The Governor of Punjab is pleased to notify admissions to Post Graduate Degree/ Diploma courses for the year 2013 onwards in the Health Sciences Educational Institutions (Medical and Dental) in the State of Punjab. NEETPG-20 13 for dental courses would be conducted by All India Institute of Medical Sciences (AIIMS), for admission in MDS courses offered by all the dental colleges/ institutions coming under the ambit of the Postgraduate of the Postgraduate Dental Education Regulations, 2007 (as amended) notified by Dental Council of India (D.O. NEETPG-2013 is the eligibility-cum-ranking examination prescribed as the single entrance examination to various MD/ MS and PG Diploma Courses under ambit of Post Graduate Medical Regulation notified by the Medical Council of India with approval of the Ministry of Health and Family Welfare. Qualifying NEET-PG is mandatory for getting entry to MD/MS/PG Diploma Courses under various Universities and Institutions. 5. Admission to minority institutions shall be made as per provisions of The Punjab Private Health Sciences Educational Institutions (Regulation of Admission, Fixation of Fee and Making of Reservation) Act 2006. 6. SUBJECT: Admissions to Postgraduate Degree/ Diploma courses Session-2013 in the Health Sciences Institutions (Medical! Dental) in theState of Punjab.

1. The Governor of Punjab is pleased to notify admissions to Post GraduateDegree/ Diploma courses for the year 2013 onwards in the Health SciencesEducational Institutions (Medical and Dental) in the State of Punjab. Foradmission to postgraduate (Super-specialty) i.e. M.Ch. courses, a separatenotification will be issued.

2. The admission to the diploma courses shall also be based on the NEETPG-2013 merit. The distribution of seats shall be in the same manner as that ofthe postgraduate seats. The tentative list will be displayed by the DirectorResearch and Medical Education on the official site i.e.www.punjabmedicaleducation.org.

3. NEETPG-20 13 for dental courses would be conducted by All IndiaInstitute of Medical Sciences (AIIMS), for admission in MDS coursesoffered by all the dental colleges/ institutions coming under the ambit of thePostgraduate of the Postgraduate Dental Education Regulations, 2007 (asamended) notified by Dental Council of India (D.O. No. V.110 12/2/2009-MEPI dated 28-09-2012). The detail information can be had from officialwebsites www.natboard.edu.in, www. nbe.gov.in/neetpg, www.dciindia.organd www.mciindia.org.

4. 5. Admission to minority institutions shall be made as per provisions of ThePunjab Private Health Sciences Educational Institutions (Regulation ofAdmission, Fixation of Fee and Making of Reservation) Act 2006.

6. The Governor of Punjab is further pleased to authorize Baba FaridUniversity of Health Sciences, Faridkot to make admissions on the basis ofNEET-PG to be held by the National Board of Examination for Medicalcourses and All India Institute of Medical Sciences (AIIMS) for DentalCourses as per procedure and criteria laid down in the notification underThe Punjab Private Health Sciences Educational Institutions (Regulation ofAdmission, Fixation of Fee and Making of Reservation) Act 2006.

9. The choice(s) of courses! institutions shall be exercised by the candidate atthe time of Counseling! interview. No waiting list shall be prepared.

10. Receipt of all categories of applications and Counseling for admission to allcategories of seats shall be held as per procedure and criteria laid down inThe Punjab Private Health Sciences Educational Institutions (Regulation ofAdmission, Fixation of Fee and Making of Reservation) Act 2006 by BabaFarid University of Health Sciences, Faridkot (BFUHS). 11. In case of any dispute in distribution of seats for all institutions situated inthe State of Punjab the Director Research and Medical Education, Punjabwill be appellate authority.

12. Candidates qualifying NEET-PG shall be eligible to apply for admission inGovemmentlPrivate Colleges. The minimum qualifying marks will be asper provisions of NEET-PG. In order to be eligible for admission to anypostgraduate course in a particular academic year, it shall be necessary for acandidate to obtain minimum of marks at 50th percentile in 'NationalEligibility-cum-Entrance Test for Postgraduate courses' held for the saidacademic year. However, in respect of candidates belonging to ScheduledCastes, Scheduled Tribes, Other Backward Classes, the minimum marks

shall be at 40th percentile or as notified by the MCI/ DCI as the case maybe. In respect of candidates with locomotory disability of lower limbs, theminimum marks shall be at 45th percentile. The percentile shall bedetermined on the basis of highest marks secured in the All-India commonmerit list in 'National Eligibility-cum-Entrance Test for Postgraduatecourses.

