provision of the E.S.I.

Act 1948, the contribution payable by him in respect of such labour will be deducted from his

bill, unless otherwise the Contractor has produced a receipt of such payments.

0.14. If the Progress of the work gets behind the bar Chart by 20%, specified penalty will be recovered

for the delayed period from the Contractor’s bill, which will be released as and when the

Contractor recovers the progress as per the Bar Chart and Completes the entire work within the

Contract period or extended period as approved by the Employer.

0.15. The Contractor shall not be entitled to any compensation for any loss suffered by him on account

of delays in commencing or executing the work, whatever the cause of delays may be, including

delays arising out of modification to the work entrusted to him or in any sub-contracts connected

therewith or delays in awarding Contracts for other trades or project or in commencement or

completion of such works or in procuring Government controlled or other building materials or in

obtaining water and power connections for construction purposes or for any other reason

whatsoever and the Employer shall not be liable for any claim In respect thereof. The Employer

does not accept liability for any sum besides the tender amount subject to such variations as are

provided for herein.

0.16. The successful Tenderer is bound to carry out any items of work necessary for the completion of

the job even though such items are not included in the tender. The Employer will issue schedule

of instructions in respect of such additional items in writing.

0.17. The successful Tenderer must cooperate with the other Contractors appointed by the Employer as

advised by the Consultant, so that the work shall proceed smoothly with least possible delay and

to the satisfaction of the Employer and Architect.

0.18. The Contractor must bear in mind that all the work shall be carried out strictly in accordance with

the specifications and directions made by the Employer with the advice of the Consultant and also

in compliance of the requirements of the Local public authorities and no deviations on any

account will be permitted.

0.19. The successful Tenderer should make his own advanced arrangement to obtain all materials

required for the work.

0.20 For water and power, the Contractors for subsidiary trades if appointed by the Employer shall be

allowed connection from the temporary water and power supply arranged by the General

Contractor for civil works and for such facility the sub-contractors will pay to the general

Contractor the consumption charges to be decided by the Consultant. The sub-contractors shall

install a sub-meter for measuring consumption of electric energy at their own cost and maintain

the wiring installation in good condition and order and pay the consumption charges directly to

the General Contractor. If no such facility is available at site of work and if available but found

inadequate is shall be the responsibility of the Contractor to make his own arrangement for

obtaining water and power at his own cost.

0.21. All Municipal fees charges / taxes etc. for drainage and water connection and for its consumption

for construction purposes shall be borne by the contractor and fees and deposits if any payable for

permanent connections shall be paid by the Employer. The Employer to the electric supply

authority will pay the fees for electric supply connection and cable charges for the permanent

supply. For electrical consumption during construction period by the contractor, a meter shall be

installed for the contractor and the charges will be recovered from contractor’s bill.

0.22. The Contractor shall at his own cost strictly comply with the provision of safety code annexed

hereto.

0.23. The security deposit of the successful Tenderer will be forfeited if he fails to comply with any of

the conditions of the Contract.

0.24. The Tenderer is requested to visit the site of work before filling up the tender.

0.25. The Contractor shall study all relevant drawing / plans in order to enable himself to offer correct

rate for the proposed work, to the entire satisfaction of the Consultant and Employer.

0.26. The tender drawings are only to give an idea about the work. The Consultants reserve their right

to amend, alter or delete any design details which may be necessary for the proposed execution

and implementation of propose work and the Contractors shall not claim anything extra for such

changes.

0.27. The Employer’s decision in all matters relating to the plans, the specifications, terms and

conditions related to the construction work as also the levy of the liquidated damages will be final

and binding to the Contractor.

0.28. Fluctuations in the prices of any materials will not be taken into account either for compensation

or for damages or for extra. The rates quoted shall be firm throughout the tender of the contractor

(including extension of time, if any granted)

0.29. The Contractor shall comply with all the requirements of the health department particularly in

regard to anti – malaria measures.

0.30. The Contractor shall not assign the Contract or sublet any portion except with the written

permission of the Consultant and Employer.

30.1 Storage and safe custody of materials, equipment, A.C. machines etc. will be the sole

responsibility of the Contractor. The Patent Office will not be responsible for any damage,

theft of the same from site.

0.31. Acceptance of the tender will be solely at the discretion of the Controller General of Patents,

Designs and Trademarks, Bouddhik Sampada Bhawan, CP-2, Sector – V, Kolkata – 700091who

does not bind himself / herself to accept the lowest or any other tender or part thereof. No reason

will be furnished for acceptance or rejection of any tender.

I/We hereby declare that I /We have read and understood the above general instructions to the Contractor

and accept the same as part of the tender conditions.

SPECIAL CONDITIONS OF CONTRACT

1. The time allowed for the completion of work is 45 days from the date of issue of the work

order.

2. The contractor will submit his tender after examining the tender documents, scope of

work, specifications , clauses, additional terms of contract agreement, special terms &

conditions, bill of quantities etc. and visiting the site personally (site visit is compulsory

before filing tender bid). The Certificate of Inspections issued by the Authority in

prescribed Format (Form - I). The tenders submitted without inspection certificate will be

summarily rejected.

3. Bid file with any item with zero price is deemed to be violating the terms of tender and not

consider for financial comparison and rejected for violating term and condition of tender.

4. The offer shall remain valid for 270 days from the last date of receiving the tenders. The

value of tender can be increased or decreased and any item can be added, deleted,

withdrawn or substituted without any notice as per the requirements without assigning any

reason.

5. If a tenderer whose tender is accepted and fails to undertake the work as per the date of

issue of award letter, the earnest money deposited will be forfeited and no payment will be

given for the work done by vendor.

6. The CGPDTM does not bind itself to accept the lowest or any tender and reserves the right

to reject any or all tenders without assigning any reason.

7. The CGPDTM will not pay any expense, whatsoever incurred by tenderer for the

preparation and submission of tenders.

8. This notice inviting tender, will form part of the contract agreement to be executed by the

successful tenderer with “The Patent Office”.

9. The successful tenderer shall have to sign the contract agreement within 07 days of the

allotment of work.

10. Correspondence, if any, on the tender shall be addressed to the The Administrative

Officer, The Patent Office, Bouddhik Sampada Bhawan, CP-2, Sector-V, Salt Lake,

Kolkata and any communication addressed to any other shall not in any manner to be

binding upon The Patent Office.

11. Even though the applicants may meet the above criteria, they are subject to be disqualified

if they have:

a. Made misleading or false representation in the form, statement and attachments

submitted, Or

b. Record of poor performance such as abandoning the work, not properly completing

the contract, inordinate delays in completion, litigation history, or financial failures,

etc. Or

c. Found to have been black listed in any work assigned by department earlier which

was not completed within prescribed period and rest of the work being completed by

department from another vendor. Or

d. Conditional tenders or Telegraphic tenders or Tenders containing remarks uncalled

for or Tenders not submitted on prescribed Performa or Tenders submitted late shall

be rejected.

12. The tenderer shall quote his rates in words and figures with reference to each item and must

enter for all the items shown in the attached Bill of quantities. Incomplete offer shall be

liable for rejection.

In case there is a discrepancy in “words” and “figures”, the rate in words will be taken as

correct for evaluation of tender. It is mandatory for the tenderer to quote the rates for all the

items, failing which the tender will be rejected.

13.The tenderer shall submit the EMD in the form of demand draft / pay order in original to

the office before closing of tender i.e. before 3PM of 05/02/2018.

14. The time allowed for carrying out the work as entered in the tender shall be strictly

observed by the contractor, shall be reckoned from the date of Work Order to commence

the work is given to the contractor. The contractor shall prepare and submit a schedule for

work execution in the form of a bar chart/CPM network and submit the same for approval

of The Patent Office, Kolkata. The work on the contract shall be executed according to

the approved schedule as aforesaid and shall throughout the stipulated period of the

contract be proceeded with all due diligence (time being deemed to be the essence of the

contract on the part of the contractor).

14.1 Completion Time: The work should be completed in all respects and commissioned

within the stipulated period of 45 days, failing witch penalty charges @ 1% of the

total value of work per week, to the maximum of 10% of the contract amount will

be recovered as penalty.

15. Payment will be made as per scheduled given in the tender.

16. Nothing will be paid extra in Labor rate/items rates.

17. For bad work or incomplete work no payment will be given to contactor and tender shall be

cancelled and given to 2nd lowest bidder.

18. No advance payment will be made to the contractor.

19. Material should be shown / inspected to the concerned Engineer-In-Charge / Care taker/

Supervisor before installation/ filling / charging.

20. Work will be the completed to the entire satisfaction of the Authority.

21. Incomplete work will be got done through other agency at the risk and cost of the

contractor.

22. The contractor shall maintain in good condition all work-executed till the completion of

entire work allotted to him.

23. The contractor shall keep progress or the different parts simultaneously as far as possible so

that minimum breakage and repairs are required. The entire work shall be handed over in

satisfactory finished state.

24. Recovery for the damaged done to the office building by the contractor or his Labor will be

made from the bill of contractor.

25. The contractors shall be responsible for any injury or accident to the Labor working at site

and no claim shall be given by the office.

26. Tenderer must collect the ‘Certificate of Inspection’ (Form – I) from the Authority and

submit with technical bid online failing which tender shall not be accepted for Financial

Bid opening.

27. Before tendering, the tenderer shall inspect the site to fully acquaint himself about the

condition in regard to accessibility of the site, nature and extent of ground, working

condition of site and locality including stocking of materials, installations of tools and

plants (T&P) etc. conditions affecting accommodations and movement of labour etc.

required for the satisfactory execution of the work contract. No claim what so ever on such

account shall be entertained by the office in any circumstances.

28. CGPDTM reserves the right to forfeit the earnest money if the contractor fails to commence

the work within stipulated time.

29. The Contractor should furnish a performance security to Patent Office, Kolkata for an

amount of 10% of the quoted price valid up to 12 months from the date of award of

Contract. The payment will be released subject to the production of this document. The

contractor shall also give in writing the functional warranty of the unit repaired for

minimum period of 12 months from the date of completion of work duly approved by the

committee.

30. The EMD may be adjusted against the Performance Security Deposit to be furnished by the

successful tenderer.

31. The performance security deposit would be refunded after the successful completion of

warranty period and no interest would be paid.

APPENDIX –I

HEREIN BEFORE REFERRED TO

1 Defect liability period : Twelve months from the date of virtual completion of

the work awarded.

2. Period of final measurement : Three months from the date of submission of Final

Bill together with all other requisite details.

3. Date of commencement : From the date of Work Order issued to Contractor.

GENERAL CONDITIONS OF CONTRACT

1. Interpretation Clause: In construing these conditions, the specifications and Contract

agreement, the following words shall have the meanings herein assigned to them, except where

the subject or context otherwise requires.

a) “Employer” shall mean The Controller General of Patents, Designs and Trademarks

(CGPDTM) and shall include its assigns and successors in office.

b) “Engineer in Charge” shall mean The Controller General of Patents, Designs and

Trademarks (CGPDTM) and shall include its assigns and successors in office.

c) “Architect” shall mean Appointed Consultant / Architect of the Patent Office.

d) “Contractor” or Contractors shall mean the Contractor to whom the work is awarded and shall

include its assigns and successors in office and shall include the proprietors, partners, successors

of the said firm and the legal representative of a deceased partner.

whatsoever including its physical possession of the site shall always vest with Employer and the

Contractor shall be only licensee on the site.

e) This Contract: shall mean the Articles of Agreement, General / Special instructions, General

Conditions, Appendix & Annexure, Schedule of Quantities, Specifications, Drawings and

amendments & other directions attached hereto and duly signed.

f) Notice in writing: Notice in writing or writing notice shall mean a notice in written typed or

addressee and shall be deemed to have been received when in the ordinary course of post it would

have been delivered.

g) Act of insolvency: Shall mean any type of insolvency as defined by the presidency towns’

insolvency act or the provincial insolvency act or any act amending such original.

h) Net prices: If in arriving at the Contract amount, the Contractor shall have to add to or deduct

from the total of the items in the tender any sum either as a percentage or otherwise then the net

price of any item in the tender shall be the sum arrived at by adding to or deducting from the

actual figure appearing in the tender as the price of that item a similar percentage or proportionate

sum provided always that in determining the percentage or proportion of the sum so added or

deducted by the percentage or proportion of the sum so added or deducted by the Contractor the

total amount of any prime cost in terms and provisional sums of money shall be deducted from

the total amount of the tender.

i) The Works: Shall mean the work or works to be executed under the contract for Supply,

Installation, Testing & Commissioning of Full VRF Air Conditioning Unit (1st, 3rd & 5th floors)

and Allied Electrical works (Ground to Top Floor) for Intellectual Property Office, Bouddhik

Sampada Bhawan, Salt Lake, Kolkata – 700 091 of The Controller General of Patents, Designs

and Trademarks (CGPDTM),

2. Scope of Contract: The Contractor shall carry out and complete the said work in every respect in

accordance with this Contract and with the directions of and to the satisfaction of the Architect /

Employer. The Architect may in his absolute discretion and from time to time issue further

drawings and/or written instruction, details directions and explanations which are hereafter

collectively referred to as Architect’s instructions in regard to:-

a) The Variation or modification of the design quality or quantity or works or the addition or

omission or substitution of any work.

b) Any discrepancy in the Drawings or between the schedule of quantities and/or drawings and/or

specifications.

c) The removal from the site of any materials brought thereon by the Contractor and the substitution

of any material therefore.

d) The removal and or re-execution of any works executed by the Contractor.

e) The dismissal from the works of any person employed thereupon by the Contractor at the sole

discretion of the Architect/ Consultant without assigning any reasons thereof.

f) The opening up for inspection of any work & covered up.

g) The amending and making good any defect under Clause 18 hereof.

