(i) Vision and Mission statement

Vision

Nurture sericutlure as sustainable and profitable vocation for all

stakeholders with emphasis on rural employment and production of

internationally competitive raw silk.

Mission

1. To achieve 5% long term rate of growth in production by extending

sericulutre in new clusters for the benefit of rural poor.

2. To improve quality through mechanization and better technology.

3. To increase the productivity to a comparable international level.

4. To strengthen marketing institutions and marketing systems

5. To strengthen Research, Extension & Training programmes.

(ii) Details of business transacted (Functions)

1. To support and sustain increase in area covered under improved

varieties of mulberry.

2. To Provide technical support and subsidy towards creating

recommended microclimate for chawki and adult silkworm rearing

and mounting.

3. To provide technology support and subsidy towards installation of

machinery to produce high quality gradable silk.

4. To promote micro irrigation to conserve water and sustain more

area under mulberry.

5. To promote farm and rearing mechanization to minimize labour

usage and to reduce drudgery.

6. To augment Human Resource Management by Capacity building of

stake holders.

7. To assist reliable credit availability to all the stake holders.

8. To Promote new races, production and sale of quality silkworm

seeds through various Government agencies and private sector

stake holders (RSPs)

9. To facilitate marketing of cocoons and raw silk.

10. To conduct concurrent monitoring and evaluation of schemes

through external agency.

(iii) Details of Citizens or “Clients”

1. Farmers (Sericulturists) : Farmers who own land; have cultivated

mulberry; have created facility to rear silk worms to result in cocoon

production.

2. Reelers : Convert perishable commodity – the cocoons to stable

commodity - the raw silk through mechanized processes and

interventions, varying upon investment and quality of raw material

used.

3. Seed producers : Persons who prepare silkworm seeds out of disease

free raw material (seed cocoons) obtained from notified geographical

areas of intense cultivation.

4. Chawki Rearers : Persons who have created facility to rear / tend to

the just born silk worms upto 10 days.

(vi) Expectations from the Citizens or Clients

Timely delivery of services viz.,

i. Planting materials of required mulberry variety(ies)

ii. Disease free layings (dfls) of desired race combination(s)

iii. Providing facilities / subsidies / incentives, etc as provided by

schemes under implementation during current year, with least

delay.

(vii) Additional commitments such as compensation in the event of failure

of service delivery.

Utmost care has been excercised in extending services. Cases where time

has been consumed is either out of fund release process or approvals at

levels other than department.

(viii) Right to Information Act (RTI)

Encompasses data and details that add to the value of Citizens Charter.

The Adhoc Task force (ATF) on Results Framework Document (RFD)

while reviewing the mid-term progress for 2012-13 indicated about

including the provisions of RTI, especially the section 4(1)b that enlists

citizen empowerment under seventeen (xvii) sub-sections. The same

has been listed with explicit details and also linked to the DOSK website

document.

Functional institutions like Cocoon Market, Grainages, Farms, Training

Institutes, ZP extension wings maintain records under Accounts, Administration

as prescribed by GOK rules & guidelines common to all departments. Technical

documents and files specific to Sericultue department like requests and

sanction of benefits under various schemes under implementation are

maintained at all relevant levels. This would include sanction, counter signing

particulars. All offices maintain records of compliance of instructions from their

respective higher offices and communication to subordinate offices.

The Officers with executive responsibility display their tentative tour

programme at their office and related subordinate offices. Public and

The consultative process includes seminars and workshops of all stake holders

held periodically at various levels beginning from villages to state capital.