Provided when sufficient number of candidates in the respective categoriesfail to secure minimum marks as prescribed in National Eligibility-cum-Entrance Test, for admission to Post Graduate Courses, the CentralGovernment in consultation with Medical Council of India! Dental Councilof India, may at its discretion, lower the minimum marks required foradmission to Post Graduate Course for candidates belonging to respectivecategories.

13. One year Compulsory Rotatory Internship is an essential pre-qualificationfor acquiring eligibility for admission. The cut off date for completion ofInternship shall be 31st March of corresponding year for Medical! DentalGraduates. However, the candidates who have passed their BDS coursebefore 1991 and are registered with the Punjab or any State Dental Councilwill be eligible for admission, without having done compulsory internship.

14. (I) Government Institution (Government Medical College Amritsarand Patiala, G.G.S. Medical College, Faridkot ; Government DentalCollege Patiala and Amritsar.

In the Government institutions, 50% of the total seats in every suchinstitution shall be filled by the Government of India at all India levelthrough NEETPG-2013. The remaining seats shall be filled throughNEET-PG at State Level from amongst candidates having Punjab residentstatus. Out of the remaining seats, 60% seats shall be filled up fromamongst the eligible PCMS/ PCMS (Dental)! PDES in service doctors and40% shall be open to all eligible medical! dental graduates.

A. For 60% Seats in Post Graduate Degree for PCMSIPCMS (Dental)/PDES.

The Eligibility to 60% quota candidates will be as per letters of Deptt. ofHealth and Family Welfare Endst. No. 26/12/94-5HB21795-805 dated31.01.2011; and Memo No. 26/12/94-5HB2/4456-58 dated 17.07.2012 No.2/149/12-1HBII7260-77 dated 13-09-2012 and any other notification issuedfrom time to time.

I

a) The eligibility requirements are as under:(i) Regular PCMS employee; and(ii) Have completed four years' service in very difficult

(Category D) area or six year service in difficult (CategoryC) or on appropriate combination of both and in case ofcandidates who have completed 5 year of service as on 01-01-2012, they should have completed 2 years of service in mostdifficult areas or 3 years of service in difficult areas; andRMO once they are selected in PCMS, they will be givenbenefits of rural service rendered by them as RMO's underZila Parishads.

(iii) Have cleared the probation period; and(iv) Whose service record is good; and(v) After completion of Post Graduate Course have minimum of

10 years' service left; and

(vi) There is no vigilancel departmental/ disciplinary inqurrypending against the employee.

b) The period of rural service shall be computed as on March 31 st ofcorresponding year.

c) Adhoc service rendered in respective category will be counted forpurpose of computing the stipulated period of three years.

d) Weightage of l.0 mark for each year's service in difficult area and 1.5marks for most difficult area over and above the eligibility of ruralservice shall be given, subject to a maximum of 5 marks.

e) Applications- The following documents shall be attached with theapplication submitted by the candidates to the BFUHS, Faridkot afterdeclaration of the result ofPGNEET.

i) In the case of PCMS/PCMS (Dental) doctors:- A Certificateregarding length of service, length of rural service, number ofyear of service left after completion of Post Graduate courseand that no departmental/vigilance inquiry is pending againstthe candidate is required to be submitted.

ii) In the case of Punjab Dental Education Service:- A Certificatefrom the Principals of Government Dental Colleges regardingthe length of service as Punjab Dental Education Services.

iii) Demonstrator (Dental) Serving in the Government DentalColleges at Patiala 1 Amritsar is exempted from the condition ofrural service.

iv) The Registrar posted at Sri Guru Gobind Singh MedicalCollege, Faridkot shall be allowed to do Post Graduate Courseat Sri Guru Gobind Singh Medical College, Faridkot in thesubject in which they are doing Registrarship. The admissionshall be subject to their getting admission on the basis of theirmerit in NEET-PG and on the condition that seats are availableat G.G.S. Medical College, Faridkot in the concerned specialtylCourse. However, if they get admission at other college orother specialty they will have to get reversion to general cadrebefore admission.