The Contractor shall forthwith comply with and duly execute any work comprised in such

Architect’s instructions provided always that verbal instructions, directions and explanations

given to the Contractor or his representative upon the works by the Architect shall, if involving a

variation be confirmed in writing by the contractor within seven days, and if not dissented from in

writing within a further seven days by the Architect , such shall be deemed to be Architect’s

instructions with the scope of the Contract.

3. Drawings and schedule of quantities of agreement: The Contract shall be executed in

triplicate and the Architect, the Employer and the Contractor shall be entitled to one executed

copy each for his use. The Contractor on the signing hereof shall be furnished by the Architects

free of cost one copy of each of the said Drawings and of the specification and one copy of and

all further drawings issued during the progress of the agreed works. Any further copies of such

drawings required by the Contractor shall be paid for by him. The Contractor shall keep one copy

of all drawings at the site of works and the Architect or his representative shall at all reasonable

times have access to the same. Before the issue of the final certificate to the Contractor, he shall

forthwith return to the Architect all drawings & specification.

4. Contractor to provide everything necessary at his cost: The Contractor shall provide at his

cost everything necessary for the proper execution of the works according to the intent and

meaning of the Drawings, Schedule of quantities and Specifications taken together whether the

same may or may not be particularly necessary shown or described therein provided that the same

can reasonably be inferred there from, and if the Contractor finds any discrepancy in the

drawings or between the drawings, schedule of quantities and specifications he shall immediately

and in writing refer the same to the Architect who shall decide which is to be followed.

5. Setting out of works: The Contractor shall set out of the works and shall be responsible for the

true and perfect setting out of the same and for the correctness of the positions, levels, dimensions

and alignment of all parts thereof. If at any time error in this respect shall appear during the

progress of the works or even after the completion of the works; the Contractors shall, if so

required, at his own expense rectify such error to the satisfaction of the Architect.

6. Materials and workmanship to confirm to description: All materials and workmanship shall

so far as procurable be of the respective kind described in the Schedule of quantities and /or

Specifications. And in accordance with the Architects instructions and the Contractor shall upon

the request of the Architect furnish him with all invoices, accounts receipts and other vouchers to

prove that the specifications of materials comply therewith. The Contractor shall on his own

arrange for and/ or carry out any test of any materials which the Architect may require.

Contractor should arrange to get the Test Certificate for any materials brought for their own

project use from the reputed agencies if asked for.

7. Contractor’s superintendence and representative at the works: The Contractor shall give all

necessary personal superintendence during the execution of the works, and as long thereafter as

the Architect may consider necessary until the expiration of the defects liability period stated in

the Appendix hereto. The Contractor shall also during the whole time the works are in progress

employ competent and qualified engineers & supervisors as approved by the Architect who shall

be constantly in attendance at the works while the men are at work. The said engineers

/supervisors will not be removed from the site, without the Architect’s prior approval and without

the proper replacement as approved by the Architect. Any directions, explanations, instructions or

notices given by the Architect to such representative shall be deemed to have been given to the

Contractor.

8. Dismissal of workmen : The Contractor shall on the direction of the Architect and /or Employer

immediately dismiss form the works any person employed thereon by him who may in the

opinion of the Architect/Employer be incompetent or misconduct himself and such persons shall

not be again employed on the works without the permission of the Architect /Employer.

9. Access to work The Employer, the Architect and their respective representative shall at all

reasonable times have free access to the work executed by the Contractor and or to the

workshops, factories or other places where materials are lying or from which they are being

obtained and the Contractor shall give every facility to the Employer and/or the Architect and

their representatives that is necessary for inspections and examination and test of the materials

and workmanship. No person not authorized by the Employer or the Architect except the

representative of public authorities with proper identification shall be allowed on the works at any

time.

10. Assignment and sub-letting: The whole of the works included in the Contract shall be executed

by the Contractor and the Contractor shall not directly or indirectly transfer, assign or under-let

the Contract or any part or share thereof or any interest therein without the prior written consent

of the Employers. And no undertaking shall relieve the Contractor from the full and entire

responsibility of the Contract or from active superintendence of the works during their progress.

11. Addition, alteration, omissions etc.: No addition, alteration, omission or variation shall vitiate

this contract but in case the Architect thinks proper at any time during the progress of the works

to make any alterations in or additions to or omissions from the works or any alteration in the

kind or quality of the materials to be used therein and shall give notice thereof in writing under

his hand to the Contractor; the Contractor shall alter, add to or omit from as the case may be in

accordance with such notice but the Contractor shall not do any work extra to or make any

alterations or additions to or omissions from the works or any deviation from any of the

provisions of the Contract stipulation specification or Contract drawings without the previous

consent in writing of the Architect and the value of such extra alterations additions or omissions

shall in all cases be determined by the Architect and the same shall be added to, or deducted

from the Contract amount accordingly, as the case may be.

12. Schedule of Quantities: The schedule of quantities unless otherwise stated shall be deemed to

have been prepared in accordance with the standard method of measurement. Any error in

description or in quantity or in omission of items from the schedule of quantities shall not vitiate

this Contract but shall be rectified and the value thereof as ascertained under Clause 16 hereof,

shall be added to, or deducted, from the Contract amount (as the case may be) provided that no

rectification of errors, if any, shall be allowed in the Contractor’s schedule of rates.

13. Sufficiency of schedule of quantities: The Contractor shall be deemed to have satisfied himself

before tendering as to the correctness and sufficiency of his tender for the works and of the prices

stated in the Schedule of quantities and/or Specifications and /or the Schedule of rates and prices

which shall cover all his obligations under the Contract and all matters and things necessary for

the proper completion of the works.

14. Measurement of works: The Architect may from time to time intimate to the Contractor and the

Employer that he requires the works to be measured and the Contractor shall forthwith attend or

send a qualified agent to assist the Architect or the Architect’s representative or the assistant

engineer in taking such measurements and calculations and to furnish all particulars or to give all

assistance required by any of them. Should the Contractor not attend or neglect or omit to send

such agent then the measurement taken by the Architect or a person approved by him shall be

taken to be correct measurements of the works. Such measurements have been detailed in the

specifications. The Contractor or his agent may, at the time of measurement, take such notes and

measurements as he may require. All authorized extra works, omissions and all variations made

without the Architect’s knowledge but subsequently sanctioned by him in writing shall be

included in such measurements.

15. Prices for extras etc. ascertainment of: The Contractor, when authorized and when directed in

writing by the Architects with the approval of the Employer, may add to, omit from or vary the

works shown upon the drawings or described in the specification or included in the schedule of

quantities but the Contractor shall make no addition, omission or variation without such

authorization or direction. A verbal authority of direction by the Architects, if confirmed by them

in writing within seven days, be deemed to have been given in writing. No claim for an extra shall

be allowed unless it shall have been executed under provisions of clause 12 hereof or by the

authority of the Architects with the concurrence of the Employer as herein mentioned. Any such

extra is herein referred to as authorized extra shall be made in accordance with the following

provisions.

a) The net rates of prices in the original tender shall determine the valuation of the extra work where

such extra week is of similar character and executed under similar conditions as the work period

therein. Rates for all items wherever possible should be derived out of the rates given in the

priced schedule of quantities.

b) The net prices of the original tender shall determine the value of the items omitted provided if

omissions very conditions under which any remaining items or works are carried out of prices for

the same shall be valued under sub- clause ( c) hereof

c) Where the extra works are not of similar character and /or executed under similar conditions as

aforesaid or where the omissions very the conditions under which any remaining items or works

are carried out or if the amount of any omissions or additions relative to the amount of whole or

the contract works or to any part thereof shall be such that in the opinion of the Architect the net

rate or price contained in the priced schedule of quantities or tender or for any item of the works

involves loss or expenses beyond that reasonably contemplated by the Contractor or by reason of

such omission or addition rendered unreasonable or inapplicable the Architect shall fix such other

rate or price as in the circumstances he shall think reasonable and proper with the prior approval

in writing of the Employer.

d) It is clarified that for all authorized extra items where rates cannot be derived from tender ; the

Contractor shall submit rates supported by rate analysis worked out on the actual cost basis

plus 10% towards establishment charges, Contractor’s overhead and profit.

e) Where the extra work cannot be properly measured or valued; the Contractor shall be allowed day

work prices as the net rates stated in the tender or the priced schedule of quantities or if not so

stated then in accordance with the local day work rates and wages for the district; provided that in

either case vouchers specifying that daily time (and if required by the Architect, the workmen’s

names) and materials employed be delivered for verification to the Architect or his representative

at or before the end of the week following that in which the work has been executed.

The measurement and valuation in respect of the Contract shall be completed within the period of

final measurement stated in the appendix or if not stated then within two months of completion of

the work as defined in clause 20 hereof.

16. Unfixed materials when taken into account to be the property of the Employer : Wherein

any certificate ( of which the Contractor has received payment ) the Architect has included the

value of any unfixed materials intended for and / or placed on or adjacent to the works such

materials shall become the property of the Employer and they shall not be removed except for use

upon the works, without the written authority of the Architect. The Contractor shall be liable for

any loss of or damage to such materials.

17. Removal of improper work :The Architects shall during the progress of the works have power

to order in writing from time to time the removal from the works within such reasonable time or

any materials which in opinion of the Architect are not in accordance with the specifications or

the instructions of the Architect, the substitution of proper materials and the removal and proper

re- execution of any work executed with materials or workmanship not in accordance with the

drawings and specifications or instructions, and the Contractor shall forthwith carry out such

order at his own cost. In case of default on the part of the Contractor to carry out such order: the

Employer shall have the power to employ and pay other persons to carry out the same and all

expenses consequent thereon or incidental thereto as certified by the Architect shall be borne by

the Contractor or may be deducted by the Employer from any moneys due or that may become

due to the Contractor.

18. Defects after virtual completion : Any defect or shrinkage or settlement or other fault which

may appear within the defects liability period stated in the appendix hereto or if none stated, then

within twelve months after the virtual completion of the works arising in the opinion of the

Architect from materials or workmanship not in accordance with the Contract shall upon the

directions in writing of the Architect and within such reasonable time as shall be specified

therein be amended and made good by the Contractor at his own cost and in case of default the

Employer may employ and pay other persons to amend and made good such defects, shrinkage,

settlement or other faults and all damages, losses and expenses consequent thereon or incidental

thereto shall be made good and borne by the Contractor and such damages, losses and e3xpenses

shall be recoverable from him; the Employer, upon the Architect’s/ Consultant’s certificate in

writing, may in lieu of such amending and making good by the Contractor deduct, from any

moneys due to the Contractor or that may become due to the Contractor, a sum to be determined

by the Architect/ consultant equivalent to the cost of amending such work and in the event of the

amount retained under Clause 31 hereof being insufficient, recover the balance from the

Contractor together with any expenses the Employer may have incurred in connection therewith.

Should any defective work have been done or material supplied by any sub- contractor employed

on the works who has been nominated or approved by the Architect as provided in Clauses 11

and 21 hereof; the Contractor shall be liable to make good in the same manner as if such work or

material had been done or supplied by, the Contractor and been subject to the provisions of this

clause and clause 21 hereof. The Contractor shall remain under the provisions of this clause

notwithstanding the signing of any certificate or the passing of any accounts, by the Architect.

19. Certificate of virtual completion and defects liability period: The works shall not be

considered as completed until the Architect has certified in writing that they have been virtually

completed. The defects liability period shall commence from the date of such certificate.

20. Other persons employed by Employer: The Employer reserves the right to use premises and

any portions of the site for the execution of any work not included in this Contract which he may

desire whatsoever to have carried out by other persons and the Contractor shall allow all

reasonable facilities for the execution of such work but shall not be required to provide any plant

or material for the execution of such work except by special arrangement with the Employer, such

work shall be carried out in such manner as not to impede the progress of the works included in

the Contract and any damage or delay which may happen to or occasioned by, such work.

21. ALL RISK INSURANCE: The Contractor shall be responsible for all injury to persons, animals

and /or neglect of himself and /or any nominated sub-contractor and/or any employee of either,

whether such injury or damage arises from carelessness accident and /or any other cause whatever

in any connected with the carrying out of this Contract.

