Annexure – 1
OBJECTIVES OF THE VGST PROGRAMMES
1. Establishment of Centres of Excellence in Science, Engineering and Medicine
(CESEM):-
To encourage research activities in field of science, engineering and
medicine and to promote innovation in research.
To promote research in newly emerging and frontier areas of Science,
Engineering and Medicine including multidisciplinary fields.
To attract fresh talents in Universities and other higher educational
Institutions towards research activities.
To identify institutions which are involving in thematically based research
activities in Science, Engineering & Medical field.
To strengthen existing institutions having a cluster of scientists who could
make common use of research facility created by VGST grant.
To selectively promote the general research capability with relevance to
science, engineering and medicine taking into account capability of the host
institution.
To provide special encouragement to active scientists, researchers from
relatively small and less endowed University Departments and Institutions.
2. Establishment of Centres of Innovative Science & Engineering Education
(CISEE):-
The programme is to strengthen infrastructural facilities particularly in selected
science and Engineering colleges and university science departments in the state
towards achieving
promotion of quality teaching
skill development
teaching methodology
content generation
development of teaching aids
promotion of research on local problems
3. Karnataka Fund for Improvement of Science and Technology Infrastructure
(K-FIST) in Higher Educational Institutions:-
The K-FIST programme aims at developing and strengthening Science and
Technology Infrastructure and Laboratory Facilities required by Science
Departments for imparting quality Science teaching and for pursuing research
activities in educational institutions offering postgraduate science courses within
the State. Post graduate Science laboratories in University Departments and
Colleges are to be equipped with Science and Technology infrastructural facilities.
These facilities are required for imparting quality teaching and for pursuing
research activities in higher educational institutions. Educational institution
selected under the K-FIST programme will be provided with grants to improve and
strengthen infrastructure that would help the institution in achieving higher
academic standards. The K-FIST programme is for the improvement and
strengthening infrastructure facilities in the identified beneficiary Department as
a whole and not for the development of individual Faculty/Researcher.
4. Award of Seed Money to Young Scientists for Research (SMYSR):-
The broad purpose of the scheme is to promote research activity among young
scientists, researchers (below 40 years in age) in the state to take up challenging R
& D activities. Providing grants to faculty members with innovative ideas to carry
out research and build scientific careers in their field of interest at an young age.
5. Awards for Research Publications (Published) by Science Faculty (ARP):-
The Vision Group on Science and Technology seeks to encourage and reward
Science, Engineering and Medicine faculty members in colleges, universities and
research organizations / institutes in the state who have published quality
research publications in National & International journals. In order to recognize
and reward outstanding research publications with high impact factor the VGST
has instituted this award. The intent of the award is to encourage the researchers
to perform quality research work and to publish in Journals with higher impact
factor.
6. Awards for Science Communicators & Science Teachers (ASC & ST):-
Vision Group on Science and Technology has instituted the following awards to
recognize & reward Science Communicators & Science Teachers for their
outstanding efforts aimed at science communication & science teaching
respectively.
Awards for Science Teachers (AST):-
Science teaching at High school, Pre-university and Undergraduate levels is of
crucial to inspire and motivate students in the excitement and learning of science.
Therefore, quality and concept oriented science teaching at these levels is of vital
importance. VGST intends to recognize outstanding science teachers who have
made an impact at high school, pre-university and undergraduate levels and to
reward them. This encouragement would inspire science teachers in improving
performance to foster science teaching and further contributing towards quality
science education to motivate students in Science stream.
Awards for Science Communicators (ASC):-
Dissemination of scientific knowledge to the general public is of paramount
importance towards making a scientifically aware society. VGST intends to
recognize and reward individuals for their exemplary contribution in popularizing
science, promotion of learning and dissemination of science in the areas of History
of Science, Life and achievements of Scientists and Engineers, discoveries and
inventions etc. The intention of the award is to recognize science communicators
for their exemplary work and contribution in the transmission of excitement in
science and technological advancement and to instil scientific temper among
students and general public at large.

(2) VGST grant shall not be utilized for organizing Workshops/ Seminars/
Conferences/ Orientation & Training programmes.
(3) Any proposal not adhering to the above stated requirements will not be
considered for providing VGST grant.

