Refer to the subject noted above.
2. Please find enclosed a government order for registration of
marriage under Punjab Anand Marriage act. You are requested to follow
the procedure as mentioned in the attached Government order.

GOVERNMENT ORDER
Department of Justice – Punjab Anand Marriage Act
The purpose of this Government Order is to ensure that the defined process of service delivery for
providing the service of Punjab Anand Marriage Registration is followed. This would facilitate the
electronic delivery of services through the instructions and guidelines as described in the following
sections of the Government order.
1. Process for registration of Marriage under Anand Marriage Act

1. The Applicant visits Sewa Kendra Center to submit his request for
Registration of Marriage under Punjab Anand Marriage Act to the Sewa
Kendra operator by providing him required details/ filling predefined service
request form along with required supporting documents

2. Sewa Kendra Operator receives the application form and all the supporting
document from the applicant
The Sewa Kendra Operator scrutinizes the application form, takes
photograph of the applicant and accepts the application request
In case of any rectification, the Sewa Kendra operator asks the applicant
to make the correction / fill any other required information

3. The Sewa Kendra operator logs into the e-District application through user
name and password security
In case, Biometrics feature is enabled, Sewa Kendra operator
authenticate the system login through finger print matching mechanism
Operator enters application details into the e-form & scans and uploads
the supporting documents and submits the application in the e-District
Application.
Operator may fetch details of the applicant and bride / groom details by
entering Adhaar number.

4. The Sewa Kendra Operator then takes the photograph of the Applicant using
a Web Camera attached with his workstation and attaches it to the form.

5. The Applicant then checks the details filled in the application form by Sewa
Kendra Operator & if found correct he/she signs the application form using
an electronic pad or put his thumb impression using biometric device or sign
on the printed copy of the details entered by the operator.

6. Operator accordingly submits the request into the e-District Application.

7. e-district application registers the service request for Registration of
Marriage under Punjab Anand Marriage Act of applicant and generate
unique Acknowledgement number.
The e-District application should send an SMS as well as email regarding
the submission of application with the Unique Acknowledgement Number
to the mobile number and email id provided by the Applicant.

8. Sewa Kendra operator prints acknowledgement along with the unique
Acknowledgement number with the Payment details generated
automatically by the e-District Application, signs it and hand it over to the
Applicant.

9. eDistrict application shall calculate dealy (if any ) in the registration of the
marriage and move application accordingly as per below

1. After expiry of a period of three months but not after a period of six months from date of solemnization of Marriage
Application shall move to the dealing Clerk Tehsildar / Naib Tehsildar
2. After expiry of a period of Six months but not after a period of one year from date of solemnization of Marriage
Application shall move to the District Registrar for permission.
3. After expiry of a period of one year from date of solemnization of Marriage
Application shall move to the Chief Registrar for permission

10. Dealing Clerk at Tehsildar office logs into the e-District application through
user name and password. Dealing Clerk

11. Dealing clerk scrutinizes the application & supporting documents & check
for any deficiency.
In case attached documents are not as per the service requirement,
dealing clerk will prepare a and send back to Sewa Kendra centre
If all the documents are complete and if required competent
authority has provided permission through e-District application,
dealing clerk sends the application to Tehsildar

12. e-District application is updated upon action of the Dealing clerk Tehsildar /
Naib Tehsildar
If the processing of service request sent back to Sewa Kendra
Operator then the e-District application notifies Sewa Kendra
Operator about the updated status
If the processing of service request is sent to Tehsildar then the e-
District application notifies Tehsildar about the updated status
In both the cases the e-District application will sends out an email and SMS
to the Applicant regarding the updated Status.

13. Tehsildar / Naib Tehsildar logs into the e-District application & retrieve
application details Tehsildar
14. Tehsildar / Naib Tehsildar reviews the application details & based upon this
gives final decision on the service request.
In case he is satisfied, he approves the service request using the
approval component and sign using digital signature.
If he is not satisfied, he rejects the service request using the
rejection component.

15. e-District application is updated upon action of the Tehsildar
If the application is approved by Tehsildar, e-district application
generates a DSN & assigns registration number to the certificate
If the application is rejected by Tehsildar, e-District Application
updates the final status of the service request.

In both the cases the e-District application will sends out an email and SMS
to the Applicant regarding the updated Status.
16. e-District application activates the predefined delivery component through
which the service delivery happens to the applicant.

8. Escalation Matrix
Escalation matrix for the critical process activities has been clearly defined below and it is
mandatory for all the concerned officials to take action on the computer generated escalations so as
to meet the predefined service levels.

9. Service level
The overall service levels for Punjab Anand Marriage services have been defined as 7 days. Pls Note: The
Department of Home is requested to provide the breakup of Service levels on the individual officer/
official basis.