This clause shall be held to include inter alias any damage to buildings whether immediately

adjacent or otherwise and any damage to roads, streets, foot- paths, bridges or pathways as well

as all damage caused to the buildings and works forming the subject of this Contract by frost,

rain, wind or other inclemency of weather. The Contractor shall indemnify the Employer and h

old it harmless in respect of all and expenses arising from any such injury or damage to persons

or property as aforesaid and also in respect of any claim made in respect of injury or damage

under any Acts of any legislature or otherwise and also in respect of any award or compensation

for damages consequent upon such claim.

The Contractor shall re-instate all damage of every sort mentioned in this clause, so as to deliver

up the whole of the Contract works complete and perfect in every respect and so as to make good

or otherwise satisfy all claims for damage to the property of third parties.

The Contractor shall indemnify the Employer against all claims which may be made against the

Employer and /or Architect by any member of the public or other third party in respect of

anything which may arise in respect of the works or in consequence thereof and shall at his own

expense arrange to effect and maintain till the virtual completion of the Contract.

The Contractor shall also similarly indemnify the Employer and/or Employer and /or Architect

against all claims which may be made upon the employer and/or Architect whether under the

Workmen’s Compensation Act or any other statute in force during the currency of this Contract

or at Common Law in respect of any death or disability etc. of the affected persons including the

employee of the Contractor or any Sub-contractor and shall at his own expense effect and

maintain, until the virtual completion of the contract, with an approved policy of insurance in the

joint names of the Employer and the Contractor against such risks and deposit such policy or

policies with the Architect from time to time during the currency of the Contract.

The Contractor shall also be responsible for any liability, which may be excluded from the

insurance policies above referred to and also for all other damages to any persons, animal or

property arising out of an incidental to the negligent or defective carrying out of this Contract. He

shall also indemnify the Employer in respect of any costs, charges or expenses arising out of any

claim or proceedings and also in respect of any award of compensation or damages, arising there

from.

The Employer shall with the Concurrence of the Architect, be entitled to deduct the amount of

any damages and compensation, costs, charges and expenses arising or accruing from or in

respect of, any such claims or damage from any or all sums due or to become due to the

Contractor, without prejudice to the Employer’s other rights in respect thereof.

22. Fire insurance: a) The Contractor shall, within 14 days from the date of commencement of the

works at his cost and keep them insured until the virtual completion of the works insure the works

at his cost and keep them insured until the virtual completion of the works against loss or damage

by fire with an office to be approved by the Architect in the joint names of the Employer and the

Contractor ( the name of the former being placed first in the policy), for the full amount of the

Contract and for any further sum if called upon to do so by the Architect, the premium of such

further sum being allowed to the Contractor as an authorized extra. Such policy shall cover the

property of the Employer only and the Architects and surveyors fees for assessing the claim and

in connection with his service is generally in the reinstatement and shall not cover any property of

the Contractor or of any sub –contractor or employee. The Contractor shall deposit the policy and

receipts for the premiums with the Architect and surveyor’s fees for assessing the claim and in

connection with his services generally in the reinstatement and shall not cover any property of the

Contractor or of any sub-contractor or employee. The Contractor shall deposit the policy and

receipts for the premiums with the Architect. In default of the Contractor insuring as provided

above; the Employer, or the Architect on his behalf may so insure the works and may deduct the

premium paid from any moneys due or which may become due to the Contractor without

prejudice to the other rights of the Employer in respect of such default. In case it becomes

necessary to suspend the works the Contractor shall, as soon as the claim under the policy is

settled, or the works reinstated by the insurance office should they elect to do so, proceed with all

due diligence with the completion of the works in the same manner as though the fire had not

occurred and in all respect under the same conditions of Contract. The Contractor in case of

rebuilding or reinstatement after fire shall be entitled to such extension of time alone for

completion as the Architect deems fit.

b) The amount so due as aforesaid shall be the total value of the works duly executed and of the

Contract materials and goods delivered upon the site for use in the works up to and including a

date of the said Certificate less the amount to be re3tained by the Employer (as hereinafter

provided) and less any installments previously paid under this clause provided that such

certificate shall only include the value of the said materials and goods as and from… to time as

they are reasonably, properly and not prematurely brought upon the site and then only if properly

stored and /or protected against weather.

23. Date of commencement and completion: The Contractor shall be allowed admittance to the site

on the “date of commencement” stated in the appendix hereto or such later date as may be

specified by the Architect and he shall thereupon and forthwith begin the works and shall

regularly proceed. With and complete the same (except works such as painting or other

decorative work as the Architect may desire to delay) on or before the “date of completion” stated

in the Appendix subject nevertheless to the provision for extension of time hereinafter contained.

24. Damages for non-completion : If the Contractor fails to Complete the works by the date stated

in the appendix or within any extended time under clause 27 hereof and the Architect certifies in

writing that in his opinion, the same ought reasonably to have been completed the Contractor

shall pay the Employer the3 sum named in the appendix as liquidated damages for the period

during which the said works shall so remain incomplete and the “Employer may deduct such

damages from any moneys due to the Contractor.

25. Delay in Completion : If in the opinion of the Architect the works is delayed (a) by force

major or (b) by reason of any exceptionally inclement weather or (c) by reason or proceedings

taken or threatened by or dispute with adjoining or neighboring owners or public authorities

arising otherwise than through the Contractor’s own default or (d) by the works or delays of

other Contractors or tradesmen engaged or nominated by the Employer or the Architect and not

referred to in the schedule of quantities and or specification or (e) by reason of Architect’s

instructions as per Clause 2 hereof (f) by reason of civil commotion, local combination of

workmen or strike or lockout affecting any of the building trades or (g) in consequence of the

Contractor not having received in due time necessary instructions from the Architect for which he

shall have specifically applied in writing or (h) from other causes which the Architect may

certify as beyond the control of Contractor or (i) In the event, the value of the work exceeds

the value of the priced schedule of quantities owing to variation; the Architect may allow a fair

and reasonable extension of time for completion of the Contract works; in case of such strike or

lockout, the Contractor shall as soon as possible give written notice thereof to the Architect but

the Contractor shall as soon as possible give written notice thereof to the Architect but the

Contractor shall nevertheless constantly use his endeavors to prevent delay and shall do all that

may reasonably be required to the satisfaction of the Architect to proceed with work.

26. Failure of Contractor to comply with Architect’s instructions: If Contractor, after receipt of

written notice form the Architect requiring compliance within seven (07) days, fails to comply

with such further drawings and / or Architect’s instructions; the Employer may employ and pay

other persons to execute any such work whatsoever that may be necessary to give effect thereto,

and all costs incurred in connection therewith shall be recoverable from the Contractor by the

Employer on the certificate of the Architect as a debt or may be deducted by him from any

moneys due to the Contractor.

27. Termination of Contract by the Employer: If the Contractor being an individual partner or a

firm commits any act of insolvency or shall be adjudged an insolvent or being an incorporated

company shall have an order for compulsory winding up made against it or pass an effective

resolution for winding up, as the case may be, shall be unable within seven days after notice to

him requiring him to do so, to show to the reasonable satisfaction of the Architect that he is able

to carry out and fulfill the Contract and to give security, if so required by the Architect.

Or if the Contractor (whether an individual, firm or incorporated company) shall suffer execution

or other process of court attaching property to be issued against the Contractor.

Or shall suffer any payment under this contract to be attached by or on behalf of any of the

creditors of the Contractor.

Or shall assign or subject this Contract without the consent in writing of the Employer first had

and obtained.

Or shall charge or encumber this Contract or any payments due or which may become due to the

Contractor hereunder.

Or if the Architect certify in writing to the Employer that the Contractor,

i) Has abandoned the Contract, or (ii) Has failed to proceed with the works with such due

diligence and failed to make such due progress as would enable the works to be completed within

the time agreed upon. Or (iv) Has failed to remove materials from the site or to pull down and

replace work for 7 days after receiving from the Architect written notice that the said materials or

work were condemned and rejected by the Architect under these conditions, or (v) Has neglected

or failed persistently to observe and perform all or any of the acts, matters or things by this

Contract to be observed and performed by the Contractor for 7 days after written notice shall have

been given to the Contractor requiring the Contractor to observe or perform the sake; Then and in

any of the said cases, the Employer may, notwithstanding any previous waiver, after giving seven

days’ notice in writing to the Contractor the whole of which shall continue in force as fully as if

the Contract had not been so determined and as if the works subsequently executed by or on

behalf of the Contractor. And further the Employer by his agents or servants take possession of

the works and all plants, tools, scaffoldings, sheds, machinery system and other power utensils

and materials lying upon the premises or the adjoining land or roads and use the same as his own

property or may employ the same means of his own servants and workmen in varying on and

completing the works or by employing and other Contractor or other person or persons to

complete the works and the Contractor shall not in any way interrupt or do any act, mater or thing

to prevent or hinder such other Contractor or other person or persons employed to completing

and finishing or using the materials and plant for the works. When the works shall be completed

or as soon as thereafter, whichever convenient; the employer shall give a notice in writing to the

contractor, failing to do so within a period of 14 days after receipt thereof by him, the Employer

may sell the same by public auction and give credit to the Contractor for the net amount realized.

The Architect shall thereafter ascertain and certify in writing under his hand what ( if anything)

Shall be due or payable to, or by the Employer for the value of the said plant and materials so

taken in possession by the Employer and the Expenses or loss which the employer shall have

been put to in procuring me works to be completed and the amount which shall be certified shall

thereupon be paid by the Employer as the case may be and the certificate of the Architect shall

be final and conclusive between all the concerned parties.

28. Termination of Contract by contractor: If the payment of the amount payable by the

Employer under certificate of the Architect shall be in arrears and unpaid for 90 days from the

date of receipt of the Architects certificate in writing requiring payment of the amount by

Employer or if the Employer interferes with or obstructs the issue of any such certificate, or if the

Employer shall repudiate the Contract or if the works be stopped for three months under the order

the Architect or the employer or by any injunction or other order of any court of law then and in

any of the said cases the Contractor shall be at liberty to determine the Contract by notice in

writing to the Employer, through the Architect and he shall be entitled to recover from the

Employer, payment for all works executed and for any loss he may sustain upon any plant or

materials supplied or purchased or prepared for the purpose of the Contract. In arriving at the

amount of such payment the net weight contained in Contractor’s original tender shall be

followed or where the same may not apply then valuation shall be made in accordance with

Clause 16 hereof.

29. Certificates and payments: The Contractor shall be paid by the Employer from time to time by

installments in the Interim Certificates to be issued by the Architect/Consultant to the Contractor

on account of the works executed when in opinion of the Architect work to the approximate

value ( or less at the rescannable discretion of the Architect/Consultant) has been executed in

accordance with this Contract subject however to a retention of the percentage of such value

named in the Appendix hereto as retention percentage for Interim Certificate until the total

amount retained shall reach the sum named in the appendix as “ total Retention Money” after

which time the installments shall be up to the full value of the work subsequently so executed and

fixed in the building. The Architect/Consultant may in his discretion include the Interim

Certificate such amount, as he may consider proper on account of materials delivered upon the

site by Contractor for use in the works. And when the works have been virtually completed and

the Architect /Consultant shall have certified in writing that they have been completed; the

Contractor shall be paid by the Employer in accordance with the certificate to be issued by the

Architect the sum of money named in the Appendix as installment after virtual completion being

a part of the said total Retention Money. And the Contractor shall be entitled to the payment of

the final balance in accordance with the certificate to be issued in writing by the Architect at the

expiration of the period referred to as “ the defects liability period” in the appendix hereto from

the date of virtual completion or as soon as after the expiration of such period as the works shall

have been finally completed and all defects made good according to the true and intent and

meaning hereof which ever shall last happen provided always that the issue of any certificate by

the Architect during the progress of the works or at or after the completion shall not relieve the

Contractor from his liability under Clauses 2 and 19 nor relieve the Contractor of his inability in

cases of fraud, dishonesty, or fraudulent concealment relating to the works or materials or to any

matter dealt within the certificate and in case of all defects and insufficiencies in the works or the

material which a reasonable examination would not have disclosed. No certificate of the Architect

shall of itself be conclusive evidence that any works or materials to which it related are in

accordance with the Contract neither will the Contractor have a claim for any amounts which the

Architect might have certified in any Interim Bill and paid by the Employer and which might be

subsequently be discovered as not payable and in this respect the Employer’s decision shall be

final and binding.

The issue of Interim Certificate will always be treated as a form of advance payment towards the

work which ultimately will be accounted for while preparing the final bill for payment. It is also

made clear to the Contractor that the issue of the Interim Certificate does not mean that the

quantities, rates and workmanship of the work mentioned in the interim bill have been approved

and accepted by the Architect. The same will be considered as final and approved by the

Architect only when the final certificate is issued by the said Architect.

