ANIMAL & SHEEP HUSBANDRY DEPARTMENT VISION: Sustainable growth of livestock and poultry for nutritional security and economic prosperity of Jammu and Kashmir. MISSION: Genetic upgradation of local livestock to strengthen and improve livestock productivity and ensure a disease free livestock product supply chain for the state.

OBJECTIVES: 1. Genetic upgradation of livestock with exotic germplasm is the main activity

associated with genetic up-gradation. Frozen Semen Technology being the main tool to achieve it in cattle and natural service in Buffalo and Small Ruminants.

2. Development of Poultry by introducing improved varieties of dual purpose birds as

a backyard venture. To make commercial Poultry a viable and profitable endeavour so that if fulfils the local demand of poultry products.

3. Development of Sheep sector by laying emphasis on increasing mutton production

and at the same time stabilizing gains achieved in fine wool production through appropriate selection and breeding methods.

4. Safeguarding the uniqueness of genetic resources in Goat Sector in form of

Pashmina/Changra Goats and big sized Khagani goats, by following the policy which is conducive to augmentation of quality Chevon and fibre production through appropriate breeding technologies.

5. Prevention and Control of animal diseases through intensive vacci-nation of

livestock with the ultimate goal to ensure a healthy society by making production of disease free livestock products.

6. To ensure survival and propagation of minor livestock species like Double Humped

Camel, Yak and Zanaskari Horses and other do-mestic farm species of specific importance to certain areas.

7. Development of Feed and Fodder resources in order to realize the true potential of

the improved cross bred livestock.

OUR ORGANISATION

The apex controlling authority of the sector is Minister in-charge of

Animal/Sheep Husbandry Department. The administrative setup is headed

by Commissioner/Secretary to Government Animal/Sheep Husbandry

Department which functioning in the Civil Secretariat.

At Divisional level there are four independent Directorates, two of Animal

Husbandry and two of Sheep Husbandry. There is also one J & K Sheep

and Sheep Products Development Board for lending exclusive support to

the development of sheep products like wool etc to the breeders. Also

under the administrative purview, the semi-Government autonomous

Cooperative body of JK milk Producers Cooperative Limited functions.

At district level, there are District level officers designated as Chief Animal

Husbandry Officer(CAHO) under Animal Husbandry Directorates and

District Sheep Husbandry Officer(DSHO) under Sheep Husbandry

Directorates. Each District office is assisted by Mid rank Officers having

different designations like Disease Investigation officer, Livestock

Development Officers, Poultry Development officers, Sheep Development

officers etc.

At field level Veterinary Assistant Surgeon is responsible for

implementing all the programmes and schemes of the Department. He is

assisted by Paravets.

BENEFICIARY ORIENTED SCHEMES

1. Paravets Scheme:- A self employment generation scheme, wherein the eligible

educated unemployed youth from remote areas, where the Veterinary Services has not been extended as yet, can undergo 5-months training on an allowance of Rs. 1000/month. Thereafter the trained Paravets will be given necessary inputs by the Department of Animal Husbandry/ Livestock Development Board Jammu to provide necessary artificial insemination and other minor Veterinary Service facility at the door steps of farmer in their areas of representation on pre-decided charges.

2. Supply of Community Bulls: - Breeding bulls of high milk potentials are

supplied to the community leaders, free of cost for the breeding of cows and buffaloes in the areas where artificial insemination facilities are not available.

3. Back Yard Poultry Development Scheme:- To promote the poultry in in-

organized sector, each below poverty line in family of identified areas to be provided with 20 no's of birds of 1 month age free of cost along with assistance for shelter and equipments.

4. Breeding of Indigenous Bovines:- Cash initiative of Rs. 200/- for successful

inception of indigenous bovines through organized breeding. Thereafter,

incentive in the form of 25% of feed requirement of the animals 4th

month onwards of pregnancy till parturition.

5. Livestock Insurance Scheme (Central Sponsored Scheme):- The farmers are

protected from the eventual losses due to death of their precious animals. A farmer in can insure his two milch cattle for one or three years. Farmer will enjoy 50% subsidy on premium and no fees will be charged for issuance of fitness or post mortem certificate by the veterinary doctors of the department.

8. SC-SCSP a Central Sponsored Scheme:- A project for establishment of a livestock/poultry unit for SC beneficiaries at a unit cost of Rs. 20,000/- with 50% subsidy in scheduled areas having basic infrastructural availability. The nature and size of the unit in the district is decided/sanctioned by the committee headed by concerned DDC.

9. Tribal Sub plan for scheduled tribes a CSS:-Comprehensive plan for

establishment of a a livestock/poultry unit for SC beneficiaries at a unit cost of Rs. 20,000/- with 50% subsidy in scheduled areas having basic infrastructural availability. The nature and size of the unit in the district is decided/sanctioned by the committee headed by concerned DDC.

10. State Sector Mini Sheep Farm

a. Establishment of credit linked Mini Sheep Farms of 50 Ewes and 2 Rams at cost of Rs. 2.38 lacs for unemployed youth of State.

b. Margin Money of Rs. 0.38 lacs to be borne by beneficiary. c. Rs. 2.00 lacs credit through J&K Bank d. Backend subsidy of Rs. 0.60 lacs to be paid by Sheep Husbandry

Department to concerned branch of J&K Bank. e. Subsidy component is released after sanction by the bank and

establishment of the unit. f. Interested beneficiaries to apply to concerned District Sheep Husbandry

Officers. g. Selection of beneficiaries by committee under Chairmanship of

Additional District Development Commissioner and other members viz. Cluster Head of J&K bank in the district and DSHO.

11. 25 ewes/ does unit on participatory mode h. Establishment of Sheep and Goat units of 25 ewes / does for unemployed

youth of Jammu division. i. Unit to be provided on loan under participatory mode, wherein from third

year onwards, 5 Ewes/ Does shall be retrieved from the beneficiary for subsequent 5 years.

j. Retrieved livestock shall be utilized for establishment of further units. k. Interested beneficiaries to apply to concerned District Sheep Husbandry

Officers. l. Selection by DSHOs and BVOs of concerned areas through PRIs.

12. Potential Goat rearing Units under National Mission for Protein Supplement

m. Augmentation of Goat rearing to farmers already in profession of goat

rearing and having 10 to 15 goats in their possession. n. Establishment of Goat units of 40 does + 2 bucks at a cost of Rs. 2.588

lacs for unemployed youths out of which 2.385 lacs shall be borne by the Department.

o. Unit to be provided on recommendations of PRIs. 13. Integrated Development of Small Ruminants - EDEG

of the beneficiary (APL/ BPL/ SC/ ST) and whether living in designated hill areas or difficult areas.

s. Backend subsidy is to be extended by NABARD to concerned branches of Banks.