B. All PCMS 1 PCMS (Dental) 1PDES who are selected for admission to PostGraduate Course shall have to produce-

i) In case of PCMS/PCMS (Dental)- A No Objection Certificate from theGovernment in the Department of Health and Family Welfare;

ii) For Punjab Dental Education Service- A No Objection Certificate fromDirector, Research & Medical Education;

For joining the course the NOC will be in accordance with the instructionsissued by the Department of Health & Family Welfare vide memo No.26/12/94-1 HB2/126-12 8 dated 8.1.2010 and any other instructions issuedby the Department of Health & Family Welfare from time to time.

The salary of the doctors selected in the Guru Gobind Singh MedicalCollege & Hospital will be paid by the Department of Health & FamilyWelfare, Punjab, Chandigarh

Any candidate in State Government employment shall produce a 'NoObjection Certificate' from his/ her employer.

D. Conversion of seats under All India Quota/60%) & 40% Quota/NRIUnfilled seats:

The allotment of the seats shall be made through counselling(personal appearance) as per 100 point approved roster register beingmaintained. The counseling shall be done according to categoryrank and roster as per 60% / 40% and other reserved categories.

In case of private Un-aided Health Education Institutions (Medical /Dental Colleges) shall be as per reservation fixed by theGovernment. After exhausting 60% reserve category candidates, thevacant seats will be transferred to General Category candidates of60% quota.

In case of non-availability of candidates in 60% quota andsurrendered seats of All India Quota, if any, the vacant seat( s) willbe offered to the eligible candidates in 40% quota in the samecategory. After exhausting all reserve category candidates in 40%quota, the vacant seats will be transferred to General Categorycandidates of 40% quota.

There shall be separate merit list for in-service 60% quota candidatesfor Medical! Dental Colleges and a separate merit list for those whoare not covered under the category of in-service candidates. Themerit list for general and reserve candidates shall be combined.Reserve candidates will be eligible for open seats i.e. in general also,as per their merit, eligibility and option as the case may be except forSC & BC candidates having 40th percentile or more but less thanso" '1percentr e.

14 (II) Private Institutions

(i) The distribution of seats in Private Institutions would be :Govt. Quota Seats - 50%Management/Minority Quota Seats - 50% (including 15% NRI Quota)

(ii) In private institutes all the seats (Govt./Management INRIINRI Leftover seats will be filled on the basis of NEET (PG) in centralizedcounseling.

15. Procedure

a. The Baba Farid University of Health Sciences, Faridkot and theconcerned institutes will upload the admission application form on theirwebsite.

b. The candidate can apply or fill the form at the university BFUHS orinstitution level. The fee for the forms shall be same as that of theUniversity.

c. Candidates of management quota seats INRI seats/ NRI left over NRIseats will be filled in accordance with provisions of Act 2006.

d. Applications received at institution level or at the University level willbe considered for counseling together in the presence of representative

of the University and the Government. However, for public conveniencethe Private Dental Institutions will be provided separate rooms in thepremises of Baba Farid University of Health Sciences, Faridkot (Theselines should not be deleted and required to be retained.)

e. The counselling for resultant vacant seats will be held by the respectiveinstitutions in the presence of Punjab Govt. & University representativesafter adopting due procedure and vide publicity. The date ofcounselling will be fixed in consultation with Baba Farid University ofHealth Sciences, Faridkot.

f. The admission will be made on NEETPG merit and in a transparentmanner.

g. The same procedure will be followed in case of NRI/ NRI left overseats.-(These lines should not be deleted and required to be retained.)

16. A candidate who is already admitted to any Post-Graduate degree courseshall not be eligible for admission.

17. The allotment in the specialty and college shall be made by the AdmissionCommittee on the basis of the merit obtained by the candidate determinedon the basis of PGNEET choice of the speciality and station by thecandidate at the time of the counseling. The choice made by the candidateat the time of the admission shall be final. Personal appearance in thecounseling/ interview of the candidate shall be mandatory.

18. In case a candidate once admitted, drops out or leaves the Post GraduationDegree course in between he/she shall be debarred for a period of threeyears for admission to any PG course in the State of Punjab. However, astudent admitted to a Post Graduate Diploma Course shall not be debarredfor admission to a Post Graduate Degree Course, in case the candidate isselected in the same speciality. The University shall display the list of thenames and addresses etc. of such debarred persons.

19. In case there is a vacancy after the first counseling, for any reason, suchseats shall be filled through the same process as that in the first counseling.

20. The schedule of admission process i.e. date of test dates of Counseling andcommencement of classes, cutoff date, etc. shall be as specified by theMedical Council of India! Dental Council of India and any court orders bythe Hon'ble Supreme Court or Hon'ble High Court as the case may be.