The Architect shall have power to withhold any certificate if the works or any part thereof is not

being carried out to his satisfaction. The Architect may by any certificate make any correction in

any previous certificate, which shall have been issued by him. No certificate of payment shall be

issued by the Architect if the Contractor fails to insure the works and keeps them insured till the

issue of the virtual completion certificate. Payments from the Architect’s / Consultant’s certificate

shall be made within the periods named in the Appendix as “period for honoring certificates”

after such certificates have been delivered to the Employer.

Payment Terms & Other Conditions:

No advance should be paid to the successful bidder.

Mode of Payment (Stage wise) is shown below:

i) 1st Stage : 30 % completion of the total work / delivery of the 50% : 30% payment

of the total items.

ii) 2nd Stage : 30 % completion of the total work / delivery of the : 30% payment

remaining 50% of the total items

iii) Final Stage : On completion of the total work as per contract : Balance payment

and raising Bills

Note: Storage and safe custody of all materials, equipments, machines etc. at site is the sole

responsibility of the contractor. Patent Office, Kolkata will not be responsible in any way for

loss, damages, theft etc. of the materials stored at site.

30. Materials to be finally determined by the Architect: The decision, opinion direction, certificate

(except for payment) with respect to all or any of the matters under clauses 2 (a), 2(b) 4,6,11, 18,

27 (a, b, c, d, f & g) hereof (which matters are herein referred to as the excepted matters) shall be

final and exclusive and binding on the parties hereto and shall be without appeal. Any other

decision, opinion direction, certificate or valuation of the Architect/ Consultant or any refusal of

the Architect to give any of the same shall be subject to the including right of arbitration and

review under clause 34 hereof in the same way in all respects (including the provisions as to

opening the reference) as if it were a decision of the Architect.

31. Settlement of dispute by arbitration: Except where otherwise provided in the contract, in case

any dispute or difference arise between the parties either during the progress or after the

completion or abandonment of the work as to the construct ruction of their contract or as to the

meaning of these specifications, designs, drawings and instructions herein before mentioned and

as to the quality of workmanship or materials used on the work or as to any other question, claim,

right, matter or thing whatsoever, in any way arising out of or as to any other question, claim ,

right, mater or thing whatsoever, in any way arising out of or relating to the contract, designs,

drawings, specifications, estimates, instructions, orders or those conditions or otherwise

concerning the works, or the execution, or failure to execute the same, then such dispute and

difference shall be and is hereby referenda the sole arbitration of The Controller General of

Patents, Designs and Trademarks (CGPDTM). Should he be for any reason unwilling or unable to

act as such arbitrator, such questions and disputes shall be referred to an arbitrator so appointed

had to or had not to deal with matter to which the contract relates and that in the course of his

duties he had expressed views on all or any of the matters in disputes or difference. The arbitrator

to whom the matter is originally being referred or vacating his office or being unable to act for

any reason such secretary as aforesaid at the time of such transfer, vacation of office or inability

to act shall appoint another person to act as arbitrator in accordance with the terms of contract.

Such person shall be entitled to proceed with the reference from the stage at such it was left by

his predecessor. It will also be a team of the contract that no person other than a person appointed

by The Controller General of Patents, Designs and Trademarks (CGPDTM), as aforesaid should

act as arbitrator and if for any reason that is not possible the matter is not to be referred to

arbitrator at all. In all cases the arbitrator shall give reasons of the award.

Such as aforesaid the provisions of the Indian Arbitration Act, 1940 or any statutory modification

or reenactment thereof and the rules there under and for the time being in force shall apply to the

arbitration proceedings under this clause. It shall also be a term or contract that the part invoking

the arbitrator shall specify the dispute referred to the arbitration under this clause together with

amount or amounts claimed. If any, in respect of each such dispute. It shall also be a term of

contract that if that contractors do / does not make any demand for arbitration in respect of any

claim in writing within 90 (ninety) days of receiving the intimation officially that the bill is ready

for payment, the claim of the contractors will be deemed to have been waived and absolutely

barred and The Controller General of Patents, Designs and Trademarks (CGPDTM), shall be

discharged and released of all liabilities under the contract in respect of those claims. The

Arbitrator may, from time to time with the consent of the parties, enlarge the time for making

award.

32. Right of technical scrutiny of final bill: The Employer shall have a right to cause a technical

examination of the works and the final bill of the Contractor including all supporting vouchers,

abstracts, etc., to be made at the time of payment of the final bill, if as a result of this examination

or otherwise any sum if found to have been overpaid or over certified it shall be lawful for the

Employer to recover the sum.

33. Employer entitled to recover compensation paid to workmen: If for any reason the Employers

is obliged, by virtue of the provisions of the Workmen’s Compensation Act, 1923or any statutory

modification or re-enactment thereof to pay compensation to a workmen employed by the

Contractor in execution of works, the Employer shall be entitled to recover from the Contractor

the amount of compensation so paid and without prejudice to the rights of the Employer shall be

entitled to recover from the Contractor the amount of compensation so paid, and without

prejudice to the rights of the Employer shall be at liberty to recover such amount or any part

thereof by deducting it from the security deposit or from any sum due by the Employer to the

contractor under this Contract or otherwise. The Employer shall not be bound to contest any

claim made against it under the said Act except on the written request of the Contractor and upon

his giving to the Employer full security and satisfaction of the Employer for all causes for which

the Employer might become liable in consequence of contesting such claim.

34. If at any time after the acceptance of the tender, the Employer shall, for any reasons whatsoever,

not require the whole or any part of the works to be carried out, the Architect shall give notice in

writing to the Contractor who shall have no claim to any payment of compensation or otherwise

whatsoever on account of any profit or advantage which he might have derived from the

execution of the whole works.

35. Right of Employer to terminate Contractor in the event of death of Contractor, if

individual: Without prejudice to any of the rights or remedies under this Contract if the

Contractor being an individual dies, the Employer shall have the option of terminating the

Contract without incurring any liability for such termination.

TECHNICAL SPECIFICATIONS

The scope of this section comprises the supply. erection testing and commissioning of Variable

Refrigerant Volume System conforming to these specifications and in accordance with the

requirements of Drawing and Schedule of Quantities.

1. OUTDOOR UNIT:

A. FEATURES Unit shall be air cooled, variable refrigerant flow air conditioner consisting of 20 HP / 24 HP /

28 HP outdoor unit (qty. as per given in tender BOQ) each equipped with min 2 Nos. Full

Inverter driven Scroll compressors and connected to multiple indoor units. Each indoor unit

having capability to Heat & Cool independently for the requirement of the rooms. All indoor

units shall be provided with isolation valves so that a particular unit can be isolated and removed

for servicing, while system keeps functioning in normal way.

It shall be possible to connect multiple indoor unit on one refrigerant circuit as indicated in

schedule of quantities. The indoor units on any circuit can be of different type and controlled

individually. Following type of indoor units (qty & capacity as per tender BOQ) shall be

connected to the system:

4-way cassette type with cordless remote. Compressor installed in outdoor unit shall be equipped with capacity control mechanism, and

capable of changing the rotating speed / mass flow rate of refrigerant by inverter driven

mechanism to follow variations in cooling & heating both option. Outdoor unit shall be suitable

for mix-match connection of all type of indoor units.

The refrigerant piping between indoor units and outdoor units shall be extended upto 100m with

maximum 50 m level difference without any oil traps. Oil recovery system shall be managed

without disturbance to normal operation cycle of the system / compressor.

Both indoor unit and outdoor unit shall be factory assembled, tested and filled with first charge

of refrigerant before delivery at site. The units should be capable to operate in ambient temp. of

48 Deg C (Technical catalogue should reflects the same data in support to that).

CEILING MOIUNTED DUCTABLE TYPE UNIT

Unit shall be suitable for ceiling mounted type. The unit shall include pre-filter, fansection & DX coil

section. The housing of unit shall be light weight powder coatedgalvanized steel. The unit shall have

high static fan for Ductable arrangement

HIGH WALL MOUNTED UNITS

The units shall be wall-mounted type. The unit includes pre filter, fan section &DX coil section. The

housing of unit shall be light weight powder coatedgalvanized steel. Unit shall have an attractive

external casing for supply and returnair. Out Door Unit:

The outdoor unit shall be factory assembled, weather proof casing constructed from heavy gauge

mild steel panels with powder coated finish.

All outdoor unit module shall have minimum two numbers of inverter scroll compressors.

EER/COP in cooling mode should be min 3.9at 35 Deg C DB Outdoor temp & 27 Deg C DB &

19 Deg C WB indoor condition with 100% load. (Equiv. pipe length 7.5m with zero level

difference.)

The unit shall be provided with microprocessor control panel.

Compressor The compressor shall be high efficiency scroll type (with R410A gas ) and capable for capacity

controlling .Each Outdoor unit should have two scroll compressors with inverter driven

which shall change the speed / refrigerant mass flow rate in accordance to the variation in

cooling load requirement. Refrigerant mass flow rate can be changed by inverter driven speed

modulation of compressor control system. System shall incorporate liquid sub-cooling

mechanism with liquid injection at intermediate pressure. All outdoor units shall have multiple steps of capacity control to meet load fluctuation and

indoor unit individual control. All parts of compressor shall be sufficiently lubricated. Forced

lubrication may also be employed.

Oil heater shall be provided in the compressor casing.

Heat Exchanger:

The Heat Exchanger shall be constructed with copper tubes mechanically bonded to aluminium

fins to form a cross fan coil and larger surface area.

The fins shall have anticorrosion treatment for Heat Exchanger Coil. The treatment shall be

suitable for areas of high pollution, moisture and salt laden air.

The unit shall be provided with necessary number of direct driven low noise level propeller type

fans arranged for vertical / horizontal discharge. Each fan shall have a safety guard.

Refrigerant Circuit:

The Refrigerant Circuit shall include a liquid receiver /accumulator, liquid & gas shut off valves

and a solenoid valve. All necessary safety devices shall be provided to ensure the safety

operation of the system.

Safety Devices: All necessary safety devices shall be provided to ensure safe operation of the system.

Following safety devices shall be part of the outdoor unit: high pressure switch, low pressure

switch, fuse, crankcase heater, fusible plug, over current protection for inverter, and short

recycling guard timer.

Piping:

All connections of Refrigerant piping shall be in high grade Copper of Refrigeration quality with

Eddy Current Testing and material test Certificates.

All connections, tees, reducers etc. shall be standard make fittings. Insulation of cold lines shall be carried out with Armaflex / K-Flex insulation sheets and tubes of

appropriate thickness so that condensation does not occur.

Oil Recovery System:

Unit shall be equipped with an oil recovery system to ensure stable operation with long

refrigerant piping.

System shall be designed for proper oil return to compressor along with the distribution of oil to

individual compressor.

Indoor Units: Units shall be factory assembled, wired, piped and tested.

Units shall have DX coils with copper tubes and bonded aluminium fins for highly efficient heat

transfer.

Units shall have Centrifugal fans for adequate amount of Air circulation and low Noise.

Units shall have inlet filters, which are easily cleanable and replaceable.

All components of Units are easily accessible for connection, repairs and maintenance.

All units with Factory manufactured Units, Grills shall have auto swing feature for proper Air

distribution.

All unit shall be controlled by electronic Expansion Valves only. For cassette type IDU in built

drain pump is reqd.

All units mounted inside the ceiling shall have filters.

Visible indoor units shall have wireless remotes. Price of the same shall be included in cost of

unit by default.

All units shall have adequate insulation or Lining to avoid condensation.

Touch Screen Type Controllers for Indoor Units: All indoor units should be centrally/group controlled by Touch screen type Controller apart

from individual cordless remote. This controller should have BMS/Net connection facility for

future expansion.

Outdoor Units centralized monitor: All Outdoor units should be monitored by this system & it can display operating parameters &

error/protection code of outdoor unit.

B. COOLING COIL The coil shall be constructed from strong clean copper tubes bonded to aluminum fins suitably

spaced to ensure maximum heat transfer. The inlet of the coil shall be exceptional low to ensure

quiet operation.

C. ELECTRONIC REFRIGERATING CONTROL VALVE An electronic expansion valve shall be factory brazed to the inlet of the coil. It shall modulate the

refrigerant volume continuously in respond to load variations of the room. Thus, maintain a

precise constant temperature of +/-0.5 C.

D. EVAPORATOR FAN The evaporator fan shall be of the multi-blade type with its performance designed to match the

coil performance. The fan shall be statically and dynamically balanced to ensure low noise and

vibration free operations. It shall be driven by a permanently lubricated mother and shall operate

on 220 to 240 volts single phase 50 cycles.

E. CONTROL The system shall be microprocessor controlled to achieve precise room temperature control and

minimum power consumption. The controls system shall employ proportional-integral-

differential temperature control and shall have an accuracy of +/-0.5 C.

The control wiring is controlled by using 2-core cable, with non-polarity multiplex transmission

system (outdoor to outdoor, outdoor to indoor, indoor to indoor).

In addition, the checking function for connection error of wiring and piping must come standard

with the system.

Computerized control shall be used to maintain a correct room temperature with minimum power

consumption. Unit shall be equipped with automatic fan sped and its own 3 speed fan controllers,

thermostat, LCD indicators.