Department of Information Technology, Biotechnology& Science and Technology
G U I D E L I N E S, T E R M S & C O N D I T I O N S (GTC)
(for the utilization of VGST grant)
1. The VGST grant released under the K-FIST/CESEM/CISEE/SMYSR programme is
primarily for strengthening Science and Technology infrastructure facilities of the
identified Department in Universities / Colleges and other Higher Educational Institutions
for quality teaching and research. The grant shall be utilized exclusively for this purpose.
2. The VGST grant under K-FIST/CESEM/CISEE/SMYSR programme is to provide
infrastructural facilities for performing research work and to enhance quality teaching in
higher educational institutions. Hence VGST grant shall not be utilized for the
construction of rooms, buildings, appointment of support staff and related
expenditure.
3. While receiving the VGST grant both the Head of institution and the Programme Co-
ordinator shall submit “DECLARATION & UNDERTAKING FORM” to VGST to ensure
the effective implementation of the programme strictly in accordance with Guidelines,
Terms & Conditions (GTC) of VGST.
4. The faculty member who applies for VGST grant shall be considered as the “Programme Co-
Ordinator” for the K-FIST/CESEM/CISEE/SMYSR programme.
5. Based on the recommendation of purchase committee, the grantee institutions are required
to follow the internal procedure for procuring the equipment & items indicated in the
VGST approved Budget Estimate (both Non-Recurring & Recurring).
6. The purchase committee which includes the Head of the Institution & Programme Co-
ordinator are responsible to procure only VGST approved equipment as indicated in the
Budget Estimate (Non-Recurring).
7. The grant released under the K-FIST/CESEM/CISEE/SMYSR programme needs to be
kept in a separate savings bank account of a nationalized bank only under the head
“VGST grant” (preferably in SBM local branch). The accrued interest on the grant
needs to be reflected in Financial Status Proforma (FSP) (Annexure-14) annually.
8. VGST grant shall not be utilized for organizing and attending Workshops/Seminars/
Conference/Orientation & Training programmes by the faculty members.
9. Grantee Institution shall procure only those equipment/ items for which VGST‟s
approval is accorded in the Budget Estimate (both Non-Recurring & Recurring) (PART-
A of GRD). Any deviation from this will lead to withdrawal of VGST Grant and further
grant will not be released.
10. The grantee institution shall be abide to follow the percentage of Expenditure fixed by
VGST towards Non-Recurring expenditure(80% of VGST grant), Recurring expenditure
(20% of VGST grant) such as Teaching Aid, Travel, Outsourcing, Contingency, Book and
Journal etc.,
11. Any payment towards Non–recurring and Recurring for Rs.5000/- and above shall be only
through A/C payee cheque / Demand Draft (DD) / online Money Transfer (RTGS).
12. The proceedings of the purchase committee (Annexure-6 of GRD) shall record all
necessary steps & procedures followed in procuring the Equipment/ Items under Non-
Recurring expenditure in accordance with Technical Specification of the Equipment

13. The VGST grant awardees has to submit PART-A of Grant Related Document (GRD) to
VGST for approval of the Budget Estimate (both NR & R) only once in a Financial
Year. Subsequent submissions of PART-A of GRD for approval in the same Financial
Year will not be entertained.
14. All the assets acquired from the VGST grant will be the property of the Department of
the grantee institution. A register of the permanent/semi-permanent assets acquired
wholly or partly out of this grant shall be maintained and a copy thereof furnished to this
Department. Such register / ledger of assets and the accounts maintained shall be
available or open to scrutiny by Audit.
15. In order to give visibility to the K-FIST/CESEM/CISEE/SMYSR programme of the
VGST, DST, GoK, the bonafide Department supported VGST grant shall be projected
as “K-FIST/CESEM/CISEE/SMYSR Sponsored Department” and shall be suitably
displayed / labeled as: Catalyzed and Supported by Vision Group on Science and
Technology, Dept. of Science and technology, Govt. of Karnataka.
16. After VGST grant utilization, the grantee Institution will furnish to VGST, DST, GoK,
PART-B & PART - C of GRD accompanied with Annexures 6 to 16.
17. Submission of Annexure 6 to 16 of GRD by Grantee institution to VGST auditors MNS & Co.
is compulsory (Based on these Annexures VGST auditors will issue AUC-II)
18. Further release of 2nd/3rd instalment VGST grants if any is considered for the release
to the Grantee institution only after receiving AUC-II fro VGST Auditors MNS & Co.,
Bangalore.
19. Unspent grant can be carry forward to for utilizing in the next financial year by making
entries in Financial Status Proforma (FSP) (Annexure -14).
20. The Auditor General-Karnataka, at his discretion shall have the right to access to the book
of accounts and ledgers of the K-FIST/CESEM/CISEE/SMYSR support. DST, GoK may
also nominate a CAG empanelled Auditor for the Audit of account of the VGST programme.
21. After the completion of the VGST programme the unspent grant if any shall be
returned to VGST by Cheque or DD favouring (payable at Bangalore) Scientific
Officer, Dept. of IT, BT and S & T.
22. During the concluding period of VGST programme, Programme Progress Evaluation
Committee (PPEC) will visit the College/ Department for final review & inspection of
the implemented VGST programme.
23. After the successful implementation of VGST programme & on the commendation of
PPEC the grantee institution will receive ”Programme Completion Certificate”
(Proforma-E) from VGST.