21. Baba Farid University of Health Sciences may fix and charge fee forProspectus, Application Fee, etc.

22. The application for Admissions, complete in all respects shall be submittedto the Baba Farid University of Health Sciences, Faridkot, Punjab.

23. Fee Structure for the Post Graduate Degree and Diploma Courses

In Government Health Sciences Educational Institutions fee shall beas Punjab Government notification No. 1l/24/98-5HBIII/1715 dated20-04-2000 and as amended from time to time. For the year 2013,the fee will be as under:

The fee for the Private Institutes including Medical! Dental Institutesat Adesh University and Desh Bhagat or any such University comingup in future will be as fixed by the Govt. under 2006 Act.

In the case of Private Institutions under The Punjab Private HealthSciences Educational Institutions (Regulation of Admission,Fixation of Fee and Making of Reservation) Act 2006 the fee is asunder:

Note: The fee will be collected on the spot by the Baba Farid University ofHealth Sciences, Faridkot on behalf of the respective institutions atthe time of counselling and the same will be transferred to therespective institutions .after 2nd counseling.

(b) Hostel fee and security advance (Annual and provisional) for privateinstitutes

1. General Independent Room Rs. 15,000 per year (Maximum) for singlebedroom.

11. Special Room (Attached bathroom and AC) Rs. 24,000/- per yearMaximum.

111. Security Advance Rs. 25,000 or its equivalent (refundable at thecompletion of course.)

IV. Mess charges- Actual and to be managed by the students.

(These charges are exclusive of electricity / water but inclusive ofeverything else.)

Note 1 These include all kinds of charges and nothing extra will be chargedfrom the students under any circumstances on any accountwhatsoever.

Note 2 .The fee will be payable on annual basis and the institutes shall notinsist upon the candidate to deposit fee of the entire course inadvance. At the most, candidates can be asked to furnish a bond/bank guarantee that they will be liable to pay the balance fee for thewhole course even if they leave the institute/course midway course.

Note 3 The fee shall be refunded / adjusted if candidate is shifted from onecollege to another in the subsequent counseling on operation of thewaiting list.

24. Reservations in Government Colleges

In case enough eligible candidates are not available in the reservedcategory concerned, the seats will automatically be converted into

same reserved category in general quota. The reservation ingovernment category shall be as follows:

(i) Scheduled Caste 25%

(ii) Backward Classes 5%(Note: The Backward Class Certificate must be as perthe latest instructions issued by the Government ofPunjab)

(iii) Physically handicapped as per MCI guidelines 3%

(iv) Sports Persons 2%(Credit will be given for the sports achievements madeduring MBBSIBDS academic courses only and shallbe graded by the Director Sports, Punjab with aminimum bench mark of B+ grading)

(v) Wards of terrorism/riot affected persons (in order of 2%preference to the exclusion of next category)

(a) Whose breadwinner has been killed.(b) Persons killed in terrorist action in Punjab or in

1984 Riots outside Punjab(c) Terrorism or Riot affected or displaced persons

Reservations in Private Unaided Health Sciences EducationalInstitutions shall be made under The Punjab Private Health SciencesEducational Institutions (Regulation of Admission, Fixation of Feeand Making of Reservation) Act 2006. In case enough eligiblecandidates are not available in the reserved category concerned, theseats will automatically be converted into general category. Thereservation will be as follows:

(i) Schedule Caste 25%

(ii) Backward Classes 5%

(Note: The Backward Class Certificate must be as perthe latest instructions issued by the Government ofPunjab)

(iii) Physically handicapped as per MCI guidelines 3%

26. Explanation: The following points shall be observed while granting abovereservation both in government and private colleges, wherever applicable:

(i) Candidates under handicapped category shall be admitted only if he/she has locomotors disability of lower limbs between 50% to 70%and with this disability he/she is otherwise found fit medically topursue the course in the specialty concerned by the Medical Boardduly constituted by the Government and consisting of Heads of therespective Departments of three Medical Colleges at Patiala,Amritsar and Faridkot of the specialty concerned. Physicallyhandicapped Orthopaedically Handicapped only (as per Me1guidelines) (disability 50% to 70%), in case the candidates are notavailable then the candidates with disability of 40% to 50% may beconsidered to be determined at the time of counseling by a dulyconstituted board of the specialty of Orthopaedics.