It also is equipped with a self- diagnosis circuit for easy and quick maintenance and service. It

shall also be able to indicate malfunction code displays.

F. SOFT START All condensing units should be soft-start at to ensure low starting current.

The compressor shall be to start at the minimum load and increased to the required power

(refrigerant volume) according to the actual load requirement.

A recycling guard timer shall be provided to prevent the compressor to restart again immediately

after it was stepped.

3. CENTRALIZED TYPE REMOTE (TOUCH SCREEN TYPE) CONTROLLER (Option

if specified in BOQ)

A multifunctional compact centralized controller shall be provided with the system.

The Graphic Controller must act as an advanced air-conditioning management system to give

complete control of VRV air-conditioning Equipment, It should have ease of use for the user

through its touch screen up to 7 inch display, icon display and color LCD display. The following

functions_

a) Starting; stopping of Air conditioner as a zone or group or individual unit.

Temperature settling for each indoor unit or zone.

c) Switching between temperature control modes, switching of fan speed and direction of

airflow, enabling/disabling of individual remote controller operation.

d) Monitoring of operation status such as operation mode & temperature setting of individual

indoor units, maintenance information, and troubleshooting information.

Display of air conditioner operation history.

f) Daily management automation through yearly schedule function with possibility of various

schedules.

The controller shall have wide screen user-friendly color LCD display and can be wired by a

non-polar 2-wire transmission cable to a distance of 1 km. away from indoor unit.

6. REFRIGERANT PIPING All refrigerant piping for the air conditioning system shall be constructed from soft seamless

upto 19.1mm and hard drawn copper refrigerant pipes for above 19.1mm with copper fittings and

silver-soldered joints.

All joints in copper piping shall be sweat joints using low temperature brazing and or silver

solder. Before joining any copper pipe or fittings, its interiors shall be thoroughly cleaned by

passing a clean cloth via wire or cable through its entire length the piping shall be continuously

kept clean of dirt etc. while constructing the joints through nitrogen bleeding at 1.0kgisqcm and

Subsequently; it shall be thoroughly blown out using nitrogen.

After the refrigerant piping installation has been completed, the refrigerant piping system shall

be pressure tested using nitrogen at pressure of 30Kg per socm. Pressure shall be maintained in

the system for 24 hours. The system shall then be evacuated to minimum vacuum if 700mm ha.

The air-conditioning system supplier shall be design sizes and erect proper interconnections of

the complete refrigerant circuit.The thickness of copper piping shall not be less than 20gauge for

pipes upto19.1mmand 18guage for bigger sizes

The suction line pipe size and the liquid line pipe size shall be selected according to the

manufacturers specified outside diameter. All refrigerant pipes shall be properly supportedand

anchored to the building structure using steel hangers, anchors, brackets and supports which shall

Copper Pipe Specification:

• Copper tubes used shall be Deoxidize High Prospered copper (DHP Grade) With

Chemical composition of Copper = 99.9%, Phosphorous T 0.0015 to 0.040%.

• The tubes shall have 360-degree concentric wall thickness along their entire length

• Half hard copper tubes shall confirm to ASTM B75. /ASTM280 (C12200)lis H:3000

(C1220)/BS2871 part 3.

• Soft Copper tubes should conform to ASTM1368/,lis H:3000.

• The copper tubes must be super clean quality and low residual content, below permissible

levels of 0.038 g.m.

• Tubes shall be 100% Eddy Current tested.

• Use Tools and accessories fit for FR410A application.

To protect Nitrile rubber insulation of exposed copper piping from degrading due ultra violet

rays & atmospheric condition, it shall be covered polished coating with at least two coats of resin

and hardener above Nitrile rubber insulation.

Or

Same to be covered with M.S Type /G.I.Type protection tray.

Refrigerant Pipe Insulation The Copper pipes must be insulated only after pressure testing,The whole of the liquid and

suction refrigerant lines including all fittings, valves and strainer bodies, etc. Both suction and

liquid lines must be insulated , The Brazed f Weak spots must be insulated and covered by

adhesive tapes to avoid air pockets, shall be insulated with 19mm /13 mm thick elastomeric

Nitrile rubber as specified in BOQ.

Power cabling The system must be securely earthed,Armored copper cables are to be used for power

wiring.Each outdoor should have separate 3-Phase 400V Power Slotted GI Tray should be used

for cable supports.Power source for all indoor units must origin from single source,

8. TESTING & COMMISSIONING PROCEDURE FOR VRV SYSTEM WITH

REFRIGERANT R 410A

When installing equipment using R410A refrigerant, there are a number of standards that must

be met:

Ester oil is used for R410A It's important to work with absolute cleanliness

Brazing must be done with the use of Nitrogen (OFN)

The system must be evacuated thoroughly (triple evacuation)

A strength test in accordance with BS EN378 must be carried out The system must always be

charged in the liquid phase.

Pressure Testing After brazing the system has to be checked for any leakages and arrest the same , Complete leak

testing and proper evacuation is is must for non-condensable gases, and moisture in the systems

has to be removed. To avoid ill effect on the systems.

Pressure Testing

Visually inspect all the pipes for proper brazing, Attach a manifold valve and dry the nitrogen

gas cylinder to both suction and liquid ports of service valves.Use TEE connection for

connecting both liquid and suction service valves., Always pressurize both suction and liquid

side of piping systems. Pressurize the system in steps of 100,200,300,400 & 550psig, Check for

any leak in each step using soap bubbles, Pressure must be within 2psig after two hours.

Do a leaK test of all joints of the tubing any bubbles indicate a leak Wipe off the soap with clean

cloth. Keep the system pressurized for 12.24 Hours and check for any drop in Pressure.After

system is found to be free of leaks , release the nitrogen pressure.

II) UV Protection.

Exposed insulated pipes are prone to heavy weathering, They must be withstand summer

monsoon and winter, Providing UV Protection enhances its life manifold, UV coating must be

done bu a compound which is a specially formulated water based coating suitable for protection

of flexible thermal insulation materials against sunlight. To increase its resistance coating can be

further strengthened by sand witching a glass fiber mesh between two coats of rubber adhesive

over insulated pipes.

B. Evacuation To ensure problem-free operation of any air-conditioning system, it is crucial to carry out

thorough evacuation of the system. During the evacuation any moisture is removed from all of

the system components and the pipe work.

The importance of thorough evacuation in any refrigeration system in order to prevent the

following harmful effects:

Any non-condensable product left in the system can cause the pressure in the condenser to

increase and in turn, the compression temperature to rise.

Moisture will result in adverse reactions in the refrigerant circuit.

The polyester oils used in the R410A refrigeration systems are hydroscopic, which means that

they absorb moisture from the air.

To prevent chemical reactions in the system, any moisture must be removed at all costs. Oxygen

(air) reacts with the refrigeration unit oil and can lead to faults such as compressor failure.

To be able to remove moisture from the system it must be evaporated.

The pressure in the pipe work must be reduced to such an extent that the ambient

temperature is sufficient to evaporate the moisture.

Essential tips for good evacuation Before evacuating a system, it is essential to check for any potential leaks. Such leaks may be

discovered at brazed or flared joints. Evacuation can only start once the system has been properly

pressure tested and found to be completely leak proof.

Leak Testing in 3 steps

Step 1 3.0 bar (N2) - Test for a minimum of 3 minutes

Step 2 15.0 bar (N2) - Test for a minimum of 3 minutes

Step 3 33.3 bar (N2) - Test for a minimum of 24 hours (if using R410A)

Triple evacuation in 6 steps

Step 1 Evacuate the system to 10 'Tarr' from both service valves.

To measure the vacuum a 'Torr gauge' must be used at all times - do not use a system manifold

gauge

D. The importance of correct brazing Brazed joints should only be made using Nitrogen (CFN) as without it carbon deposits are left on

the pipe surface. The carbon deposits are then washed off of the surface of the pipe when the

refrigerant is circulated and it then travels with the refrigerant. Carbon deposits can cause the

refrigerant and refrigeration unit oil to decompose, This is likely to result in operation defects

and warranty will become null and void.

Nitrogen Pressure Gauge (up to 160 bar) A higher range Nitrogen Regulator must be used due to the higher-pressure testing requirements

when strength testing to conform with BS EN378.

Torr Gauge. A Torr gauge to be used to provide an accurate evacuation level required.

Vacuum Pump A Vacuum pump of sufficient quality and working order to be used to pull the correct vacuum to

negate any moisture being present in the system (pump oil needs to be regularly changed). The

refrigerant manifold gauges are not suitable for measuring vacuum,

Flaring A suitable Flaring tool to be used so as-not to compromise the integrity of the copper

when flared. Torque Spanners Torque spanners must be used at all times to tighten flares in

accordance with manufacturers guidelines. Oxygen free nitrogen for brazing

OFN to be used at all times during brazing to prevent oxidation within the copper pipe work.

Oxygen free nitrogen for strength and leak test

OFN to be used for strength and leak testing with the higher-pressure regulator, Refrigerant

charging weighing scales any additional refrigerant required for the installed system must be

weighed in the liquid phase using charging scales.

Suitable vacuum measuring gauges

To determine accurately the pressure in the system and whether the desired vacuum has been

attained, a vacuum or torr meter is indispensable. A professional evacuation requires such an

instrument.

To get the best from R41 DA Use the correct tools Adhering to BS EN378

Strength test to 1.3 x Ps (43 bar)

Leak test to 1.0 x Ps (33 bar)

Observe regulations (Health & Safety at work, pressure equipment etc )

TECHNICAL SPECIFICATIONS FOR CABINET FANS FOR VENTILATION SYSTEM

1.0 SCOPE

This specification covers the general design, materials, construction teatures,

manufacture, shop inspection and testing at manufacturer's works, delivery at site,

handling at site, erection testing, commissioning, performance testing and handing over

of Centrifugal Fans of Ventilation.

2.0 CODES AND STANDARDS

The design, materials, construction, manufacture, inspection, testing and performance of

centrifugal fans shall comply with all currently applicable statues, regulations and safety

codes in the locality where the equipment is to be installed. The equipment shall also

conform to the latest applicable Indian or equivalent standards. Other international

standards are also acceptable, if these are established to be equal or superior to the listed

standards. Nothing in this specification shall be construed to relieve the VENDOR /

CONTRACTOR of this responsibility.

3.0 CONSTRUCTION FEATURES

3.1 CASING

The casing shall be of welded construction, fabricated from heavy gauge material. It shall be

rigidly reinforced and supported by structural members. The seams shall be permanently sealed

air tight. Split casing shall be provided on larger sizes of fans as per manufacturing standard or if

specified in technical data sheets.

3.2 IMPELLER The impeller shall have die formed blades welded to the rim and back plate. Rim shall be spun to

have a smooth contour. Shaft sleeves shall be provided, if necessary. If required, intermediate

stiffening rings shall be provided. The impeller shall be statically and dynamically balanced.

3.3 GENERAL 3.3.1 Belt driven fans shall be provided with V belts, V-belt pulleys and beltguards.

3.3.2 Pulleys shall have minimum two (2) grooves to prevent start-up failure and premature

belt failure. Pulleys shall be statically and dynamically balanced. Belts shall have a

minimum service factor of 1.5.

3.3.3 Common base frame for belt driven fans shall be with adjustable rails for motors.

3.3.4 Bolts, nuts and washers used shall be of non-corrosive material and of superior quality.

3.3.5 Bearings shall have minimum life of 50,000 hours.

4.0 DRIVE MOTOR The motor shall be as per IS: 325 and with class "F" insulation, totally enclosed fan cooled,

horizontal induction foot mounted type and rated not to draw starting current more than 6

times normal running current. Fan motors shall be suitable for 415 volts, 50 cycles, 3-phase,

squirrel - cage, totally enclosed fan cooled with IP-55 protection. Motor shall be selected for

quite operation and the speed of the motor shall not exceed 1400 RPM. Drive to fan shall be

provided through belt-drive arrangement. Belts shall of the oil-resistant type. Fan motor

shall be suitable for variable speed by variable frequency drive application. . The motor shall

be capable of handling the required starting torque of the fan. Speed of motor shall be

compatible with the speed of the fan. The cooling fans shall be directly driven from motor

shaft. Motor situated outdoors or exposed to the weather shall be weather protected. Motors

shall be enclosed type and shall have dust tight construction with suitable means of

breathing and of drainage to prevent accumulation of water from condensation. Drain holes

shall exclude bodies greater than 6mm diameter.

All components shall be of adequate mechanical strength and robustness and shall be

constructed of metal unless otherwise approved. All motors shall be dynamically balanced.

The enclosure shall be designed to provide an effective sealing between the primary and

secondary air circuits. Motor winding shall be vacuum impregnated with heat and moisture

resistant varnish glass fiber insulated. Two independent earthing points shall be provided in

accordance with 1S:3043 on opposite sides of the motor for bolted connection. The cable

boxes and termination shall be designed to enable easy disconnection and replacement of

cables. (Motor should be part of scope with manufacturer & should not be supplied

separately by ACMV Contractor)

5.0 CENTRIFUGAL FAN

Fan contained within the cabinet shall be licensed to ear the AMCA Air and Sound Certified

rating seal. Fan shall be DIDW forward or backward curved with fan scroll, belt drive or

direct drive assembled within a cabinet. Cabinet shall be constructed of Galvanized Steel

material. Cabinet shall be "Panel Construction" assembled together by means of fasteners for

ese of dismantling for service and maintenance. Welded cabinets are not acceptable. Cabinet

shall be capable of taking on added acoustic insulation, if required to meet the acoustic noise

levels specified.

Noise level produced by any rotating equipment individually or collectively shall not exceed

75 dB (A) measured at a distance of 1.5 meters from the source in any direction. The overall

vibration level shall be as per zones A and B of ISO 10816-1. Balance quality requirement

shall be G 6.3 conforming to ISO 1940/1.

7.0 PERFORMANCE GUARANTEES Performance parameters to be guarantee by the VENDOR / CONTRACTOR and tolerances

permitted shall be as indicated in specifications. Bidder shall confirm acceptance of these by

indicating values in data sheet attached along with the document. Fan or any portion thereof

is liable for rejection, if it fails to give any of the guaranteed performance parameters.

Bidder to note that all fan performance curves shall be AMCA certified. Contractor shall

also submit corrected performance curves for the fan considering the as installed condition

of the fan at site.

pass Fungi Resistance as per ASTM G 21 and Bacterial Resistance as per ASTM E 2180.

•The insulation should be non-eroding & should pass Air Erosion Resistance Test in accordance

to ASTM Standard C 1071-05 (section 12.7),

•The material should have a thermal conductivity not exceeding 0.047 W/m.K @ 20 Deg. C

•The material should withstand maximum surface temperature of +85°C and minimum surface

temperature of -20°C

• The material should confirm to Class 0 rating for surface spread of Flame in 1996.

• The acoustic insulation should be tested and approved by Sound Research Laboratories Ltd.,

U.K.

•Duct so identified and marked on Drawings and included in Schedule of Quantities shall be

provided with internal acoustic lining for a distance of minimum 6 meters (or 30% of the duct

length whichever is more)

Thickness of the insulation material shall be as specified for the individual application.

The insulation should be installed as per manufacturer's recommendation.

ACCESSORIES: Adhesive to adhere insulation to the inside walls of the duct shall be from the Insulation

manufacturer only.

INLINE FAN SPECIFICATIONS INLINE FANS shall be preferably be single inlet / double inlet centrifugal fan with forward

curved blades & external rotor motor. These fans shall be complete with casing, motor &

impeller.

CASING shall be constructed of GSS sheet metal construction. The casing shall be double skin

internally acoustically lined and constructed of Galvanized Steel. The fan shall be SISW (dia 100

to 160) /DIDW (dia 200 to 500) with forward curved impeller fitted with maintenance free

external rotor motor. Fans should have an outer casing of hot-rolled galvanized sheet steel

complying with EN 10142/10147. The sheet steel must have a layer of 20 pm of zinc for

protection against corrosion. Indication showing rotation arrow and make, model number and

duty conditions of the fan shall be mentioned on fan casing.

FAN Impellers should be backward curve/forward curved having aluminum blades. The

impellers should be press fitted directly onto the rotor of the external rotor motor. The motor and

impeller should be balanced dynamically in two planes in accordance with DIN ISO 1940.

MOTOR - Fan motor should be external rotor type motor with built in thermal contacts for

protecting against overheating. Compact in size and its construction should allow motor to be

cooled by transported air. Motor and impeller assembly should be mounted on a plate to facilitate

easy removal and servicing.

Fan should be speed controllable in five steps.

Noise level of fan should not be more than 40 dB(A) at 3 mtr distance.

Insulation — Fan should be thermally and acoustically insulated with 50mm layer of rockwool

with a surface liner which prevents the migration of fibers into the air stream.

Installation — Fan must be able to install in any position and must be provided with mounting

clamps to connect to duct.

All fans shall be selected for the lowest operating noise power levels. Capacity ratings, power

consumption, with operating points clearly indicated, shall be submitted and verified at the time

of testing and commissioning of the installation. All the technical data of fans should be

approved as per AMCA & ISO standards.

PROPELLER FANS o Propeller fans shall be direct-driven, three or four blade type, mounted on a steel

mounting plate with orifice ring.

o Mounting plate shall be of heavy gauge sheet steel construction, streamlined venture

inlet (reversed) for supply applications. The size shall suit the fan size.

o Fan blades shall be constructed of aluminium or steel. Fan hub shall be of heavy

welded steel construction with blades bolted to the hub. Fan blades and hub assembly

shall be statically and dynamically balanced at the factory.

o Motor shall be standard (easily replaceable) single phase, permanent split capacitor or

shaded pole for small sizes, totally enclosed with pre-lubricated sleeves or ball

bearings, designed for quiet operation with a maximum speed of 100 RPM fo fans of 3

cm. dia or larger and 1440 rpm for fans of 31 cm dia and smaller. Motors for larger fans

shall be suitable for 415±10% volts, 50 cycles, 3 phase, power supply. Motor shall be

suitable for either horizontal or vertical services, as indicated in drawing/schedule of

quantities.

o The following accessories may be required and provided with propeller fans, as

indicated in the tender specifications.

a) Wire guard on inlet side and bird screen at outlet.

b) Gravity operated louver shutters built into a steel frame.

c) Regulators for controlling fan speed for single phase fan motors.

PVC DRAIN PIPING:

Drain pipes carrying condensate water shall be insulated with 6 mm thick elastomeric nitille

rubber insulation.

For proper drainage of condensate, U Trap shall be provided in the drain piping (wherever

required). All pipe supports shall be of pre-fabricated & painted slotted angle supports, properly

installed with clamps etc.

Testing of drain pipes:

The drain system must be tested by purring water into the drain pan, it should be ensured that

water flows throws through pipeline in correct direction. There should be no leakage of water in

joints, these testing has to be made prior to finishing the false ceiling.

TECHNICAL SPECIFICATION FOR ELECTRICAL EQUIPMENT AND WIRING

1. GENERAL REQUIREMENT: The installation shall generally be carried out in conforming with the requirements of the

Indian Electricity Act, 1910 as amended up to date and the Indian Electricity Rules, 1956

framed there under, the relevant regulations of the Electric Supply Authority concerned,

and also with the specifications laid down in the Indian Standard I.S 732 – 1963 Code of

Practice (revised) for Electrical Wiring Installations (system voltage not exceeding 650

volts) and I.S 2309-1969 Code of Practice for the protection of Buildings and Allied

Structure against Lightning and IS 3043 – Indian code of Practice for Earthing.

2. MATERIALS: All materials, fittings, appliances, used in electrical installations, shall conform to Indian

Standard Specifications wherever these exist. A list of approved materials is attached

afterwards. Materials not included in the list shall be got approved by the Architects /

PMC / Architect /Owner prior to actual use.

3. Panels:

All Panels free standing, extensible type, compartmentalized cubicle type, bottom entry

panel made of 14 SWG (2.03 mm) CRCA MS sheet suitable for 415V, 50 HZ, AC, 3

phase and neutral system as per detailed specification of the panels.

4. MCB Distribution Boards: These totally enclosed metal clad type, factory fabricated Distribution Boards with

hinged lids shall be in accordance with I.S 13032 – 1991. The enclosures shall be welded

construction and fabricated from rust proofed sheet steel and finished with powder paint

coated and have provision for flush mounting on wall and have earthing terminals. The

DBs shall be provided with MCBs, MCB ISOLATORS, etc. Busbar, Neutral link, Earth

bar and DIN Rail.

5. MCB/ MCCB: Breaking Capacity – 10kA, C/D Curves, Low watt loss, Class 3 energy limitation,

suitable for -25 deg c to +55 deg c ambient temperature, Confirms to IS/IEC60898 –

1:2002.

The MCCBs shall conform to the latest applicable standards (IEC: 13947-4-2)

MCCBs in AC circuits shall be of TP/TPN/FP construction arranged for simultaneous

manual closing and opening. All MCCB’s must be of current limiting time with trip time

on s/c currents > 10 ms. Operating mechanism shall be quick-make, quick-break and trip-

free type. The ON, OFF and TRIP positions of the MCCB shall be clearly indicated and

visible to the operator. Operating handle for operating MCCBs from door of board shall

be provided for all MCCBs.

6a. SWITCHES – MODULAR: All switches for lights, fans TV / Telephone and plug sockets shall be modular type along

with MS Box with accessories..

6b. SWITCHES – PIANO KEY: Modular type switches for lights, fans and plug points shall be along with Modular Box

with Modular Plate and accessories.

7. AUTO CHANGEOVER CUM CURRENT LIMITER: The Changeover Cum Current Limiter shall allow unrestricted (metered) supply from

mains. On receiving generator power, it shall connect the line (generally unmetered) to

each flat and start monitoring its load. The generator current allotment shall be factory set

and sealed in each unit. Whenever the load current exceeds limit continuously, the unit

shall disrupt supply for 14 seconds as a warning and then automatically restore it. This

will repeat till overload exists. On resumption of mains, it shall again automatically

changeover.

8. CABLES AND CONDUCTORS: All cables shall be XLPE type,(above 6 sq.mm) 1.1kV grade and conform to Indian

Standard:7098. Conductors of all cables except for flexible cables, shall be of aluminum,

unless specified otherwise.

9. CABLE JOINTING: All cable joints shall be carried out by experienced and Licensed jointers under strict

supervision. Electro plated brass cable glands, aluminum/tinned copper cable sockets

and approved jointing materials must be used. The price for cable jointing and finishing

the ends of the cable shall include all materials and shall also provide for tools and plants

for the work. The cable armoring is to be properly terminated. All cable accessories and

other associated materials shall conform to Indian Standard Specification where

applicable. Proper earthing of cable glands and armoured shall be included in the job.

10. CABLE LAYING AND TERMINATION:

Cable tag should be provided both inside and outside of the panels and equipment.

Provide it 30 meters intervals. Cable should be tied with PVC tie belt at 600mm vertical

and 1000 mm horizontal. Cable glands shall be 1.1KV grade double compression type

and made to tin plated heavy-duty brass casting and machine finished.

11. CABLE TRAY: 1. Ladder Type:

MS Ladder Type Cable Tray made out of 2 nos. 40x40x6 MS angle runner in 2 sides

of the ladder and 25x6 MS Flat cross wise alternately 2 Nos. and 1 no. in approx. 300

mm interval including one coat of finished painting over 2-coats primer suspended

from ceiling with MS flat/rod or fixed on wall with MS bracket. Refer Drawing.

2. Perforated Type:

Made of 1.6/2.0 mm thick GI perforated sheet width available of 75/150/300/600 mm

and 2.5 mtrs long, suspended from ceiling with MS flat/rod or fixed on wall with MS

bracket.

12. WIRES: All PVC insulated wire shall be 1.1 kV grade, Fire Retardant (FR) conforming to IS 694 :

1990, single core, unsheathed with flexible Bright Annealed Multi strand Bare Copper

conductor. The colour shall be Red, Yellow and Blue for phases, Black for neutral and

Green for earth. Manufacturer’s name and size of wire shall be printed on each wire as

per relevant IS.

13. INSTALLATION OF SWITCH BOARD, SUBMAINS, DISTRIBUTION WIRING

TO INDIVIDUAL POINTS: The exact positions of all main switch board and all runs of mains and submain, and

distribution wirings to individual points including the exact position of all light fittings

and switch boards shall be first marked and approved by the PMC / Architect before

actual commencement of the work.

Installation height of the electrical equipments shall be intimated separately..

14. TESTING OF INSTALLATION Before a completed installation is put into service, the following tests shall be carried out

by the Contractor in presence of the PMC / Architect.

a) Polarity of Switches

It must be ensured by test that all single pole switches have been fitted on the live

side of the circuits they control.

b) Insulation Test

i) By applying a 500 volt megger between earth and the whole system of

conductors or any section thereof, with all fuses in place and all switches

closed, all lamps in position or both poles of installation otherwise

electrically connected together: The result in mega ohm shall not be less

than 50 divided by the number of points on the circuit, and should not be

less than 1 meg ohm.

ii) Between all conductors connected to one phase and all such connectors

connected to the neutral or to the other phase connectors of the supply after

removing all metallic connections between the two poles of the installation

and switching on all switches. The insulation resistance shall be as in (i)

above.

c) Earth continuity Test:

The earth continuity conductor including metal conduits, and metal sheaths of

cables in all cases shall be tested for electrical continuity. Electrical resistance of

the above along with the earthing lead, measured from the connection with the

earth electrode to any point in the earth continuity conductor in the completed

installation shall not exceed one ohm.

d) Earth Resistance Test:

To ensure effectiveness of installation earth, the value of earth resistance shall be

within 5 ohm for installation capacity up to 5 KW and one ohm for installation of

higher capacity.