(U) The Medical Council of India has clarified that only orthopaedicalhandicap is entitled to reservation and students having hearing/visualimpairment are not eligible for reservation, which stipulation ishereby adopted.

(iii) There shall be no reservation for handicapped candidates seekingadmission to the Dental Colleges.

(iv) Reservation under category (v) of para 23 shall be provided to thosewhere breadwinner has been killed.

(v) For the claim of reservation in category 23 (vii) above a certificate tothis effect issued by Inspector General Police (HQ), Punjab shallhave to be produced while submitting other documents. In case ofParamilitary Forces, this certificate shall be countersigned by IGPolice (HQ) Punjab.

(vi) The above reservation will be made in each specialty / collegeseparately subject to the availability of seat as per instruction issuedby the Government of Punjab from time to time. The reservation ineach institution shall not exceed 25% in case of SC and 30% in caseof SC and BC combined together.

(vii) A hundred point rosters shall be maintained category wise / subjectwise / institution wise.

(viii) Students claiming benefits of reservation under SCIBC category willbe required to produce a certificate from the competent authority asper instructions of the Department of Welfare NO. 1/41/96-RC1/110001-17 dated 17/1/94 and NO. 1/41/93-RC 1/1597 dated 17-8-2005 (for BC).

27. Candidates selected under 40% quota will get fixed emoluments/stipends asdetermined by the Government from time to time for the course period i.e.three years subject to the following condition:

i. The candidate is to submit a bond to serve the Government ofPunjab for a period of three years. This clause will not beapplicable in case the offer is not given by the Government ofPunjab within a period of one year of passing of thepostgraduate examination.

n. The candidate is liable to inform the Government of Punjab thathe has passed the postgraduate examination.

iii. In case the candidates do not submit the bond, the candidate willnot be given the stipend.

iv. Failure to serve the Government of Punjab for a period of threeyears will lead to deposition/ recovery of bond money to theGovernment of Punjab i.e. 15.00 lacs.

28. Candidates shall give a declaration that they have not abandoned the PostGraduate seats after opting for admission or after being admitted in PostGraduate Courses in the State of Punjab in previous years.

29. Candidates will have to give an undertaking that they have not beenadmitted to any Post Graduate Course for the corresponding session and ifadmitted they have already left the same before counseling.

30. Even if the Candidate is having P.G. diploma, he / she should be allowedthe choice of subject in postgraduate course as per merit, irrespective of inwhich subject the diploma is.

31. In Dayanand Medical College, the Seats for candidates working in theirrural training centre shall be as per the Judgment of Hon'ble Punjab andHaryana High Court in Civil Writ Petition No. 5278 of 2006 decided on11.5.2006.

32. In private Colleges NRI Seats shall be 15% of the total seats. The seats willbe filled on the basis of merit as per NEETPG 2013, in order of preferenceas under:-

Category I: NRIs who originally belonged to the State of Punjab.Category II: NRIs who originally belonged to an Indian state other

than Punjab.

(a) If sufficient number of candidates under first category is eligible andavailable then they will be admitted first even if students undersubsequent category are higher in merit.

(b) The left over seats in the NRI quota shall be filled on merit basedupon the NEETPG 2013 percentile.

(c) The NRI students will have to give a bank guarantee 1 surety bond forthe balance of fee, if they opt to pay the fee in installments on annualbasis proportionately.

(d) Merit should be the priority for NRI seats too and the counseling forNRI seats should not be more than twice in a session."

(e) Any misrepresentation, false information, fake documentation andimpersonation for securing admission shall be punishable under therelevant provisions of Indian Penal Code along-with cancellation ofadmission.

(t) In compliance of Hon'ble Punjab and Haryana High court's orderdated 25.05.11 in CWP No. 5989 of2011 titled as Nehpreet Kaur Vs.State of Punjab and other connected petitions being CWP No. 6420of2011 and 7169 of2011 (O&M).

"NRI quota can be filled up only by genuine NRI. If no NRI isavailable, seat in the said quota cannot be filled up by charging NRIfee. Filling up of seat has to be consistent with the rules as may beapplicable. "

33. For any dispute arising out of this notification or of the admissions underthis notification, the jurisdiction shall be Punjab and Chandigarh only.

34. This notification supersedes all the prior notifications for admission to thepostgraduate degreel diploma courses in the State of Punjab except theSuper-specialty stream.