The completed work will be taken over only if the results obtained in above tests are

within the limits mentioned above, and in accordance with I.E Rules.

On completion of the installation work, a certificate shall be furnished by the Contractor,

countersigned by the certified supervisor under whose direct supervision the installation

was carried out. This certificate shall be in a prescribed form as required by the local

Electric Supply Authority. The installation shall not be considered as completed unless

the installation is got inspected and passed by the Electrical Inspector, Directorate of

Electricity, The Contractor shall have to take all initiatives and follow up the matter at his

own cost for early approval of the installation for permanent energy station of the

installation from the Directorate of Electricity. No extra amount will be paid on this

account. However, statutory fees, if any, will be reimbursed to the Contractor on

production of documentary evidences / official money receipts.

15. SPECIAL SPECIFICATIONS: a) Before procuring all electrical equipments. Sample approval should be taken from

PMC / Architect and get approved.

b) Before execution of any portion of conduit work for wiring, a neat proper layout

should be made out by the Contractor and got approved from the PMC /

Architect. For this purpose Contractor is advised to get acquainted with the

layout drawings of the PMC / Architect.

c) While laying the conduits for concealed wiring in the ceiling or in the beams &

columns and before casting the Contractor must ensure that all the inlets and both

ends of the conduits are plugged by means of dead end socket so that no foreign

matter can enter the conduits and choke them.

d) Damaged to any fitting during erection and before handing over the installation by

Contractor shall be set right or replaced by the Contractor at his own cost.

f) Caution Board of proper size wherever required, shall be provided, as per I.E.E.

regulations for which no extra payment will be admissible.

g) Any repairs done to wall etc. should match with the surrounding surface

otherwise same will be got done through Building Contractor at the cost of the

Electrical Contractor.

h) Earthing installation shall be done in the presence of PMC / Architect or his

representative.

i) The installations should not be energized without adequate earthing.

j) The MCB box and change over switch at Metering space shall be provided with

neat lettering in block letters with paint for identification of the flats as per

instruction of PMC / Architect

k) Completion Drawings

The Contractor shall be required to submit along with final bill, the under noted

drawings in soft copy along with three hard copies.

1. Plan (as per architectural drawing) of typical/ground floor of each building

(not less than 1:100 metric scale) showing:-

i) Location of all equipments with the numbers

ii) Single Line Diagram showing specification of MCB, wires and circuit

wise distribution. Position of lightning conductors and route of

horizontal and vertical conductor.

iii) Position of Earthing Stations for light and power and Lightning

Conductor Installation.

iv) The Drawing Name Plate shall be as per instruction of Authority.

The drawings shall be very neatly drawn with Auto Cad and submitted properly.

TECHNICAL SPECIFICATION FOR CONDUIT WIRING SYSTEM

1. Type and size of Conduit: All rigid conduit pipe shall be push fit type. Adhesive shall be applied before jointing two

pipes.

These are to be used in lift shaft, machine room & basement. Minimum size shall be 20

mm. dia.

2. Accessories: Accessories and conduit shall be of same make.

3. Conduit Joints: In long distance straight runs of conduit inspection type couplers are to be provided at

reasonable intervals.

4. Fixing of Conduits: Conduit pipes shall be fixed by heavy gauge saddles, secured to wall / ceiling by screws

driven into wood plugs or rawl plugs or phil plugs at an interval of not more than 76cm.

apart for vertical run and 60 cm. apart for horizontal run; but on other side of couplers or

bend of similar fittings – saddle shall be fixed at a distance of 30cm. from the centre of

such fittings.

5. Bends in Conduits: All necessary bends in the system including diversion shall be done by bending the pipes,

or by inserting suitable inspection type bends, elbows or similar fittings, or by fixing

PVC inspection boxes whichever is most suitable.

6. Outlets: All outlets for fittings, switches etc. shall be fixed on boxes of suitable metal for either

surface mounting system or flush mounting system. In case of welded mild steel sheet

box the wall thickness shall not be less than 16 gauge. Except where otherwise stated

3mm. thick insulated laminated sheets shall be fixed on the front with screws. Where

conduits are terminated special care shall be taken for securely fixing conduits to outlets

so as to prevent any possibility of damages to cables when drawn. Proper sealing

materials shall be used while terminating conduits with the boxes.

7. Cables to be used: Unless stated otherwise only single core PVC insulated cables of approved manufacturers

shall be used for wiring in conduit system. The number of single core cables drawn in

one conduit shall not be greater than maximum set out in Table-II of Indian Standard (I.S

732-1963) Code of Practice (revised) for electrical wiring installation (system voltage not

exceeding 650 volts).

8. Looping in system: Distribution wiring in conduit to light, fan plug points etc. shall be done in looping

system. In this system no joints or connections shall be made anywhere of the system

except at terminating points such as at terminals of switches, ceiling roses, etc. and in

case of socket outlets at the socket terminals.

9. Earthing continuity wires: All three pin 6 Amps plug points should be provided with earthing attachment by 1 no.

1.0 sq.mm. PVC insulated copper wire for concealed / wiring, unless specified otherwise.

Three/ five pin 16 Amps power plug point should be provided with earthing attachment

by 1 no. / 1.5 sq.mm. / 2.5 sq.mm. PVC insulated copper wire for concealed / surface

wiring, unless specified otherwise.

TECHNICAL SPECIFICATION FOR CONCEALED WIRING SYSTEM 1. Concealed wiring system shall comply with all requirements for surface conduit wiring

system as specified above and in addition conform to the requirements specified below:

2. Making of Chase: The chase in the brick wall shall be neatly made by machine and be of ample dimensions

to permit the conduit to be fixed in the manner desired.

3. Fixing of conduit in chase: The conduit pipes shall be fixed by means of staples, J-Hooks or by means of saddles not

more than 60cm. apart. Fixing of standard bends or elbows shall be avoided as far as

pipes with a long radius which will permit easy drawing in of conductors. All threaded

joints of metallic conduits shall be treated with some approved preservative to secure

protection against rust.

4. Inspection Boxes: Suitable inspection boxes shall be provided when necessary to permit periodical

inspection and to facilitate removal of wires. These shall be mounted flush with wall /

ceiling.

For longer runs of conduit involving more than one bend, one inspection box / draw-in

box shall be used after one bend.

5. Types of accessories to be used: All outlets such as switches, socket outlets, shall be flush mounting type with MS boxes

with a cover of approved insulating materials. The switches and other outlets shall be

mounted inside such boxes as would be approved. The metal box shall be efficiently

earthed with conduit by means of earthing attachment with suitable size of PVC insulated

copper wires, running inside the conduit.

6. Conduits i) PVC / Polythene – Medium gauge pipes of reputed make having 3mm. wall

thickness shall be used.

For roof slabs – These shall be pre-laid during casting of floor/roof slab. No. of

wires drawn through the same shall not exceed the number of specified I.S Code.

For vertical drops in wall to switch boards – Minimum size shall be 13mm bore

through which not more 2 Nos. 1/1.40 and G.I earth wire shall be drawn.

ii) Maximum Capacity of conduits for drawing in of PVC insulated cables shall be as

follows:

7. Fish Wire – 18 SWG G.I wire shall be used and it shall protrude the conduit ends by 9

inches.

8. Conduit laying in floor/roof slabs before casting:

PVC conduit / Polythene pipe shall be laid straight as far as practicable and properly

placed including binding with the steel reinforcement rods with 22 SWG G.I wire so that

proper positions of conduits are maintained.

While laying the conduits for concealed wiring in the ceiling or in the beams and

columns and before casting, the Contractor shall ensure that both ends of the conduit are

plugged by means of dead-end socket or otherwise so that any foreign matter cannot enter

the conduit and choke them.

All precaution must be taken while laying the conduits on the slabs, R.C walls, columns

etc. and the Contractor shall rectify at his own cost if any defects are found during

process of drawing cables through the concealed pre laid conduits.

Each PVC / polythene conduit shall be provided with protruding length of not less than 9

inches on free end of the conduits.

All ceiling outlets shall be terminated in a round C.I / G.I circular box/deep box to suit

standard size ceiling rose or / and rectangular C.I / M.S junction box or Fan Hook Box as

the case may be.

It will be mandatory for the Contractor to get the layouts approved by the PMC /

Architect when the conduits are laid and bound to steel reinforcement rods, before he can

release the work for casting of floor/roof.

9. Connector Boxes, Draw-in-Boxes; Junction Boxes: These shall be constructed from 16 SWG M.S sheet and have M.S cover. Minimum size

for connector boxes is 6” x 4” and for Draw-in-Boxes 4” x 4”..

10. Fan Hook Boxes: These shall be 100mm. (4”) dia. x 75mm. (3”) deep, constructed from 16 SWG M.S

sheet, and provided with one 12mm. dia. M.S rod 300mm. (12” long).

11. Painting: All surface mounted switch boards, connector boxes & draw-in-boxes and other C.I. /

M.S. accessories shall be painted with two coats of anti-rust paint in addition to other

painting instruction given elsewhere.

TECHNICAL SPECIFICATION FOR CABLE INSTALLATIONS

1. General: All Medium Voltage and Low Voltage XLPE insulated and cables shall conform to IS

1554 Part-I-1988 and of 1,100 volt grade.

Old and used cables must not be used for installation. Only one make of cable shall be

used. All cables brought to site must be tested and got approved by the PMC / Architect

before these can be laid. The cables shall be dispatched to site on wooden drums with

ends sealed. Exact lengths shall be determined by the Contractor after measurement at

site.

The underground installation of cables shall be generally conforming to I.S 1255-1967,

Code of Practice for installation and maintenance of underground cables.

2. Laying of Cables: a) Direct in Ground

Trenches shall be 750mm. deep (minimum) for LT cables from ground level and

trenching work shall include all pumping and bailing out water. These trenches shall be

wide enough to accommodate all the cables with brick separations as per the

requirements specified in the relevant I.S.

When more than one multi-core cable is to be laid in the same trench, a minimum

horizontal inter-axial spacing between cables will be as per relevant I.S.

After excavation of the trench of proper size, the bottom of the trench shall be dressed

and leveled and filled with a 75mm. layer of fine sand. The cable shall then be laid with

bricks on both sides of the cable continuously. After having the space within the bricks,

filled and packed up to a level of 75mm. (3”) above top of cable with fine sand, the top

layer of bricks shall be placed side by side in continuous series as protective cover. Total

No. of bricks required being 16 per meter run. The remainder of the trench shall be filled

with riddled soil, well rammed and watered to a level of 75mm. (3”) above surrounding

ground level. The ground level surface of the whole trench route shall be restored

properly after completion of cable laying.

b) Inside Building

Cables shall be laid on walls/ceiling/structure, unless specified otherwise, with M.S

brackets and suitable clamps or over claw type aluminum cleats fixed on M.S brackets,

spaced not more than 450mm. apart. G.I. Bolts of suitable sizes are to be grouted on the

wall properly for fixing the brackets.

c) Minimum bending radius permissible is 12D for MV cables and 20D for HV cables.

At joints and terminations, the individual core of multi-core cables should never be bent

so that the radius is less than 15 times the diameter over the insulation.

No cable jointing is allowed between two terminal points.

3. Cable Jointing: All cable joints shall be carried out by experienced and Licensed jointers under strict

supervision. Electro plated brass cable glands, aluminum/tinned copper cable sockets

and approved jointing materials must be used. The price for cable jointing and finishing

the ends of the cable shall include all materials and shall also provide for tools and plants

for the work. The cable armoring is to be properly terminated. All cable accessories and

other associated materials shall conform to Indian Standard Specification where

applicable. Proper earthing of cable glands and armoured shall be included in the job..

4. Testing of Cables: All cables shall be tested for insulation resistance with megger – 5,000V constant

pressure megger insulation tester for HT cable and 1,000 V constant pressure megger for

MV cables, before installation.

After installation and end termination, the cables shall be again subjected to the above

test. Insulation value for MV cables 1.0 meg ohm.

5. Testing of Installation: Before the completed installation is put into service or handed over to Owner, the

installation is to be subjected to the above tests to the satisfaction of the PMC / Architect.

The completed work will be taken over only if the results are acceptable to the Architect /

Owner.

TECHNICAL SPECIFICATION FOR EARTHING INSTALLATIONS The installation shall generally conform to IS 3043 – Indian Standard Code of Practice

for Earthing, as amended up to date.

1. Earthing: a) Pipe Electrode

The earthing electrode shall be galvanized steel pipe of Class B medium quality – 50mm.

(2”) dia. bore and 3.04M. (10’) long. A hole shall be provided at 100mm. (4”) from the

top end to receive a 13mm. (1/2”) dia galvanized bolt and the bottom end shall be chisel

cut for easy penetration into soil.

A suitable trench shall be excavated about 0.45m. (1’-6”) deep and the pipe electrode

driven to an average depth of 3.35m. (11’-0”) below ground level. Top end of the

electrode shall be at an average depth of 0.30m. (1’) below the ground surface.

One no. 6 SWG G.I wire (unless otherwise specified) shall be connected securely on the

properly cleaned surface at the top end of pipe electrode by means of 1 100mm. (4”) long

x 13mm. (1/2”) dia. G.I bolt nut and double washers. The earth lead conductor shall be

protected mechanically be means of a continuous length of G.I pipe (Class A) having

13mm. (1/2”) inside diameter up to a height of 060m. (2”) above ground and the same

shall be completely filled with bitumen compound and topped up to overflowing.

b) Plate Electrode

Where plate electrode for earthing is to be employed, the size of the plate shall not be less

than 0.6x0.6m.x 6.3mm. for G.I plate in thickness and 0.6m. x 0.6m. x 3.15mm. thickness

in case of copper plate.

The plate shall have a drilled hole 14mm. dia. at the centre. The G.I flat of no. 50x6mm.

(1 no. 25x6mm. G.I flat for lightning conductor installation) should be connected to the

plate by means of a 65mm. long 12mm. dia galv. bolt, double nuts using double galv.

washers. In case of copper plate copper flat of not less than 32mm. x 6mm. shall be used

as the earth lead. The flat shall first be fastened on one side of the plate, leaving adequate

length of flat, which shall be taken over to the other side i.e. to the earth bus-bar,

switchboard, pole, continuous earth wire for G.H line, service bracket, lightning arrestor

or the object to be earthed and be fastened as per the details of IS:3043-1987. No joint on

the earth lead conductor is permitted. Every care be taken to ensure that the ends of the

wire/flats have been securely clamped by the bolt on cleaned surface of the plate and

established a good electrical contract.

The plate shall be buried vertically at a minimum of 2.5m. below the ground level for

sandy soil and 2m. below the ground level for normal soil. In order to place the same at

the prescribed depth, the dimension of pit to be excavated shall be 0.9m. x 0.9m. x 3m.

deep. The C.I plate shall be placed in position by the Contractor only after the inspection

of excavated pit and approval is obtained from the Architect /Engineer.

After placing the plate the earth lead conductor shall be protected by means of a

continuous length of G.I. pipe (Class B) having 50mm. dia. bore or route depending upon

the size of the lead, right from the plate up to a height of 0.60m. (2’) above ground level.

The whole length of pipe shall be fill with bituminous compound of approved make and

brand. The molten compound shall be poured from the top end the pipe and topped upto

overflowing.

2. Masonry Inspection pit: The inspection pit for the earth station shall be approx 0.56m. x 0.56m. (1’-10” x 1’-10”)

outside dimensions and approx 0.45m. (1’-6”) deep when completed, having 5” thick

cement brick work with 1st class bricks in cement mortar (6:1) both inside and outside

plastered 19mm. (3/4”) thick and neatly cemented 1.60mm. (1/16”) thick, both inside,

outside and top. The opening on top shall be provided with a C.I ring with lockable cover

fixed flush with ground surface.

All the excavations shall be duly back filled, dressed and rammed.

3. Location for Earth Electrodes: Electrodes shall be buried at least 2m. (6’-6”) away from the building pole or object to be

earthed. However, earthing electrodes for L.C installations should be as close to the

down conductors as possible.

Electrodes, when installed in parallel, shall not be placed less than 2m. *6’-6”) apart and

preferably placed at distances greater than their lengths.

4. Earth Bus-bar: a) Galvanised M.S Flat:

The Bus-bar shall be of suitable size and length, as specified in the Schedule of Items,

heavily galvanized and having adequate number of drilled and tapped holes 30mm. apart,

complete with G.I bolts, nuts, washers for securely connecting the earth leads and earth

continuity conductors. The bus-bar shall be fixed on wall, having clearance of 6mm. from

wall with spacing insulators with at least the numbers 13mm. (1/2”) G.I rag bolts spaced

about 0.46m. (1’-6”) apart.

b) Copper Flats:

To be used, as specified, in the Schedule of Items, where earthing requirements are more

stringent. Brass, bolts, nuts washers shall be used for connections.

5. Value of Earth Resistance: In case of installations where the load does not exceed 5 KW the resistance to earth shall

on no account exceed 5 ohms. Where the load exceeds 5 KW the resistance shall not

exceed 1 ohm.

For sub-stations, the value is 1 ohm.

For L.C installations, the value is 1 ohm.

TECHNICAL SPECIFICATION FOR PASSIVE CONDUCTOR PROTECTOR

Specifications The installation shall conform to I.S : 2309-1969 as amended up to date.

1. Conductor for L.C. System: It shall be GI flat conforming to B.S 728/1961 unless specified otherwise.

2. Air Terminals: Air terminal shall be constructed of 15mm. N.B (Class-B ) medium quality G.I. pipe 1500

mm. long with a screwed G.I. solid conical cap 100mm. long ( overall ) on top and shall have

a screwed galvanized M.S. flange 75mm. dia. x 6mm. thick at bottom end with five point

discharge point and shall be grouted on the parapet, roof, etc. with rag bolts in cement mortar

unless specified otherwise.

3. Conductors on Parapet: The conductors shall be coursed along ridges, parapets, edges of the flat roof, over flat roof

where necessary in such a way as to joint each air terminals to the rest. The conductors shall

be fixed securely with proper saddles spaced not more than 2 ft. (0.6m.) apart.

4. Vertical Down Conductors: These conductors, direct from test point shall be connected to parapet conductors or air

terminals and shall be coursed through shortest possible routes without abrupt turns or

kinks. While passing through cornices, these shall pass through G.I pipe (Class B)

having adequate bore. These conductor shall be fixed securely with proper saddles

spaced not more than 2’ fit. (0.6m.) apart.

5. Protection against Damage and Corrosion: No upturns are permitted and any bend necessary shall have a permissible radius. The

end of G.I pipe protections on wall shall be properly sealed with bitumen compound to

prevent corrosion.

6. Metallic Objects near Conductors: The Conductors shall be so laid as to maintain a separation distance exceeding 2m. (6’-6”)

between (a) any electric conductor running in parallel, (b) metallic objects, viz. iron girders,

water tanks, iron stair case, water/gas pipes inside or by the side of the building.

All the external metallic objects viz. water tanks, gutters, rain water down pipes, water mains,

etc. shall be bonded to the nearest conductor by means of a short tail.

7. Joints & Bonds: All joints between conductors shall be made after cleaning and tinning the ends of conductors

to be joined, binding them together for about 100mm. (4”) with No. 14 SWG G.I wire and

then welding.

Joint between Air Terminals and conductors shall be made with proper lugs duly fixed to

conductors and bolts, nuts, washers etc.

Bonding shall be as short as possible. All joints & Bends are to be mechanically and

electrically sound.

8. Earthing Stations: Similar to installation earths as specified elsewhere. Minimum number of earth station is

two.

9. Installation Tests: After completion of works the ohm resistance of LC installation complete with air terminals

(without earth connection) shall be measured from the highest point and this shall be a

fraction of one ohm.

The resistance to earth of individual earth stations shall be tested by earth testing megger and

must not exceed 1.0 ohms.

The above tests shall be made in the presence of the representative of the PMC / Architect

and the results recorded.

TECHNICAL SPECIFICATION FOR ACTIVE CONDUCTOR PROTECTOR

(ESE TYPE LİGHTNİNG PROTECTOR)

1. The active conductor should be ESE (Early Streamer Emission) type certified by High

Volt Test Lab for 8/20 wave form at over 100kA.

2. As well as tested by CPRI Bangalore, India as per their available capacity.

3. The active conductor should derive the energy from the electrostatic field intensity

variations that is formed in the air, for which no extra energy source like wind energy,

solar energy or kinetic energy that is created by the vibrations are required. The inner

structure should not consist of either coils or condensers which could be flammable or

explosive during the discharge nor should it use Piezo crystals that might be broken

during the discharge or vibration.

4. The active conductor should be made from special materials to prevent the system from

chemical corrosion.

5. The conductor should have a protection mechanism that prevents any internal damage

due to the lightning discharge.

6. The active conductor should be designed as compact and small (weight below 3kg) to

maintain installation and transportation advantage.

7. The Basic Model of the Air terminal should have Protection Radius of 79m at 5 meter

clear height above highest structure. Data on other ranges if required shall be furnished

on case to case basis.

8. It should be approved from Ministry of Defense / Naval / costal surveillance dept. & to

have executed at least 3 Defense / Airport/costal surveillance projects in India.

SAFETY CODE

1. There shall be maintained First aid appliance including adequate supply of sterilized dressings

and cotton wool in a readily accessible place on site.

2. An injured person shall be taken to the public hospital without loss of time in cases where the

injury necessitates hospitalization. If a person, employed by the Contractor is found to be

suffering from any contagious disease; he/she shall be immediately removed from the site so as to

prevent the other working staff from getting infected with the disease.

3. Suitable strong scaffolds with adequate handrails should be provided for workmen for all works

that cannot be done from ground.

4. No portable single ladder shall be over 4 meters in length /height. The width between the side

rails shall not be less than 30cm (clear) and the distance between two adjacent rungs shall be

engaged for holding the ladder.

5. The excavated material shall not be placed within 1.5 meters of edge of he trench or half of the

depth of trench whichever is more. All trenches and excavations shall be provided with necessary

shoring, strutting fencing and lighting.

6. Every opening in the floor of a building or in a working platform is provided with suitable means

to prevent the fall of persons or materials by providing suitable fencing or railing whose

minimum height shall be one meter.

7. No floor/ roof or other part of the structure shall be so overloaded with debris or materials so as to

render it unsafe.

8. Workers employed on mixing and handling materials such as asphalt, cement mortar or concrete

and lime mortar shall be provided with protective footwear and rubber hand gloves.

9. Those who are engaged in welding works should be provided with welder’s protective eye-

shields and gloves.

10. No paint containing lead or lead products shall be used except in the form of paste or ready-to-use

paint.

11. Suitable facemasks shall be supplied for use by workers when the paint is applied in the form or

spray of surface having lead paint dry rubbed and scrapped.

12. Overalls shall be supplied by the contractor to the painters and adequate facilities shall be

provided to enable the working painters to be during the periods of cessation of work.

13. Contractor shall provide safety belts to all the workers, craftsman supervisors and engineers who

are engaged in working on any external face or openings above ground floor level similarly

helmets shall be provided subject to head injuries.

14. Hoisting machines & tackle used in the works including the attachments, anchorage and supports

shall be in perfect condition.

15. The ropes used in hoisting or lowering material or as means of suspension shall be of durable

quality and adequate strength and free from defects.

16. Efficient safeguards for any electrical installation, which are already energized during

construction, should be provided for workers.

17. When workers are employed in sewers and manholes, which are in use the contractor shall ensure

that the manhole covers are opened and are ventilated at least for an hour before the workers are

allowed to get in the manholes so opened shall be cordoned of with suitable railings and provided

with warning signals or boards to prevent accident to the public

18. Safety provisions should be brought to the notice of all concerned by display on a notice board at

a prominent place at work spot. The person responsible for the compliance of the safety code is

named therein by the contractor.

19. To ensure effective enforcement of the rules and regulations relating to safety precautions the

arrangements made by the contractor shall be open to inspection by the labour officer, engineers

of the dept. or their representatives.

High tensile bolts and springs washers are to

be provided on all bus bars and suitable

drilled holes for connection joints. The bus

bars shall have a through fault withstand

capacity of 50kA RMS symmetrical for one

second. The interconnections between the

bus bars and circuit breakers shall be made

by continuous rated Cu strips suitably

covered by proper graded heat shrinkable

colour coded PVC sleeves. The earth busbar

shall run through the length of the panel and

terminated at two ends.

All control wiring in the panel shall be

carried out with 1.1 kV grade single core

PVC insulated copper conductors of

minimum 2.5 sq mm cross-section for

potential circuits and CT circuits, Wiring

should be neatly bunched, adequately

supported, properly routed and finally

crimped. Wires are to be identified by

numbered ferules at either end. Terminal

blocks used are of clamp type with barriered

terminals and are to be numbered.

Adequate cabling space should be available

in the panel with cable supports, cable alleys,

etc. Provision for top/ bottom entry and

termination of required number of A2XFY

cable shall be provided. The position of

control switches, push buttons, levers, etc

requiring manual operation shall be at a

height not exceeding 1850 mm from the

finished floor level. The rate shall also

include providing and fixing space heater

with thermostat control temperature

controller including connecting the same

with the system with all other accessories viz

sockets, ets required. The panel shall also be

provided with cubicle illumination lamps as

per requirement including connecting the

same within the panel with all other

accessories required.

The panel shall also comprise of necessary

meters, CTs, protection MCBs/HRC fuses,

indication lamps relays, lifting bolts, label

inscriptions (metallic engraved identification

tags) describing the rating of the breakers,

bus couplers, designation of the feeders etc

including all other accessories, complete as

per IE rules and regulations conforming to

relevant IS . The rate shall include necessary

cutting chases, and mending good damages

during installation. The panel shall have the
